Tsar Takes Command’ Even though the Tsar has historically taken command by this time, the Event Card ‘Tsar Takes Command’ has not yet played in VtV. This card should renamed to read: 'The Corrosive Effects of the Tsar in Command.' Thus the card reflects a combination of the disruption in leadership on the home front caused Rasputin's perceived influence at the Tsar's palace, government corruption, food shortages or any of many factors, which hastened the ‘Fall of the Tsar’. By making the CP play the ‘Tsar Takes Command’ Event, the designers are saying things have not yet deteriorated but they could do so at any time. Without this change the 'Fall of the Tsar' Event becomes a virtual certainty perhaps as early as 1916 and luck just becomes too strong a factor. ‘11th Army’ The ‘11th Army’ Card is already played as an Event. This represents the appointment of the competent General Mackensen as overall German-Austro-Bulgarian commander who led the successful offensive against Serbia in the fall of 1915. At the start of the “Total War” scenario we assume Mackensen’s HQ – the German 11th Army – is still located in the Serbian capital. Western Front Verdun and Nancy have a “Level 1 Trench” – instead of a “Level 2 Trench” – to avoid an easy conversion in CP trenches during the Kaiserschlacht. Falkenhayn turned West again in 1916 to attrit the French out of the war. This decision of the High Command is simulated with the German MO and the reinforcement of the German troops around Verdun. The CP may, with moderate luck "bleed the French white" as Falkenhayn intended but it will come at a cost. To capture Verdun, ‘H-L in Command’ using a trench buster card probably will be needed. Italian Front The changed Italian Front set-up takes in account the prohibition to attack between Trent and Verona. The Italian MO represents one of the numerous battles fought along the Isonzo River. Balkan Front The AP gets a “Level 2 Trench” in Salonika and has established a Serbian Army in the beachhead. This changed Balkan Front set-up reflects the difficult terrain and gives the AP more staying power to discourage ahistorical ‘blitzkrieg’ operations in the Balkans. The Mediterranean Expeditionary Force (MEF Army) The MEF is set-up in Basra at reduced strength.
