ALL FLAG (CUB), MASCOTS & TINY MITE TEAMS
1. In League One (L1) for Scholastic Proof select “Other” and the GPA should be “70%”.

4. If the entire year report cards are provided with 90% (3.6) or higher GPA (excluding PE), then enter GPA in All
American field for consideration at the OEC Little Scholar Ceremony. See instructions in “1b” below for
calculating the GPA.
ALL OTHER TACKLE, CHEER & DANCE TEAMS
1) REPORT CARDS - 3 copies required: (1-OEC/1-Team Book/1-Your Association)
a) Full Year Report Card (R/C) or the last reporting period of the school year is required (this includes waterpersons and student demonstrators). Some report cards are multiple pages so be sure to copy everything. Do
not cut off any information at the top or bottom of the page. It must be legible.
The R/C must contain the following:
i) Participant’s name
ii) 2011/2012 school year
iii) The grade the participant was in.
iv) Online report cards are acceptable; however they must contain ALL the elements of a standard report card.
b) CALCULATING THE GPA
i) Calculate the Grade Point Average (GPA) using Excel file provided by WESCON. (See attached excel file). OEC
will be posting a version on the Little Scholars tab of the OEC website.
ii) Selecting the Proper Scale:
(1) The grading scale to use is based on the grades listed by the teacher and not necessarily the school
legend as shown on the report card.
(2) If the teacher used +/- & you know that the school does not recognize +/-, obtain a letter from the
school/district stipulating they don’t recognize +/-. Attach a copy of the letter to all participants in that
school/district.
(3) If you have a course that is listed by its initial, please spell out what the initials mean on the calculation
sheet under the correct subject.
(4) When calculating the GPAs, exclude PE & Effort grades. If the GPA falls below 70%/2.0, add in PE &
recalculate. If they are still below 70%, see item 2 below.
(5) If the report card shows the GPA, prepare the GPA page in the WESCON Calculation Program and enter
the decimal GPA. Circle the GPA on the report card with a “Yellow” highlighter pen (Note: This is the
only time you can mark on the report card.)
iii) After GPA is calculated, Print the “GPA” tab and place in team book with report card. It is strongly suggested
the association retain a copy for their records. If for any reason you are unable to provide the printout
from the Calculation Program, you are to use the WESCON Calc Page. This form is to be accomplished on a
calculator with the calculator tapes attached to the WESCON Calc Page (hand written is not acceptable).

c) In L1, Scholastic Proof is “Report Card” and enter the GPA. (Example: “73.6” should be entered as “74%”).
d) If they are reporting an entire school year and their GPA scores 90% (3.6) or higher (excluding PE), be sure to
enter the GPA in the All American GPA field. If this box is not filled out, they will not be eligible for
consideration for All American or the OEC Little Scholar recognition.
e) Participants 5th grade and older that score 96% (3.84) or higher (excluding PE), on a full year report card are
eligible to apply for National All American Scholars recognition. 8th graders are also eligible to apply for the
WESCON recognition, if they have participated in Pop Warner for more than one year. Encourage them to
complete the National All American Application and addendum and to write a one page Essay on “How Can I
Achieve My Goals”. The essay must include their first/last name, grade level, Association name & Team name.
Due date for National and WESCON applications to OEC is Sunday, September 23rd.
2) SCHOLASTIC ELIGIBILITY FORM (Required if no Report Card available or a GPA of less than 70%)
a) The Scholastic Eligibility Form (SEF) is completed by participant, parent/guardian and Head Coach
b) No Report Card – If a participant is unable to provide a 2011/2012 report card by September 14th, he/she must
provide a copy of his/her first quarter class schedule for the 2012/2013 school year, or a letter from the school
(on school letterhead) indicating the participant is a student at that school. A copy of this information must be in
the Team Book; otherwise they are subject to removal from the team/squad.
c) Original + 2 copies required. (Original in Team Book/Copy-1 to OEC/Copy-2 to Association)
d) In L1, select “Other” for Scholastic proof and the GPA should be 58%.
e) A Progress Report will be required to maintain eligibility
i) Requirements: Upper portion completed by parent/guardian as the report is at their request), school
generated progress report (on school letterhead, signed/dated by School Administrator/teacher must show
participants name), or 1st semester report card showing dates for Fall 2012.
ii) Due Date: Progress report are due to OEC by Tuesday, October 16th and must be dated between
September 15, 2012 and October 15, 2012. Please submit copies of your progress reports as soon as you
receive them as this will allow time for “go backs” in the event of an errors. I strongly recommend each
association set an earlier due date (such as October 5th). This will allow participants time to submit missing
assignments and to provide a 2nd (or 3rd) progress report before the cutoff time.
iii) Original Progress report is required in the Team Book and must reflect the following:
(1) All classes. If the participant takes less than five (5) classes, the teacher or administrator needs to
date/sign the Progress Report stating he/she only takes “X” classes.
(2) Demonstrate Positive progress in 51% or greater (calculate all classes including PE).
iv) Make 2 copies of progress report (Copy-1 submit to OEC/Copy-2 to Association)
v) Complete lower portion of Scholastic Eligibility Form as needed
f)
After a positive Progress report is received, change L1 GPA to 59%. If you have trouble updating the GPA in
League 1, please notify OEC immediately. We have a limited time frame before we get locked out of the system.
NOTE: Those who fail to meet the 51% positive progress requirement are mandatory cut
from the team effective Game Week 9 (October 19th ).

