JTC1/SC2/WG2/IRG N1630 Date: 2009-11-26 ISO/IEC/JTC 1/SC 2/WG 2/IRG Ideographic Rapporteur Group (IRG) Resolutions of IRG Meeting #33 Source : IRG Meeting #33 Place : Da Nang, Vietnam Date : 2009-11-23 to 2009-11-27 IRG Meeting #33, attended by delegates from China, Hong Kong SAR, Japan, Republic of Korea (ROK), TCA and Vietnam has made the following resolutions: Resolution IRG M33.1: Future Meeting Schedules Unanimous The IRG resolves to adopt the following meeting schedules: IRG#34 IRG#35 IRG#36 IRG#37 Nagaoka, Japan, 2010-06-21~25 Macao SAR, 2010-11-8~12 (pending approval) Kuala Lumpur, Malaysia, late May/June 2011 (tentative) IRG is seeking host, November 2010 (tentative) Resolution IRG M33.2: Provision of evidence for all submissions (N1606, N1621, N1622) Unanimous Action: All Member Bodies The IRG resolves that the provision of evidence on character usage including personal name use should not be exempted as a matter of IRG principle. Resolution IRG M33.3: Macao Supplementary Character Set submission (N1606 and N1642) Unanimous Action: All Member Bodies The IRG instructs Macao and all other member bodies to note and follow N1642 to submit evidences for all characters for the inclusion in Extension E and all future extensions. Macao is requested to provide their evidences before 2010-05-14. Resolution IRG M33.4: CJK Extension E Project (N1596, N1597, N1598, N1599, N1606, N1610 and N1618) Unanimous Action: All Member Bodies The IRG accepts the CJK Editorial Group Report (N1634). Due to the urgency in reviewing the CJK multi-column code charts, the IRG resolves to postpone the review of CJK Ext E. IRG member bodies are requested to provide evidences and explanations by 2010-06-04 and have the CJK Ext E frozen at IRG#34. Resolution IRG M33.5: Old Hanzi (Oracle Bone) Encoding (N1612, N1643) Unanimous Action: Old Hanzi Expert Group The IRG reviews the Report of the Old Hanzi Expert Group (N1615) and conditionally accepts the working schedules provided that they supply clarifications on the attendance of the IRG#34 by Dec. 31, 2009. Should the Old Hanzi group decide not to meet during IRG meetings, representative of the group must report their work in person. Furthermore, the IRG requests the Old Hanzi group to supply procedures and records of discussions in future reports. The IRG conditionally accepts the following work schedule: 2010-02-10 2010-03-29 2010-05-30 2010-06-14 Experts supplement missing attributes such as the relevant attributes of representative scripts (glyphs), glyph determinations and corresponding modern characters. The completed files will be sent to Project Secretary. Project Secretary prepares a consolidation list of radicals 1-540 (V2.0) (IRGN1649) to the IRG Rapporteur and member bodies for discussion. Members and all interested parties send the comments of review to Project Secretary. Project Secretary produces the summary of the 2 2010-09-30 2010-10-20 Before IRG35 IRG#35 experts’ comments for the Old Hanzi experts group discussions. Old Hanzi experts complete the task of reviewing the table of all Oracle Bone inscriptions. Project Secretary prepares a consolidation list of radicals 1-540 (V3.0) (IRGN1650) to the IRG Rapporteur and member bodies for review. Ad hoc Old Hanzi expert group meeting to review Oracle Bone inscriptions V3.0 prior to IRG#35 meeting. V3.0 review shall be completed in IRG#35 meeting, as well as to produce V4.0, and prepare to submit documents to WG2 for Oracle Bone inscriptions coding. Resolution IRG M33.6: CJK Multi-column Code Chart Review (N1613, N1614, N1616, N1617, N1624A, N1624B and WG2M55.16) Unanimous Action: IRG Rapporteur and All Member Bodies The IRG accepts the Multi-column Code Chart Editorial Group Report (N1632). The IRG