There are 35 units that report directly to Headquarters
MLC are responsible for providing services such as civil engineering/health and safety/
Legal and finance to all operational units within its area.
District Commands are led by Rear Admirals
Area Commands are led by Vice-Admirals
Cutters 180’ or larger are under Area Control
A Cutter fired the first naval shots of the Civil War
In the Quasi War Cutters captures 18 prizes unaided and assisted in 2 others.
In WWI the entire CG was transferred to Navy control for the first time.
In the War of 1812 the Cutter Jefferson captured the first prize of the war.
In the Mexican American War the President ordered the use of Revenue Cutters and
Schooners. This was the first time steamships were used in war. The CG was used for
Scouting, Convoy and Towing duties and blockaded harbors.
In the Spanish-American War the Cutter McColloch fought in the battle for Manila bay
and later escorted Commodore Dewey’s Asiatic squadron. CG Cutters also guarded East
and West coast ports from attack.
The CG played only marginal support roles in the Korean War
The Vietnam War saw the CG using ocean going Cutters for Navy/CG surveillance ops
for the first time.
Following WWII the CG Auxiliary was given ratings and rank and uniforms.
Drug smuggling in the 1960’s led to CG increased Law Enforcement Roles.
The sinking of the Titanic led to the development of the International Ice Patrol.
The Refuse Act of 1899 led to CG environmental missions.
The only lightstation currently manned by the USCG is in Boston Harbor.
In Operation Eagle in 2001 the CG was again under Navy Control.

The Federal Lifesaving Service was formed in 1848.
Twin sisters Genevieve and Lucille Baker become the first female uniformed CG
members.
In 1942 the SPAR’s were established under LCDR Dorothy Stratton.
Olivia Hooker and 4 others become the first black females to join the SPAR’s (USCG)
in 1945.
In 1969 the first MCPOCG was established.
In 1973 women were integrated into the CG/CG Reserve
In 1978 all Officer career fields and enlisted ratings opened to women.
Joshua James saved over 600 lives, earned 2 gold medals, 3 silver medals and other
awards.
Douglas Monro is the CG only Medal of Honor recipient.
SELRES Direct Commision Officer Candidates must have special training and skills
in specific fields
CWO applicants eligibility must be completed by Jan 01 of the year in which the
appointment board convenes. CWO must be an E-6 or above.
Pre-Commission candidates can attend college for up to 2 years and receive full pay
and benefits.
OCS Candidates must meet qualifying scores in ASVAB/SAT/ACT.
A PO1 designated as a supervisor as an XPO, can review other PO1’s.
Supervisors submit employee review to Marking Official
Supervisor has 9 days to submit completed review to chain of cmd.
MLC personnel assigned to detached duty as part of substance abuse program are called
Addition Prevention Specialists

SELRES – Reserve member designated as essential to initial contingency requirements
SELRES members are scheduled a minimum 48 drills per year and 12 days ADT.
SELRES members must earn a minimum 50 points per year to count as a satisfactory
year for retirement purposes. IDT, correspondence course and membership points are
capped at 75 annually. You can earn additional points for ADT and other active duty
work.
Individual Ready Reserve (IRR) – Trained member who previously served in active
duty.
Active Status/Standby Reserve – Member xferred from ready reserve because of
temporary disability.
Inactive Status/Standby Reserve – Reserve member with 20 yrs service with 20%
disability.
RET-1 – Reserve member 62 yo receiving retiree pay.
RET-2 – Reserve member 60 yo with qualifying years for retiree pay.
Disability Retiree – Reserve member with 20 yrs service and a 45% disability
Directives Publications and Reports Index (DPRI) consists of seven chapters.
DPRI lists pubs both alphabetically and numerically
If unable to locate pub in DPRI, locate sponsor in Chapter 2 or 3
If SDL is ont authorized for distribution prepare Form 5323.
Mishap Analysis Boards are convened to initiate corrective action and to improve
operational readiness and reduce mishaps. Not to place blame.
Mishap investigations are not to place blame but to try to prevent the mishap from
occurring again.
Class A Mishap – Most serious - requires formal Mishap Analysis Board convened by
COMDT. Property cost exceeds $1,000,000. (or) CGC is missing, abandoned, recovery
is impossible or impractical or not economical. (or) An injury which results in a fatality
or permanent total disability.
Class B Mishap – Sufficiently serious to warrant Mishap Analysis Board. Propery cost
$200,000 – 1,000,000. (or) Injury or occupational illness results in permanent partial
disability. (or) 5 or more personnel in-patient hospitalized.

Class C Mishap – Property cost $20,000 – 200,000. (or) injury or illness results in lost
time from work beyond the day or shift in which it occurred.
Class D Mishap – Property cost >$10,000. (or) injury has no lost time beyond day of
injury or shift in which it occurred. (or) MOB, accidental discharge of firearm, electrical
shock not meeting the higher criteria.
The 3 categories of leadership are Self / Working with Others and Performance.
EMI is not to be used in place of NJP.
EMI is for improving proficiency in weak areas, and cannot impact normal liberty.
Counseling a member provides a Roadmap to Success
Counseling a member must be done within 30 days of marks.
Witholding of Privileges applies to special privileges such as base parking, movie nights,
etc and cannot impact normal liberty.
The 7 Steps to Operational Risk Mgmt are:
