Sealed proposals are invited from the firms having registration with the Sales

Tax and Income Tax Departments for Data Connectivity. Tender Documents may be obtained from the office of undersigned (during working hours) or downloaded from www.ppra.org.pk

or www.pral.com.pk

. A pre-bid meeting which the potential bidders should attend will be held at 1200 hours on 6th, September, 2010 at House # 14, Hill Road, Sector F-6/3, Islamabad.

Bidders should submit a Letter of Intent no later than the pre-bid meeting with their contact information including e-mail and telephone numbers. Any clarification, amendment to be carried out following the pre-bid meeting will be communicated in writing at the address indicated in the letter of intent.

Last date for submission of the bids is 15/09/2010 on or before 1100 hours.

Bids shall be opened on the same day at 1130 hours.

01.

Pakistan Revenue Automation (Pvt.) Ltd. (hereinafter called PRAL) invites sealed

Proposals for purpose of hiring of “Data Connectivity Services” for EPARS Project. Detail of the Services is described in enclosed Schedule of Requirement / Terms of Reference.

02. If you have any doubt as to the meaning of any portion of the technical specifications, you may seek clarification of the same from Mr. Salman Ahmad, Business Development

03. PRAL does not take any responsibility for collecting the bids from any agency.

04. The subject services are initially required for the period of one year (extendable to 3 years). Successful bidder may be in a position to commence services immediately after award of the contract.

05. The service shall be required round-the-clock.

06. Prices must be quoted in Pakistani Currency. The quoted prices must be inclusive of all charges and taxes.

07. Payment shall be made (after deducting / withholding the taxes) under the law on mutually agreed terms and conditions. However the bidders are free to clearly mention their terms of payment as per their policy.

08. SEALING AND MARKING OF PROPOSALS

The Proposals shall be submitted in sealed envelopes marked as under:

09. DEADLINE FOR SUBMISSION OF PROPOSALS:

All Proposals must be delivered in the Office of undersigned on or before the prescribed deadline of 1100 hours on September 15, 2010. PRAL will open the Proposals in the presence of bidder representatives who choose to attend at 1130 hours on September 15,

2010 at House # 14, Hill Road, F-6/3, Islamabad.

10. EVALUATION:

10.1. After opening of the Proposals, PRAL will examine the same (proposals) for technical evaluation and completeness of the same (proposals) as per tender requirements.

10.2. Bidder (s) who does not qualify cannot challenge the findings of the evaluation or ask for reasons of disqualification.

11. Successful Bidder (s) represents and warrants that they can provide clear and efficient services and in this respect have the necessary labor, skill, expertise and technical know how.

12. The Bidder (s) represents and warrants that the services to be provided by them are fully guaranteed. Bidder will takes full responsibility to provide the service as per PRAL’s satisfaction.

13. EARNEST MONEY:

The Bidder shall furnish as part of his bid, a Call Deposit/Pay Order equivalent to 2% of the

Quarterly cost as Earnest Money crossed in favor of “Pakistan Revenue Automation (Pvt.)

Ltd.”. Any bid not accompanied by Earnest Money shall be rejected without any right of appeal. In case of cancellation of the contract as default of the successful bidder (s) the earnest money shall be forfeited in favor of PRAL.

14. Income Tax / Withholding Tax and Sales Tax will be deducted in accordance with the law.

15. Bidding Form must also be duly filled in, stamped and signed by authorized representative of the bidder.

16. All Proposals should include:

16.1. Company’s profile, list of such projects handled, list of clients with telephone numbers and addresses;

16.2. Copies of Income Tax and Sales Tax registration certificates;

16.3. Affidavit (on legal paper) to the effect that the firm has never been black- listed by any agency of government/semi government/autonomous or business concern; and

16.4. Earnest Money as above.

17. PRAL reserves the right to accept or reject any Proposal and to annul the bidding process and reject all Proposals at any time prior to award of Contract (s) without thereby incurring any liability to the affected Bidder or Bidders or any obligation to inform the affected Bidder or of the grounds for PRAL’s action.

Schedule Of Requirement / Terms of Reference

1.

Project Background

Pakistan Revenue Automation (Pvt.) Ltd. (PRAL) plans to procure hardware for the establishment of Electronic payment and Refund System (EPARS) as part of the overall program to provide improved services to the taxpayers. This project is conceived to cater to the IT needs of the

Federal Board of Revenue, SBP and commercial banks.

The successful firm will be responsible for:

 Supply of hardware for connectivity and last mile

 Complete Installation/Commissioning of related Hardware/Network components.

 Smooth and timely User Acceptance Test

 Providing local support and maintenance during and after commissioning for the contract period.

Technical Requirement Framework

The entire Wide Area Network will be built around PRAL Data center at CDA Block III, Islamabad as Primary site & at Custom House Karachi as DR Site for links Aggregation at these locations.

Layer-3 MPLS DATA CONNECTIVITY Services

An MPLS network consists of an MPLS core network and MPLS VPNs distributed over various

VPN sites. An MPLS VPN is a service provided over an MPLS core network to a number of VPN users in various sites.

Basic Security Reference Model for MPLS VPNs

In this basic model, there are several restrictions: the VPNs cannot interconnect, and there is no extranet or Internet connectivity yet. Important for security considerations is that the zones are separated for any practical consideration: This separation means that it is not possible to send traffic from a VPN to another VPN, nor to the core. In principle, it is also not possible to send or receive packets from the core network to a VPN.

Last Mile Preference:

Fiber Optic is the fastest and most secure transmission medium. Selecting fiber optic media means that the network delay between two end points will be very small as compared to other links/media.

To ensure the uninterruptable services the last Mile must be connected to service providers self heal/redundant ring (a must requirement). All Layer 3 MPLS services Providers should provide documentary evidence that their backbone is on Fiber.

Ltd” j) The service provider should be a licensed Telecom Operator (local loop and or DNOP). k) Vendor/Provider should be capable to restrict/allow/filter specific traffic on the requirement basis of PRAL l) PRAL will only be responsible for providing raw power to the equipment at site; however in case of power failure at PRAL premises SLA will not be enforced during power outage. m) Local support should be available all the time and response time should be less than 1 hour. n) The PRAL requires 99.5% network availability during business hours. o) In case of any hardware failure, hot back up equipment should be available within the response time. p) PRAL reserves the right to accept any bid or reject any or all bids without assigning any reasons whatsoever.
