Annual Quality Assurance Report 2009-10.
Part – A
World over, the Higher Education is passing through an interesting phase. It is changing
radically in various aspects but particularly in the delivery systems. It is adopting itself to clever
use of information and communication technologies.
Quality and Quantity are emerging as core values. Every institution has to struggle to meet
opposite demands of education with quality and enhancement of quantity i.e. number and physical
infrastructure. So College this year decided to focus on :a) Innovations in teaching-learning process.
b) Use of information technology in the delivery system.
c) Taking initiatives for research activities.
d) Motivating students for research.
e) Infrastructural developments.
 Curricular Aspects :Designing of curriculum and syllabus is the task which is done by the universities and
affiliated colleges has to follow it. Thus there is very less room for innovations in this aspect,
however college has started 1 Year duration self-financed diploma courses, in Intellectual
Property Rights, Cyber Laws & Medical Jurisprudence and Forensic Science. College has also
started certificate course in
a) Environmental Science.
b) Computer Science.
All the above mentioned diplomas and certificate courses are recognized and are
approved by the University. These are in addition to
a) Three years LL.B. Course after Graduation
b) Five years LL.B. Course after 10 + 2.
c) Two years post graduation i.e. LL.M.

 Teaching, Learning & Evolution :For transforming ordinary youth into an extra-ordinary performer, it is necessary to
organize teaching-learning process with equal weightage for theory i.e. learning to know and
application i.e. learning to do our college with intention to achieve the goal of learning to know
and learning to do has adopted following practices :a) Organizing Moot Courts.
b) Supplementing traditional lecture method with use of technology.
c) Organizing Legal Aid Camps
d) Organizing law lectures of Guest Faculties.
e) Organizing one day workshop on “Alternative Dispute Resolution Systems”.
 Moot Court Competitions :Moot Courts is a prime activity of the institution since its establishment. It is not advisable
to confine legal education in books but it is necessary to bring it in action. Functioning of courts
is a vital part of legal education. To that end college has incorporated “Moot Courts” as part of
course curriculum as well as it organizes moot court competitions every year.
Moot Courts help the student to move from classroom to courtroom. It helps the student to
acquire competence in a range of skills such as: Drafting, Research, Interviewing, Negotiation,
Advocacy and Communication. This year college has taken efforts to strengthen the Moot Court
activity in the following manner :A) Intra Class Moot Court Competitions and training to the students.
Firstly moot court competitions were held in each class under guidance of teachers
assigned for that purpose each class five students were selected for further training. All the full
time Teachers were entrusted with assessing and enhancing the performance of students in moot
court competitions. 45 Students in all were selected in the above process.
Prior to above selections on orientation programme for moot court training was conducted
in the month of August wherein the students were shown video of the performances in National
Moots. Prof. B. V. Paranjpe guided the students on the etiquettes and style of preparation and
Prof. S. N. Morey guided the students on how to prepare drafts and prepare for moots. After
selecting students from every class these students were given further training and coaching on
drafting skills by Adv. N.P. Hardas. The students were made to draft petitions on various moot
problems which were discussed during the training programme. Adv. Shri S. V. Gangapurwala
guided the students on oral presentation skills. Adv. Rajendra Deshmukh also guided these
students on the content of the draft and presentation skills.

