Key Purpose of Job 1.1. To lead, as Headteacher, the development of the Virtual School and to ensure all CLA are enabled to reach their full academic potential. 1.2. To enable pupils and students to access appropriate learning opportunities and improve outcomes through the direct management of specific services and the leadership and co-ordination of inter-partner strategies to promote and influence positive behaviour and inclusion. 2. Anticipated Outcomes of Post 2.1. To resolve strategic issues in relation to children in care and their education and all CLA are equipped to fulfil their academic potential. 2.2. The EOTAS Service provides all children and young people with opportunities which meet their learning needs. 2.3. Expenditure on interim tuition is reduced by the development of collaborative arrangements with schools and other providers. 2.4. An effective Secondary Behaviour and Attendance Partnership is in place and maintained which reduces exclusions, expenditure on interim tuition and improves attendance and attainment outcomes for young people. 3. List Key Duties and accountabilities of the post 3.1 Provide professional leadership and management of the Torbay Virtual School for children looked after by the council so that all children looked after gain a first class education. 3.2 Ensure that effective support and challenge are provided to professional staff in schools/settings, and governing bodies, in order to act as a educational champion for CLA. 3.3 Work with senior colleagues and carers to ensure that Torbay LA is an excellent corporate parent, and that there is a consistent adult in every child’s life fulfilling the lead professional role. 3.4 Work directly with schools/settings, school evaluation partners, parents and carers and other personnel within the council to drive up standards of education and attainment for CLA. 3.5 Work closely with social workers and their managers to raise awareness about the importance of education for CLA and ensure they treat it as a high priority. 3.6 Work closely with relevant colleagues to ensure the availability of robust data which can be used effectively to track the educational progress of CLA. Page 1 Job Description and Person Specification template – Nov 2009 3.7 Lead on the analysis of data on the attainment of CLA in the full range of educational settings. 3.8 Be proactive in making effective links and in engaging in collaboration Headteachers of Virtual Schools and others in authorities where Torbay’s children are being educated. 3.9 Monitor the progress of CLA in schools/settings, including colleges of post 16 education, and where relevant those placed with private training providers, through visits, interrogation of data and scrutiny of the quality of PEPS. 3.10 Produce an annual self evaluation and development plan for the virtual school, setting out an assessment of its impact, the progress of all CLA and proposed actions to achieve future targets. 3.11 Ensure that the VS self evaluation draws upon all relevant evidence, including data on pupil progress and attainment, views of children and young people, teachers, carers, parents and LA personnel. 3.12 Produce and revise as appropriate a Virtual School Improvement Plan. 3.13 To ensure the overall quality of PEPs, in terms of how far they meet a child’s needs, is regularly monitored. 3.14 Lead, manage and develop the EOTAS service through direct provision and commissioning of provision. 3.15 To assist in the development of the Primary and Secondary Behaviour Hubs. 3.16 To ensure all programmes of study within EOTAS are quality assured and offer value for money. 3.17 To ensure that children and young people make the appropriate academic progress in their programmes of study. 4.
