The Annual Conference of the Association of Southern African Schools and Departments of
Public Administration and Management (ASSADPAM) shall be held from 31 October 2012 to
1 November 2012. The Executive Committee of ASSADPAM in collaboration with the
Discipline: Public Governance, School of Management, IT and Governance (MIG), University
of KwaZulu Natal invite you to participate in this Conference.

The Kingdom of Zulus, Province of KwaZulu Natal is delighted that the 2012 ASSADPAM
Conference is being hosted for the first time by the University of KwaZulu Natal. It will be
held in the beautiful coastal city of Durban - where east meets west – a city beneath which
beats the pulse of Africa.
There will be two days of interaction - presentations, discussions and networking.
Delegates from outside the Province will also have the opportunity to visit leisure facilities
such as the uShaka Marine World, Wilson’s Wharf on the Victoria Embankment and the
Suncoast Casino and Entertainment centre; experience fine and traditional dining,
entertainment and shopping in scenic surroundings and enjoy the beautiful beaches!
The Conference Gala Dinner promises to be a fun-filled event with tantalizing cuisine,
rhythmic music and traditional dances.

CALL FOR PAPERS
You are invited to submit abstracts for consideration for the 2012 ASSADPAM Conference to
be held from 31 October 2012 to 1 November 2012.
CONFERENCE THEME
Effective Planning, Monitoring and Evaluation for Good Governance
SUB-THEMES
There shall be 5 sub-themes, viz. Public Sector Reform; Curriculum Review and
Development; Public Administration, Management and Governance; Mainstreaming
Monitoring and Evaluation; and Global Public Governance in Theory and Practice – linking
these concepts to the main theme and implications for practice in developing states
Sub-theme 1: Public Sector Reform
Reform of the public sector is not a new phenomenon. Essentially, public sector reform
entails the transformation of the public sector in order to meet the needs of society. The
changing role of the state has prompted many governments to re-assess their capacity to
deliver services. The effectiveness, efficiency and economy of the public sector are vital to
the success of development activities. Business process re-engineering, sound financial
management, a professional public service and transparent administration that are free of
corruption all contribute to the principles of public sector reform.
We invite is made for contemporary and empirical based papers reflecting the main theme
of the conference, and addressing the above broad sub-theme in public sector reform.
Key words: public sector reform; transformation; 3 E’s service delivery; business process reengineering; financial management; professionalism; transparency.

Sub-theme 2: Curriculum Review and Development
In keeping with the transformational imperatives in Higher Education in South Africa,
Curriculum Review and Development is high on the agenda of universities. For this reason,
the alignment of university offerings with societal challenges/needs and globalization
requires on-going review and development of its curricula to address the complexity and
diversity of society, and to contribute to emergent new forms of knowledge production as
opposed to knowledge re-production. A pertinent question is: how does curriculum review
and development in Public Administration contribute to transformation in South Africa?
This theme calls for thought-provoking papers on Curriculum Review and Development,
linking them to Effective Planning, Monitoring and Evaluation for good governance.

curriculum review and transformation; knowledge production versus knowledge reproduction
Sub-theme 3: Public Administration, Management and Governance
As countries democratise, the call for accountability and transparency in the public sector
has increased the demand by citizens for greater public value. The recent global credit
crunch has placed immense strain on the use of public resources with resultant need for
cost cutting and more prudent management of public resources. All these necessitate a shift
from the traditional public administration characterised by continuity, hierarchy and
impartiality to a public administration that is more prudent in its use of resources,
managerial in approach but people-centred in its values. The changing relationships
between the state and society require, among other activities, the enhancement of public
management, public governance and public value. Corollary to this is the need to redesign
planning, monitoring and evaluation activities to meet new governance processes.
We call for empirical and conceptual papers to help explore these and related questions and
to shed light on contemporary public administration, management and governance in
developmental states.

Sub-theme 4: Mainstreaming Monitoring and Evaluation
Monitoring and evaluation is central to government performance. Public service delivery is a
major challenge in South Africa given the large number of public protests recorded since the
beginning of the new millennium. The establishment of the Department of Performance,
Monitoring and Evaluation within the Presidency is a visionary initiative to address the ongoing service delivery challenges. Monitoring and Evaluation (M&E) is a public sector tool
that tracks and assesses performance of the public service, contributing to delivery
outcomes (GWM&E Framework, 2009). It has cascaded to the three spheres of government
to integrate all aspects of public sector governance. In mainstreaming monitoring and
evaluation, some key issues are: what are the legislative and policy considerations governing
the process at the three spheres of government; what are the current challenges relative to
implementation and how should they be addressed? To adequately reflect the main theme
of the conference, papers in this sub-theme should be in the form of theory of M&E,
utilisation of M&E studies, appraisal of M&E systems, local case or country studies showing
how M&E facilitates good governance.

Sub-theme 5: Global Public Governance in Theory and Practice
Globalisation is changing the face and function of public governance at all governmental
spheres and across geographical scales. This theme calls for papers that empirically reveal or
conceptually map the current state of the internationalization of local governance and of
evolving regional and global public governance in theory and practice, including the
participation of non-state actors. Key issue areas revolve around planning, monitoring and
evaluation underlying international relations among and between local governments;
regional organizations such as BRICS, SADC, ECOWAS, the AU and EU; and global governance
organizations like the UN, World Bank, IMF and NGSs. This theme takes into account
emerging theories evident from monitoring and evaluation practices pertinent to the rise of
public-private partnerships and networks of local, national, regional, continental and global
dimension. Empirical and theoretical (working or completed) papers - particularly transmunicipal and cross-national studies that help grapple with the complexity of global public
governance - are especially encouraged.

public-private partnerships.

Kindly note that a two-day Research Workshop shall precede the Conference and is
scheduled from Monday 29 October 2012 to Tuesday, 30 October 2012. The Research
Workshop will be limited to 15 emerging/novice researchers (academic staff who are
paid-up ASSADPAM members and participants of the Conference). The Workshop will be
facilitated by Professor Christelle Auriacombe (University of Johannesburg), Professor
Chris Thornhill (University of Pretoria), Professor Gerrit van der Walt (University of NorthWest and Professor Natasja Holtzhuizen (University of Pretoria).

The 2012 ASSADPAM Conference will commence on Wednesday, 31 October 2012 with a
Keynote Address.
The focus on the morning of the 1st day of the Conference will be on the Re-curriculation
Process at member institutions. Heads of Departments of Public Administration/
Management/ Governance will engage in presentations on the subject, after which a way
forward for the Discipline shall be chartered.
Guidelines for Authors
 Format of Abstract and final paper: electronic format as MS Word document.
 An Abstract in English - 250-400 words.
 Name and address of Author to whom correspondence should be addressed to be
provided in a separate Title Page.
 All Abstracts will be reviewed and may be selected for presentation.
 English will be the medium for presentations.
 Notification of acceptance/non acceptance will be e-mailed to the Author.
 Failure to register by the presenting Author will automatically render the Abstract
excluded from the final Programme.
 Final papers should not exceed 6000 words and must include an Abstract of no more
than 200 words, typed in double-spacing, 12pt Times New Roman.
 The Harvard style of referencing should be used.
 Language editing of Abstracts and Final Paper is required.
