A report is expected to follow over the next 3-4 weeks with the possibility of a further command paper. In the meantime, the political news is of the likelihood of significant changes and a possible recommital of the Bill through the House of Commons. There are some suggestions that it could take until Spring 2012 before the Bill is finally passed unless it is withdrawn completely. Whatever the process and outcomes, there remains uncertainty around structures and funding to support technology innovations in healthcare. Some of these people are have to self-pay as they exceed the income cap. Once inflation is taken into account, social care funding has only been rising by 0.1% a year since 2004 - equivalent to £43m. By comparison, the NHS budget rose by £25bn. The Dilnot Commission is expected to report in early July and a White Paper follows later in the year. "To tackle emergency room waits, we need concerted action by governments and health authorities to improve access to care in the community," the report says, calling for smoother transitions to longterm care and home care, especially for seniors. The new study (‘Telehealth Benefits and Adoption – Connecting People and Providers Across Canada’), indicates that almost 260,000 Telehealth sessions were held last year. Nearly half of the clinical Telehealth sessions delivered care to patients from rural and remote communities. The report estimates that Canadians who received care via telehealth rather than travelling to other communities for care saved about $70 million in personal travel costs in 2010. Thrombolysis was identified as the most appropriate course of action and by the next morning the patient was symptom free. A new journal publication covering 221 participants involved in interviews, workshops etc between 2007-2009 looks at factors inhibiting telecare implementation in the UK for chronic conditions. The report concludes that key barriers to telecare integration were: uncertainties about coherent and sustainable service and business models lack of coordination across social and primary care boundaries lack of financial or other incentives to include telecare within primary care services lack of a sense of continuity with previous service provision and self-care work undertaken by patients general uncertainty about the adequacy of telecare systems The authors consider that slow and uneven implementation and integration do not stem from adoption problems. The measure is aimed at blocking Planned Parenthood of the Heartland from replicating a program that uses telemedicine to provide medication abortion services in 16 Iowa clinics. Through the program, a woman seeking abortion care receives an ultrasound and examination from a nurse and then consults with a physician via the Internet on a private computer. If the physician determines that the patient is an appropriate candidate for medication abortion, he or she dispenses the medication remotely by pressing a button that opens a container with the drugs at the patient's location. Supporters of the bill said it would protect women's health by ensuring that a physician is nearby. However, opponents noted that the drugs in the medication abortion regimen are taken over more than one day. They also argued that the bill could have an effect on the growth of telemedicine in the state in general. The technology uses skin patches embedded with radio frequency identification (RFID) sensors. The sensors identify tissue swelling and increased temperature, and transmit that information wirelessly to a patient's cell phone via near-field-communication (NFC) technology. Patients can self-monitor their own surgical sites from home, and hopefully identify incipient infections and prevent re-hospitalizations. Full commercial launch is set for 2012, starting with monitors to identify swelling inside of casts.
