The USS BONHOMME RICHARD (LHD-6) would like to congratulate Master-AtArms 1st Class (SW/EXW) Nicholas S. Fessler, who was named Commander, Naval
Surface Force, U.S. Pacific Fleet Sea Sailor of the Year (SOY) and also, he was
selected as a Security Limited Duty Officer (NAVADMIN 045/14).
Master-at-Arms 1st Class Nicholas Fessler, a
native of Prescott Valley, Ariz., received the
award at a banquet at the Admiral Kidd Catering
and Conference Center in San Diego, Calif., Feb.
14. Fessler and three other finalists were
evaluated on military bearing, professional
performance and leadership skills. The week also
allowed the finalists to be recognized for
contributions to their commands by participating
in various events in the San Diego area. (Adam D.

Reserve Component Command, Midwest
encompasses 33 Navy Operational Support
Centers and spans 16 states, supporting over
10,000 Selected Reservists. MA3 O’Sullivan is
assigned to NR NSF NAS Sigonella located at
Navy Operational Support Center Detroit, MI.
The unit directly supports the NAS Sigonella
Security Department.

DETAILERS CORNER:
Spouse Co-locations:
Detailers cannot co-locate fiancés, significant others, or
Sailors who marry after receipt of orders. Detailers
should have the NAVPERS 1306/7 (Enlisted Personnel
Action Request) 10-12 months from their current PRD.
For two Sailors not in their negotiation window: Both
Detailers and both Rating Specialists will collaborate to
determine the best locations for each Sailor involved so
they can be collocated.
Detailers will not use CMS/ID to co-locate the Sailors,
the highest priority REQS that are in the gray for each
rating will be used in the co-location process.
Detailers would prefer this action to take place closer to the Sailors 10 month mark (to
have a better understanding of the REQS that need to be filled), but Sailors can be
placed in an assignment earlier if the intention is to roll before their PRDs. If the
Sailors get into their PRD window, they become regular rollers and will be detailed by
CMS/ID. We will still try to collocate but without a guarantee.

Dependent Verification:
Sailors applying for overseas assignments must take initiative and ensure their records
reflect their correct number of dependents. A new State Department directive requires
all military dependents accompanying service members overseas must be listed on the
sponsors orders. This dependent verification should be completed 12 months from the
Sailors PRD. As a reminder, ORDMOD's cost money so we want to encourage Sailors
to be proactive and square-away their records to ensure a smooth PCS.
Orders:
Have an open mind and understand your career requirements (sea/shore flow) when
applying for orders via CMS/ID communicating with the Detailers.
Orders are not an invitation or a request.
SECURITY SITE OF THE MONTH
The security site for this month’s newsletter is: NAVAL CRIMINAL
INVESTIGATIVE SERVICE (NCIS).
The Naval Criminal Investigative Service (NCIS) is the federal law
enforcement agency charged with conducting investigations of felonylevel offenses affecting the Navy and Marine Corps – that is, crimes
punishable by confinement for more than one year. NCIS also performs
investigations and operations aimed at identifying and neutralizing
foreign intelligence, international terrorist, and cyber threats to the
Department of the Navy. In addition, it provides warning of threats
and specialized defensive force protection support to U.S. naval
forces around the world.

POLICY AND PROCEDURES FOR CONDUCTING HIGHRISK TRAINING
This instruction establishes policy and procedures to abate or
minimize mishaps during high-risk training. Due to recent
changes to the Navy’s training organization, this
Instruction has been extensively revised and should be read in
its entirety.
Risk of injury is increased during all high risk training and it serves to emphasize the
use of Operational Risk management and the implementation of proper controls which
help mitigate risk. Training individuals and teams in the use of time critical risk
management has shown positive results in creating a safer training environment.

