P2P year 4 delivery – CSP Role & Responsibilities
CSPs are invited to apply for upto £6,500 for the delivery of P2P year 4 using the County P2P Delivery template provided (see appendix
1). To ensure that best impact of funding for young disabled people can be achieved CSPs will be responsible for developing a County
Delivery Plan that demonstrates how they intend to achieve the minimum expectations set out below.
Minimum expectations:
All CSPs will be expected to:

Recruit young disabled people to the initiative, promoting activity through school (both mainstream and Special Schools) and community networks
o Removal of pre-screening of young people prior to County Athlete Assessment Day (CAAD) element, focussing on those young people who are
eligible (governed by NGB pathways) and have the desire to reach their potential within sport

Co-ordinate and deliver CAAD activity for young disabled people, ensuring:
o All P2P sports (Athletics, Boccia, Football, Table Tennis, Swimming and Wheelchair Basketball) are accounted for
o CAAD activity is defined in partnership with NGBs and other relevant partners (see appendix 2 for NGB P2P contact details)
o Where the existing CAAD delivery approach is adopted; CAAD delivery templates, venue, equipment requirements etc. are met unless
otherwise agreed with the NGB (please visit www.efds.co.uk for CAAD matrix)
o CAAD activity takes place by July 2012 (unless otherwise agreed)
o The following is supported/achieved;
Athletics:
Delivery objective and sustainable outcomes: To identify new potential athletes and support them into athletics locally, providing a pathway through
to regional and national talent programmes where appropriate. Strong links with schools and community groups held locally so that similar work
could be carried out in the future by the NGB, network or club in conjunction with the local CSP if desired. To gain a better understanding in schools of
how to support disabled pupils into community sport.
Target audience: Athletes with physical, sensory and intellectual impairments, who enjoy sport, are motivated to progress and have the support
necessary to attend training and competition. Athletes are most likely to be in mainstream education. Athletics is a late specialisation sport so our
target audience is age 11+ and most definitely including sixth form and higher education where possible.
How can delivery objectives be met: Either through the continuation of CAAD events (multi sport or sport specific) or through more tailored sport
specific events organised in partnership between the CSP and NGB. Less onus on the schools to identify pupils to bring and more focus on events out
of school hours in a community setting. Focus on participants joining community clubs and not the numbers attending the assessment session, use the
mindset that perhaps less is sometimes more (numbers wise)! We would not want to use the School Games as a talent ID session on its own but think
this would be a good tool for identification from L2 of athletes to invite to CAADs or community based athletics sessions.
Time frame for delivery: March-May is best but can extend to July
What is the intended interaction with DFE funded work: We see P2P as the tool by which to attract and identify new disabled athletes to our sport.
We see any DfE activity as a tool to extend this and provide support for athletes and their coaches who are in community clubs training regularly (or
who have been identified to do so from the CAAD).
Boccia:
Boccia will only be attending the following 34 CSP areas; Tyne and Wear, Durham, West Yorkshire, Humber, Greater Manchester, Merseyside,
Nottinghamshire, Northumberland, Hertfordshire, Gloucestershire, Wesport, Hampshire, Cumbria, North Yorkshire, Lancashire, Cambridgeshire,
Hereford and Worcestershire, Surrey, Kent, Norfolk, Birmingham, Blackcountry, Oxfordshire, Essex, Berkshire, East London, Sussex, Devon, Somerset
Suffolk, South Yorkshire North London, West London and South London and central London.
Delivery objective and sustainable outcomes: Identifying eligible athletes for the Paralympic Pathway, signposting young people to local club
opportunities, regional talent assessment days and regional Boccia Championships where appropriate. Increased numbers of eligible players in the
club structure and the Boccia Championships, contributing towards populating the new talent system and talent squads throughout 2012/13.
Target audience: Profound physical disabilities i.e. BC1-4's
How can objectives be met: Delivery of sport specific CAAD events allowing standardised skill testing to be completed by the NGB or integrating CAAD
activities into established Boccia programmes where appropriate i.e. Lord Taveners programme, further direction to be provided to each CSP by
Boccia England.
Time frame for delivery: All delivery to be completed by August 31st 2012 in time for the 2012/13 competition season.
Football:
Delivery objective & Sustainable outcomes: To identify new potential players and support them into football locally, providing a pathway through to regional
and national impairment specific talent selection programmes where appropriate. Strong links with schools and local community football clubs are developed
enabling playing opportunities for all, and that this network is well supported by County Football Association’s and partners. To gain a better understanding in
schools of how to support disabled pupils into community sport.
Target audience: Players with physical, sensory and intellectual impairments, who enjoy sport, are motivated to progress and have the support necessary to
attend training and competition. Players are most likely to be in mainstream education. Football’s target audience is age 11+ and most definitely including sixth
form and higher education where possible.
How can objectives be met: Either through the continuation of CAAD events (multi sport within priority CSPs) or through more tailored sport specific events;
England Ready Days organised by NGB through the County FA network. Focus on participants joining community clubs or moving into the England talent pathway.
Time frame for delivery: February-July
