Research Associate
Doug Landis supports the data needs of the Pennsylvania Department of Public Welfare’s
Office of Children, Youth and Family Services (OCYF). This work has included documentation
of the data sources used to produce statewide reports including the agency’s Annual Report
on Child Abuse and Adoption and Foster Care Analysis Reporting System (AFCARS). He works
closely with OCYF in the assembly of the statewide AFCARS files, decrypting the county
AFCARS file submissions, identifying and analyzing data inconsistencies and possible
penalties, producing the Data Quality and Penalty Calculation reports, transferring the data
to a remote location and communicating results to the counties. Mr. Landis also documents
all steps involved in this process in an AFCARS Submission Procedure manual, at one point
developing a Software Requirement Specification Documentation guide of all fields
associated with the AFCARS system.
Based on his deep understanding of the data integrity issues identified through validation of
the county AFCARS files (which are used to create a statewide file), Mr. Landis served as a
member of HZA’s review team, conducting case record reviews to assess the accuracy of the
data reported by the counties in their AFCARS files. He assisted with development of an
improvement plan to help counties correct their data files and conform to policy in producing
data for future submissions, such as how to count number of placement settings. Mr. Landis
also serves on the team responsible for responding to ad hoc data requests from OCYF, in
which data from AFCARS files are used to measure population demographics and
performance outcomes.
Mr. Landis tests HZA’s software such as ChildNet-PA enhancements and various web-based
systems. In addition, he writes detailed test case scenarios for both general protective and
child protective cases involving various allegations, and provides feedback reports and
suggestions for enhancements to the development team. Mr. Landis also provides training
to local county personnel.
As ad hoc data requests are received from Pennsylvania OCYF, he performs a series of
analyses, largely using MS Access, responding to state and county data needs. The analyses
he performs are well documented for replication by other staff members as well as for future
requests which are similar in nature. He has worked in other states such as Westchester
County, NY providing quality assurance to HZA’s workload study.
Prior to joining HZA, Mr. Landis gained extensive experience in training and process mapping at
Hershey Chocolate, located in Hershey, Pennsylvania. As a Training Coordinator, Mr. Landis
developed and implemented all facets of a computer-based training program. He incorporated
workflow processes into his training modules and designed them to clearly define jobs and
tasks, tailoring their focus to the target audience of each job category. Mr. Landis obtained his
bachelor’s degree in Music Education from Lebanon Valley College in Annville, Pennsylvania,
in 1978.

Since joining the firm in 2000, nearly all the work Doug Landis performs is directed toward
supporting the data needs of the Office of Children, Youth and Families. This work has

OCYF and its counties in the assembly of the statewide AFCARS files, decrypting the county

counties to improve the integrity of the data files and transferring the data to OCYF for
submission to the federal government. He provides similar support in the assembly of the
statewide NYTD file, containing both outcome surveys administered to youth and the
independent living services provided to them.
Mr. Landis also assists with ad hoc data requests. He performs data analysis, largely using
MS Access, to respond to state and county requests for data. The analyses he performs are
well documented for replication by other staff members as well as for future requests which
are similar in nature.
He has contributed to the development and enhancement of several of HZA’s software
systems. For example, Mr. Landis tested the software enhancements the firm made to
ChildNet-PA. He wrote detailed test case scenarios for both general protective and child
protective cases involving various allegations, and provided feedback and suggestions for
enhancements to the development team. He also provided training to local county
personnel. For other systems HZA develops, Mr. Landis provides similar support, conducting
navigation and regression testing as web-based applications are developed for case tracking
and reporting. He also develops online training modules, using Captivate TM, which help
users to navigate the various web-based systems.
Prior to joining HZA, Mr. Landis gained extensive experience in training and process mapping
at Hershey Chocolate, located in Hershey, Pennsylvania. As a Training Coordinator, Mr.
Landis developed and implemented all facets of a computer-based training program. He

Doug Landis, who is based in HZA’s Pennsylvania office, will focus on the testing phase of
this project, working on the Quality Assurance team. He serves as the lead tester for the
development of enhancements to the ChildNet-PA case management and reporting system,
developing detailed testing scripts that are used by all of HZA’s testing teams. The testing
scripts are used to evaluate the ease of navigation, integrity of data input and accuracy of
reporting. Mr. Landis conducts and oversees detailed and comprehensive testing to ensure
that the firm’s security applications meet client standards.
Mr. Landis is also involved in producing reports for the Pennsylvania child welfare system.
He has worked on the development and detailed documentation of system requirements for

Children and Youth agencies are responsible for producing on a quarterly or semi-annual

accurate and consistent.

his knowledge and expertise with the AFCARS files, Mr. Landis has been able to produce a
number of the requested products with minimal assistance. Mr. Landis will be devoted to
the OCYF data analysis project full time.

