44th Governing Board Meeting THE 44th GOVERNING BOARD MEETING of SEAMEO RECSAM was held at Penang, Malaysia from 17 - 19 September 2013. The Centre tabled a total of nine (9) working papers for the deliberation of the board members. The three-day Meeting tackled working papers on the Centre's research initiatives and training activities for the next fiscal year 2013/2014 based on three key result areas (KRAs); namely, (i) regional leadership, (ii) regional visibility A session during the meeting and (iii) solid resource base. Among the key working papers submitted for discussion were: (i) Mid-Term Review of SEAMEO RECSAM‘s 9th Five-Year Development Plan; (ii) Strategic and Operational Plans, Programmes and Proposed Budgets for Three Fiscal Years 2014/2015, 2015/2016 and 2016/2017 and, Personnel Strength Budget for Fiscal Year Ending 30 June 2015 and (iii) Matters Arising from the Resolutions of the 43rd Governing Board Meeting 2012. After lengthy deliberations, the working papers were adopted with recommendations that RECSAM devise ways and means to increase the impact of its programmes and activities in the region. Third Country Training Programme (TCTP) 2 RECSAM News Vol. 44 No. 2 TWO THIRD COUNTRY TRAINING PROGRAMME (TCTP) courses entitled: (i) Training of Trainers Professional Programme for Secondary Science Education and (ii) Training of Trainers Professional Programme for Secondary Mathematics Education were conducted by RECSAM from 7 October - 1 November 2013. Eleven (11) mathematics teacher educators attended the Training of One for the album Trainers Professional Programme for Secondary Mathematics Education under Dr. Francis Chow Tuck Choy’s supervision while the other 12 teacher educators attended the Training of Trainers Professional Programme for Secondary Mathematics Education under the supervision of Dr. C. Annamalai Chockalingam. This one-month in-service training programmes were conducted by RECSAM and funded by Malaysian Technical Cooperation Programme (MTCP) and The Colombo Plan Secretariat. Training Programme on Higher Order Thinking Skills (HOTS) Training sessions in progress RECSAM conducted two 3-week national-level training programmes on “Higher Order Thinking Skills (HOTS) for Science and Mathematics Coaches” organised by the Teachers’ Education Division, Ministry of Education of Malaysia in collaboration with State Education Department / Jabatan Pendidikan Negeri (JPN) and District Education Office / Pejabat Pendidikan Daerah (PPD) from 2 - 20 September 2013 (for Science) and 23 September - 11 October 2013 (for Mathematics). One hundred ninety four (194) school coaches were selected from various states to attend the Science training programme under Dr. Koay Suan See’s supervision while the other 195 attended the Mathematics training programme under Dr. Daniel Leong Chee Kin’s supervision. The purpose of these training programmes were to train coaches to coach the heads of subject and school principals to deliver higher order thinking skills (HOTS) teaching and learning to secondary schools teachers as well as to produce the appropriate coaching materials to be utilised by the teachers in their schools based on research-based and researchvalidated teaching strategies that are aligned with the current learning theories and practice guided by good attitudes and values in the classrooms. Empowering the Future Generation through Science and Mathematics Education “EMPOWERING THE FUTURE GENERATION THROUGH SCIENCE AND MATHEMATICS EDUCATION” was the theme of the 5th International Conference on Science and Mathematics Education (CoSMEd 2013), held at RECSAM, Penang from 12 - 14 November 2013. The hosting of this International Conference, once again under- lined the leadership role of the Centre in the development of science and mathematics education in the SEAMEO region. The Conference also served as a common collaborative platform for scholars and practitioners to bring in and share new perspectives, practices as well as concepts in science and mathematics education. This year, CoSMEd 2013 was attended by 404 delegates from 16 countries (namely; Australia, Brunei, Hong Kong, Indonesia, Kuwait, Japan, Nigeria, Malaysia, Mexico, Philippines, Singapore, Taiwan, Thailand, South Africa, United States of America and Vietnam). Two (2) keynote papers and four (4) plenary papers were presented during this Conference. The two keynote speakers invited for this Conference were: (i) Professor Richard Gunstone from Monash University, Melbourne, Australia and (ii) Professor Jeremy Kilpatrick from University of Georgia, Athens, U.S.A. A wide array of topics were presented during CoSMEd 2013 such as: Inquiry-Based Science Education (IBSE), STEM Education and Professional Learning Communities (Lesson Study, Peer Coaching) to name a few. The programme