 Conduct post return monitoring in Shalozan Tangi return area
The return process to Shalozan Tangi in upper Kurrum agency started on 9 June 2014. An embarkation point was established
in Shalozan Dara for the process of return and a total of 407 registered families returned from the embarkation point till
13th June 2014. Protection cluster through its partner Sarhad rural support programme (SRSP) conducted 18 key informants
(KI) interviews at the embarkation point in order to know the voluntary nature of the return and what difficulties they will be
facing while returning to the place of origin. SRSP also visited 5 villages in return areas so as to conduct post return
protection monitoring. Report will follow.

 Updates on North Waziristan displacement were provided:
Registration of NWA IDPs
- Currently there are 30 registration desks established at Saidgai check post
- There are no female registration desks and FDMA does not plan to establish any at this point
- Information collected from IDPs is following:
Name/Father name/CNIC/Agency/Tehsil/Village/Destination- city, village/ Cell number/ Tribe/ Family size- male,
female, child
- Apart from Saidgai check post, there is registration also in Kurrum, Alizai. Here 283 families have been so far
registered. The reason being that during the imposed curfew those families passed reportedly through Afghanistan to
reach to Kurrum

IDPs who fled through South Waziristan to DI Khan are not yet registered, however FDMA is planning to conduct
information campaign and through mobile registration teams capture them
- IDPs who are already in Peshawar would be as well registered through mobile registration teams that will be
established at later stage
- NADRA is expected to verify the data within one week time (this seems unrealistic provided past experience with
data verification through NADRA). So far 5000 families’ data has been shared with NADRA by FDMA
- The data entry into electronic version is still ongoing by FDMA. Data collected through mobiles are not yet entered
into the computerized system
Facilities at the registration point
- There are 4 mobile health points with 8 female staff
- No child help desk/ grievance desks established
- Reportedly there is a presence of female police constables
Presence of NADRA at the registration point
- 6 mobile NADRA vans are present at Saidgai check post, however they check only the authenticity of the CNICs, they
do not issue the tokes for individuals without CNIC
- Persons who do not have CNIC are not registered and are referred to NADRA office in Bannu to apply for CNIChowever this is very challenging due to constraint of free movements in the absence of CNIC. Advocacy with NADRA
through FDMA is needed
Information campaign
- Currently the reach out to the IDPs is very limited. There is only information shared by TV channel covering Peshawar
with help line number being shared
Assistance
- Rs. 5000 one time assistance for NFI
- Rs. 7000 assistance for monthly food
- Cash is distributed through mobile sims. FDMA signed an MOU with ZONG mobile company, IDPs can collect money
in the easy shops after a sms is generated and sent to them.
- FDMA shared that some 20 % of IDPs do not have a phone, therefore they are distributing them SIM cards. So far
2000 cards were distributed today at the Saidgai check post
With nearly 74 per cent of the IDPs displaced from North Waziristan comprising of women and children, the protection

needs are high. Efforts need to be developed to ensure all NWA IDPs, wherever they are displaced in KP, have their rights
respected and have access to all services offered by the Government of Pakistan to all its citizens. The goal of protection
cluster is to assure that vulnerable IDPs are supported to access protection, registration, assistance and services.
 In recognition of the vulnerabilities of freshly displaced persons, the protection cluster identifies a number of priority
areas requiring urgent intervention. In order to meet the protection needs of North Waziristan IDPs, the protection
cluster needs US$ 4 426 800.
 A staffing matrix of 79 available persons (staff of protection cluster member organizations) was compiled, so as to be
ready for immediate response in district affected by North Waziristan crises
 A note on protection cluster concerns over North Waziristan displacement was issued, highlighting a need of access
to do protection monitoring, assure adequate access to information for NWA IDPs, initiate psychosocial support
services to children and women, establish redress mechanisms and streamline registration efforts.
 The protection issues highlighted were:
- Process of registration, access to registration points mainly for women, sharing of registration data with UNHCR
- Freedom of movement- reportedly some 60 displaced families from NWA settled in Charsadda district were set back
by the district administration
- Limitations in terms of access of protection partners mainly to Bannu and FR Bannu
- Gap in information sharing with newly displaced persons leading to confusion amongst IDPs on assistance being
provided, mechanisms adopted and redress mechanisms
- Need for NADRA mobile vans based at registration point to issue tokens for individuals without CNIC so as to be
eligible for registration and assistance
- Lack of concrete plan from Government on the response to NWA crisis
 Protection cluster will conduct a refresher on 26 June for cluster members on new displacement monitoring tool,
informed consent, confidentiality and interviewing techniques.
Amongst the three villages where the return is to take place, Reshwara village is in Sarwakai tehsil while Dittawala and
Sipdorai are located in Sararogha tehsil.
FATA Secretariat through FDMA informed the humanitarian community on 5th June 2014 during the Return Task Force (RTF)
that three villages from South Waziristan agency had been safe for returns.
Protection cluster conducted return intention survey (RIS) to know the intention to return of the displaced families to the
place of. The UNHCR data shows record of 308 IDP families registered originating from the villages of Reshwara, Dittawala
and Sipdorai. When these 308 IDP families were cross matched with IVAP data, 115 families were found in IVAP data base,

with their contact numbers.
The respondents that replied that they don’t have information about the situation in their areas of origin were 54% whereas
46% claimed that they have information. In response on who decides on the return, 88% opined that it was political
administration. As for community elders deciding on return, the response was 7%. The responses on humanitarian workers
and family members were 2% each. Amongst the respondents, alarming 98% felt that they do not participate in decision
making. However, IDPs that wish to return to their area of origin constituted 96% of the total. Main shared challenges to
return included destroyed houses for a percentage of 99% of the respondents, for 81% there is lack of health facilities, 66%
lack of education facilities, 49% lack of livelihood facilities/opportunities, 48% closure of markets and for 45% no information
about return package.
The intercluster mission to the areas of return is on hold currently due to the situation in North Waziristan.
- Updates on Togh Sorai camp incident
Population: A total 829 families (3077 individuals) returned to the camp; number of returning families increasing day by
day and most families are returning with their daily use commodities.
Meeting on security arrangements /camp and surrounding: A number of meetings were conducted among relevant local
authorities and the camp shura. As a result, camp security has increasingly enhanced and a total of 51 security personnel
deployed from Police, Orkazai agency levies, district levies, frontier constabulary; new check points are now installed at
different locations surrounding the camp as recommended by all concerned parties; About 20 frontier corps are
assigned for night patrolling. Similarly, camp Shura have shown commitment to extend full support to security forces.
Service provision to returning families: A number of camp level coordination meetings have been initiated by key cluster
members, community service agencies in particular. These meeting outcomes highlighted mainly the major gaps
observed such as the absence of key program staffs to implement the day to day operation of some basic services,
particularly in related to water supply, nutrition, health and education activities. And the camp representatives of these
relevant agencies have agreed to strengthen their staffs presence and to ensure the smooth implementation of their
program and, therefore, to improve the life condition of the returning families inside the camp.
