BUCKS COUTY INTERMEDIATE UNIT
Federal and state regulations require all children with disabilities to receive a free and appropriate public
education (FAPE). For certain children, an appropriate education requires an extension of the traditional school
year. When required, a program of services over the summer months must be made available to these students
with school districts bearing the burden of meeting this responsibility. At the request of school districts, the I.U.
provides the necessary program or services. Approximately two thirds of the students served by the I.U. for
Extended School Year are served in district-operated programs during the regular school year.
Annually, a team comprised of the child’s teacher(s), parent(s), district representative and others determines if a
child requires an Extended School Year program. Together they determine the type, location, amount,
frequency and duration of the student’s program and services with venues including center-based (school-based
classroom instruction), community-based (typically day camps or other recreational sites) and home-based.
Program growth has occurred each year. As the number of children served increases, the number of staff and
contractors required increases and results in the need for additional classroom space. Between 2005 and 2007,
the number of children served by the Intermediate Unit has increased by 23% with the number of staff increased
by almost 15%.
Once again, five of the thirteen school districts provided space for the school-based program this year. District
administrative and building staffs were very patient, cooperative and helpful at all times and their assistance has
been greatly appreciated. The sixty-five classrooms were located as follows: Central Bucks - Bridge Valley
Elementary School (15), Central Bucks High School East (5), Council Rock - Newtown Elementary School (6),
Holland Middle School (6), Council Rock High School North (4), Neshaminy - Albert Schweitzer Elementary
School (1), Pearl Buck Elementary School (3), Tawanka Learning Center (2), Pennsbury - Quarry Hill
Elementary School (10), Walt Disney Elementary School (7), Quakertown - Strayer Middle School (6).
Programs & Services
“Staff Changes
2007-2008”
Over the last several months, the Bucks County Schools Intermediate Unit #22 has experienced an
extraordinarily large number retirements, resignations, and reassignments within the organization. This is true
for the Programs and Services Division where people new to the organization now staff more than half of the
administrative, supervisory, or consultative positions.
Director, Instructional Materials and Research Services – Mark Hoffman. Mark Hoffman comes to the
Intermediate Unit having held a similar post with Carbon Lehigh Intermediate Unit #21. He has also taught
World Languages (Spanish) at the Central Bucks School District. In this role, he will direct the Instructional
Materials and Research Services of the Intermediate Unit, which includes nearly 20,000 titles including more
than 5,000 of video-on-demand. Mark is replacing Shirley Crehan, who had approximately thirty years of
service at the Intermediate Unit.
Director, Staff and Program Development – Edwina Frasca-Stuart. Eddie Stuart comes to our organization from
the Central Intermediate Unit #10 located in West Decatur, Pennsylvania. These services could include needs
assessments; help with the design of district staff development projects and dissemination of current research in
the area of curriculum, instruction, assessment and leadership. This position will also work the Art Education
Trust and the Arts on the Move project. Sheryl Solow held this position for approximately six years.
Director, Professional Education – Daniel Vorhis. Daniel Vorhis comes to the Intermediate Unit from the
Quakertown School District where he filled a very similar role. The role requires the development of staff
development for Intermediate Unit personnel, but as importantly, the coordination and development of
professional education for our districts. Ted Davis held this position with more than thirty-five years of service
at the Intermediate Unit.
Instructional Technology Specialist – Pamela Newman. Pamela Newman was most recently an eighth grade
teacher of English at Log College Middle School in the Centennial School District. In addition to her classroom
role, Pamela provided leadership for her grade and building in the integration of instructional technologies. This
role has important responsibilities in providing instructional development focusing on increasing the use of
technology in the classroom to achieve student learning. Carol Teitelman served in this position for six years.