deal of his time at the state office when federal submissions are due. Mr. Landis has a

Mr. Landis joined HZA in 2000 to serve as a trainer for the Office of Children, Youth and
Families’ PACWIS, the state’s former SACWIS system. His role has expanded since that time
to include responsibility for the conduct of vigorous testing and training of several larger
computer software projects and development of user requirements for various systems and
management reporting tools.
While serving as a software tester of PACWIS, Mr. Landis worked with an ultimate goal of
aiding in the creation of a user-friendly, and error free system. To accomplish this goal, Mr.
Landis developed test scenarios to uncover errors, wrote system requirements, and
conducted total system tests to check for overall functionality and regression of new PACWIS
versions. He routinely provided testing analysis reports and feedback to the development
team. As the system was deployed, Mr. Landis traveled to many of the 67 counties across

the state of Pennsylvania to provide training to local county personnel in the use of the
automated system.
In 2002, Mr. Landis joined the ChildNet-PA development team. Performing similar duties as
he did for the PACWIS project, Mr. Landis conducted extensive functionality tests on the
system. He wrote detailed test case scenarios for both general protective and child
protective cases with various allegations and provided feedback reports and suggestions for
enhancements to the development team. Mr. Landis also provided training to local county
personnel as they transitioned from their interim solutions to the new ChildNet-PA system.
He continues to serve in this capacity as further stages of the system are developed and
released to the core set of users.
Most recently, Mr. Landis was involved in the effort to help the Ohio Department of Job and
Family Services continue to increase the number of adoptions of children in public custody.
Mr. Landis has conducted quality control reviews of tables and related data used for
reporting purposes.
For the Alaska’s Statewide Workload Study, Mr. Landis participated in the conduct of the
random moment survey of child welfare workers involved in intake, investigation, case
management of in-home and foster care services, and foster care licensing to measure the
time it takes to work on a case in a quality manner and the time workers have available to
devote to case practice.
Prior to joining HZA, Mr. Landis gained extensive training experience at Hershey Chocolate,
located in Hershey, Pennsylvania. As a Training Coordinator, Mr. Landis developed and
implemented a computer-based training program. For this program, he was required to
completely design and implement training materials, as well as analyze potential training
outcomes and goals. Mr. Landis also incorporated workflow processes into his training and
designed his trainings to clearly define jobs and tasks. This applied the focus onto the target
audience of each job.
Mr. Landis obtained his bachelor’s degree in Music Education from Lebanon Valley College
in Annville, Pennsylvania, in 1978.
Work of Direct Relevance to DCYF
Mr. Landis has worked closely with the Office of Children, Youth and Families in the
assembly of the statewide AFCARS files. On a semi-annual basis, Mr. Landis decrypted the
county AFCARS file submissions, identified and analyzed data inconsistencies and possible
penalties, produced the Data Quality and Penalty Calculation reports, transferred the data to
a remote location and communicated results to the counties. Mr. Landis documented all
steps involved in this process in an AFCARS Submission Procedure manual and developed a
Software Requirement Specification Documentation guide to provide a detailed description
of all fields associated with the AFCARS system.
Based on the data integrity issues identified through the validation of the county AFCARS
files which are used to create a statewide file, Mr. Landis served as a member of HZA’s

review team in which case record reviews were conducted to assess the accuracy of the
data reported by the counties in their AFCARS files. He assisted with development of an
improvement plan to assist counties in correcting their data files and policies applied to
produce data for future submissions, such as how to count number of placement settings.
This work will be relevant to Rhode Island’s Federal Child Welfare Outcome Reports and
Program Improvement Plan monitoring.
Mr. Landis has been extensively involved in the development of system requirements for the
Department of Public Welfare’s Annual Report on Child Abuse, Adoption and Foster Care
Automated Reporting System (AFCARS) and various state reporting forms which the Office of
Children, Youth and Services and local Children and Youth Services agencies are
responsible for producing on a quarterly or semi-annual basis. Each element of the reports
was documented as to its purpose, content and validation criteria.

As HZA’s Trainer, Doug Landis develops scripts and produces training curricula in support of
HZA’s software tools and studies. He uses various tools including Adobe Captivate. Some
projects require him to record programs which are posted on line for the users to access at
their leisure. He presents information both through webinars, video and in person. He also
supports the data needs of the Pennsylvania Department of Public Welfare’s Office of
Children, Youth and Family Services (OCYF). He documents the data sources used to
produce statewide reports including the agency’s Annual Report on Child Abuse and
Adoption and Foster Care Analysis Reporting System (AFCARS). He works closely with OCYF
in the assembly of the statewide AFCARS files, decrypting the county AFCARS file

Mr. Landis spends most of his time working to produce data for the Pennsylvania child
welfare system. He has worked on the development of system requirements for the
agency’s Annual Report on Child Abuse and for various state-mandated reports the local
