The Contractors shall submit and confirm:
1. Documentary proof of satisfying above conditions and valid Chartered Accountant
certificate towards deposit of income tax and valid Service Tax Registration and
Maharashtra VALUE ADDED TAX registration, EPF Registration / declaration regarding
EPF to be furnished along with application, Agency should submit the attested copy of
PAN card.
2. SERVICE TAX: The rates offered by the firm shall be exclusive of the Service tax as applicable. The
firm shall claim service tax with the bill clearly furnishing the complete details of

service tax. BSNL under no circumstances will consider any claim of service tax not
claimed along with the bill. It will be the firm’s responsibility to settle service tax with
service tax authorities.

payment of Rs.169/- (i/c taxes, Non refundable) in the form of DD / pay order in favour of Accounts
Officer (Civil), BSNL Civil Division, Dombivali.

shall strictly follow the following procedure:3. The tender shall be submitted in two-envelope system.

First envelope shall contain tender application (If tender downloaded from Web), tender fee,
attested documents proving fulfillment of eligibility criteria as per the tender notice & EMD in
proper form. Separate D.D. should be attached for tender fee & EMD.
ii)
Second envelope shall contain duly filled tender document

4. The 1st envelope containing Tender fee, attested documents proving fulfillment of eligibility criteria &
EMD in proper form shall be opened first. All originals of eligibility criteria shall be produced for
verification at the time of tender opening.
In case: (i) Tender fee is not submitted in proper form.
(ii) EMD is not in proper form.
(iii) Firm fails to fulfill eligibility criteria on the basis of document submitted in
First envelop.
(iv) The performance of tenderer is not found satisfactory.
The second envelope shall not be opened.
5. If any difference /discrepancies found between down loaded Tender form, any hard copy issued from
Division Office, the contents in Draft NIT issued from Division Office will be final & binding.

NOTICE INVITING TENDER

1. Item rate tenders are invited on behalf of the BSNL for following work from the contractors satisfying
under mentioned eligibility conditions.
a)

Security Deposit: - 5 % of Tendered Amount shall be deducted from Bill.

The work is estimated to cost Rs.45092/-. This estimate, however, is given merely as a
rough guide.

2. Agreement shall be drawn with the successful tenderer on prescribed Form No. BSNL-EW 8.
Tenderer shall quote his rates as per various terms and conditions of the said form, which will form
part of the agreement.

3. The time allowed for carrying out the work will be 01 month
4. The site for the work shall be made available.
5. Receipt of applications for issue of forms will be stopped by 16:00 Hrs. four days before the date fixed
for opening of tenders. Issue of tender forms will be stopped two days before the date fixed for
opening of tenders.
Tender documents consisting of specifications, the schedule of quantities of the various classes of works
to be done and the set of terms and conditions of contract to be complied with by the contractor whose
tender may be accepted and other necessary documents can be seen in the office of The Sub
Divisional Engineer (E) BSNL Electrical Sub Division,II Floor Telephone Bhavan , Ahmednagar,
between hours of 11.00 AM and 04.00 P.M. everyday except on Sundays and Public Holidays. Tender
documents, excluding standard form, will be issued from his office, during the hours specified above, on
payment of Rs. 169/- in the form of DD / pay order in favour of Accounts Officer (Civil), BSNL Civil
Division, Dombivali.
6. The tenderer must produce a Chartered Accountants Certificate showing details of Income-tax
returns duly filed and no dues are outstanding towards Income-tax, certificate before tender papers
can be sold to him.
7. Tenders, which should always be placed in sealed envelope, with the name of work and due date
written on the envelopes, will be received by O/o the Sub Divisional Engineer (E) BSNL Electrical
SubDivision,II Floor Telephone ,Ahmednagar up to 03.00 P.M. on 15/03/2013 and will be
opened by him or his authorised representative in his office on the same day at 03.30 P.M.
8.1 The tender shall be accompanied by earnest money (unless exempted), of Rs. 902/- in CDR/ FDR/
DD/ BG Scheduled Bank issued in favour of Accounts Officer (Civil), BSNL Civil Division,
Dombivali. The Fixed Deposit Receipt shall be accepted only if it is valid for six months or more after
the last date of receipt of tenders and is pledged in favour of Accounts Officer (Civil), BSNL Civil
Division, Dombivali payable at Dombivali.
A contractor exempted from depositing earnest money in individual cases, shall enclose with
the tender an attested copy of the letter exempting him from depositing earnest money, in a
manner described for earnest money in condition No. 8.2 below, and shall produce the original
when called upon to do so.
8.2 The tender and the earnest money shall be placed in separate sealed envelopes each marked
'Tender' and 'Earnest Money' respectively. In cases where earnest money in cash is acceptable, the
same shall be deposited with the Cashier of the Division and the receipt placed in the envelope
meant for earnest money. Both the envelopes shall be submitted together in another sealed
envelope. The envelope marked "Tender” of only those tenderers shall be opened; whose earnest
money placed in the other envelope is found to be in order.
8. The description of the work is as follows: Name of Work: - Providing Electrical fitting, cabling, ITC of Window AC & repairing of Alternator at TE Palve, Tq.
Distt. Ahmednagar.
Copies of other drawings and documents pertaining to the works will be open for inspection by the
tenderers at the office of the above-mentioned officer.
Tenderers are advised to inspect and examine the site and its surroundings and satisfy
themselves before submitting their tenders as to the nature of the ground and sub-soil. (So far as is
practicable), the form and nature of the site, the means of access to the site, the accommodation
they may require and in general shall themselves obtain all necessary information as to risks,
contingencies and other circumstances which may influence or affect their tender. A tenderer shall
be deemed to have full knowledge of the site whether he inspects it or not and no extra charges
consequent on any misunderstanding or otherwise shall be allowed. The tenderer shall be
responsible for arranging and maintaining at his own cost all materials, tools and plants, water,
electricity access, facilities for workers and all other services required for executing the work unless
otherwise specifically provided for in the contract documents. Submission of a tender by a tenderer
implies that he has read this notice and all other contract documents and has made himself aware of

