PRE FACE
Under the Registration of Births and Deaths Act (Chapter 267), the Registry of Births and
Deaths has been charged with the responsibility of registering all live-births, still-births and deaths in
Singapore.
The Report on Registration of Births and Deaths, 2013 is the 26th publication in the
annual series by the Registry. The Report aims to provide an overview of the annual changes in the
population, births, deaths and other vital statistics. The statistical tables and charts on vital statistics
will be of interest to academics, demographers and medical professionals. Specimen certificates of
and procedures for the registration of births, still-births and deaths have been included in the
annexure.
The Registry of Births and Deaths gratefully acknowledges the assistance and
contribution of the Ministry of Health, the Department of Statistics, the Singapore Police Force and
all other agencies in the publication of this Report.

GENERAL
The Immigration & Checkpoints Authority (ICA) administers the Registration
of Births and Deaths Act (Chapter 267). Under this Act, all live births, deaths and still
births occurring within Singapore and its territorial waters are required to be registered
within the stipulated period. The Registry also re-registers births under the Adoption of
Children Act (Chapter 4).

In 2013, 39,720 live births, 18,938 deaths and 80 still births were registered. In
this report, date of occurrence is adopted for the compilation of births statistics while
date of registration is adopted for deaths statistics.
Late Registrations

Live births registered after 42 days from occurrence are classified as late
registrations. In 2013 there were 256 late registrations of live births. Of these, 15 cases
were registered after a lapse of 12 months from the date of birth.

Deaths registered after three days from occurrence are treated as late
registrations. In 2013, there were 164 late registrations of deaths. Of these, 106 cases
were registered after seven days from the date of death.
Re-Registration of Adopted Children

Under the Adoption of Children Act, the birth of a child shall be registered
under the Registration of Births and Deaths Act upon an Adoption Order issued by the
Court. If the child's birth had previously been registered under the Registration of
Births and Deaths Act, the name of the child, as well as the names and other particulars
of the adoptive parents, as recorded in the Adoption Order, are entered in the birth
register in place of the natural or last adoptive parents of the child. In 2013, 320
children were adopted and registered under the Act.

The number of live births was 39,720 in 2013, showing a decrease of 6.9%
compared with 42,663 in 2012. The crude birth rate declined from 10.1 to 9.3 per 1,000
Singapore residents this year (Chart 1).

Among the newborns, 23,890 (60.1%) were Chinese, 6,067 (15.3%) Malays,
4,648 (11.7%) Indians and 5,115 (12.9%) of newborns were of other races. In 2013,
Malays registered the highest birth rate of 11.7 per 1,000 residents followed by Indians
at 11.0 per 1,000 residents. Chinese registered the lowest rate of 8.2 per 1,000 residents.

There were more males than females among the newborns, giving a ratio of
1,070 males to 1,000 females. The higher ratio of males to females has occurred every
year since the establishment of records of births and deaths in Singapore. Table 1 below
shows that the ratio was maintained between 1,058 males to 1,090 males per 1,000
females for the last 30 years.

It is pertinent to note that the higher male to female baby ratio is a phenomenon
occurring in almost all human populations of newborns.

Teenage Births

There were 487 live births born to teenagers aged 19 and below in 2013, a
reduction of 15.3% as compared with 575 in 2012. It is the lowest level in the last
decade. 51.5% of the teenage births were born to Malays. Chinese (31.8%), Indians
(10.3%) and other ethnic groups (6.4%) accounted for the remaining teenage births.
The proportion of Malay teenage births decreased from 53.9% in 2012 to 51.5% in
2013, while Indian teenage births increased from 7.8% to 10.3% in 2013. Chinese
teenage births made up 31.8% in 2013, similar to 2012.

In 2013, 488 live births were registered without the father’s name. Out of these
488 SP births, 121 (24.8%) births were born to teenagers age 19 and below.
As similarly observed in teenage births, Malays made up the largest proportion

of SP births. However, their proportion saw a reduction from 49.4% in 2012 to 45.9%
in 2013. On the contrary, the proportion of SP Chinese had increased slightly from
34.4% in 2012 to 34.9% in 2013.

The highest proportion of live births were born to mothers aged 30 - 34 years
(41.0%), followed by mothers aged 25 - 29 years (26.4%) and 35 - 39 years (20.6%)
(Chart 3).

Based on the resident birth order figures, it seems that women have been
delaying the birth of children till a later age. The median age of mothers showed
increases across all birth orders. For the first order births, the median age of mothers
increased from 29.3 years in 2004 to 30.3 years in 2013. Similarly, the median age for
mothers of second and third order births increased from 31.6 years to 32.5 years and
33.3 yrs to 34.2 years respectively (Table IV).

Live births in 2013 comprised 48.6% 1st order, 35.0% 2nd order, 11.7% 3rd order
and 4.7% 4th & higher order births.