B) Xth National Moot Court Competition
Xth National Moot Court Competition was organized on 23rd & 24th Of January 2010. 19
teams from different parts of the country participated in this competition. To name few of them
are Kerla Law Academy, Tiruruantpuram, Campus Law Centre, New Delhi, Bharti Vidyapeeth,
Pune, ILS Law College, Pune, G.L.C. Ernakulam, University College of Dharwad etc.
The problem for the first round was set by Ms. Aparna N. Kottapalle highlighting the
deficiencies in Domestic Violence Act. The teams were assessed on the basis of knowledge and
application of law, presentation and perusal of facts etc. 5 teams qualified for final round. They
were :1) New Law College, Mumbai.
2) ILS Law College, Pune.
3) Campus Law Cetnre, New Delhi.
4) University Law College, Dharwad.
5) Kerala Law Academy, Kerala.
The problem for the final round was drafted by Ms. Shampa Dev highlighting the concern
of the National Commission for protection of Child Rights (NCPCR) for the children who
perform in reality shows. The performances of participants were judged by presiding judges of
Bombay High Court, Honourable Justice R. H. Borde and Honourable Justice Shri P.R. Borkar.
The first team prize went to ILS Pune and Second team prize went to Kerala Law Academy
Tiruantpuram. The first best mooter was Ms. Raya Hazarika from ILS Pune and second mooter
prize was won by Ms. Shikha Pandey of Campus law Centre, New Delhi.
A special prize announced by Adv. Shubhangi Wakte for the bet individual performance in
the whole completion went to Ms. Priyanka Sawji of M. P. Law College. Adv. Rajendra
Deshmukh instituted a prize in the name of Late Shri S. A. Deshmukh sir who had been
associated with the moot activities of college since its inception. This prize went to Ms. Raya
Hazarika ILS Pune.
The highlighting of this year is moot court completion was that the students dedicated
themselves to creating awareness on the above mentioned topics. They staged a street play on
moot problems, which was also recorded by MCN the Local cable network and played over again
and again.
A few students grouped together to make thermocol models of the moot problems
and it was displayed for the entire audience during the two days of the National Moot
Competition. In charge of the competition Prof. Ms. Shampa Dev.

C) Participation in various Moot Court
In this academic year 2009-10 M. P. Law College has participated in following moot court
competition :1) State Moot Court Competition held at Nagpur (MS)
2) Moot Court Competition held by Bar Council of India Trust at Baroda (GS).
3) State Moot Court Competition at Y.C. Law College, Pune (MS)
4) Moot Court Competition at Balaji Law College, Pune (MS)
5) International Moot Court Competition at Jodhpur. (RS)
6) State Level Moot Court Competition, Jalgaon (MS)
7) Moot Court competition at Parbhani, The Team brought lawrel to the College with Akash
Gade NLC III wining the best Advocate award.
8) Our Participation in the home moot court competition was through Ms. Priyanka Sawaji,
Ms. Komal Baheti and Akshay Radikar. Though the home moot team did not qualify for
the final round Ms. Priyanka Sawaji got the best mooter award for scoring highest marks
individually in the completion.
D)
Supplementing traditional lecture method with use of information technology:Information technology has brought phenomenal changes in society and education.
Knowledge management has assumed significance and importance and has compelled us to
foresee that yesterday’s skills will not be relevant and productive in today’s and
tomorrow’s world. It is to incumbent to adopt information technology based pedagogy
with this objective following activities were carried on :1) M.L. &. G. E. Society’s M. P. Law College had organized a competition with a difference
this was “ Power Point Presentation Competition”. with a view to initiate self learning,
presentation of thoughts with clarity within specific time and to generate the interest of
students in sociology topics.
The response and enthusiasm of the students was commendable. There were 15
participants in all. The topics selected for PPT were of varied & contemporary in nature
e.g. – Cyber Crimes, Environmental Protection, Naxalism, Smoking is dangerous, Effects
of ozone depletion, Right to education etc.
The competition was judged by Prof. S. Kanthasamy & Adv. S. Dhamangaonkar Ms.
Dhanshri Chougule scored highest marks with Ms. Naseem Kurne getting the second
position. The performance was judged on the content, the design, style of presentation and
handling technology with skill and comfort and innovations in Presentation. This
competition was organized by Prof. Ms. Shampa Dev.