the scope and specifications of the work to be done and of conditions and rates at which stores,
tools and plant, etc. will be issued to him by the Government and local conditions and other factors
having a bearing on the execution, of the work.
9. The competent authority on behalf of the BSNL does not bind himself to accept the lowest or any
other tender and reserves to himself the authority to reject any or all the tenders received without the
assignment of any reason. All tenders in which any of the prescribed condition is not fulfilled or
any condition including that of conditional rebate is put forth by the tenderer shall be
summarily rejected.
The Public enterprises that avail benefits of the purchase preference should be subjected to
adequate penalties for cost overruns etc.
10. Canvassing whether directly or indirectly, in connection with tenders is strictly prohibited and the
tenders submitted by the contractors who resort to canvassing will be liable to rejection.
11. The competent authority on behalf of BSNL reserves to himself the right of accepting the whole or
any part of the tender and the tenderer shall be bound to perform the same at the rate quoted.
12. The contractor shall not be permitted to tender for works in the Telecommunication/ Postal
(responsible for award and execution of contracts) in which his near relative is posted as Divisional
Accountant or as an officer in any capacity between the grades of Superintending Engineer and.
Junior Engineer (both inclusive). He shall also intimate the names of persons who are working with
him in any capacity or are subsequently employed by him and who are near relatives to any gazetted
officer in the BSNL or in the Ministry of Communication. Any breach of this condition by the
contractor would render him liable to be removed from the approved list of contractors of this
Department.
13. No Engineer of gazetted rank or other gazetted officer employed in Engineering or Administrative
duties in an Engineering Department of the Government of India is allowed to work as a contractor for
a period of two years after his retirement from Government service, without the previous permission
of the Government of India in writing. This contract is liable to be cancelled if either the contractor or
any of his employees is found any time to be such a person who had not obtained the permission of
the Government of India as aforesaid before submission of the tender or engagement in the
contractor’s service.
14. The tender for the works shall remain open for acceptance for a period of ninety days from the date of
opening of tenders. If any tenderer withdraws his tender before the said period or makes any
notifications in the terms and conditions of the tender which are not acceptable to the department,
then the Government shall, without prejudice to any other right or remedy, be at liberty to forfeit 50%
of the said earnest money as aforesaid. Further, the tenderer shall not be allowed to participate
in the re-tendering process of the work.
15. This Notice Inviting Tender shall form a part of the contract document. The successful
tenderer/contractor, on acceptance of his tender by the Accepting Authority, shall, within 10 days
from the stipulated date of start of the work sign the contract consisting of: a)

I/ We have read and examined the notice inviting tender, schedule, A, B, C, D, E F. Specifications
applicable, Drawings & Designs, General Rules and Directions, Conditions of Contract, clauses of
contract, Special conditions, Schedule of Rate & other documents and Rules referred to in the conditions
of contract and all other contents in the tender document for the work.
I/We hereby tender for the execution of the work specified for the BSNL within the time specified in
Schedule ‘F’, viz., schedule of quantities and in accordance in all respects with the specifications, design,
drawings and instructions in writing referred to in Rule-1 of General Rules and Directions and in Clause
11 of the Conditions of contract and with such materials as are provided for, by, and in respects in
accordance with, such conditions so far as applicable.

not to make any modifications in its terms and conditions.

upon the terms and conditions contained or referred to therein and to carry out such deviations as may
be ordered, upto maximum of the percentage mentioned in Schedule ‘F’ and those in excess of that limit
at the rates to be determined in accordance with the provision contained in Clause 12.2 and 12.3 of the
tender form.

