Disclosures of Political Donations and Gifts
The Councillor requirement to Disclose of Political Donations and Gifts needs to be in line with
the Model Code of Conduct, which is effective as of 27 June 2008 (not retrospectively). This
form is required in order to comply with the Code of Conduct (see sections 7.21 to 7.25 of the
Model Code of Conduct).
Disclose of Political Donations and Gifts disclosure is for the period 1 January to 30 June 2010.
If you have received no political donations or gifts, you still need to submit your disclosure.
A copy must be submitted to the NSW Electoral Funding Authority and the Executive Officer
between 1 July and 25 August 2010.

The Local Government Association of NSW - One Association
Convention
The Local Government Association of NSW and the Shires Association of NSW have resolved
to progress the formation of One Association and have set a date for The One Association
Convention. All Mayors, Councillors and General Managers are invited to participate at the
Convention to be held 16 & 17 August 2010 at Star City, Sydney. The One Association
Taskforce Discussion Paper is now available on the LGSA website (www.lgsa.org.au). Online
registration and more information about the event is also available on the website. If you have
any questions, please call Skye Smith at the Association on 9242 4000.
Deadline for registration is 2 August 2010.

Echo Point – Project Works
This bulletin is to advise you of works which are being coordinated over the next 12 months at
Echo Point to minimize disruption to the local community and visitors.
The first phase of work involves the implementation of the Green Precinct Grant. The solar
panels to the Visitor Information Centre have been installed and work commenced on 19th July
constructing the storm water harvesting tank and pipe connection. This work undertaken by
BMCS is programmed to be completed on 24th September and requires closure of the
roundabout. The tank will be connected to the public toilets between November and December
but should not entail any disruption to the toilets.
The additional work to be undertaken at Echo Point will comprise the following:1.
Landslip stabilisation, construction of retaining walls and reinstatement of the Prince
of Wales path to the Queen Elizabeth lookout;
2.
Construction of a new sewerage pumping station and rising main;
3.
Drainage remediation works;
4.
Installation of CCTV;
5.
Replanting of trees and seating; and
6.
New way finding signage and tourist information plinths

on preparing the detail of the individual projects.

Communities NSW, Sport & Recreation Grants
Blue Mountains City Council has been successful in obtaining two Capital Assistance grants
from Communities NSW, Sport & Recreation:


$100,000 to assist with the upgrade/creation of netball/basketball facilities at the
Churchill Street Courts site, Springwood; and
$16,875 for Glenbrook Oval to assist with Safety Improvements including fencing
between oval and Great Western Highway.

$560,000 RLCIP Federal Grant Funding – Provisional
Following the process of obtaining feedback from Councillors on preferences for the allocation
of funding for projects by Ward the following is the list of projects to be submitted to DITRD for
funding.
While the list of projects for funding must be submitted by 31 July 2010 it will be reported to the
10 August 2010 Council Meeting for confirmation. Variations can be considered by the DITRD.

Community Building Partnerships – Extended Deadline
This bulletin is to advise you that the NSW Government has extended the closing date for
applications under the $35M 2010 Community Building Partnerships program for two weeks to
Friday 6th August 2010.
Acting Premier Carmel Tebbutt MP announced the extension on 16th July. Council staff will
also, where possible, ensure community organisations are informed of this extension.

Appeal By Sevenex Pty Ltd- Three Sisters Plaza
The Council has previously been advised that Justice Sheahan dismissed an appeal by
Sevenex Pty Ltd against the decision of the Senior Commissioner of the Land and Environment
Court in the Sevenex matter. The Senior Commissioner had dismissed the Sevenex appeal
against the refusal by the Council of a development application for a koala exhibit and aboriginal
cultural exhibit in the basement of the Three Sisters Plaza at Echo Point. Costs were awarded
to the Council and the sum of $17,435 has been paid to the Council by Sevenex.
However the matter may be subject to a further appeal to the Supreme Court, Court of Appeal.
The applicants have taken action to preserve their right to appeal and they have until 18
September 2010 to prepare and lodge that appeal if they decide to take that action.