2) PPT presentations were made compulsory for evaluating the LL.M. students for Doctrinal
and Non-Doctrinal research. They were evaluated by Prof. S. N. Morey and Prof. B.V.
Paranjpe.
Prof. Aparna N. Kottapalle is frequently using this technology while delivering lectures.
Prof. P.S. Deshmukh also organized Seminar presentations on “Special Contract”, All the
LL.B. II year & NLC VI year students participated in that some of them adopted the
technique of PPT participations.
Prof. S. N. Morey is using LCD Projector and OHP for demonstrating certain contents in
the syllabus of the subject Land Laws and Indian Constitution. Especially he uses this
technology to explain working of Village Panchyat.
 WORKSHOPS ON “ALTERNATIVE DISPUTE RESOLUTION SYSTEM:
Mounting arrears in courts inordinate delays, express in litigation, technicality in
procedure are some of the reasons because of which judicial system is losing public trust
and confidence. Amicable settlement of disputes is very essential for maintenance of
social peace and harmony. This is done through Alternative Dispute Resolution Systems.
Lawyers today are to be trained not only for adversarial system or for advocacy but they
should also inculcate the skills of negotiation, counseling, mediation etc. With the purpose
of training students in ADRS Prof. S. N. Morey organized one workshop on “Alternative
Dispute Resolution System”. All the LL.B. II year & NLC IV year students participated in
the workshops.
 LEGAL AID CAMPS:
Every year Legal Aid Center of M. P. Law college organize Legal Literacy Campus,
exhibitions, workshops, focusing on various socio-legal issues. This serve as dual purpose
a) People in general are made aware of their rights, the free legal aid is provided to poor
and needy through Post –Graduation (LL.M.) students.
b) This helps students to learn “as well as, to do” i.e. to acquire knowledge and skills and
also to use it practically. This year college organized legal aid camps at nearby villages.
These camps were organized jointly with DistrictLegal Aid Service Authority.
1. In the month of August 2009 a camp on the theme of “Litigation free village”. was organized at
Karmrad.
2. Another camp on the theme of Women’s rights was held at Bajajnagar. It was inaugurated by
Mrs. Kadpadi Madam, District & Session Judge, Aurangabad.
3. Mahila mandal Jijamata Colony, Aurangabad & Mahila Mandal N-2 Cidco, Aurangabad also
participated in the camps organized by M. P. Law College on dt. 18/1/2010. These camps were
organized by students under the guidance of Prof. D. B. Kolte, co-ordinator at Legal Aid Activity.
4. Our post graduate students also organized the Legal aid & Awareness camp at Pimpalwadi,
Dhoregaon & Limbe Jalgaon on dt. 14/3/2010. This event was co-ordinated by Prof. S. N. Morey.

Internal test :-
As a mode of pre –preparation for main exams we conduct the Internal Test for LL.B.
Classes (NLC Five year course & LL.B. Three year course) in all the subjects we conducted
internal Test during Oct. 2009 for the first term and during Mar. 2010 for II term.
 RESEARCH & EXTENTION ACTIVITIES :a) Research Project on Consumer Courts. As a part of research activity a project on “a Study of
Working of consumer forum at Aurangabad”. is undertaken by Prof. A. N. Kottapalle in which
100 cases pending and adjudicated by consumer forum are to be studied. The collection of
information is complete and the process of analysis of data collected is in progress.
b) The collection o information / data was done with the help of 3 post graduation (LL.M.) students
namely.

2. Anjana Ghangode
3. Pallavi Hekare
c) In order to make research activity popular amongst the students and to motivate them for
undertaking research projects. Innovative method of showing Movies relating to various
socio-legal topics is the practice adopted by our college. As a part of this, feature film titled
“Provoked” was exhibited. The film is relating to domestic violence. The show was followed
by lectures of Prof. B.V. Paranjpe and Prof. D. B. Kolte relating to history of jury trails and