was launched by Y.Bhg. Datuk Dr. Khair Bin Mohamad Yusof, Education Deputy Director-General, Ministry of Education of Malaysia. Associate Professor Christine Kim-Eng Lee from Nanyang Technological University of Singapore and Dr. Michelle Jones from Institute of Educational Leadership of Universiti Malaya, both experts in Professional Learning Communities (PLC) were invited to deliver talks during the three-day event. In-Country Training Programmes Training Programme for Indonesian Primary Science Teachers 4 RECSAM News Vol. 44 No. 2 THE IN-COUNTRY TRAINING COURSE for Indonesian Primary Science Teachers on “Integrating ICT into Science Instruction” was successfully conducted by RECSAM’s Specialists, Dr. Annamalai Chockalingam (ICT Education) and Mr. Dominador Dizon Mangao (Science Education) at Gedung Erlangga, Yogyakarta, Indonesia on 18 - 22 November 2013. The main One for the album objective of this training was to enhance participants’ knowledge and skills in incorporating highly interactive ICT tools specifically developed for the teaching and learning of science to support student learning of science by doing science hands-on and minds-on activities. A total of 60 primary science teachers and administrators from various primary schools in Yogyakarta participated in the training. This training course was organised by the Directorate of Primary School Development, Directorate General of Basic Education, Ministry of Education and Culture in coordination with the Yogyakarta Provincial Education Office and hosted by the SD Muhammadiyah Sapen Elementary School, Gondukusuman, Yogyakarta. Training Programme for Lao PDR Mathematics Teachers and Educators THE IN-COUNTRY TRAINING COURSE for Mathematics teachers and educators from Lao PDR on “Lesson Study: Improving Instructional Practices in Primary/Secondary Mathematics Classrooms” was held at Luang Phabang Teacher Training College, Lao PDR, from 23 - 27 December 2013. This fiveday training course was organised by the Department of External Relations, Ministry of Education and Sports, Lao PDR and was conducted by RECSAM’s Mathematics Education Specialists, Dr. Warabhorn Preechaporn and Dr. Training in progress S. Kanageswari Suppiah Shanmugam. This course on Lesson Study for mathematics teachers and educators introduced participants to Lesson Study, a continuing professional development strategy which encourages educators to develop their own theories and pedagogy from their classroom practices to enhance professional growth through collaborative efforts. During the training, course participants were also exposed to important skills related to Lesson Study, which are observation skills, questioning techniques, notes taking and analysis classroom activities, and providing feedback. A total of forty one (41) participants consisting of 28 lecturers from Luang Phabang Teacher Training College, 2 lecturers from Souphanouvong University and 10 lower secondary teachers from the schools in the vicinity attended the training. 21st Century Skills for Indonesian Teacher Educators TWO CUSTOMISED COURSES entitled: (i) 21st Century Skills in Secondary Science: Enhancing Higher Order Thinking Skills and Integrated Values Education and (ii) 21st Century Skills in Secondary Mathematics: Enhancing Higher Order Thinking Skills and Integrated Values Education were conducted by RECSAM for thirty (30) Indonesian teacher educators from 21 October - 15 November 2013. Eighteen (18) participants attended the Science group training under Mr. Marmon A. Pagunsan’s supervision while the other twelve (12) attended the Mathematics group training under Dr. Warabhorn Preechaporn’s supervision. These training programmes were organised and funded by the Directorate General Management of Basic Education, Ministry of Education and Culture, Indonesia. Smiles for the camera Seminar-Workshop for Thepsatri Rajabhat University One for the album A ONE-WEEK seminar-workshop on “Science Teaching and Learning in the 21st Century” for a group of post-graduate students from Thepsatri Rajabhat University (TRU), Muang District, Lopburi, Thailand was conducted by RECSAM from 21 - 25 October 2013. The main objective of this seminar-workshop was to familiarize participants with the various active strategies than can be used in primary/secondary science classrooms to cultivate an interest in science among the students and thus motivate them to pursue careers in science and technology as well as develop scientific and technological literacy. A total of thirty (30) particpats attended this training programme which was supervised by Mr. Dominador Dizon Mangao, Specialist from Training Programme Division. Training Workshops Learning Science through Games, Simulations, Animations and Mobile Devices A TRAINING workshop on “Learning Science through Games, Simulations, Animations and Mobile Devices” for teacher e d u c a t o r s w a s c o n d u c t e d b y R E C S A M ’s S p e c i a l i s t , Dr. C. Annamalai from Training Programme Division at RECSAM on 17 & 18 October 2013. The workshop was centered on exposing the participants to various the types of animation Group photo and simulation tools to improve student learning of science. This training was conducted in a workshop format with 5 to 6 participants in a group and participants were given a chance to share their own experiences on using games, animation and simulation in science education approaches. A total of twenty two (22) participants attended the 2-day workshop. 