RUNNING FOR PBL STATE OFFICE
1.
PBL State Offices: President, Vice-President, Secretary/Treasurer, Reporter/Webmaster,
and Parliamentarian. Elections for all offices will take place at the State Leadership
Conference held at Itawamba Community College, Tupelo, MS.. Any member running
for office will be required to attend the yearly State Leadership Conference. The
following criteria must be met in order for a PBL Member to run for any state office.


The offices of President, Vice-President, and Secretary/Treasurer are elected offices.
Each chapter may run a total of two students for this section of state offices. Each
chapter may also submit an application for Reporter/Webmaster and/or Parliamentarian.
The PBL Officer Candidate must be a full-time student for the current Fall and
concurrent Spring semesters at school/chapter from where they are elected. If they do not
attend the same school from where they are elected, they will be required to resign from
their state office position.

The candidate must have completed the State Officer application form and submitted it to
the State Coordinator by the postmarked deadline date. Each candidate must also send an
Unofficial Transcript from any college where he/she has attended.
3.
The State Chapter Office will notify all chapters of the candidates for each office prior to
the conference.

As soon as you know what competitive event for which you will be registered at the State
Leadership Conference, contact Charlotte Overby at tfortenberry@eccc.edu.
5.
Nominations cannot be made from the floor under any circumstances. In the case that
there are no nominees for an office, the PBL Executive Board may choose to appoint
someone to fill the office.
6.
Official nomination speeches will be limited to one minute.
7.
Acceptance/campaign speeches will be limited to two (2) minutes each for President,
Vice President, and Secretary/Treasurer.
8.
Guidelines for handling campaign booths and materials are as follows:
a.
Preparation time of 30 minutes for campaign booths will be noted in the program.
No more than five individuals (combination of advisers and students) designated
by campaign ribbons on name badges may set up the booth, which consists of
one long table which will be assigned to each candidate. Behind the table, each
candidate may have a banner/sign no larger than 6’ x 8’. This banner/sign may
not be affixed to the wall; therefore, the candidate must provide an appropriate
structure to display the banner/sign. Other promotional materials should be
displayed on the candidate's table.
b.
No campaign materials can be affixed to walls or to glass surfaces.
c.
Campaigning of any kind begins with the opening of the campaign booths. No
campaign materials may be distributed to conference attendees until the opening
of the booths.
d.
If a State Officer Candidate does not have a campaign booth, their name will be
removed from the ballot.
9.
The candidates for State Parliamentarian – in addition to meeting all the criteria for
running for any state office – will take the Parliamentary Procedure Test at the State
Leadership Conference. The candidate who scores highest on this test will be designated
as the State Parliamentarian. This state officer candidate will not have a campaign booth,
make a speech, or be voted on by the voting delegates. The score on the Parliamentary
Procedure test must be above 70.

The person selected as Reporter/Webmaster will prepare a minimum of a spring and a fall
issue of the newsletter. The fall newsletter should be posted on the Mississippi PBL
Website prior to the National Fall Leadership Conference, and the spring newsletter
should be posted prior to April 15th. Each candidate - in addition to meeting all the
criteria for running for any state office - will create a sample homepage for PBL using
appropriate items such as March of Dimes, Competitive Events, Corporate Sponsors, etc.
Each candidate must complete the additional entry form attached at the end of the State
Officer Application. An outside group will evaluate the homepage from the URL listed
on the entry form and will make a recommendation to the Executive Board. The criteria
used will be the same as the Web Site Development Judges’ Rating Sheet in the PBL
Competitive Event Series of the National Chapter Management Handbook. This state
officer candidate will not have a campaign booth, make a speech, or be voted on by the
voting delegates.
11.
Each local chapter in good standing shall have:
 2 voting delegates for chapters with under 50 members
 3 delegates for chapters with 50 to 100 members
 4 delegates for chapters with over 100 members
12.
All state officers are expected to attend the following:
 State Leadership Conference
 Spring board meeting
 National Leadership Conference – (all officers are expected to attend: Opening
Session, Southern Region Campaign Rally, State Officer Session, National Voting
Session, Southern Region Voting and Recognition Session, State Picture, and Awards
Program)
 Fall Executive Board Meetings
 State Fall Leadership Conference
 One National Fall Leadership Conference
 One FBLA District Conference
 State Leadership Conference
13.
If a state officer misses two activities/meetings in a row they will be asked to resign from
their office.
14.
Mississippi PBL will cover a portion of the cost for travel to and from conferences.
