Headline 3 – Health Bill
This week sees the end of the six week listening exercise with over 200 events held. A report is
expected to follow over the next 3-4 weeks with the possibility of a further command paper. In the
meantime, the political news is of the likelihood of significant changes and a possible recommital of
the Bill through the House of Commons. There are some suggestions that it could take until Spring
2012 before the Bill is finally passed unless it is withdrawn completely. Whatever the process and
outcomes, there remains uncertainty around structures and funding to support technology
innovations in healthcare.

Headline 4 - 800,000 'not given help with social care'
In a new report, Age UK says that 800,000 people are excluded from the social care system rising to
an estimated one million within four years. Six years ago, 50% of councils provided support to
people with moderate needs, this figure has now dropped to 18%.

Only 1.2 million are getting formal care either at home or in a care home. Some of these people are
have to self-pay as they exceed the income cap.
Once inflation is taken into account, social care funding has only been rising by 0.1% a year since
2004 - equivalent to £43m. By comparison, the NHS budget rose by £25bn.
The Dilnot Commission is expected to report in early July and a White Paper follows later in the year.

Headline 6 - First telehealth pilot in New Zealand improves patients’ quality of life
The results from a recent 12 month New Zealand pilot of telehealth technology have just been
released and suggest that the technology can improve quality of life for people with long term
conditions and may have a positive impact on life expectancy. Ten monitors were used in the twenty
patient trial.

Headline 7 - Seven years and billions of dollars later, Health Accord goals only half met (Canada)
The Health Council of Canada has been evaluating progress on the 10-year, $41.3-billion health
accord enacted in 2004 and considers that only incremental progress has been made.
"To tackle emergency room waits, we need concerted action by governments and health authorities
to improve access to care in the community," the report says, calling for smoother transitions to longterm care and home care, especially for seniors.
The council is more upbeat about a recent expansion of telehealth.

National Study
Canada has more than 5,700 telehealth systems in at least 1,175 communities across the country.
The new study (‘Telehealth Benefits and Adoption – Connecting People and Providers Across
Canada’), indicates that almost 260,000 Telehealth sessions were held last year. Nearly half of the
clinical Telehealth sessions delivered care to patients from rural and remote communities. The
report estimates that Canadians who received care via telehealth rather than travelling to other
communities for care saved about $70 million in personal travel costs in 2010. In addition, there
were benefits to the health system valued at $55 million per year (e.g. because of avoided federal or
provincial subsidised travel costs or reduced hospitalisations for patients with chronic diseases).

Headline 8 - Pulse: Pharmacists target new patients for medication checks
Pulse reports on the £55 million a year New Medicine Service which aims to improve medicinetaking in patients with asthma, COPD, type 2 diabetes or hypertension, or those currently
undergoing anti-platelet/anticoagulant therapy. From October 2011, pharmacists will have to target
at least 70% of their MURs on patients taking high-risk medicines, suffering respiratory disease or
those whose prescription has changed post-discharge.

Headline 9 - Guardian: How the Lake District could host a telehealth revolution
In June, the village of Shap in the Lake District will be able to access a community-based 100mbps
synchronous broadband service which could allow video conferencing including remote
doctor/patient consults.

Headline 10 - Nursing Times: Nurses will need new 'skillset' to cope with personal health budgets
Nursing Times reports that the introduction of personal health budgets for patients will require a
“culture change” among nurses, who will need to learn a whole new set of skills. An evaluation of
the pilots (currently 61 sites) is due to report next year leading to further roll out if successful.

Staff at Brighton’s Royal Sussex County Hospital responded to a stroke alert in A&E that linked the

patient via telemedicine to the stroke consultant who was at home at the time. Thrombolysis was
identified as the most appropriate course of action and by the next morning the patient was
symptom free. Four days later the patient was well enough to go home.

Headline 12 - Clinical Trial Of Mobile Health Monitoring Solution Starts In Singapore
Four companies are working together on an eight week mobile health monitoring trial using HP wrist
devices for cardio vascular conditions. 24 hour blood pressure and heart traces are being monitored
for 100 patients using wireless and cloud infrastructures that include medical diaries, clinician
comments etc. It is suggested that such systems could ultimately replace home-based static
monitoring devices.

