MONDAY, JULY 13 TO TUESDAY, JULY 14, 2009 1.0 OPENING COMMENTS 1.1 Call to Order / Quorum Check The Elastomer Seals Task Group was called to order at 8:00 a.m., July 13, 2009 It was verified that only User Members were in attendance during the closed portion of the meeting. The Task Group’s Voting membership was reviewed. Dorothy Kern of Parker Seals requested to be the Parker Supplier Voting Member replacing Royce McDaniel. A motion was made by Ben Shaw to have Dorothy Kern become a Supplier Voting Member, motion was seconded by Alessandra D’Ambrosia-Furman and the Task Group voted unanimously in approving the motion. ACTION ITEM: Keith Purnell to have Dorothy Kern of Parker Seals added to the Task Group roster as the Supplier Voting Member replacing Royce McDaniel. (DUE DATE: August 28, 2009). 2.0 APPROVAL OF FEBRUARY 2009 MEETING MINUTES / RAIL REVIEW– (OPEN) The minutes from the February 16-18, 2009, meeting were reviewed and approved as written. All of the RAIL open action items were reviewed. 3.0 Nadcap STAFF REPORT – (OPEN) Staff Engineer Keith Purnell presented the PRI Staff Report and Task Group Metrics (attached) 3.0 PRI Staff Report SEALS July 13 2009 Task Group confirmed they will meet during the February 2010 Nadcap meeting in Rome, Italy. 4.0 REVIEW OF NTGOP-001 APPENDIX 12 – (OPEN) The Elastomer Seals Task Group performed its yearly review of NTGOP-001 Appendix 12, and no revision or changes were identified or required. 5.0 DEVELOPING QUESTIONS FOR FABRIC REINFORCED SEALS – (OPEN) Task Group divided up into three sub-teams: raw material ingredients, prepping and deflashing, and final inspection. Each sub-team developed or modified questions from AC7115 to specifically address fabric reinforced seals. Each sub-teams’ questions were then reviewed by the attending Task Group members. It was thought that a new, separate checklist may be required for addressing fabric reinforced seals. ACTION ITEM: Keith Purnell and Manuel Koucouthakis to incorporate the fabric reinforced sub-team audit questions into a single draft document and forward to the Task Group for review and comment. (DUE DATE: August 28, 2009). 6.0 AUDITOR TRAINING – (OPEN) Elastomer Seals Auditor Training will take place in Pittsburgh, Pennsylvania the week of October 19, 2009. Training will consist of 8 hours of General topics and 8 hours of Task Group Specific topics. Task Group Specific training will be held Tuesday afternoon October 20 and Wednesday morning October 21, 2009. Only those suppliers that are conducting portions of the auditor training are permitted to attend auditor training. 2 ELASTOMER SEALS JULY 2009 Auditor Training Agenda will include: Most common NCR’s presented by the Staff Engineer Latest changes in specification presented by Manuel Koucouthakis (testing requirements) Molding overview organized by Parker Seal and presented by the Staff Engineer Prime Issues – Test data batch / lot by Manuel Koucouthakis Question and answer session – Auditors, Staff and Primes Review of Audit Handbook AH7115 – Auditors and Primes Future Program Changes - Fabric reinforced seals, molded shapes and rubber bonded to metal by Primes. Presentations are due by August 31, 2009. 7.0 DEVELOPING AUDIT QUESTIONS FOR MOLDED SHAPES – (OPEN) Task Group divided into three sub-teams. Each sub-team developed or modified questions from AC7115 to specifically address molded shapes. Each sub-teams’ questions were then reviewed by the attending Task Group members. The molded shape requirements were similar to the existing AC7115 audit requirements so they can be incorporated into the existing checklist. AS5752 Issued May 2009 is a new Aerospace – Visual Inspection Standard for Elastomeric Sealing Elements other than o-rings. Clarifications were requested for wording of questions 11.4 & 13.9 of the AC7115A checklist. ACTION ITEM: Keith Purnell and Manuel Koucouthakis to incorporate the molded shapes sub-team audit questions into a single draft document and forward to the Task Group for review and comment. (DUE DATE: August 28, 2009). ACTION ITEM: Gabriel Garcia to email proposed new wording for AC7115A audit question 11.4 concerning use of loaders. (DUE DATE: August 28, 2009). ACTION ITEM: Gabriel Garcia to email proposed new wording for AC7115A audit question 13.9 concerning cure oven calibration. (DUE DATE: August 28, 2009). 