rules of evidence respectively. Prof. A. N. Kottapalle delivered a lecture on domestic violence,
she co-ordinated the whole event. The lectures were followed by discussion.
 CONSTITUTIONAL LITERACY & AWARENESS :Students of LL.B. II year & LL.M. II had undertaken “Constitutional Literacy and
awareness project” in Dec. 2009 & Jan 2010 in nearby villages of Aurangabad. They propagated
constitutional values of fundamental rights, in Marathi, Hindi & Urdu. The response to this
activity was tremendous, villagers appreciated the efforts of students. The project was completed
under guidance of Prof. S. N. Morey. On 26th Jan. 2010 the students of LL.B. II and NLC-IV year
alongwith LL.M. Part – II Students organized “Samvidhan Rally”. This was the unique project
undertaken by the students of the college. Such type of rally was organized for the first time in
the city. The object of rally was to salute the Constitutional Values enshrined in the preamble.
a) STUDY OF PUBLIC INTEREST ISSUES IN AURANGABADMUNICIPAL AREA :LL.B. II year students as a part of their practical training on Legal Aid & para legal service had
undertaken the project on study of Public Interest Issues in Aurangabad Municipal area. They
have found different problems in this selected area. Especially problems of sanitation, disposal of
solid waste, electricity supply etc. were dealt with by giving request applications to the concern
authorities. This project was guided by Prof. S. N. Morey.
b) LOK ADALAT VISIT :-
As a part of extern activity the students participated in the Lok
Adalat held at Aurangabad. they observed the working and procedure of the Lok Adalat.
c) SEMINAR ON “IMPLEMENTATION OF BAR COUNCIL OF INDIA RULES 2008”:On 27th March 2010 College organized a state level seminar on “Implementation of Bar
Council of India Rules (2008) relating to legal education 66 participants from outstation and
local places participated in the seminar. The Seminar was inaugurated by Hon’ble Dr. A. G.
Khan, Director, BCUD, Dr. Babasaheb Ambedkar Marthwada University, Aurangabad.

 INFRASTRUCTURE AND DEVELOPMENT :a)
Construction of Ladies Hostel:In the year 2006-2007 UGC sanctioned Rs. 80 Lakhs for construction of Girls hostel.
Work of construction of the hostel is complete on 29th Jan 2010 this hostel was inaugurated
at the auspicious hands of Shri Radhakrishna Vikhe Patil, Minister of Transport, Law &
Judiciary & Ports (Govt. of Maharashtra). The hostel provides accommodation to 90
students along with the facilities of guest room, canteen, rector’s quarters etc
b)
As the focus of this year was “IT based teaching-learning”, college in the month of June
2009 purchased LCD projector. This was followed by purchase of photocopying machine
and Generator. There was addition of 05 cupboards in the office.
c)
As the college has already established Computer lab and is providing internet facility to the
students, it was thought necessary to make addition in this facility. College purchase 15
additional computers for that 6 are to be used in Computer Laboratory 2 in the Staff
Room, 3 Computers are to be used for Library and -remaining for office automation.
d)
Intercom :- The College units are now inter connected with intercom facility. We are
having 10 intercom connections. This is helpful for fast communication and smooth
administration.
a)
LIBRARY AND INFORMATION SERVICES :As library plays key role in the academic activity of the institution it is necessary to
strengthen library quantitively and qualitatively with this object college purchased books
worth Rs. 3,49,529.00 in this academic year. From this year we are also subscribing
“Manupatra”, and have registered membership to the online legal & Business database.
From this academic year we are contributing. Harvard Law Review and journal of
public law which are International Journals.
 STUDENT SUPPORT & PROGRESSION :
a) Placement :On 19th April 2010 a camp for placement of the students was organized with the help of Mahindra
& Mahindra Finance. Mr. Pankaj Kulkarni from company gave orientation to the students about

