Cllr Kean had received a response from the Bolton Salford and
Trafford Mental Health Trust PPI Forum, in respect of the closure of
Duchy House. An update on progress would be scheduled into the

The issue of the problems surrounding the private children’s home,
raised by Councillor Heywood, to be referred to Children’s Services for
further investigation.

A presentation was made to members to provide the background to
and process for this new self-assessment process and the role of
overview and scrutiny committees.
All trusts were expected to achieve the core standards this year, with
compliance based on prescribed evidence.
The first draft of the declaration from SRHT indicated non-compliance
with only one of the standards, due to insufficient assurance.
The draft declarations would be agreed by the relevant Trust Boards at
meetings to be held on 13 October. An indication of the comments of
the committee would be welcomed prior to this date.
The following were raised as potential areas on which members may
wish to comment, which have been considered as part of the work
programme:
 MRSA/Infection Control
 Sexual health/public health
It was agreed that officers would look in greater detail at the standards
and cross-reference these to the work programme of the committee.

A joint meeting was being planned in respect of the draft declaration
from Bolton, Salford and Trafford Mental Health Trust and members
would be advised as soon as this was confirmed.
Julia Clark outlined the key points of the report and the implementation
plan which had been developed in response.
Members raised the following points:
 The need to provide a more “joined” up approach by the council
and partners around employment opportunities for disabled
people
 What happened to those 65+ who fell outside the remit of this
review? A BV Review of Older People’s Services had already
been conducted in 2002. Equipment and Occupational Therapy
services served all age groups.
 There was a positive emphasis on adaptations and members
had noticed a significant improvement in these services over
the last 12 months. Julia reported that the private sector waiting
list was almost at zero, however the public sector waiting list
was still higher than would wish and work was ongoing with
NPHL to improve this.
 What was in place to improve take up of direct payments?
Social workers should be discussing this option with clients on a
routine basis and the team in support of direct payments had
increased.

Carmel informed members of ongoing initiatives through the Disability
Forum in training taxi drivers and work with the Passenger Transport
Executive in developing transport services.
Members commented that this was an excellent report and requested
an update on progress on the improvement plan in 6 months time.

Jenny presented a report updating progress on the recommendations
made in the Report of the Scrutiny Commission on Smoking and
Tobacco Control; areas where there had been additional progress and
areas of concern.
Members made a number of comments, including:
 The risk to children of exposure to second hand smoke
 The need for initiatives to combat smoking uptake in young
people and the possibility of intergenerational work in this area
 The need for smokefree policies in all schools
 The need to address at an early opportunity the funding of the 2
posts on Tobacco Control which are due to end in September
2006.
The committee would write in support of the actions taking place and
seek clarification regarding the funding of the two relevant posts.
A further update would be available in 3 months time.

Palliative Care
Report for information
in relation to end of
life care and place of
death.
This report was in response to a request by members at the meeting
in March, when an update had been provided in respect of the
recommendations from the review of Palliative Care conducted by the
committee in 2003.
Members requested the following information:
 Percentages for the information given at figures 2 & 4 and
comparison of the Salford death rates against the national
figures
 Is any information available about why there have been
changes, for example, why the hospital figures have gone up?
 What infrastructure is in place to provide support to families and
enable them to die at home if that is their choice?
 Have the extra beds for Salford people been provided at St
Ann’s Hospice?
A further report on the draft strategy for supportive and palliative care
services for Salford and Trafford was scheduled for January 2006.

Following the meeting of Scrutiny Chairs, the committee had been
asked to schedule a review of Older People’s Services into the work
programme.
No issues arising.
Joint Health Scrutiny Committees
Two invitations had been received to join joint health scrutiny
committees. In respect of the Reconfiguration of Health Services in the

North East Sector of Greater Manchester, the Chair had met with the
Chair and Chief Executive of Salford PCT, who did not consider this
would constitute a substantial variation in service and therefore it had
been agreed not to be part of the joint committee.
A further request had been made recently in respect of a national
consultation on Improving Services for People with Burn Injuries.
As information about possible local impact on services is not yet clear,
it was advised that the committee register their wish to participate in
this consultation.
Pharmacy Relocation
Members considered an application for a minor relocation of a
pharmacy from Moorside Road to Swinton Shopping Precinct.
Members expressed concern that notification had not been sent
directly to the committee and raised the following issues:
 What are the reasons behind the relocation?
 How many prescriptions does the pharmacy currently
process/deliver and what is the current level of footfall for other
services (in addition to prescriptions)?
 The relocation would result in a reduced service to the local
community, with the nearest alternative pharmacies some
distance away
 There were particular concerns about potential problems with
access, particularly for older people or those with mobility