SCHEDULE “D”
(I) “IMPORTANT NOTE FOR CONTRACTORS”
The firm shall read carefully the following conditions and shall quote accordingly confirming all the points
in their offer.
1. PERFORMANCE GUARANTEE: 5 % of Tendered Amount. For Twelve months from the date of actual completion of work.
2. SECURITY DEPOSIT: 5 % of Tendered Amount shall be deducted from Bill.
3. TAXES AND DUTIES:
The firm shall quote rates for all items inclusive of all duties, octroi, taxes & VAT etc. except
service tax. No concessional form in any shape shall be issued by BSNL.
4. SERVICE TAX:
The rates offered by the firm shall be exclusive of the Service tax as applicable. The firm shall
claim service tax with the bill clearly furnishing the complete details of service tax. BSNL under
no circumstances will consider any claim of service tax not claimed along with the bill. It will be
the firm’s responsibility to settle service tax with service tax authorities.
5. COMPLIANCE OF EPF ACT:
The firm has to fulfill/ comply the provisions of EPF & Misc. Provisions Act 1952 & Employees
Provident Fund Scheme 1952.
The each claim bill of contractors must accompany the following:
1. List showing the details of labourers/ employees engaged.
2. Duration of their engagement.
3. The amount of wages paid to such labourers/ employees for the duration in question.
4. Amount of EPF contributions (both employer’s and employee’s contribution) for the
duration of engagement in question, paid to the EPF authorities.
5. Copies of authenticated documents of payments of such contribution to EPF authorities.
6. A declaration from the contractors regarding compliance of the conditions of EPF Act, 1952.
6. SPECIAL CONDITION:
(Copy of letter No. 23(7)(1)/ CEET (M)/ 97/ 1062 dt.10/7/97.)
SUBJECT: Compensation to be levied in cases of use of duplicate/ spurious material
"BSNL reserves the right to get material inspected any components thereof by the manufacturer/ their
authorised representative, whose report as regards to the genuineness of component shall be final and
binding. In case any component upon such inspection is found to be duplicate/spurious, double the cost
of such component based on price list (without any discount whatsoever) effective on date of aforesaid
inspection shall be recoverable.
In case the contractor agrees to replace the components so found spurious/duplicate at his cost,
within One month of the said report compensation of Rs.1,000 /- per component found spurious/duplicate
shall be levied against the contractor.
Besides the above the BSNL reserves the right to take disciplinary action against the contractor.
Decision of S.E. in such case shall be final and shall be out of purview of clause-25 of arbitration".

“ESSENTIAL CONDITIONS OF CONTRACT”
The firm shall read carefully the following conditions and shall quote accordingly confirming all the points
in their offer.
Firm should specifically note that if they do not enclose E.M.D. with their tender, their tender will not
be opened at all.
1. TAXES AND DUTIES: The firm shall quote the rate each time on lump sum basis including all taxes;
levies and octroi as well as VAT applicable on the date of submitting this offer excluding service tax,
which will be reimbursed after production of documentary proof of payment and registration
particulars. Any statutory change by fresh order after opening of tender shall only be reimbursed as
per actual on submission of proof in accordance with standing order No.258. No concessional form
shall be issued.
2. EXCISE DUTY: The firm shall furnish excise duty gate pass along with the equipment supply as a
proof of excise duty payment made by them.
3. Loading, unloading, transportation, insurance etc. shall all be included in their offer.
4. All the materials will be under the charge of the contractor till it is completed and handed over. No
materials will be removed from site without written permission of the engineer-in-charge.
5. Firm shall confirm to carry out the work as per the N.I.T. conditions.
6. PAYMENTS TERMS: No advance payments will be made. Stipulations like levy of interest if payment
is not made in specified time is not acceptable to the department.
7. Offer should be clear. Any ambiguous offer is liable for rejection by the department. Department’s
decision in this regard shall be final and binding on the tenderer. Offer with condition will be
summarily rejected.
8. Service Tax: The rates offered by the firm shall be exclusive of the Service tax as applicable.
The firm shall claim service tax with the bill clearly furnishing the complete details of service
tax. BSNL under no circumstances will consider any claim of service tax not claimed along
with the bill. It will be the firm’s responsibility to settle service tax with service tax authorities.