Headline 13 - Integrating telecare for chronic disease management in the community: What needs
to be done?
A new journal publication covering 221 participants involved in interviews, workshops etc between
2007-2009 looks at factors inhibiting telecare implementation in the UK for chronic conditions. The
report concludes that key barriers to telecare integration were:

uncertainties about coherent and sustainable service and business models

lack of coordination across social and primary care boundaries

lack of financial or other incentives to include telecare within primary care services

lack of a sense of continuity with previous service provision and self-care work undertaken by
patients

general uncertainty about the adequacy of telecare systems
The authors consider that slow and uneven implementation and integration do not stem from
adoption problems. They result from incomplete understanding of the role of telecare systems and
subsequent adaption and embeddedness to context, and uncertainties about the best way to
develop, coordinate, and sustain services that assist with chronic disease management.

Headline 16 - NHS cuts driving healthcare opportunities - Government cuts affecting NHS primary
care trusts (PCTs) will be the key driver in the adoption of new patient care technologies,

Headline 18 - Nebraska Legislature Sends Telemedicine Ban to Governor
Nebraska lawmakers have given final legislative approval to a bill that would bar the use of
telemedicine to provide medication abortion. The measure is aimed at blocking Planned Parenthood
of the Heartland from replicating a program that uses telemedicine to provide medication abortion
services in 16 Iowa clinics. Through the program, a woman seeking abortion care receives an
ultrasound and examination from a nurse and then consults with a physician via the Internet on a
private computer. If the physician determines that the patient is an appropriate candidate for
medication abortion, he or she dispenses the medication remotely by pressing a button that opens a
container with the drugs at the patient's location. Supporters of the bill said it would protect
women's health by ensuring that a physician is nearby. However, opponents noted that the drugs in
the medication abortion regimen are taken over more than one day. They also argued that the bill
could have an effect on the growth of telemedicine in the state in general. In addition, the bill would
force some women to travel long distances for abortion care, which potentially could be an

unconstitutional burden.

Headline 20 - Ford Unveils Heart Monitoring Seats
The car seat features a complex system of six embedded sensors that are capable of detecting
electrical impulses from the heart without necessarily coming into contact with the skin. The idea is
for these seats to be linked up with remote medical services which are capable of accessing and
evaluating the data in order to react immediately to health issues such as a heart attack.

Headline 21 - Benefit for Some HF Patients in Telemonitoring – continuing coverage over the
TEHAF and TIM-HF trials presented at the European Society of Cardiology's Heart Failure Congress
Remote monitoring doesn't boost heart failure clinical outcomes for patients overall but may help in
newly diagnosed or unstable cases, researchers found in two clinical trials. The potential for benefits
appears in sub-group analyses, so targeting of interventions may well be important. John Cleland
also commented on the high level of treatment in the control groups which could have reduced the

Findings are based on a national telephone survey conducted in August and September 2010 among
3,001 adults in the U.S.
The survey finds that, of the 74% of adults who use the internet:

Headline 30 - Worcester - 'Spy in the sky' keeps Andy safe
Andrew Burley of Church Walk, Upton-upon-Severn, has regained his independence and no longer
worries his family when he goes out alone because of a “buddi” which he has been using since
January. Mr Burley, who was diagnosed with dementia in August last year, has been issued the buddi
on permanent loan from Worcestershire County Council Telecare Team which works in partnership
with community mental health teams, and currently has 20 buddis out on loan. The articles indicates

Headline 32 - Post-op app helps patients monitor infections
Gentag has developed a new app that can sense pressure, elevated temperature and other signs of
post-surgical infection. The technology uses skin patches embedded with radio frequency
identification (RFID) sensors. The sensors identify tissue swelling and increased temperature, and
transmit that information wirelessly to a patient's cell phone via near-field-communication (NFC)
technology. Patients can self-monitor their own surgical sites from home, and hopefully identify
incipient infections and prevent re-hospitalizations. Full commercial launch is set for 2012, starting
with monitors to identify swelling inside of casts. The technology eventually will be used to monitor
pressure points to prevent pressure ulcers, Gentag officials say.

The SHL Telemedicine device is a lightweight personal electrocardiogram (or ECG) that allows
realtime monitoring. There is a smartphone app that connects to the ECG wirelessly. The app will
record results and email them to a physician. The app can monitor degradations in the health of your
heart, as well as identify an irregular or abnormal heart condition and send an alert to the user.