the expectations of the Company on 27th April 2010 Written Test and First Interview was
conducted by the Company inorder to test legal acumen, general aptitude of the students.
b) Every year at the time of annual social gathering college encourages meritorious students by
giving them endowment prizes.
c) One of the Alumni of the College Mr. Pramod Rai has instituted the Special prize of Rs 5,000-00
cash, which is to be given to “Poor & Needy Student” who is regular, punctual and is meritorious.
This year the prize went to Ms. Prajakta Chaltedar LL.B. – I Student.
d) College has a regular practice of giving special prizes to those students who are
outstanding in sports, debates and other cultural activities.
 HEALTHY PRACTICES :
a) Student council for the academic year 2008-2009 was formed as per the obligations under
Maharashtra Universities Act, 1994 & directions of Dr. BAMU. The Council was inaugurated
on 2nd Jan. 2010 at the auspicious hands of Mayor Mrs. Vijaytai Rahatkar. The council was
inaugurated in an innovative way by felicitation of first batch i.e. 1956 batch students of the
college.
b) On 12th Jan. 2010 we celebrated “Youth Day”. On 14th Jan. 2010 “ Namvistar Din” of Dr.
Babasaheb Ambedkar Marathwada University, Aurangabad. Prof. S. N. Morey delivered a
lecture on “Contribution of Dr. Babasaheb Ambedkar in the making of Indian Constitution”.
c) On 8th of March 2009 Women’s Day was celebrated by final year students. they had open
dialogue with Prof. P.V. Hardas, Prof. B. V. Paranjpe, Prof. Shampa Dev & Prof. Aparna
Kottapalle on the occasion.
d) We organized IV State level debate competition on 6th Feb. 2010. The competition was
inaugurated by Honorable Justice Shri V. R. Kingaonkar, Judge of Bombay High Court bench
at Aurangabad. 12 teams from Pune, Dhule, Jalgaon, Nagpur etc. participated in that. First
prize of the competition was bagged by Shri Sachin Pawar of Kopargaon College and second
prize went to Jaihind College, Dhule. Third prize went to B.Ed College, Dhule.
The highlight of the event was prize distribution ceremony for which Honorable Homes
Minister of Maharashtra Shri R. R. Patil was present and the prizes were distributed at his
auspicious hands Honorable Shri Satish Chavan MLA, Teachers constituency was also present
at the time of prize distribution.
e) College celebrated Shri Shivchatrapati Jayanti on 19th Feb. 2010 on this occasion Dr. Umesh
Bagade, Head of the Department History, Dr. Babasaheb Ambedkar Marathwada University,
Aurangabad delivered a lecture to the students.
 NATIONAL SERVICES SCHEMES :
Manikchand Pahade Law College, Aurangabad has started National Service Scheme (NSS)
Unit from this academic year 2009-10, for the betterment and enrichment of environment and
society. Students have taken keen interest and have shown enthusiasm in participating in NSS
activity.

a) SAMVIDHAN SANDESH RALLY :- The NSS unit along with legal aid clinic and legal
awareness co-ordinators Prof. D.B. Kolte and Prof. S. N. Morey has organized “Samvidhan
Sandesh Rally” on dt. 26-01-2010.
b) BLOOD DONATION CAMP AWARENESS LECTURE :The volunteers of NSS Unit has vehemently organized a pre Blood Donation Camp lecture so
as to create Blood Donation Awareness on dt. 27-01-2010. Dr. Mrs. Shubhange Chandge and
Ms. Chandrakala Ahire, PRO at Dattaji Bhale Blood Bank, who delivered a lecture on the said
topic and also answered the queries raised by the students and the faculty which inspired and
motivated them for blood donation. The Chairperson for this function was our Principal Dr.
C.M. Rao along with him theDias was shared by me and Prof. S. N. Morey. More than 200
students as actively participated in the above said lecture.

BLOOD DONATION CAMP :The NSS Unit had organized the “Blood Donation Camp” in collaboration with ‘Dattaji
Bhale Blood Bank’ on dt. 28-01-2010. In the said blood donation camp During the blood
donation camp the team of doctors of the Dattaji Bhale Blood Bank has also done the medical
checkup of all registered persons.

g) SPECIAL ACTIVITY - SEVEN DAYS RESIDENTIAL CAMP:The inaugural function of the camp was graced by Prof. Dr. Dhanraj Mane, as a chief guest and
Principal Dr. C. M. Rao have chaired the function. The Dias of inaugural function was shared by
Program Officer Prof. P.S. Deshmukh, Prof. S.G. Shirsat, Mr. Mahavir Indore, Head-Master of
Z.P. School, Pimpalwadi and Mr. Suresh Shinde, Sarpanch , Pimpalwadi and Mr. Tagar
Gramsevak and other villagers. Mr. Mahaveer Indore has made an arrangement of accommodation
in his school campus in consultation with his superiors and Sarpanch of Gram Panchyat,
Pimpalwadi. The various objectives of the above mentioned camp were:1.

