PROFESSIONAL BACKGROUND: PROJECT MANAGEMENT
Senior Project Manager (2011 – 2015) – ASD, Angarai, Afilon

Managed project to deploy IT capabilities to 250+ field offices to be opened nationwide for the 2020
Decennial Census.

Managed project to stand up and staff an IT support service center (using Cisco UCCE as its contact
center solution) tasked with handling all IT service requests initiated by 300,000+ U.S. Census
Bureau field employees during the 2020 Decennial Census.

Documented, tracked and escalated key risks and issues associated with a state Health Exchange
system, provided insights and recommendations to executive leadership regarding system risks and
issues, and coordinated development of a web-based contingency solution for the system.

Developed concept of operations, project management plan, O&M plan, and business and technical
requirements for a regional patient and asset tracking system used by the Military Health System.
Chapter President (2007 – 2011) – PMI Silver Spring Chapter

As President of a Project Management Institute (PMI) Chapter, provided strategic and creative
guidance during a challenging period of growth in Chapter membership (tripling in size during term
of office), evolution of programs, internal restructuring of the leadership team, and deeper and more
extensive volunteer participation among Chapter members.

Developed an automated process which dramatically reduced the time and effort required to generate
major reports for capital planning and investment control analysis at the Department of the Interior.

Managed and tracked development and implementation of the Native American Student Information
System (NASIS), deployed across 23 geographic states in 187 Bureau of Indian Education schools.



Standardized Testing Consultant – American Council on Education

As a select member of the Final Forms Review Committee for the American Council on Education
(ACE), recommended changes for test items in the ESL (English as a Second Language) GED
(General Educational Development) test, administered nationwide to adult ESL speakers.



Directed the Cours d’Introduction à la Linguistique, a university-accredited linguistic institute in
France held under the auspices of SIL International and SIL France.