Coordinator of Staff Development Title II/Title V – Lindsey Sides. Lindsey Sides most recently was employed
as sixth grade teacher at Mill Creek Elementary School in the Central Bucks School District. This role has direct
oversight of the Title II Math/Science Consortium/Collaborative activities, which develops countywide staff
development programs focused on math and science. Jeanette Warsavage held this position among others for
over thirty years at the Bucks County Intermediate Unit.
Adult Basic Education (ABE) Program Administrator – Karen Winkler. Karen Winkler who has been an
employee of our ABE program will now be the administrator. The Intermediate Unit, in conjunction with the
Bucks County Correctional Facility, conducts ongoing adult basic education programs. Don Hessler served in
this post for more than thirty years.

 Approved the minutes of the Intermediate Unit Board meeting held on July 17, 2007.
 Approved the Treasurer’s Report, for the period of July 1, 2007 to August 31, 2008.
 Approved the bills for payment for July & August 2007, subject to audit.
 Approved the revision of the Act 89 Nonpublic schools budget in the amount of $5,096,920.00 and the
Catapult Learning contract in the amount of $3,431,400.00.
 Approved the Contracts and Purchases for August 2007, in the amount of $83,708.50.
 Approved the Contracts and Purchases for September 2007, in the amount of $105,082.20.
 Approved the Private Provider for additional services for the period of July 1, 2007 to June 30, 2008 and
July 1, 2006 to June 30, 2007 in the amount of $2,796,516.43.
 Approved the Private Provider for additional services for the period of July 1, 2007 to June 30, 2008 in the
amount of $1,039,494.00.
 Approved the Special Education Contracts with Bucks County School Districts for the period of July 1,
2007 through June 30, 2008 in the amount of $5,160,101.00.
 Approved the Special Education Contracts with Bucks County School Districts for the period of July 1,
2007 through June 30, 2008 in the amount of $1,876,049.00.
 Approved the Special Education Contracts with Out-of-Bucks County School Districts for the period of
July 1, 2006 through June 30, 2007 in the amount of $88,702.00.
 Approved the Special Education Contracts with Out-of-Bucks County School Districts and Out-of-State
School Districts for the period of July 1, 2006 through June 30, 2007 in the amount of $91,397.00.
 Approved the Special Education Contracts Out-of-State School Districts for the period of July 1, 2006
through June 30, 2007 in the amount of $28,660.00.
 Approved the contract with Carpet Masters for cleaning services for the period of September 1, 2007
through August 31, 2008 in the amount of $9,300.00 annually.
 Approved the contract with ServiceMasters for cleaning services for the period of September 2007 through
August 2008 in the amount of $10,428.00 annually.
 Approved the lease agreement with Emilie United Methodist Church for (1) one preschool classroom for the
period of July 1, 2007 through June 30, 2008 in the amount of $4,536.00 annually.
 Approved the lease agreement with LifePath, Inc. at Ridge Crest Center for (1) one preschool classroom for
the period of September 1, 2007 through June 30, 2008 in the amount of $9,688.00 annually.
 Approved the lease agreement with MCC Warwick Family Services to sub-lease rental space and utilization
of four (4) Milieu Counselors for the period of September 1, 2007 through August 31, 2010 in the amount
of $48,697 annually for three (3) years.
 Approved the contract with School Works! in the amount not to exceed $8,000 for the period from
September 1, 2007 through August 31, 2008.
 Approved the contract with Lehigh University for graduate research assistant in the amount of $32,513.00
for a period of August 27, 2007 through August 22, 2008.

Approved the contract with James Russell in the amount of $12,000 for a period of July 1, 2007 through
June 30, 2008.
 Approved the IDEA policies and procedures that are consistent with State policies and procedures
established under Section 300.121-300.156 effective Jul 1, 2007.
 Approved the agreement with Sungard Pentamation to Interface the AESOP Substitute Service/Absence
Reporting System with the Human Resources Application for the period of September 19, 2007 through
March 31, 2008 in the amount of $6,000 flat fee and $1,800 software support and maintenance fee.
 Approved various personnel items.
