Subject: - An appeal of a father to the VICE CHANCELLOR of
IGNOU
Honorable,
Sir,
I am a poor father of a student of your University Sri SUBHOJEET DEY
having ENROLMENT NO 044636067 Course Enrolled BCA + MCA Int
AND had JOINED CLASSES AT Deoghar{Jharkhand} but I retired
from service in the month of November 2005 and was compelled to leave
Deoghar and settled in KOLKATA by purchasing a flat from the
retirement benefit fund. As I am a senior citizen as well as a Physically
Handicapped person having no source of other income, except Pension, I
had no capacity to give higher education to my son so I also support him to
take education from IGNOU but gradually the actual position of IGNOU
was revealed. Here nobody, the authorities of IGNOU, cares the future of
the student, most come from the middle class and lower middle class
families. From Deoghar my son applied to transfer his centre to
KOLKATA but one and half years passed , and he moved here and there
to know the fate of Transfer. Nobody at BIKASH BHAVAN came
forward to help him, except Shri D.P.Singh, I saw he is only student
friendly. Sri Singh even give my son in writing about the incidents of delay
in transfer of his centre from DEOGHAR [JHARKHAD] to KOLKATA
BUT SOME OF HIS COLLEAGUE CAME AND TOOK THE
LETTER AND TORNED THE LETTER and told Shri Singh that this
letter may held IGNOU responsible and may liable for compensation, few
pieces of that letter with half signature of Shri Singh is still in our
Possession for Reference. I saw Shri Singh is the only person in IGNOU
CENTRE AT BIKASH BHAWAN who can do Right thing to the student
but his colleague stopped him to do so. My son left no stone unturned to
know the fate but your staff never help him rather they felt disturbed on his
enquiries. Ultimately my son achieved Success and Transfer of centre from
DEOGHAR [JHARKHAND] to KOLKATA Materialized. Still problems
from your side did not end. BIKASH BHAWAN gave the name of center
in written and told the name of other centre Vice versa. The written Proof
is still preserved for Necessary use.
Further, the study centre were frequently changed , which are also on
record, and mostly the head of study centers are ladies and whenever
any disputes occurred between the bosses of BIKASH BHAWAN and
the head of study centre you ruthlessly changes the study centre FOR
THE REASON UNKNOWN TO THE STUDENT. Then arises the
problem of attendance of the late study centre. The main problems of
those hired STUDY CENTRES never gives good marks to the students
of Mid or End Allotted - which you can compared with the other
centres in INDIA. Then BIKASH BHAWAN TOLD THE STUDENT
TO COLLECT ATTENDANCE FROM THEM or they Make a Back
Entry Solution After Years Passing But and When EX-STUDY
CENTRE or Allotted Study Centre’s DENIES TO PROVIDE THE
ATTENDANCE UNTIL AND UNLESS A WRITTEN LETTER FOR
SO ARE RECEIVED FROM THE IGNOU CENTRE. In this position
students are wasting time and money and moving like a shuttle cock.
This episode repeated every time when study centre’s changes
frequently. I ask you to please collect the data how many times the
study centre’s changes and how much trouble the student faces. You
even changed the examination centre at the last moment of time when
the entire student went to the declared centre for examination and
then only they came to know that the exam center has been shifted to a
different Place which was far away, resulting students being unable to
even sit in the examination. These types of incidents occur every day
and the stamina of the student became gradually low and more than
50% student left the courses and joined another course at other places.
The evidence is at your record. How many students enrolled for study
and at present how many students left to complete the courses?
Further, my son submitted the MCA Synopsis of his Project in the Month
of 20/04/11 Synopsis Proposal No: - 0004 but for a small reason
[Detailed SRS is not given. Design is not COMPLETED - NOT
APPROVED], which are not a Reason at all. After six month again
MCA Synopsis was submitted which on Online Approval after then MCA
Project Proposal No: - 0193 was Submitted and at that time I was with
my son and the staff collected the paper told that it will be advised you
through NET at proper time but time passes no information was
passed from the BIKASH BHAWAN and ultimately again me and my
son went to BIKASH BHAWAN. The date submission of project was a
week later ultimately Project was Prepared and Submitted with a
DRAFT OF Rs.2500/-BEARING NO:- 577102 dt 03/04/2012 but no
call for Viva was came and my son spent whole day at BIKASH
BHAWAN WHEN VIVA WAS TAKEN TO OTHER STUDENTS
BUT NO NAME OF MY SON WAS CALLED and you know that such
types of action proves that YOU AND YOU’RE MEN, Enjoying THE
POST WITH A/C CHAMBERS CABIN AND WHO DEFEATED
THE IDEAS OF DISTANCE EDUCATION. The basic ideas of distance
education was to give knowledge to the student / low paid service classes
of different categories at low cost but this types of action of BIKASH
BHAWAN proof that the IGNOU IS FORMED TO GIVE
ACCOMMODATE TO SOME INFLUENTIAL EDUCATED
PERSON, WHO ARE LESS INTEREST ON THE IDEAS OF
GOVERNMENT POLICIES. I HAD IDEA THAT YOUR MEN ARE
WORKING FOR OTHER PRIVATE EDUCATION CENTRES SO
THAT THE STUDENT, AFTER GETTING TORTURED , LEFT
IGNOU AND JOINED TO PRIVATE INSTITUTION. Thank you to
the CBI who caught holds the racket but it was very late. It is few of many
instances of highhandedness of the authorities at BIKASH BHAWAN of
IGNOU centre Kolkata which will be revealed as and when needed.
FURTHER, at this juncture my son was so shocked he unable to give any
exam NOW 23 Papers are left and acted like madman this types of
incidents happened since 2007 and his age are going to cross the
government service age. Sir, I am a Senior Citizen as well as a Physically
Handicapped Person having no other income except pension, please do
mercy on me and my son, I pray for one year extension without any
clause w.e.f December 2012 to June 2013 . Please allow him to complete
his courses without taking any Re-admission fees and after passing the
exam he may join any job as Puzzled and lessen my burden. It is my
appeal to you. Please have a mercy. I also pray to you that any
information regarding exam and other related program me please use
net and don’t compelled my son not to contact the personnel sitting in
a A/C chamber without doing any help to the student and compelled
the student to left IGNOU and switch over to other costly universities.
It happens regularly in your university, if you disbelieve me you please
go through records it will proof. Please give your consent and advise
me accordingly so that I can make me ready for the same.
FURTHER, PLEASE HAVE MERCY ON A POOR AND AGED MAN
AND ALLOW MY SON TO COMPLETE HIS STUDIES AND
REQUEST YOU TO ADVISE IT WITHIN SEPTEMBER 2012
REPEAT PLEASE ADVICE ME WITHIN SEPTEMBER 2012, SO
