MEDICAL EQUIPMENT SET GROUND
AMBULANCE
•
In Jun/Jul 2012 the Army National Guard began to field the 256C version of the Ground Ambulance MES, in
support of the new 500 HMMWV Ambulances. The 256C version is the most current version of M26413. The
MES’ do not include the Vital Signs Monitor and Defibrillator.
•
Iraq and Afghanistan lessons learned validated the requirement for VSMs in Ground Ambulance MES and
led to the capability being added to MRAPs (Mine Resistant Ambush Protected) and Stryker Ambulances.
•
In June 2011, an AMEDD (United States Army Medical Department Center & School) panel recommended
adding VSMs to Ground Ambulances. The panel analyzed various VSMs but concluded Single-Patient
monitors were too costly to equip and sustain over 3,000 Army Ground Ambulances.
•
The AMEDD Center & School is currently analyzing 3-4 Patient VSMs for possible inclusion to Ground
Ambulances. AMEDD expects to submit their findings and recommendations to the MDA (Milestone
Decision Authority) NLT 2 Jan 14.
•
Adding VSMs to Ground Ambulances will improve capabilities for both operational and domestic home-land
operations. However, the ARNG Materiel Programs Division does not support equipping ARNG Ground
Ambulances with Vital Sign Monitors until the capability is approved by the Directorate of Combat & Doctrine
Development, AMEDD Center & School, and becomes an Army Program of Record. Prematurely adding
Vital Sign Monitors to ARNG MES’ would make our Medical Equipment Sets Non-standard and potentially
place the Vital Signs Monitors at risk for routine maintenance service support and technical software
upgrades from USAMMA (United States Army Medical Materiel Agency).

(MTRCS)
System Description: The Multi-Temp Refrigerated
Container System (MTRCS), LIN M30688, is a 20’x8’x8’
ISO container with integrated bail bar for direct HEMTTLHS compatibility, and dual evaporators allowing for two
temperature zones. The MTRCS refrigeration system will
operate during transport and will have the capability to
simultaneously keep frozen, chilled, perishable or semiperishable operational rations at appropriate temperatures
for safe food handling. The MTRCS allows for transport /
storage of chilled and frozen rations for up to 800 personnel
for 3 days. 300 personnel for 6 days. Re-movable partition
allows for 75% frozen, 25% chilled scenario (or 25/75) or
100% of frozen/chilled.
BOI: Minimum of 12 per AC subsistence platoon, 12 per
RC/ARNG, 1 per CK/MKT in SBCT/BCTs, and 1 per
Combat Support Hospital Supply & Servce Section, 1 per
Blood Support Detachment Storage and Distribution
Section , and 1 per Medical Logistics Company.
Warfighter Criticality/Value:
Enhanced Deployability
• Removable partition within temperature zones
• Refrigeration operational while on the move
• HEMTT-LHS compatible w/ integrated bale bar
Versatility
• Enhanced Deployability: Configured Load Distribution
Enabler
• Improved reliability over legacy system
• Reduced logistics footprint, performs mission that typically

Fuel Economy Improvement
Axle Ratio Change
Effort Description
Cost
Mission:
• Investigate increased fuel economy for MTVs.
Estimated cost for production:
Approach:
• EWD awarded to Oshkosh for investigation.
• Tested LMTV, 10T Dump and Tractor – Roadway Simulator and
test courses at ATC w/new axle ratio.
• Selected performance tests for trade-offs.
Accomplishments:
• Fuel improvements between 3.2% (10 Dump at GVW w/B-Kit and
OGPK) and 14.8% (LMTV in A-Cab & primary roads). Vehicle
speed on grades slightly improved.
• Degradation in longitudinal slope (10%) and 24” vertical step (18”).
• Meritor has told Oshkosh that there is no cost to change
the axle ratio if the entire production is converted.
• Small cost (TBD) may be possible to change the ECM
programming to synchronize the speed for the
speedometer and limit top speed, as well as for
Configuration Management.
• Anticipate that Oshkosh may come in and ask for
reasonable amount of funding for these associated.
• Cost to update TM’s and TDP
Performance/Risk
Schedule
Risks:
• Schedule is dependent on refined information and
acceptable acquisition approach (Bi-Lateral Contract
Mod).
• Meritor availability of gears is 90 days after PO from
Oshkosh.
• Earliest likely implementation is Aug/Sep; 3,400 –
3,800 trucks.
• Performance – User has determine that performance
degradation are an acceptable tradeoff.
• Schedule – Changing ratio to impact largest no. of
vehicles will require side-stepping normal change process.
• Cost – Change will require some updates to Log products
and addition of part numbers in TDP.

Interim Stryker Recovery System
(ISRS) Gen II
Description:
The ISRS Gen I was designed to significantly enhance a
Commander’s ability to recover wheeled vehicle platforms in
severe off-road conditions via either lift/tow or transport; however,
the Gen I system had limitations.
The ISRS Gen II was designed using soldier feedback to address
system limitations. Improvements include: (1) closed deck, (2)
rear loading to accelerate recovery, (3) 35k winch, (4) slide axle to
increase mobility, (5) third axle to support 35 ton cargo capacity, (6)
expandable deck width up to 114-in, and (7) 90-degree pull
capability.
.
Why a Success:
Requirement:
-Fills mission gap.
-Incorporated user feedback to design a system tailored to the
soldiers’ needs.
-A modular recovery asset that combines characteristics of a
wrecker vehicle and a recovery trailer.
-The Gen II system is capable of recovering all Stryker variants
and the majority of MRAP variants in theatre.
-A complete Gen II system is half the cost of similar recovery
assets.
-ONS 07-802, 08-6677, 08-6681, and 09-6128
 123 recovery assets (ISRS Gen I)
-Army Requirements and Resourcing Board (AR2B) meeting
in June 2010 reviewed the requirement and provided
guidance to implement soldier suggested improvements to
the Gen I system to upgrade to the Gen II system.
-Gen I systems will be replaced one for one with the Gen II
system.
Key Message: Best value, modular recovery asset for wheeled tactical vehicles.

System Description
Schedule / Milestone
The ISRS GEN II was designed to significantly enhance the
Commander’s ability to recover large wheeled vehicle platforms
in severe off-road conditions either in lift/tow or transport mode.
When coupled with the Prime Mover (M983A4 LET) this modular
recovery asset is capable of recovering all Stryker variants and
an estimated 95% of MRAPs currently in theater.
