Executive Board Meeting Minutes
August 13, 2009 – 1030 hrs
DPSST - Salem
Pledge of Allegiance, Mission Statement, and Value Statement
Call to Order - The meeting was called to order at 1032 by 1st Vice/Treasurer Mark Wilson.
Roll Call: Present: 1st Vice/Treasurer Mark Wilson, Past President Michelle Stevens, 2nd Vice
Troy Buzalsky, 1-yr Director Debbie McDermott, 2-yr Director Michael Silva, and Ex-Officio Randy
Simpson (late arrival)
Absent: President Doug Friant and 3-yr Director John Rinier.
BOLA Consultants: Brenda Messmer.
Approval of the Treasurers Report and Annual Audit Report
Motion by McDermott, seconded by Buzalsky to approve the Treasurers Report for July
2009. Motion carried unanimously.
Approval of July 14, 2009 Meeting Minutes
Motion by Stevens seconded by Silva to approve the minutes of the July 14, 2009 Board
Meeting. Motion carried unanimously.
OSFMO Report
 Recognition Program – The OSFMO is continuing to produce certificates and make
presentations; recent review meeting revealed minor changes that need to be made.
 Budget – All programs have been evaluated; if cuts occur it will be at the program level
 Joint Meeting – A meeting between the Washington, Idaho, and Oregon Fire Marshal has
been scheduled to discuss collaborative legislative issues.
 Fire Insurance Premium Tax – The fund was swept in the amount of 2.5 million; a total of
82.5 million in other funds were acquired to balance the State budget.
CORRESPONDENCE
 Oregon Fire Code Committee thanked the OFMA for the financial contribution of coffee at
upcoming meetings.
 Notice of Rule Making for the IFC received.
Upcoming Events
 2009 Joint Roundtable – Registration is on-line only. The OFMA membership and
Oregon Fire Chiefs Association will be e-mailed and notified. A request was made by the
WFMA for an updated master membership list as soon as possible.
 2010 Winter Education Conference – Needs from OFMA to Conference Committee
(see follow-up list for detail)
 2010 Annual Business Meeting – Motion by Wilson, seconded by Stevens to approve the
Deschutes County Fairgrounds, May 11-14 with vendor show, at the Deschutes County
Fairground facility (adding showcasing, etc.) longer structured breaks between noon to 5:00

p.m., etc. Improve upon what was accomplished in 2009 as suggested by President Friant.
Discussion continued on specific training topics and assignments (see follow-up list for
detail).
OLD BUSINESS
2009-2010 BOLA Facilitation Agreement – Motion McDermott, seconded by Silva to approve the
2009-2010 Contract. Motion carried unanimously.
OSFMO/OFMA Teacher’s Guide – SFM Simpson indicated that his Office would handle additional
copies and distribution.

COMMITTEE REPORTS
 Education – Silva
 Scholarship – no report
 By-Laws - nothing
 Membership – 104 paid members
 Audit – no report
 Recognition – Review was conducted with limited input.
LIAISON REPORTS
 ICC-Garrison:
o Fire Code Adoption – Prepare for annual code meetings (October/November)
o Voting memberships
o Residential fire sprinklers fight
o Schedule for Baltimore meeting
o Alaska Airlines – new non-stop service (Portland/Chicago)
 Oregon Life Safety – McDermott reported that sub-committees have been established and
are working on data collection and accuracy, trends, etc.
 OFCC & OBOA – Wilson reported that 2009 IFC has been finalized and on schedule.
OBOA is on schedule for 2010.
 DPSST Fire Policy- Meeting scheduled for September 15, 2009.
 IAAI – Conference scheduled for September 21-24 at the Hood River Inn
 OFCA – no report
 GFSPC – no report
 Legislative – no report
 IFMA – Buzalsky reported the interaction was impressive and he was proud of being from
Oregon with the progressive fire service.
GOOD OF THE ORDER
SFM Randy Simpson made a request for article suggestions in the upcoming editions of the
Gated Wye.
Oregon’s success in the Novelty lighter ban is adding strength to the national storm.
The Treasurer’s position remains unfilled at this time.