instructs member bodies to submit their updated fonts according to the decisions reached at IRG#33 (IRGN1632A) to WG2 for generation of FCD by the WG2 Project Editor. The IRG resolves that there is not enough time for reviewing the CJK Extension B and instructs IRG Rapporteur to make recommendation to WG2 to use the old code chart for CJK Extension B for the 2nd edition. Member bodies are requested to submit their list of mapping changes to IRG Rapporteur by 2010-04-05. The IRG Rapporteur is instructed to seek WG2 direction on these changes. The IRG accepts the schedules for the review of multi-column code chart of BMP: 2010-01-22 2010-02-05 Round 1 review 2010-03-26 Group 1: Group 2: 2010-04-07 2010-04-14 Member bodies to provide updated fonts to Technical Editor with report of font correction/modification, desired mapping change, source correction, etc. Technical Editor to produce the IRG internal code charts Member bodies to review the BMP and provide comments to Technical Editor according to the group assignment below. China, Vietnam, HKSAR – 4E00-81FF (13,312 characters) TCA, Japan, ROK – 3400-4DB5, 8200-9FC6 (14,023 characters) Chief Editor to produce the draft consolidated comments of 1st review Member bodies to confirm consolidated 1st review 3 2010-04-21 Round 2 review 2010-05-07 Group 1: Group 2: 2010-05-21 2010-05-28 2010-06-04 Chief Editor to produce the consolidated comments of confirmed 1st review Member bodies to review the BMP and provide comments to Technical Editor according to the group assignment below China, Vietnam, HKSAR – 3400-4DB5, 8200-9FC6 (14,023 characters) TCA, Japan, ROK – 4E00-81FF (13,312 characters) Chief Editor to produce the draft consolidated comments Member bodies to confirm consolidated 2nd review Chief Editor to produce the confirmed consolidated comments for the 1st and 2nd round review Resolution IRG M33.7: Development of IRG Principles and Procedures and Working Document Series (N1600, N1601, N1602 and N1636) Unanimous Action: IRG Rapporteur and All Members of the Review Group The IRG accepts the Principles and Procedures Editorial Group Report (N1633) and the work schedule given below on reviewing the P&P and Working Document Series: 2009-12-15 2010-01-15 2010-03-15 P&P v5 draft and WDS v4 draft are ready for members to review Feedback from members to IRG Rapporteur and WDS Editor Confirmed P&P v5 and WDS v4 are ready and the IRG Rapporteur to submit the documents to WG2#56 for approval Resolution IRG M33.8: Japan Submission to IVD (WG2 N3706 and IRGN1499) Unanimous Action: Japan The IRG notes Japan’s decision to register glyph variants to the Unicode IVD (Ideographic Variation Database) as reported in WG2 N3706 and requests the submission be sent to the IRG for review as the content may have implications to future IRG work. Resolution IRG M33.9: ROK Mapping Issue (WG2 M55.19 and IRGN1638) 4 Unanimous Action: ROK and IRG Rapporteur The IRG accepts the proposal from ROK for T19 and T20 in Appendix 3 of IRGN1638 as an IRG recommendation. The IRG Rapporteur is instructed to forward the recommendation to WG2#56. Resolution IRG M33.10: Annex S Revision (IRGN1627 and WG2 M55.12) Unanimous Action: IRG Rapporteur The IRG instructs IRG Rapporteur to submit the Annex S examples as text (IRGN1640) to WG2#56. Resolution IRG M33.11: WG2 P&P Annex I Text Revision (N1636) Unanimous Action: IRG Rapporteur The IRG instructs IRG Rapporteur to submit the revised text (IRGN1644) for the WG2 P&P Annex I before WG2#56. Resolution IRG M33.12: Appreciation By Acclamation The IRG would like to express its sincere appreciation to the IRG#33 meeting host, the Department of Information and Communication of Da Nang and the Vietnamese Nom Preservation Foundation (VNPF).