1. Effective Use of GeoGebra in the A TRAINING workshop for GeoGebra users on “Effective Use Classroom: A Workshop for GeoGebra Users of GeoGebra in the Classroom” was conducted by Dr. Daniel Leong Chee Kin, Senior Specialist from Training Programme 2. Division on 22 & 23 October 2013. Participants of this workshop were exposed to the versatility of GeoGebra via hands-on activities on geometry, algebra, statistics and calculus. They were also taught how to use the basic features of GeoGebra software and its effective use of dynamic worksheets for teaching and to create student-engaging interactive materials. Thirty two (32) participants benefited from the workshop. One for the album 3. Educational Toy Workshop: Universal Design for Learning Science MR. HIDEO NAKANO, JICA (Japan International Cooperation Agency) Senior Volunteer based at Osizweni Education and Development Centre in Secunda, Mpumalanga, South Africa recently conducted a series of workshops on “Educational Toy: Universal Design for Learning Science” for teacher educators on 7 & 8 November 2013 and Smiles for the camera 29 & 30 October 2013 at RECSAM. These trainings were conducted in a workshop format with 5 to 6 participants in a group and participants were exposed to inexpensive science and mathematics educational materials through step by step instructions to suit their classroom lessons. Twenty one (21) participants attended the workshop which was conducted on 7 & 8 November 2013 while the other thirty (30) attended the following workshop which was conducted on 29 & 30 October 2013. Partnership & Collaboration: Thaksin University RECSAM recently received a group of delegates from the Faculty of Education Thaksin University, Thailand on 8 October 2013. The purpose of this visit was to pave way for cooperation possibilities. The delegates were briefed on the Centre’s research activities followed by a research project proposal presentation on “Pedagogical Content Knowledge of Science Teachers: The Case Study in Science teachers from Thailand and Malaysia” by the delegates. There was also a short discussion on the possibility of collaborative research particularly on students’ learning or professional development programme between RECSAM and the University. Academic staff from RECSAM participated in a workshop conducted by Mr. Sharfudeen Ashraf, Founder & Principal Architect and Dr Mohamed Jaffarali, Co-Founder & Product Manager of MathDisk Technologies PVT LTD on MathDisk Software 19 December 2013 at RECSAM. Workshop participants were exposed to 2D & 3D worksheets, probability lessons and the use of this software to create the mathematics worksheet in teaching. Management Retreat A MANAGEMENT RETREAT for the management and academic team members of RECSAM was held from 3 - 5 December 2013 at Bukit Merah Laketown Resort with the objective of bridging thoughts within the Centre to consciously and collectively recommend the way forward for the Centre’s upcoming plan. The Meeting was chaired by Dr. Hj. Mohd Johan Bin Zakaria, Centre Director. Respective heads from each division (Administration, Training Programme and Research & Development) presented their 2014 annual plans which had been determined based on the Centre’s strategic goals and key results areas (KRAs). Each division were required to set individual KPIs (key performance indicators) based on their job scope and responsibilities in line with the Centre’s strategic goals. This was followed by other issues & concerns and calendar of events for 2014. With this alignment, the staff will have a clearer vision of the Centre’s direction and what is expected of them. Family Day at Pulau Langkawi Smiles for the camera THIS YEAR, RECSAM organised its first 2days 1night outstation family day gathering at Hotel Langkasuka, Pulau Langkawi, Kedah from 19 - 20 October 2013. The main objectives were to strengthen the relationships and encourage socialisation among staff and their families. The trip received a very lukewarm response in the very beginning but nonetheless, we have a turnout of hundred staff and their family members. The journey started as early as 6.00 a.m. on 19 