This information is posted to provide you with an idea of the stringent standards a vehicle must pass in order to achieve the prestigious 5 Star Certification . This information has been modified slightly to save space. Subject to change without notice. Purpose: All judging information contained herein can be adapted to regional and local meets. This handbook is produced for the guidance of both the restorer and the critic of Chrysler automobiles. It is doubted that such a handbook could ever be complete. Legitimate exceptions or improvements will be found to the policies and guidelines as stated herein. It is hoped that succeeding editions will become more complete, more definitive and more authoritative with additions and corrections discovered by student restorer and new research. This is not an end, but a beginning. 5 Star certification – (1963 – 1974 vehicles) This fee-based program has been developed to certify the level of restoration or originality that a vehicle has achieved. This certification is intended to stay with the vehicle and the results will be archived into the ICCA 5 star database. The status of your vehicle can be upgraded as enhancements are made. This award recognizes individuals for the restoration and preservation of ’63-’74 Dodge and Plymouth passenger cars. This award system allows vehicles to compete against a defined standard to achieve the level of recognition that the owner desires and not against another vehicle. - The vehicle must attain a validation score between 50 – 64.9% - The vehicle must attain a validation score between 65 and 74.9 % - The vehicle must attain a validation score between 75 and 84.9% - The vehicle must attain a validation score between 85 and 93.9% - Award demands a judging score of 94% or above. These certification awards are based on a possible 1950 total score and based on an original “as manufactured” standard at Chapter, Regional or National ICCA sanctioned event. 3 of 16 ICCA # 005 Rev 0 2/5/05 © ICCA/MMC - Detroit ICCA Certification program © Duties of the Owner/Exhibitor To enter your vehicle and present it for judging at a ICCA National or Regional Meet, you will have a number of obligations to which you must adhere in order to qualify for entry and to be judged fairly. These requirements and suggestions are listed below. It is also recommended that you familiarize yourself with the judging rules and guidelines, which will be used by the judging system in the evaluation of your car. This will avoid misunderstandings and disappointment with the result. Owners are encouraged/invited to participate in the judging process by being a judge to learn first-hand how your car will be evaluated when it is entered for judging. 1. The car (or cars) to be judged must be owned by a current ICCA program participant . 2. Entry must be made prior to the stated deadline and to the designated individual or address. 3. You must have completed the instructions of the ICCA regarding participation in programs such as prejudging qualification checks (if necessary), directions as to times, places and procedures. You should read all instructions carefully. 4. Your vehicle must be at the designated judging location by the designated time on the day of the meet. 5. You must have all of the proper registration materials (copy of owner disclosure document ICCA # 002) and they must be properly presented. 6. Your car must stay in the judging area until your are told by an ICCA official that you may leave. However you may leave your vehicle unattended, if you wish, once the "Judged" windshield card is placed on your dash. 7. You or your designated representative must be in attendance at your vehicle while it is being judged. You will be asked to provide access to the judging team and must do this in response to their request. You or your designated representative must also be present to answer questions of the Team Captain or designated ICCA official to provide authenticity documentation regarding your car. 8. You should not speak with members of the judging team while they are carrying out their duties. Officially, only the Team Captain or designated ICCA official should enter into discussions with you. He/she will discuss with you only matters pertaining to access proper classification of your car, your completion of the top portion of the judging form and matters related to authenticity. No judge is authorized to discuss with you the point scoring of your car, but may tell you of certain major defects, which have affected your score. Please do not request scoring information on the field. 11. You may and should, request a copy of your judging form from the National Office of the ICCA following the meet. To do so, you must include a selfaddressed stamped envelope and tell the office the year, model and class in which the car was shown. The Office Manager asks that you allow 4 to 6 weeks from the date of request for receipt of the copy. After December 31st, a $5.00 fee will be charged for each copy requested. Please remember that the decisions of the field judges are final and cannot be changed after the meet. If you take exception to the decision of the judges on a particular matter, it is advisable to take documentation on the matter to the next meet and/or forward your documentation to the attention of the National Chief Judge. 12. It is your duty to authenticate the car and restoration. You should take with you, and make available to the Team Captain upon request, such information in support of the vehicle, materials, or work, as may be required. 13. As this is a Chrysler vehicle related activity, we are prepared to judge only Chrysler vehicles. 14. You should not assume that because an item came with your car when you bought it that it is authentic even if you bought the car new from the dealer. Each item, and particularly accessories, should be authenticated for your year and model. 15. You should consider becoming an ICCA judge. It is a friendly and informative process, and the information gained is nearly essential if you plan to be a serious contender for trophies. 16. You must also adhere to any applicable requirements set forth by the event in which you are participating. Note: In order for you vehicle to be considered for certification the following condition must exist. 1. The VIN tag matches the configuration of the vehicle 2. The VIN numbers on the body must match the VIN tag. 3. Most categories will have two areas (condition and originally) that will be reviewed and scored. Completely inaccurate or missing ICCA – 005 Doc 1 Rev # 0 2 /3/05 ICCA/MMC - Detroit© ICCA Certification program © SECTION #1 – VEHICLE CONFIGURATION/ DOCUMENTATION The purpose of this section is to determine whether the vehicle has remained or has been restored to its original delivered configuration. This section establishes the originality of the VIN tag, engine block, heads, fuel system, transmission and color combination. Originality is determined by using the VIN tag to establish the vehicle build date. The build date is compared against the block and transmission casting dates for correctness. Depending on the build date, the engine pad may or may not have a VIN stamp which must correlate with the VIN tag. The engine pad stamp also contains an assembly stamp. The assembly date must correlate with both the vehicle build date and engine block casting date. The engine configuration defines the carburation and horsepower options of which the heads, fuel system and transmission must match. The exterior and interior colors options can be correlated based on their availability on this particular vehicle for this particular production year. Condition of these items is covered in following sections. "Correct" Indicated item appears correct to the best of the Judge's knowledge and in accordance with latest data available at the time. These items must match VIN tag and engine code as per original color, horsepower, fuel system and transmission. "Unable to Verify" Indicates the item is neither accepted nor rejected due to other mechanical items blocking visible verification. If necessary an owner may be asked to remove his air cleaner or original shield. A check in this column may also signify that not enough data was available to the Judge at the time to accurately determine whether or not the vehicle was originally delivered from the factory as stated on page 1 (owner's statement). "Incorrect or Missing" Indicates a tag or number which was installed at the factory is either missing or does not match the configuration stated on The Owners disclosure statement (ICCA # 002) appears to have been altered without regard to accurate reproduction or restoration techniques. Under each category, a judge will select "Correct", "Unable To Verify" or "Incorrect or missing" and the score will reflect the discovery.
