Fort buys land for 400 apartments
A Fort Family Investments
company bought almost 22 acres
Friday in Flagler Center to develop Palm Bay Club, which would
be the Fort group’s eighth area
apartment community.
Abe Fort, director of development, said Monday he expects
designs could be completed by
midyear, followed by permitting.
He didn’t have a construction
timeframe.
“Just closing on the dirt is one
of a thousand steps,” he said.
Fort said the project would
comprise a little more than 400
units and would likely be built in
two phases.
He didn’t have a construction
or final investment estimate.
Palm Bay Club Rental Community Two LLC paid almost $7.1
million for the property.
It bought the land, between
Interstate 95 and Gran Bay Parkway West, from FDG Flagler
Land LLC.
The Palm Bay LLC is led by
Donald Fort, the president of Fort
Family Investments Inc.
The deeds were executed and
recorded Friday. Branch Banking
and Trust Co. issued a $3.54 million mortgage Friday.
Fort said Fort Family Investments owns six apartment communities, comprising 2,338 units,
and is building the 218-unit
Alaqua complex at 13490 Gran
Bay Parkway, near the Palm Bay
site. The Alaqua apartments are
at Gran Bay and Flagler Center
Boulevard.
Fort said that submarket is
showing a lot of growth.
The Jacksonville market has
shown strength in apartment
development. “It’s enabled us to
do a lot in the past four or five
years,” Fort said.
Palm Bay Club will be a luxury
project, but not priced as high of
some of Fort’s other communities, Fort said.
Alaqua is under construction
and some units should be completed by May. The nine-building
community should be completed
by December, he said.
Alaqua comprises three-story
buildings as well as some twounit carriage houses, along with
a fitness center, club room with
big TVs, a pool and grilling areas.

park. The site is larger.

Warm jackets — and even a few blankets —
were the order of the day Downtown on Monday as people lined the streets for the annual
Martin Luther King Jr. Day Grand Parade.
They were there for one reason: To celebrate
the legacy of the civil rights leader and enjoy
the federal holiday established in 2000.
Most people said they have been attending
the parade for years, but for Alexis Miller and
her 3-year-old daughter, Angel, it was a firsttime experience.
“We’ll be back next year for sure,” she said.
The event brought nearly 50,000 people
Downtown. A lot of new customers tried the
lunch menu at D&G Deli and Grill at 233 E.
Bay St. while they watched the bands and
floats move past.
“We always have a lot of business when
there’s a parade,” said co-owner Daniel Gilbert.
King was the most recognized spokesman
for nonviolent activism during the civil rights
movement.
The campaign for a day in his honor began
in 1968, soon after his assassination.
The holiday was signed into law in 1983 by
President Ronald Reagan. It was first observed
in a few states three years later, and by 2000,
all 50 states recognized the third Monday in
January as the holiday.
The parade was organized in Jacksonville in
1980 by the Dr. Martin Luther King Jr. Memorial Foundation. A small procession began and
ended at the Downtown campus of Florida
Junior College, now Florida State College at
Jacksonville.
Over the years, the parade got bigger and
the route became longer. Until 1998, the parade
was held on Saturday and marched from
Edward Waters College to J.P. Small Park Stadium along Myrtle Avenue.
After two different routes from 1999-2014,
the city established a new route in 2015. For
the past two years, the procession began at
EverBank Field and ended with a celebration
of King’s life and work at the Prime Osborn
Convention Center hosted by the foundation.

Law Offices of Ron Sholes.

three of Fort’s last four apartment
communities, including Alaqua.
The newly acquired property
is near the developing Bartram
area in south Jacksonville, with
much housing, retail, office and
industrial growth.
Fort said the company doesn’t
seek target markets, but knows
what to expect.
“We have everything from
young professionals up to retirees, so it’s pretty wide,” he said.

