LICENSE FOR THE SALE OF ALCOHOLIC BEVERAGESHELD BY C & L ENTERPRISES,INC.
D/B/A ALASKA LIQUOR STORE#1, LOCATED AT 2607"A» STREET,ANCHORAGE, ALASKA.
WHEREAS, it has been alleged that:
1.
The premises of C & L Enterprises, Inc. d/b/a Alaska Liquor Store #1, (herein
"Licensee") located at 2607 "A" Street,Anchorage,Alaska (herein the "Licensed Premises")
has been used as a resort for illegal possessorsor users of narcotics;
2.
On November 18, 1997, the AnchoragePolice Departmentmade a controlled
purchaseof cocainefrom an employeeof the Licenseeon the LicensedPremisesduring
regularbusinesshoursof the LicensedPremises;
3.
On November19, 1997,illegal drugs and drug paraphernaliawere found on the
LicensedPremises;
4.
The LicensedPremisesis or wasknownasa locationwhereillegal narcoticscould
be purchased;and
WHEREAS it hasbeenfurtherallegedthat:

The operationof the LicensedPremisesand the Licenseeattracts,catersto and/or fails
to adequatelycontrol or preventpatronization of publicly inebriated customerswhich in turn
creates and contributes to situations, events and conditions inimical to the public health,
safety and welfare of other citizens and adjacent property owners and their properties,
including but not limited to indecentexposure,public urination, defecation and vomiting on
public and private property, trespass,vandalism, assaults, threats and damage to private
property; and
WHEREAS, the LicensedPremisesand Licenseeoperateundera Conditional Waiver of Protest
enactedMarch 26, 1995as AssemblyResolution96-64 and there is reasonto believe there have been
violations of the conditionscontainedin saidConditionalWaiverof Protest; and
WHEREAS,thereis reasonto believethe operationof the LicensedPremisesby the Licenseehas
not compliedwith the requirementsof AnchorageMunicipal Codegenerallyand specifically subsections
lO.50.015B.,E., 0., and R., aswell asapplicableStatestatutes;and

WHEREAS, after notice to the Licensee a hearing was held before the Anchorage Assembly on
Tuesday, January 12, 1999 on the above allegations and after hearing and upon the testimony and evidence
submitted, the Assembly finds that:

THE ANCHORAGE ASSEMBLY RESOLVES:
Section 1. [1st alternate]
That based on the findings above set forth, the Anchorage Municipal
Assembly hereby proteststhe renewal of the license issuedto C & L Enterprises,Inc. D/B/A Alaska Liquor
Store #1, Licensee, located at 2607 "A" Street, Anchorage, Alaska, the Licensed Premises.

That based on the findings above set forth, the Anchorage Municipal
Assembly hereby proteststhe renewal of the license issuedto C & L Enterprises,Inc. D/B/A Alaska Liquor
Store # 1, Licensee, located at 2607 "A" Street, Anchorage, Alaska, the Licensed Premises, unless the
following conditions are made permanent conditions of the licenses:
