Professional Qualifications:
Washington State, Court and DSHS Certified Domestic Violence Counselor, Program
Manager Level. Re-certified and re-affirmed by the State of Washington five separate
times under Washington State law and DSHS. Frequently retained to testify as an expert
on family violence in Superior, District and Municipal courts. Commencing 12th year of
teaching instructing groups/students, directing group process, assessing level of
dangerousness of perpetrators and evaluations for criminal and civil court, instructing
and educating public and private entities, program development and program syllabus
development.

Over 12 years of experience in public speaking and training in domestic violence to
chemical dependency treatment programs, victim impact panels, mental health
professionals, GAL’s, sexual assault centers, DSHS Social Workers, prosecutors/
attorneys, police officers, city employees and professional organizations such as the
Rotary Club. Training /workshop presentations including “Assessing the Abusive
Personality: Clinical Variables”. Extensive experience in criminal justice agencies to
include law enforcement, jails, community probation, parole, supervision of staff, and
offenders, monitoring behavior/ security, mental health counseling.
1998- Clinically Certified Criminal Justice Specialist (CCCJS):
National Association of Forensic Therapists, #A18278. (Masters Degree level
certification with 4,800 hours of case management experience verified/ completed).
Tested and certified 7/98.
(Certification is the process that validates, based on predetermined standards, an individual’s qualifications,
and knowledge to practice in a defined knowledge area. The National Association of Forensic Counselors
(NAFC) and its certification commission, The American College of Certified Forensic Counselors
(ACCFC). The certified practitioner from the NAFC and ACCFC qualifies as an expert witness under the
Federal Rules of Procedure sect. 702 pertaining to expert witnesses. The NAFC and ACCFC certification
programs are designed to establish the body of knowledge necessary for certification, test through written
examination, the common body of knowledge necessary to deliver counseling, evaluation, examination,
and forensic services to clients, attorneys and the civil/criminal justice system. There are approximately
33,000 members in this professional organization).
Employment:
1999-current- Co-owner and President of Phoenix Counseling Consultants, Inc., a
state, court and DSHS Certified Domestic Violence/ Anger Management Treatment
counselor in private practice, Program Manager Level. Experienced in courtroom
testimony and pre-sentence investigations. Completion of over 14,000 hours of WAC

388.60 direct clinical assessments, anger management, and domestic violence treatment,
including individual and group treatment, instructing students and community members.
Member Snohomish County Domestic Violence Task Force. Approved contractor by the
Department of Social and Health Services for evaluation and treatment of Child
Protective Services involved cases since 2001. All supervision and training completed per
Washington State Administrative Code WAC 388.60 including, intern (1 year training
completed-1999), staff (2 years training completed-2000), and program manager level (3
years training completed-2/19/02). Phoenix Counseling Consultants, Inc. is also
recognized by the Washington State Department of Health to employ Agency Affiliated
Counselors.
1994-1996- Snohomish County Evaluation and Treatment Center/ Psychological
Technician (part-time) for persons detained under RCW 71.05.
1990-1998- Washington State (Felony) Community Corrections Officer 2, 3, and Lead
Officer Officer-Bishop Lewis Work Release-Seattle, WA, Correctional Mental Health
Counselor-3, five county region. Completed over 4,800 hours of case management/
mental health assessments/ counseling/ referrals/ criminal investigations/interviews.
Clinical interventions in consultation with mental health professionals.
1984-1989- Correctional Supervisor/Correctional Mental Health Therapist, 1, 2 and
3- Special Offender Center, Division of Prisons, Monroe, WA. (For the violent and
mentally ill offender). Directed the care, custody, evaluation, and treatment for one or
more groups of court-committed mentally ill offenders at a mental health prison complex
utilizing individual and group psychotherapy techniques. Performed program-wide
assignments such as program interpretations/ evaluations and development, security, and
offender evaluations; supervised and trained other correctional mental health therapists
and custody staff. Testified at hearings involving the Washington State Parole Board
(IRB).