PROFESSIONAL DEVELOPMENT
MWD Recommendations:
Sailors who are interested in the MWD program must be recommended by MWD
program manager prior to entering their 9-month CMS/ID negotiation window.
All Prospective MWD handlers must meet the following requirements:
a. Strong desire to work with dogs
b. Complete the kennel support personnel qualification standards (PQS)
c. Be worldwide assignable
d. Be physically fit and medically suitable to deploy
e. Obtain a written endorsement from a qualified kennel master (MA NEC: 2006)
f. Submit NAVPERS 1306/7 Enlisted Personnel Action Request to the MWD program
manager via chain of command
g. Agree to perform duties in designated 2005 billet for a minimum of 48 consecutive
months immediately following graduation of MWD handler school

ASIS Foundation/Military Liaison Council
Certification Scholarship
The ASIS Foundation/Military Liaison Council (MLC) Certification Scholarship was established in
2012 to provide an opportunity for ASIS members who actively serve in military service to pursue ASIS
board certification. Scholarships cover the expenses of application, preparation (online review), and
testing for the CPP, PCI, or PSP credential. Funding for professional certification varies greatly among
the military services, and likewise, from nation to nation around the world. In many instances, the
military member is required to personally cover a significant portion of the application, preparation, and
exam expenses, which can be a tremendous financial burden. Together, the Foundation and the MLC
seek to provide the means for men and women within military service around the world to greatly
enhance their professional development in the security profession.
Eligibility
Those eligible for this award must:
1. Be active duty* military assigned to the armed forces of any nation. (*Reservists or guards who are
on full-time, active status are eligible to apply; those who only do weekend drill are not.)
2. Be an ASIS member in good standing.
3. Meet the professional and educational requirements of the ASIS board certification for which they
seek to achieve.
Application Process
The application period for 2013 will run from May 13 and June 28.
Criteria
Scholarships will be awarded based on:
1. Duty performance
2. Community leadership
3. Self-improvement achievements

Selection Process
A scholarship selection committee of the Military Liaison Council (MLC), consisting of the MLC cochairman, co-vice chairman, and secretary along with the MLC education and certification committee
members and other MLC members, will review the applications and award scholarships to deserving
ASIS members. The number of awards will be determined by the funds available annually.
Award Presentation
Scholarship awards will be presented/announced annually at the ASIS International Law Enforcement
and Military Appreciation Luncheon hosted at the Annual Seminar and Exhibits. Recipients of the
scholarship are responsible for their own attendance at the annual seminar. Awardees do not need to
attend the seminar to receive the scholarship.
Award Donors
The Foundation and the MLC actively seek donations for this new award. Organizations or their
Foundations, ASIS chapters, and individuals are invited to make a one-time or multi-year commitment
to support this special fund.
Donors will receive recognition online and in materials promoting the award.

EDUCATION:

not, what are you waiting for?

Navy COOL
COOL (Credentialing Opportunities On-Line) helps Navy Service members find
information on certifications and licenses related to enlisted ratings, designators,
collateral duties/ out of rate assignments, and officer designators. COOL explains how
Sailors can meet civilian certification and license requirements and provides links to
numerous resources to help get Sailors started.

USMAP
The United Services Military Apprenticeship Program (USMAP) is a formal military
training program executed by the Center for Personal and Professional Development
that provides active duty Coast Guard, Marine Corps, and Navy service members the
opportunity to improve their job skills and to complete their civilian apprenticeship
requirements while they are on active duty. The U.S. Department of Labor (DOL)
provides the nationally recognized "Certificate of Completion" upon program
completion.
USMAP enhances your job skills and shows your motivation for more challenging
military assignments. Having a DOL Certificate of Completion is a definite advantage
in getting better civilian jobs since employers know the value of apprenticeships.

Navy College
The Navy College provides Sailors with opportunities to earn college degrees through
a variety of options. The program's mission is to provide continual academic support
to Sailors while they pursue a technical or college degree, regardless of their location
or duty station.

VMET
The VMET (Verification of Military Experience and Training), DD Form 2586,
document is an overview of your military career. The military experience and training
listed on the VMET is verified as official. The primary purpose of the VMET
document is to help you create a resume and complete job application. In addition,
you can elect to show the VMET document to potential employers,
employment/government agencies (including Department of Labor, Veterans
Administration, etc.) or to educational institutions, however, it should not be used as a
replacement for a the resume.
