Clerk to advertise pothole number. Clerk had received information that some of the trees/overhanging foliage in the village will be cut back by OCC this month, but no specific detail given. Had pursued the outstanding PEM request for clearance of foliage on Minster Road/Monahan Way roundabout. 96/15 VILLAGE EMERGENCY ACTION PLAN No report in Pip Squire’s absence. He was to speak with James Gillies. 97/15 98/15 99/15 RESURFACING PAVILION PATHWAY/BALL WALL PROJECT Clerk to arrange meeting to discuss quote for paving ‘triangle area’ by pavilion front door. Painting of ‘wicket’ to be completed on the ball wall but already being well used. UPDATE COMMEMORATION OF ANNIVERSARY OF WW1 Keith Glazier meeting at the quarry to choose suitable stone for plinth. Dr Holmes has drafted artwork for engraving though needs revision for photo he had initially included. The Clerk has booked the Elderbank Hall for the reception pre and post the ceremony. Clerk is to write to the following people HRH The Princess Royal, Bishop Colin of Dorchester, The Lord Lieutenant, RAF BZN Station Commander. Keith Glazier to speak with Royal British Legion local representative as to who to invite from the Army. LOCAL FLOODING GROUP MEETING 3 JULY 2014 The Highmoor Brook is to be cleared later this year (from the airfield to the back of The Manor). Keith Glazier spoke with the OCC service engineer Gordon Kelman of the verge damage by Thames Water on Station Road and also the gullies on Station Road and Minster Road. They need to be flushed through first, then CCTV to determine blockages. Keith Glazier has also corresponded with TW to chase the work that has been promised on the SPS. No response received yet. Pip Squire Clerk Clerk 100/15 REPORT CPRE MEETING 23 JUNE 2014 RE SHMA Keith Glazier and Selwyn Shorrock had attended on behalf of the Council. The CPRE are ‘up in arms’ about the number of houses proposed should be built in the SHMA and taking legal advice. They question the need re employment figures and the siting on greenfield sites. A further meeting to be hosted by Shilton Parish Council scheduled week beginning 13 July to be attended by Keith Glazier/Selwyn Shorrock. Tony Shillingford/Keith Glazier to review maps and determine housing that is MoD/Housing Association and also review detailed guidance to determine next step. PROVISION OF NOTICEBOARDS IN THE VILLAGE/GENERAL STATE OF REPAIR OF NOTICEBOARDS It has been suggested that provision for a temporary sign that is adjacent to the hall – similar to that used by the church – should be made. Four permanent holes to be made on the grass under the tree by the entrance to the allotments. The Parish Council would decide what is advertised but suggestions village day, annual village meeting etc. Large impact sign only. Keith Glazier and Tony Shillingford to attend on behalf of the Council. The Clerk asked to enquire if one or two BNAG members may be able to attend as well. COUNCILLOR TRAINING 3 SEPTEMBER 2014 It was agreed to fund Tony Shillingford’s attendance at the ‘Roles and Responsibilities – working on your local council’ course - £65 plus VAT plus reimbursement for travel. Clerk to confirm booking. LIGHTS OUT 4 AUGUST 2014 10-11PM This is a Nationwide initiative to commemorate the anniversary of the start of WW1. After discussion, Clerk to ask the PCC if they are interested in holding a service/lighting up church or lights around the war memorial. Tony Shillingford to approach The Chequers if they have any interest in organising candles/sing-a-long. REAPPOINTMENT OF POORS PLOT TRUSTEES Fred Bellenger and Chris Thorne are willing to stand for a further three year term as trustees. Unanimous agreement to their re-election as trustees. The Clerk was asked to write and thank them for their continued service to the charity. The clerk is instructed to write to them and enquire why the Parish Council has not been included in any consultation. What is the extent of the Local Enterprise Area? CONNECTING OXFORDSHIRE Selwyn Shorrock reported on the meeting he had attended earlier on at Henry Box. Organised by OCC it was a forum to advise of their future transport ideas and schemes. They might do something regarding the A40 but needs to be justified financially with development. Talk of a monorail link between Witney and Oxford. The state of the roads in Witney and Carterton was brought up but OCC advised ‘there is no money’! Roundabout at Wolvercote may be made a ‘hamburger’ one like Headington. Proposals for scheme for link road between A40/A34 to ease route to Water Eaton. Proposing a roundabout alongside the A40 at the Down’s road junction when that development goes ahead. Possibility of bus ACTION The Clerk The Clerk lane on A40 – a ‘tidal flow’ system. Consultation about proposals open. 117/15 INSURANCE RENEWAL Zurich insurance renewal due 4 August 2014. Quote received £1,178.97. This is the third term of our fixed three year agreement. Accepted and clerk to raise cheque for signing next month. 118/15 OALC QUESTIONNAIRE AFFORDABLE HOUSING SURVEY With proposed housing development and emerging local plan suggesting affordable housing at 30-40% no further requirement for housing in area. No response proposed to survey. 119/15 STATE OF ROADS IN VILLAGE Clerk asked to write to Highways to lodge complaint about the roundabout by the church which is hazardous to cyclists and pedestrians. All roads feeding into the roundabout are in a state of disrepair. Also to ask for explanation of recent work done on B4477. Why did it take a week to undertake the work that was done? No attempt to remove the adverse camber and it would appear that the anti-slip surface that was put down following a spate of accidents has been removed. Explanation of work that has been done please? 120/15 MOWER FUND Stuart Guest to speak with Fred Bellenger regarding the type of mower that would be best to replace current mower. To speak with McCrackens to get some recommendations. The Clerk to speak with TAG, CO-OPTION TO COUNCIL The Clerk was asked to write to the four people who expressed an interest in being co-opted to the council to determine they still wished to be considered.