SPECIFICATION E. I. & FANS:
1. The work is to be carried out as per CPWD specifications (Internal/External) and I.E. Rule amended up to
date.
2. Good workmanship is an essential requirement to be complied with. The entire work of manufacture,
fabrication, assembly and installation shall conform to sound engineering practice.
3. Rates quoted shall be inclusive of packing, forwarding, insurance, freight and delivery at site watch and ward
of all materials.
4. All sundry fittings, assemblies, accessories, hardware items, foundation bolts, termination lugs for electrical
connection as required and all other sundry items which are useful & necessary for proper assembly and
efficient working of the various components of the works shall be deemed to have been included in the
tender.
5. Following works shall be carried out by the contractor and therefore their cost shall be deemed to be included
in their tendered cost.
a) The contractor shall be responsible for repairing all damages and restoring the same to their original finish. He
shall also remove at his cost all unwanted and waste materials arising out of his work from his site.
b) All chases required in connection with the electrical works shall be provided and filled by the contractor to the
original finish.
c) Temporary shed if required over the storage space and locking arrangement, watch and ward of the materials
shall be provided by firm till completion of the work and final taking over of the installation by the department.
6. The contractor shall employ qualified engineer / supervisor as required and intimate names of such persons
to the Engineer-in-charge on commencement of work. Failure to employ will attract penalty as per agreement.
7. If any conduit is laid before award of work recovery for the same will be made from contractor at the rate of
DSR.2007 + Abatement of respective S/H of this tender.
8. All non-metallic conduit pipes and accessories shall be of I.S.I marked, conduit accessories shall be of grip
type/threaded type.
9. PVC conduit to be used shall be ISI mark heavy gauge and fire retardant quality.
10. The switch box shall be made of mild steel of size 16/18SWG as per CPWD specification except the front
side. The clear depth of M. S. switch boxes shall not be less than 60 mm. Phenolic laminated sheet cover of
3mm thick shall be provided in the front side of box.
11. Earthing shall be carried out in presence of representative of the department.
12. Numbering and sign writing of the entire installation shall be carried out by the contractor as per instructions
of the Engineer-in-charge for which nothing extra shall be paid.
13. On completion of installation following tests shall be carried out.
a) Insulation resistance test b) polarity test c) earth continuity test d) earth electrode resistance test.
14. On completion of electrical installation a certificate shall be furnished by the contractor in prescribed
proforma, this certificate shall be in addition to the certificate required by local electric Supply Company.

ADDITIONAL SPECIFICATION
1.
The work shall be done as per current C.P.W.D. specification for electrical works as amended from
time to time and Indian electricity rules as amended up to date.
2.
The work shall be supervised by a qualified Supervisor.
3.
The layout of the work will be given by the Engineer-in-charge or his duly authorised representative at
site of work.
4.
Unapproved materials if brought to site of work shall have to be removed immediately by contractor at
his cost and risk.
5.
The contractor shall submit the completion plan as per Clause 6(B), of the agreement within 30 days of
the completion of work. Failing to submit the completion plan, he will be liable to pay a sum equivalent
to 2.5% of the value of work subjected to the ceiling of Rs.2, 500/- as per the clause-6 (B) of
agreement.
6.
The contractor will have to give the following tests at his cost and intimate test results before final bills
are paid. Nothing extra will be paid to him on this account.
a) Earth test.
b) Polarity test.
c) Insulation test.
d) Earth continuity test.
7.
Any damage done to the building by the contractor during the execution of work shall have to be made
good at his cost and risk. If he does not do it himself within a reasonable time as determine by the
Executive Engineer (E) then the same will be got at his cost departmentally after giving notice to him.
8.
While making the end terminations of wires, no strand shall be cut and the termination of wire shall be
done with necessary lugs and ferrules without any extra payment.
9.
The bus bars of the 3 phase distribution box shall be of solid strip instead of sheet metal.
10.
Lugs should be provided while terminating earth wires for earth continuity without any extra payment.
11.
The contractor shall furnish the test certificate of manufacturer in triplicate for all equipment and
panels. Necessary instruction manuals, operation and maintenance manual in triplicate for MCCBs of
M.V. panel shall be furnished before completion of work.
12.
The firm shall immediately prepare the general layouts of M. V. panel wiring diagram and submit to
the Engineer-in-charge for his approval.
13. The final completion plans, general arrangement drawings and wiring diagram shall be supplied in
triplicate before commissioning the installation.
14. The firm shall furnish the guarantee for all the equipment against defective materials of manufacturing
defects and workmanship etc. for a period of twelve months from the date of commissioning and
handing over of the installation for regular use.
15. The tenderer shall mention clearly the make of switches and MCCBs offered against this tender.
16. Wherever electrical termination, connections are made between dissimilar metals like copper and
aluminium suitable size bimetal strips, washer shall be used. ("Copal", of M/s A. J. Electronics, Pune-4
or similar superior makes).
17. Excise gate pass/ Invoice and factory test reports shall be submitted at the time of delivery of
equipment at site.