3) REPORT CARD AVAILABLE AFTER CERTIFICATION
a) If a participant certifies with a Scholastic Eligibility Form due to Report Cards not being available, report cards
may be accepted up thru the last day of certification (September 23, 2012) as long as GPA is 70% or higher.
b) Report Card is filed in the sleeve in front of the SEF in the Team Book. The LS Calculation sheet is placed inside
the lower right corner of page 1 of the report card. (do not tape or staple). Don’t forget to provide copies to
OEC.
4) HOME SCHOOLED WITH REPORT CARD OR TEST SCORES
a) Document #1: Home School Form (HSF) with upper portion completed by Participant, Parent/guardian and Head
Coach
b) Document #2: Report Card or test scores generated by a governing body (not the parent/guardian), which
reflects a GPA of 70% or higher and contain the following information:
(1) Participants name
(2) Date comparable to the school year of 2011-2012 or summer of 2012.
c) Original + 2 copies required of HSF form. (Original in Team Book/Copy-1 to OEC/Copy-2 to Association)
Report Card or test scores also require 3 photocopies (Team Book/OEC/Association)
d) Calculate GPA as shown in Section 1b & 1c above. (If the GPA falls below 70%, refer to Section 2 for SEF.)
e) In L1, select “Other” for Scholastic proof and enter the GPA. Use a percentage – not a decimal.
5) IEP/Disabled Participants
a) If an IEP participant turns in a report card, and meets the 70%/2.0 GPA, process as per the Report Card
instructions.
b) If the GPA is less than 70%/2.0 “request” a copy of the summary page (aka top sheet) from the participants IEP
report. Then certify them on the Scholastic Eligibility form. If they do not turn in the required documents, do
not cut from the team and contact OEC for direction.

LITTLE SCHOLARS SUBMISSION INSTRUCTIONS
CERTIFICATION:
1. Original team rosters for each team (Football/Cheer/Dance) will be submitted to OEC, in a manila envelope
containing the association name.
2. A separate envelope for each team will contain a copy of the team’s roster along with the scholastic fitness
materials for each participant (in roster order). Scholastic materials consist of the report card(s) & GPA
Calculation and/or the Scholastic Eligibility Form. (copies only)
3. On the front of the scholastic envelope will be the Association’s name, the Team/Squad’s division of play, the
Team’s name (including color), and either the word ‘Football”, “Cheer” or “Dance”.
4. PROGRESS REPORTS: Submission of Progress Reports must be submitted in a similar manner as the scholastic
materials; to include the Team Roster with Progress Reports provided in roster order.
5. In lieu of hand delivery to the OEC drop box, the Report cards/Scholastic forms may be submitted electronically
to the Little Scholars Commissioner at OECPam@gmail.com. Timely submittal falls under the responsibility of
the individual Association and OEC will not be responsible for missing and/or corrupted data files.
NOTE: THIS DOES NOT APPLY TO SUBMISSION OF CERTIFIED ROSTERS. ALL ORIGINAL CERTIFIED ROSTERS
REQUIRE HAND DELIVERY TO OEC.
6. ELECTRONIC SUBMITTAL INSTRUCTIONS (OPTIONAL)
a. All data must be provided in Adobe PDF readable format.
b. Each PDF file will be representative of the hard copy format above except each team’s information must
be provided as a separate pdf file instead of a manila envelope.
c. Electronic File Naming Convention:
Association (2 characters)-Division-Football or Cheer or Dance-Team Name (include color if applicable)
For example:
1. Anaheim Midget Football Blue Warriors would be labeled as:
AN-M-FB-Blue Warriors.pdf
2. Yorba Linda Jr Pee Wee Dance Wildcats would be:
YL-JPW-DA-Wildcats.pdf
3. Huntington Beach Tiny Mite Cheer Chargers would be:

NATIONAL ALL AMERICAN PROGRAM:
REQUIREMENTS:
1. Fifth (5th) Grade or higher
2. GPA of 96%(3.84) or higher (entire school year)
3. Completed (in detail) National All American Application
4. Completed (in detail) Addendum (and additional Addendum if needed).
5. Copy of the Full year report card showing participant’s name, school year 2011/2012 and grade the participant
was in 2011/2012
6. Once All American Form is completed and turned in, it is considered locked – DO NOT ADD ANY ITEMS TO THE
FORM. DO NOT ALTER THE FORM
7. Association Contact listed ONLY. DO NOT insert the Regional or League Scholastic Directors
8. Please do not retype the All American Forms – OK to receive them messy
9. Do Not Include Sports on the Addendum
10. Be thorough – tell us everything.
11. Signature are required from the parent and player prior to submitting – A MUST
12. Grading System criteria by national office is only known to Nationals.
13. Currently Only 8th Grade and higher scholars are eligible for scholarships.
14. Once a scholar has won the top prize at the National level, the scholar is no longer eligible to win it again.

2. Place applications in a manila envelope and Title the Envelope “National All American Applications”. In addition,
please include your Association Name and LS Contact Information (Name, email & Phone #) on the envelope.