October from RECSAM and the ferry that took us from Kuala Perlis finally arrived at Pulau Langkawi in the afternoon. Upon arrival, staff and their family members were occupied with the island hopping activities organised by the committee. Everyone felt tired and hungry after the long-walk and staff and their family members gathered to enjoy a buffet dinner later on at the hotel. When it was time for the favourite part of the dinner – THE LUCKY DRAW – everyone was eager to win any of the lucrative prizes. In this segment, Ms. Wong Lai Cheng from the Publication Unit rode away with the ultimate grand prize, the ACER Iconia Android tablet and the 2nd prize, a Q-Station tablet computer went to Ms. Noraini Daud of Library. In addition to the lucky draw prizes, various awards were also rolled out to the winners of the sports & games challenge and karaoke competition held earlier in conjunction with Family Day 2013. The dinner ended at around 10 pm with happy smiles and satisfied stomachs. The next morning activities included duty-free shopping around Kuah Town and some sightseeing activities. Everyone truly appreciated the get-together and is looking forward to Family Day 2014! It was an important event that instilled a good relationship with all colleagues and their family members. No doubt it was an extremely short trip BUT an enjoyable one. Deepavali Celebration THE UNIQUE Deepavali celebration was celebrated on 22 November 2013 with sparkling joy. The celebration saw RECSAM staff from various races having a good time and savouring a delicious spread of hi-tea and festive delicacies. RECSAM staff were all smiles and laughter as they sampled the Deepavali spread as well as Indian delicacies such as thosai, putu mayong, chapatti and vadai. Apart from sharing the festival joy within staff fraternity, the presence of staff from various races and religions reflects our Malaysian spirit of Muhibbah (solidarity). RECSAM took part in the Penang International Science Fair organised by Penang Science Council in collaboration with the Penang State Government at Straits Quay Court & Convention Center on 13 & 14 April 2013. 2. A training workshop on “Inquiry-Based Science Education (IBSE) for Science Educators from African Countries” was held in Khartoum, Sudan from 14 - 18 April 2013. This training was organised by lnternational Science, Technology and lnnovation Centre (lSTlC) for South-South Cooperation under the Auspices of UNESCO and Future University of Sudan in collaboration with RECSAM and supported by MANAGEM, The World Academy of Sciences (TWAS), Federal Ministry of Education of Sudan, State Ministry of Education of Sudan and lslamic Educational, Scientific and Cultural Organization (ISESCO). 2. 1. The in-country training course for primary and secondary mathematics teachers/ educators on “Enhancing Meaningful Learning in Primary and Secondary Mathematics Instruction Using ICT”, was conducted by RECSAM’s Specialists in Bangkok, Thailand from 18 - 22 March 2013. 2. A Seminar-Workshop on “Enhancing 21st Century Skills in Teaching and Learning in Science and Mathematics Classrooms” for pre-service teachers from Nakhon Si Thammarat Rajabhat University (NSTRU) was conducted by RECSAM from 25 - 29 March 2013. This year, the regular courses received a total number of sixty six (66) educators across all SEAMEO Member Countries. 2. A 3-day workshop on “Hands-On Activities in Elementary Schools: Learning through Japanese Science Textbooks and Kits” by Assoc. Prof. Toshinobu Hatanaka from Toho University and Prof. Takeshi Fujita from Chiba University, Japan was held at RECSAM from 24 - 26 June 2013. 2. Thirteen (13) teacher trainees from University Western Sydney, Australia (UWS) came to Penang to participate in the “Global Educational and Cultural Experience Programme” from 28 June - 12 July 2013 which was organised by RECSAM in collaboration with Jabatan Pendidikan Negeri Pulau Pinang. The 44th Governing Board Meeting (GBM) of RECSAM was held in Penang, Malaysia from 17 - 19 September 2013. 2. A 3-week long national-level training programme on “Higher Order Thinking Skills (HOTs)” for Science coaches was organised by the Teachers’ Education Division, Ministry of Education of Malaysia in collaboration with State Education Department / Jabatan Pendidikan Negeri (JPN), District Education Office / Pejabat Pendidikan Daerah (PPD), with RECSAM as the implementing agency from 2 - 20 September 2013. 1. The 5th International Conference on Science and Mathematics Education (CoSMEd 2013) on “Empowering the Future Generation through Science and Mathematics Education” was held at RECSAM, Penang from 12 - 14 November 2013. About 404 delegates from 16 countries attended the Conference while 245 delegates participated in the workshops held in-conjunction with the Conference. 2.
