Driver’s Vision Enhancer (DVE) System Driver’s Sensor Module (SM) (Tactical Wheeled Vehicle) Driver’s Sensor Observer’s Sensor Module (Combat Module (OSM) (Tactical Vehicle) Wheeled Vehicle) EPTM with Driver’s Sensor Module mounted on VIK Mission/Description Mission: The Driver’s Vision Enhancer (DVE) allows for tactical vehicle movement in support of operational missions in all environmental conditions (day/night and all weather). DVE provides enhanced driving capability during limited visibility conditions (darkness, smoke, dust, fog, etc). Electric Pan and Tilt Module (EPTM) with Controller Module DCM for driver o o (40 x30 FOV) Description: • DVE is an uncooled thermal imaging system developed for use while driving Combat Vehicles (CV) and Tactical Wheeled Vehicles (TWV). • DVE includes a 640x480 sensor with a 40ox30o field of view (FOV), a 800x600 Display Control Module (DCM) and a pan-and-tilt mechanism (PTM) for a larger field of regard (FOR). • DVE FADS (Forward Activity Detection System) provides a 2X sensor and display for an observer to use to identify Improvised Explosive Device (IED) activity and other threats. • DVE LITE provides a lower cost DVE with a fixed sensor configuration for line haul vehicles. Benefits to the Warfighter Program Status/Approach • PM GS fields TWV DVE to Active Army and Army National Guard units: 40 DVE per HBCT 76 DVE per IBCT 206 DVE per SBCT 925 DVE procured by the ARNG to support MEB/BfSB auth qty • Provides Warfighter with improved situational awareness; applicable to both driving and surveillance. • Maintained by units in the field following the Standard Army TwoLevel Maintenance Concept to remove and replace parts. • Upgraded system provides Local Area Processing (LAP)/Local Area Contrast Enhancement (LACE), providing greater detail to the driver. • Repair parts available through the Army Supply System; CECOM maintains Stockage Availability above 97%. • Customers field DVE as part of platform fielding: Armored Knight, ASV, Abrams, HIMARS, HTV, LTV, LVSR, M113, MMPV, MRAP, MTV, MTVR, Paladin, Recovery, Stryker Filename • Operates day/night; improves visibility during battlefield conditions. • System is interchangeable among specific platforms (TWV specific components and CV specific components) allowing transfer of systems across like-platforms as required on the battlefield. The 256C version is the most current version of M26413. The MES’ do not include the Vital Signs Monitor and Defibrillator. • Iraq and Afghanistan lessons learned validated the requirement for VSMs in Ground Ambulance MES and led to the capability being added to MRAPs (Mine Resistant Ambush Protected) and Stryker Ambulances. • In June 2011, an AMEDD (United States Army Medical Department Center & School) panel recommended adding VSMs to Ground Ambulances. The panel analyzed various VSMs but concluded Single-Patient monitors were too costly to equip and sustain over 3,000 Army Ground Ambulances. • The AMEDD Center & School is currently analyzing 3-4 Patient VSMs for possible inclusion to Ground Ambulances. AMEDD expects to submit their findings and recommendations to the MDA (Milestone Decision Authority) NLT 2 Jan 14. • Adding VSMs to Ground Ambulances will improve capabilities for both operational and domestic home-land operations. However, the ARNG Materiel Programs Division does not support equipping ARNG Ground Ambulances with Vital Sign Monitors until the capability is approved by the Directorate of Combat & Doctrine Development, AMEDD Center & School, and becomes an Army Program of Record. Prematurely adding Vital Sign Monitors to ARNG MES’ would make our Medical Equipment Sets Non-standard and potentially place the Vital Signs Monitors at risk for routine maintenance service support and technical software upgrades from USAMMA (United States Army Medical Materiel Agency). Estimated cost for production: Approach: • EWD awarded to Oshkosh for investigation. • Tested LMTV, 10T Dump and Tractor – Roadway Simulator and test courses at ATC w/new axle ratio. • Selected performance tests for trade-offs. Accomplishments: • Fuel improvements between 3.2% (10 Dump at GVW w/B-Kit and OGPK) and 14.8% (LMTV in A-Cab & primary roads). Vehicle speed on grades slightly improved. • Degradation in longitudinal slope (10%) and 24” vertical step (18”). • Meritor has told Oshkosh that there is no cost to change the axle ratio if the entire production is converted. • Small cost (TBD) may be possible to change the ECM programming to synchronize the speed for the speedometer and limit top speed, as well as for Configuration Management. • Anticipate that Oshkosh may come in and ask for reasonable amount of funding for these associated. • Cost to update TM’s and TDP Performance/Risk Schedule Risks: • Schedule is dependent on refined information and acceptable acquisition approach (Bi-Lateral Contract Mod). • Meritor availability of gears is 90 days after PO from Oshkosh. • Earliest likely implementation is Aug/Sep; 3,400 – 3,800 trucks. • Performance – User has determine that performance degradation are an acceptable tradeoff. • Schedule – Changing ratio to impact largest no. of vehicles will require side-stepping normal change process. • Cost – Change will require some updates to Log products and addition of part numbers in TDP. Unclassified/FOUO Interim Stryker Recovery System (ISRS) Gen II Description: The ISRS Gen I was designed to significantly enhance a Commander’s ability to recover wheeled vehicle platforms in severe off-road conditions via either lift/tow or transport; however, the Gen I system had limitations. The ISRS Gen II was designed using soldier feedback to address system limitations. Improvements include: (1) closed deck, (2) rear loading to accelerate recovery, (3) 35k winch, (4) slide axle to increase mobility, (5) third axle to support 35 ton cargo capacity, (6) expandable deck width up to 114-in, and (7) 90-degree pull capability. . Why a Success: Requirement: -Fills mission gap. -Incorporated user feedback to design a system tailored to the soldiers’ needs. -A modular recovery asset that combines characteristics of a wrecker vehicle and a recovery trailer. -The Gen II system is capable of recovering all Stryker variants and the majority of MRAP variants in theatre. -A complete Gen II system is half the cost of similar recovery assets. -ONS 07-802, 08-6677, 08-6681, and 09-6128 123 recovery assets (ISRS Gen I) -Army Requirements and Resourcing Board (AR2B) meeting in June 2010 reviewed the requirement and provided guidance to implement soldier suggested improvements to the Gen I system to upgrade to the Gen II system. -Gen I systems will be replaced one for one with the Gen II system. Key Message: Best value, modular recovery asset for wheeled tactical vehicles. 31 July 2013 Unclassified/FOUO 74 GO HEAVY and GO Home!