8.0 PTFE SEALING MATERIALS – (OPEN) PTFE materials are used for caps, back up rings and energized seals. Materials added to PTFE to enhance its mechanical properties can cause wear problems and contaminate hydraulic systems when they break down. PTFE is controlled by the AMS-P Committee. Since this material is used in sealant applications there should be some dialog between the AMS-CE and AMS- Committees. ACTION ITEM: Manuel Koucouthakis to discuss the topic of PTFE at the next AMS-CE meeting. (DUE DATE: October 31, 2009). ACTION ITEM: Keith Purnell to e-mail PTFE information to Ben Shaw and Jeff Kingsley. (DUE DATE: July 31, 2009). 9.0 DEVELOPING AUDIT QUESTIONS FOR PLATE SEALS – (OPEN) Plate seals are a rubber bonded to metal type of seal. The Nadcap Audit checklist will use the term rubber bonded to metal because it addresses a larger number of parts. The Task Group divided into three sub-teams. Each sub-team developed or modified questions from AC7115 to specifically address rubber bonded to metal seals. Each sub-teams’ questions were then reviewed by the attending Task Group members. There were a minimum number of additional questions generated so they will be incorporated into a draft AC7115 and sent to the Task Group for review and comment. 3 ELASTOMER SEALS JULY 2009 ACTION ITEM: Keith Purnell and Manuel Koucouthakis to incorporate the rubber bonded to metal subteam audit questions into a single draft document and forward to the Task Group for review and comment. (DUE DATE: September 28, 2009). 10.0 ELASTOMER SEALS PROCESS CONTROL AIR – (OPEN) Chairperson discussed the requirements for an Elastomer Seals Process Control Document. Task Group decided the document should be an ARP not an AIR. Chairperson is to forward a draft copy of the Elastomeric Seal Process Control ARP to the Task Group for review and comment. ACTION ITEM: Manuel Koucouthakis to forward a draft copy of the Elastomer Seals Process Control ARP to the Task Group for review and comment. (DUE DATE: September 30, 2009). 11.0 AH7125 AUDIT HANDBOOK – (OPEN) This item has been tabled until the October 2009 Nadcap Meeting held in Pittsburgh, Pennsylvania. ACTION ITEM: Jeff Kingsley to follow up with Government Agency on release of AC7125. (DUE DATE: August 31, 2009). 12.0 AUDIT FAILURE CRITERIA – (OPEN) AC7115A has been in use for 9 months; audit failure criteria from 2008 data would have reduced the number of Major NCR’s per day in half; from 2 to 1. Initial audit criteria and total NCR count for reaccreditation audits would not have changed. Since all suppliers have not yet been audited to AC7115A checklist, the Task Group agreed to keep its existing failure criteria and not adopt the new criteria. 13.0 NEW BUSINESS – (OPEN) Task Group had no suggestions on future areas of standardization. Task Group is working on expanding its audit product scope in order to increase the number of Primes participating in the Task Group. 14.0 ACTION ITEM REVIEW – (OPEN) Action items were reviewed and summarized in the Rolling Action Item List (RAIL) attached to the end of these meeting minutes. 15.0 AGENDA ITEMS FOR NEXT MEETING – (OPEN) Auditor Training Elastomer Seals ARP AC7115 Checklist with molded shape & rubber bonded to metal Fabric Reinforced Seals AH7125 16.0 OPENING COMMENTS, VERIFY ONLY USER MEMBERS PRESENT – (CLOSED) Quorum was established and it was verified that only user members were in attendance during the closed meeting.
