TITLE: CLERK OF THE WORKS
Contracting Officer (CO) – Superintendent of Schools
The Contracting Officer if the final authority in all contractual matters relating to this contract as well as to
any design, construction, or other type of contract associated with this project. The Contracting Officer may
delegate certain other responsibilities to authorized representatives.
Clerk of the Works (COW) -- Massena Central School District
Clerk of the Works is designated as the Contracting Officer’s Representative to assist the Owner in
discharge of responsibilities. Responsibilities of the Clerk of the Works include, but are not limited to,
determining the adequacy of performance by the Contractors in accordance with terms and conditions of
this contract; acting as the School’s representative in charge of work on the project; ensuring compliance
with contract requirements insofar as the work is concerned; and advising the Owner of any factors which
may cause delay in performance of the work. All services to be provided under this project are coordinated
with the Clerks of the Works, except for those services reserved to the Owner/Architect, Client/Profession
relationship.
The Clerk of the Works is a Massena Central School District employee responsible for performing the actual
field inspection work and for recommending approval/rejection of material and workmanship, monitoring
labor and safety provisions, maintaining inspection logs and records of defects, and similar activities to
familiarize himself with the work for the eventual convenience to the Massena Central School District’s
Operations Department.
Safety Duties
The duties of the Safety Supervisor are:
 Receive written reports describing non-compliance issues and any hazardous conditions found on the
job site from any Contractor or Sub-Contractor on site.
 Receive imminent danger reports and take the necessary corrective action.
 Shall cause to be created the Monthly Status Report.
 Shall post the Monthly Status Report for all to see.
 Shall monitor on a regular basis for potentially hazardous conditions.
 Monitor competent persons for all Contractors and Sub-Contractors to ensure that
o They perform regular monitoring.
o Make immediate modifications are required.
 Maintains a Project Safety and Health Record or log including:
o All injuries, illnesses and accidents for the entire project including breakout by Contractors
and Sub-Contractors.
o A current list of all Senior Contract Supervisors.
o The status of all safety permits.
 Shall take appropriate action in an imminent danger situation.
 Shall develop a Construction Process Plan describing the activities sequence and procedures.

 Shall develop a list of tests including what tests, when to perform, who is to perform, and documentation
required for the tests.
 Shall perform a physical survey of the work area and survey the work by drawing review, specifications
review, and conversations with necessary personnel prior to work starting.
 Shall conduct a hazard analysis.
 Shall require that permits be obtained as required in the Safety and Health Program.
 Shall be responsible for the training of Massena Central School District employees for the operation and
maintenance of the contracted facilities.
General Duties and Responsibilities
 General Responsibilities:
o
Owner Contract:
 “Go to man” for answers regarding Owner-requested changes and authorization for
making design changes due to unforeseen obstacles. Communications person to
Owner.
 Schedule and coordinate Facilities Committee established by the Board of Education
to give critical answers to daily issues and schedule.
o
Coordinator school janitorial and maintenance staff:
 Assist in giving answers relative to the building’s particulars during construction
through On-Site Project Representative.
o
Duties and Responsibilities:
 Asbestos:
 Monitor, logs, reports, and tracking for costs of asbestos monitoring services
firm. Coordinate movement of asbestos crews for scheduling of construction.
 Safety:
 On-Site Safety Supervisor – Daily site review and issue memos on violations
of respective Contractors/persons. Perform all mandated duties of Safety
Supervisor.
 As-Built Drawing:
 Daily update of construction drawings, record set, and monitor same of
Contractor.
 Owner Purchases:
 Coordinate the Owner’s purchase of materials, supplies, furniture, and
equipment associated with Capital Project.
 Staff Advisor:
 Issue memos, hold group meetings (including staff, students, and public) in an
effort to keep building occupants appraised of their respective areas.
 Coordinate both removal of existing furniture and equipment as needed and
replacing/locating new.
 Establish and control areas required for storage of school equipment.
Manage manpower to accomplish.

CLERK OF THE WORKS
Coordinate cleaning and maintenance operations for school throughout the
construction project. Arrange for staffing, schedule, and coordinate the turnover “broom-clean” from Contractor(s) to school.
Report to On-Site Project Manager on daily activity including costs, RFI status, safety,
scheduling and general status of personnel attitudes on issues.
Prepare reports with the Project Manager for monthly Board of Education meetings
and/or Facilities Committee meetings on project status.