On May 20, the day after Duval County’s
general election, there were 11 new City
Council members who would take office
several weeks later.
However, one of the rookies already had
a desk and a telephone number at City Hall
when he went to work the morning after
the ballots were counted.
With 63 percent of the vote, Republican Scott Wilson was elected to represent
District 4, succeeding term-limited Don
Redman after serving for eight years as
Redman’s executive assistant.
Wilson also is a
potential trivia contest answer since his
election marked the
first time in Jacksonville an assistant was elected to
replace his former
boss on council.
Government service is what Wilson has done all his
adult life. He went

to work for the city
in 1988 at age 18 as a parking facility operator at the Jacksonville Landing lot when the
riverfront center opened.
Six years later, he became a records clerk
in the Duval County Clerk of Courts office.
It was the start of 13 years in the clerk’s
office that included managing the satellite
office at Jacksonville Beach from 1998-2000.
Later, Wilson became court operations
supervisor, the highest civil service rank
in the office.
While he was supervisor, the Center
for Prevention Against Domestic Violence
received the Governor’s Peace at Home
Award from former Gov. Jeb Bush.
“That was the most rewarding job I’ve
ever had,” Wilson said.
In 2007, he began his eight-year tour of
duty managing Redman’s office and helping guide constituents to solutions to their
issues.

Jacksonville’s real estate
prospects looking good

Jacksonville’s overall real
estate prospects are looking generally good.
That’s a specific designation
and a welcome one.
The Urban Land Institute’s
“Emerging Trends in Real Estate”
report for 2016 gives Jacksonville
a green dot on its map for real
estate prospects, which is better
than the area’s yellow “fair” dots
in 2014 and 2015.
Those followed two years
of the unwelcome red dots for
“generally poor” prospects in
2012-13. And before that, the city
was “modestly poor” or “poor”
for investment and development
prospects for 2009-11 in the wake
of the recession.
This year, Jacksonville even
warranted a mention as a “ville.”
The report said survey
respondents and interviewees expressed interest in the
“villes,” which it loosely defined
to be markets such as Nashville, Knoxville, Jacksonville and
Gainesville.
“The ‘villes’ are seen as offering opportunities to take advantage of faster-growing demographics, economies, concentrations in desirable industries, and,
in many cases, aggressive development plans to establish growth
centers within the community,”
said the report.
In saying Florida’s resurgence
continues, the report said Jacksonville continues to improve.

today at WJCT Studios Downtown about the latest real estate
trends, focusing on how innovations will affect the industry and
addressing “the ingredients for a
cutting-edge city.”

The annual trends report, by
ULI and the PwC tax and advisory service, covers the U.S. and
offers a separate report about
Canada.
Dallas/Fort Worth topped the
U.S. markets to watch for overall
real estate prospects, followed
by Austin.
Charlotte came up No. 3, followed by Seattle, Atlanta, Denver, Nashville, San Francisco,
Portland, Ore., and Los Angeles
to complete the top 10.
Miami was the highest ranking
Florida city at No. 19.
Jacksonville rose two spots to
No. 53 overall among the 75 U.S.
markets to watch.
By category, it dropped a few
notches to No. 63 for investment
and No. 66 for development, but
jumped 10 points to rank No. 26
in homebuilding.
In looking at investment
prospects, Jacksonville showed
improvement from 2015 in office,
retail, multifamily, hotel and
housing, as well as overall.
The only slight drop was in the
industrial sector.
Still, Jacksonville’s overall
“local outlook score” remained
below the average for Southern
metro areas.
Jacksonville also notched right
below “improving” to lead the
Southern cities in the “average”
category for the local outlook.
That outlook is defined as the
average score of local market
participants’ opinions on the
strength of the local economy,
investor demand, capital availability, development and redevelopment opportunities, public/private investments and the
local development community.
In the South, 18 metro areas
topped Jacksonville in the local
outlook category, including Florida cities Miami, Palm Beach,
Fort Lauderdale, Tampa/St.
Petersburg, Orlando and Cape
Coral-Fort Myers-Naples.
Deltona/Daytona was one of
the 10 Southern cities below Jacksonville.
Still, Jacksonville improved
to a score of 3.46 in 2016 from
3.31 in 2015, when it topped just
seven cities and came in below
21 of them.
Jacksonville did much better
in local perspectives on development and redevelopment opportunities.
In 2016, Jacksonville scored
3.63 and landed in the “improving” category. Last year, its score
of 3.43 put it in the “average”
ranking.
The report also predicts the
top trends for the year.
In the lead is the trend toward
18-hour cities, which are secondary markets that replicate elements of the 24-hour gateway
cities. The report specifies Austin, Denver, San Diego and San
Antonio as examples.
The second trend is the look
at suburban opportunities. The
report ventures that as the millennial generation defers marriage and family formation and
prefers denser downtown living,
the emphasis is on “deferral.”
“Eventually, the logic goes,
generation Y will follow the
baby boomers’ path and head to
the suburbs in the child-rearing
years,” it says.
The third trend is office space,
including the change in design
and use. Walls and cubicles give
way to “hip, cool open spaces,”
it says.
Fourth, housing options
expand and change to accommodate the changing needs of
demographics.
Parking is the fifth trend as the
industry looks at how mass transit use and urban living affect the
need for parking spaces.
The remaining trends involved
infrastructure, food, developer
specialization, capital, and a
return to the “human touch” in
attention, judgment and decision
making.

