Convenience Store Opening Scope Statement February 21, 2010 – Version 3.0 Project Justification: A small group of investors called Team Convenience is pursuing an investment opportunity of opening a local convenience. Pooling their money together will provide enough capital to open the store. Profits from the store will provide the group with a steady stream of income for many years. A vacancy for the proper sized building has recently surfaced in the ideal neighborhood the team was hoping for. Product Characteristics and Requirements: The team is charged with opening a convenience store in the upscale neighborhood of La Jolla close to the UCSD campus. The store must be in a prime location, the space must be adequate, the store must have all the necessary equipment that will enable it to sell both perishable and non-perishable products, and the store must be operationally functional by the end of the project. 1. Location: The team understands that for a traditional brick-and-mortar store it’s all about location, location, location. The proposed location is a short walk away from UCSD campus and is surrounded by apartments and condominium homes. A few blocks away are businesses. The vacant building is located on a busy street on the corner of a traffic light intersection. This intersection has a high volume of vehicle and pedestrian traffic. The location must have at least eight parking spots. Two of which must be reserved for handicap parking. There must be space for a pole elevated signage for advertising. Most of all it must not have any near-by competitors such as other convenience stores, liquor stores, or grocery stores. 2. Building: The vacant building offers about 3000 square feet of space. Of which, a little over 2000 square feet is available for selling space. The building also comes with male and female bathrooms that can be used by employees and customer. The building will need to be renovated so it can properly received the refrigeration equipment, to add a sales counter with enough room for two cash registers, aisles for goods, a back office for staff and a storage room for goods. The store front should be glass so the entire store is visible from the outside. 3. Equipment: The store will offer a large variety of both perishable and non-perishable products. Perishable items must be refrigerated in freezers or heated in heating ovens, while nonperishable items are kept on display shelves in the aisles. The store will also need drink dispensers for specialty sodas, a slurpee machine and a coffee machine. Lastly staff needs a functioning sink in the back office to be able to clean equipment. 4. Permits: The team needs to acquire the proper permits to open the store. The store needs a food service license to serve cooked and uncooked perishable foods. The team needs to obtain a license to sell lottery tickets at the store. Some of the top selling items in a convenience store are spirits and malt liquor. To sell these items the team will need to get a liquor license. Another big seller is tobacco. To sell cigarettes and tobacco related items the team must get a retail cigarette and tobacco license. 5. Goods and Merchandise: The team must insure the store is fully stocked. The team needs to secure vendors that will provide the stores goods. The team should setup the initial pricing and Convenience Store – Scope Statement Version 3.0 Page 1 of 3 contracts between the store and the vendors. After the initial setup it’s up to the Manager and Assistant Manager to keep the store fully stocked to make sure that goods are fresh. 6. Staff: The team is tasked to open a convenience store, not to run it. In order for the store to be successful the team will need to hire the correct staff. The team needs to advertise open positions, conduct interviews and setup training for the staff. They’ll also need to setup the payroll for the new staff. Product User Acceptance Criteria: The project will be considered complete when the store is fully operational and stocked and ready to serve customers. All required permits and inspections are complete. The store and staff should be equipped to handle customer demands. The stores should be completed within 5% of the budget and on time. Exclusions: The project does not include the following: 1. Arranging for ongoing facility maintenance services 2. Advertising and promoting the store opening 3. Store operations after the opening of the store Project Management Related Deliverables: Team Contract, Requirements Document, Scope Statement, WBS, WBS Dictionary, Activity List, Risk Register, Project Schedule and Cost Estimate. Product Related Deliverables: 1. Location: 1.1 The location of the store should be in a densely populated area 1.2 The store should be visible and easily accessible to vehicle and pedestrian traffic 1.3 The location should have adequate parking spaces for customer and handicap parking 1.4 There must be located where there is no immediate competition 2. Building: 2.1 The building should have adequate selling space and for employee private areas 2.2 The building should have restrooms for both employees and customer 2.3 Renovations will likely be needed. Renovations will include: 2.3.1 Electrical hookups 2.3.2 Space for refrigeration and cooking equipment 2.3.3 Adding a sales counter with enough room for cash registers 2.3.4 Aisles for goods 2.3.5 The store front should be glass so the entire store is visible from the outside 3.