What is the intended interaction with DFE funded work: We see P2P as the tool by which to attract and identify new disabled athletes to our sport. We see
any DfE activity as a tool to extend this and provide support for players and as important the School Games Organisers, coaches or volunteers in schools or local
community clubs.
Table Tennis:
Delivery objective and sustainable outcomes: To identify new potential players and support them into table tennis locally, providing a pathway
through to regional and national talent programmes and competitions where appropriate. Support the development and growth of the ability clubs
network.
Target audience: All Physical Impairments (including manual and powered wheelchairs in addition to ambulant) Hearing Impaired and Deaf, Learning
Disability (both MLD and SLD). All genders aged from 8 years old upwards.
How can objectives be met: In CSP areas not selected for table tennis within the DFE funded programme, objectives to be met either through the
continuation of CAAD events (multi sport or sport specific) or through more tailored sport specific events organised in partnership between the CSP
and NGB. CSPs need to contact their regional disability officers to decide the best and most effective way forward.
Time frame for delivery: CAADs to be delivered by the end of July 2012
What is the intended interaction with DFE funded work: In those CSPs selected for table tennis as part of the DFE funding, the County Talent days for
the most part will cover our requirements for CAAD delivery, however the NGB will require CSP involvement to select the young people not already
known to us as a sport. CSPs that fall into this category need to contact their regional disability officers to decide the best and most effective use of
P2P funding.
Wheelchair Basketball:
Delivery objective & Sustainable outcomes: To identify young disabled people and engage them within community clubs to nurture and feed through
to our talent and competition pathways. Creating a strong CSP-NGB relationship.
Target audience: "Pre-screening" of athlete not required, retain focus on impairment groups previously highlighted (please see CAAD matrix)
How can objectives be met: Through the existing CAAD delivery model linking into wider development such as our IZB School Programme
Time frame for delivery: Relatively flexible, but ideally early in the school year to encourage participation in schools through IZB Competition
What is the intended interaction with DFE funded work: Ideally CAADs would feed into DfE talent days (but dependent on timescales), seen as two
different initiatives and therefore DfE activity doesn’t fulfil the delivery of CAADs
Swimming: (CAAD delivered by the ASA with support from the CSPs)
Swimming is looking to deliver Playground to Podium in year 4 through a variety of activities:
CAAD: to follow the same process as Years 1-3 although we may look to the newly established hub clubs to host the CAADs and to help promotion
School Games: to use the level 3 inclusive games as a Talent ID and signposting opportunity
School Games CAADs: some CSPs are looking to run level 3 Aquatics as a disability specific swimming event. This will be supported from the NGB in
relation to Playground to Podium
Talent ID days: combining the target age groups of Playground to Podium with older swimmers
Development days: these could be stand alone days or impairment specific events hosted in special schools
CSP Role:
Planning:
 Facilitate / Ensure any P2P planning meetings include swimming
 Support the ASA P2P Officers to identify an appropriate venue and teachers/coaches for the CAAD like activity, to include support in identifying
preferred dates and venues.
 Promote CAAD activity to schools, clubs and other community groups
 Where MyLogBook is used, it is understood and any training needs / problems are solved as early in the process as possible.
Communication:
 Build and maintain a distribution list of key delivery people for the Swimming P2P officer to use.
 Act as a communication hub to circulate important updates for swimming, to ensure all deliverers have the correct information at the correct
time.
 Ensure that the Swimming P2P Officers are aware of swimming specific delivery issues so that they can be resolved at the earliest opportunity.
 Promote the Swimming CAAD activity date
 Ensure that the Swimming P2P officer is aware of any club directories / signposting material put together for the CAAD’s to ensure that the
club’s listed are the most suitable for signposting.
 Support the P2P officer with communications should the CAAD activity need to be cancelled
During CAAD
 Encourage support from Community Swimming Coaches
Post CAAD
 Lead in the signposting of swimmers to participation opportunities
 Assist in the signposting of swimmers to Club opportunities
 Promote and advertise any further opportunities within the county networks (ie training days / disability sport competitions)
 Promote good news stories of successful athletes to help raise the profile of disability swimming

Lead in signposting young people identified as ‘participation’ post CAAD activity to appropriate sporting opportunities
Meet monitoring and evaluation requirements
o MyLogBook will be available as a tool to use, however will not be mandatory process, an alternative monitoring document will be provided for
data collection
o CSPs will be required to complete an evaluation on completion of all activity (template to be provided by EFDS)
Process:







12th December 2011: CSPs in receipt of P2P year 4 guidance
31st January 2012: CSPs to submit county plans for delivery electronically to Kat Southwell (ksouthwell@efds.co.uk)
w/c 6th February 2012: National panel sign off county delivery plans, CSPs sent electronic feedback
w/c 13th February 2012: CSPs sent SLA, finance release information and data management requirements
February 2012 onwards: Delivery of CAAD activity
April / May 2012: Release of first phase of payment (70% of award)
Date TBC dependent on county plan: CSP to complete required data management and evaluation , second phase of payment released (30% of award)