On dt. 15-3-2010 the valedictory of the NSS Camp was organized and the Chief-Guests of this
function was Prof. Dr. Santosh Lomte, Member, Management Council, Dr. BAMU, Aurangabad. All the
NSS activities are conducted under the guidance of Shri P.S. Deshmukh, Programme Co-ordinator for
NSS Unit, M. P. Law College, Aurangabad.

Curricular designing is done generally by the University and affiliated colleges have to adopt the
same. However innovative practices are adopted by all teachers for improving teaching methods which
include inter alia seminars, group discussion, case studies, use of internet and computer faculties.

Prof. S. N. Morey adopted innovative method of online submissions for Doctrinal Research done
by LL.M. Students.

7. Initiative towards faculty development programme :
Ms. Aparna Kotapalle was granted fellowship under UGC Faculty improvement programme in the
year 2008. Initially she was granted lien for two years. However she completed her work in one years
and has joined back to the parent institution on 29th July 2009. She has submitted dissertation.
Prof. S. G. Shirsat completed 79th Orientation programme during 2/7/2009 to 29/7/2009 with ‘A’
grade. The course was sponsored by UGC and was conducted by academic staff college. Dr. Babasaheb
Ambedkar Marathwada University, Aurangabad.

PART- C
 CURRICULAR ASPECTS:
1. Bar Council of India vide Rules issued in December 2008 has revised the whole syllabus and the
curriculum for LL.B. three years i.e. unitary degree course and LL.B. Five years i.e. integrated
degree course. This has totally revamped the functioning of Law Colleges. To keep ourselves
update and in tune with these changes, college has planned to workout detail syllabus and
teaching modules are to be developed.
2. College is planning for preparation of study material and preparation of question bank, which shall
be beneficial for the students.
TEACHING, LEARNING & EVALUATION:
Teaching, Learning & evaluation aspect is the most important aspect. NAAC has also given more
weightage to this aspect. Taking into consideration this, college has following plans:a) Spoken English Classes: As most of the students come from rural area and have studied in
vernacular language. English especially spoken English is a big challenge. This also affects
the confidence level of the students. Accordingly college has planned to establish the
language lab. Expenditure for this is approximately Rs. 1, 50,000-00. College has prepared
the estimate and is working on the project for its implementation.
b) PPT – Competition : In order to make the learning experience through our Institution more
exciting and permanent. We have planned to hold “Power Point Presentations Competition”
at National Level. This competition is to be organized in the month of Aug. /Spt. A call for
sending power point presentations on contemporary socio-legal issues shall be given to all
Law Colleges. Every college can send the team consisting of two bonafide students. 15 to 20
presentation shall be selected for actual competition. Performance shall be judged on the
basis of content, design, style of presentation and handling technology with skill and comfort
and innovativeness in presentation. This will also promote self learning and will help the
students to gain knowledge at their own learning pace.
c) Exchange Programme For Teachers & Students : College has planned to establish MOU
with National Law School India University, Banglore Under this programme some of the
faculty members shall be sent to NLSIU, Banglore. Simlarly best student from each class
shall get the opportunity to join NLSIU, Banglore. This will expose faculty and the student to
different atmosphere, which shall be helpful for improving teaching, learning process.
We are also planning to have exchange programme at local level. Under this faculty from Dr.
Babasaheb Ambedkar Marathwada University will be invited to deliver lecturs.
d) External Lectures : it is well established practice of the college to arrange guest lectures of
experts. This year we are planning to have external lectures of Legal Luminaries every
month. While doing all these activities attendance of the students shall not be compromised.
So steps are to be taken for improving attendance.

In order to develop research culture following steps are to be taken by the college :a) Strengthening of research and extension activities through “ Legal Research Centre” of the college.
b) Establishing linkages with national and International organization.

d) Undertaking “In House Research or research projects.

INFRASTRUCTURE AND LEARNING RESOURCES:It is proposed to start construction of

f) Beautification of campus – shall be undertaken with the help of all students & teachers. It is