Judge gives green light to
Seminoles’ gambling suit
The Seminole Tribe’s lawsuit
against Florida over failed negotiations on a gambling deal is
moving forward after a federal
judge refused to toss the case.
In a five-page order, U.S. District Judge Robert L. Hinkle rejected a request from Attorney General Pam Bondi’s office to dismiss
the case.
The legal dispute stems from a
2010 gambling agreement, known
as a “compact,” between the state
and the Seminoles.
A part of the deal giving tribal
casinos the exclusive rights to
offer banked card games, such as
blackjack, expired this summer.
After the end of a 90-day grace
period that allowed the tribe to
continue offering the games, the
Seminoles filed a lawsuit in October in federal court in Tallahassee.
The lawsuit accused the state
of acting in “bad faith” about
negotiations on a new gambling
deal and asked a judge to allow
the tribe to keep offering the card
games.
Less than a week later, the state
filed a lawsuit in Tampa, seeking
to stop the games.
The Indian Gaming Regulatory
Act requires states to negotiate
in good faith with tribes seeking
gambling authority.
Florida argued the federal law
only requires states to negotiate
initial compacts but not to renegotiate deals when they expire.
“The contention is plainly
wrong,” Hinkle wrote.
States are expected to negotiate
an extension or a new compact as
a compact nears its end, Hinkle
wrote.
“Any reading of the act that
would suggest a state has no
duty to negotiate at that time
would make no sense — it would
mean that when a state’s first
compact with a tribe ended, the
state would be relieved of any
obligation to negotiate a new or
extended compact,” he wrote.
Hinkle also consolidated the
tribe’s lawsuit and the state’s lawsuit in federal court in Tallahassee, with a trial scheduled to start
in July.
Amid the legal battling, Gov.
Rick Scott and the tribe last month
announced they had reached a
new agreement that would
allow the Seminoles to add craps
and roulette at tribal casinos in
exchange for $3 billion to the state
over seven years.
But the deal requires the authorization of the Legislature, and
Republican leaders in both chambers have said that the proposed
compact would have to be modified to get lawmakers’ approval.
A Senate committee is expected
to discuss the compact at a meeting this week. Lawmakers are in
session through March 11.

Born in Chicago, Wilson grew
up in and lives in a neighborhood
in the district he now represents.
He said that gave him the opportunity to understand the area and
its needs.
That’s where he got to know
Redman, owner of Don’s Sportsman Barber Shop, and the coach
of Wilson’s Little League team.
While working at the clerk’s
office, Wilson learned how to
manage a staff. As Redman’s
assistant, he learned the processes that make local government
work.
“That provided the foundation
for me to be a council member,”
he said.
Wilson’s interest in politics
began at a young age. In 1992, he
worked on Jim Overton’s campaign for council and has worked
on many campaigns since.
It’s been a relatively easy transition from assistant to council
member because eight years
working with the people of the
district and within City Hall gave
Wilson a foundation of knowledge and experience.
He took over the issues and
concerns of the district as soon as
he moved from the outer office to
the inner office.
Wilson plans to continue the
work Redman started on street
and drainage improvement and