The median age of resident live births for first time mothers was 30.3 years at
the time of giving birth. Malay mothers have their first child at 27.3 years, against 30.9
years, 29.5 years and 30.4 years for Chinese, Indians and other ethnic groups
respectively.

Among these first time mothers, 52.2% had university degrees and 47.8% had
‘A’ level or lower qualification. The percentage of first time mothers with university
degrees had declined by 3.2% in 2013 as compared to 2012.

12,618 or 73.5% of the first time resident live births mothers were employed in
2013. Of these, 82.8% were holding executive, managerial, professional and related
occupations. Clerical and sales related professions accounted for another 16.0% of
working mothers.

38,607 mothers had single births, 539 had twins (including one with one live
birth and one still birth) and 12 had triplet.

The modal gestation period for single births was 38 weeks which accounted for
31.5%. The modal gestation period for twin births was 37 weeks, accounting for 27.3%
of total twin births. Premature single births, defined as births with gestation period of
36 weeks or less, totaled 2,924 (7.6%) of single births. The number of premature twins,
with 36 weeks or less gestation period, accounted for 63.0% of twin births (Table VI).

Birth weight of 3,000 - 3,499 grammes accounted for 42.2% of newborns.

Babies weighing between 2,500 - 2,999 grammes constituted 32.7% while those
weighing above 3,500 grammes accounted for 15.9%. Only 9.2% of the babies weighed
under 2,500 grammes. Birth weight was found to correlate positively with period of
gestation. Table VIII reflects a strong tendency that the longer the gestation period, the
greater the baby’s weight became. Twin births were generally lighter in weight than
single births.

In 2013 a total of 18,938 deaths were registered, an increase of 457 (or 2.5%) as
compared with 18,481 deaths registered in 2012. Among them, 94.7% of the deaths
were certified by medical officers and practitioners, 5.3% by Coroners (Table IX).
Natural causes accounted for 95.1% of total deaths while fatal accidents and violence
accounted for the remaining 4.9% (Table X).

public sector hospitals and 2.9% in private sector hospitals. Deaths in residence made
up 26.9%, while 4.8% were in nursing homes and charitable institutions, 4.4% were in
sick receiving houses and 3.4% at other locations.

In 2013, malignant neoplasms and lung & respiratory system diseases are the
two common causes of deaths in Singapore. Altogether, they accounted for half (51.9%)
of total deaths. Heart & hypertensive diseases and cerebrovascular disease were another
two prevalent causes responsible for 20.7% and 8.9% of death cases respectively. As
compared with the previous year (measured in terms of percentage), both malignant
neoplasms and lung & respiratory system diseases show an increase of 0.4% and 1.3%

respectively. Unnatural causes such as accidents, suicides and other external injuries
made up 4.9%.

The AA has been gradually lengthening over the years. It was 72.5 years in

2004. It increased to 73.3 years and 74.9 years in 2008 and 2013 respectively. Not
including other natural causes, the increase in AA was most conspicuous among
Diabetes Mellitus (70.4 years in 2004 to 74.4 years in 2013) and Kidney & Disorders of
Urinary System (77.3 year in 2004 to 80.1 years in 2013).
Gender
Males outnumbered females in mortality, giving a ratio of 1,199 males to 1,000

females. In terms of causes of death, males registered a higher proportion in heart &
hypertensive diseases and accidents & violence while females registered a higher
proportion in kidney & disorders of urinary system and cerebrovascular disease.

different ethnic groups. The AA for Chinese was 76.5 years compared with 69.5 years
for Malays, 66.9 years for Indians and 61.8 years for other ethnic groups. The gap in
AA between Chinese and non-Chinese ethnic groups existed in all major causes of
death.

Of the 94 infant deaths registered in 2013, 43 were males, 50 were females and
one was of unknown sex. The main causes of infant death were Perinatal Originated
Conditions (45.8%) and Congenital Anomalies (25.5%). The infant mortality rate in
2013 was 2.0 per 1,000 resident live births (Chart 6).

All live births occurring in Singapore can be registered at one of the following Birth
Registration Centres stated below:

A death which has occurred at home and is not attended by a doctor must first be
reported to the Police who will make arrangements for an authorised medical practitioner to
examine the body. The medical practitioner will issue a Certificate of Cause of Death if he is
satisfied that the death is due to natural causes. The death must then be registered at the
Registry of Births and Deaths or any of the Police Divisional Headquarter/Neighbourhood
Police Centre or Post. The documents required to be produced for registration are as mentioned
in Paragraph 5 above.

The Certificate of Registration of Death, together with the attached Burial/Cremation
Permit, is prepared in 2 copies. One copy is issued to the informant and the other copy is
retained by the Registrar. An acknowledgement slip for the documents (as mentioned in
paragraph 5b, c and d) surrendered will be issued to the informant. All documents invalidated
are returned to the informant.

No fee is required for the registration of a death. If the body of a deceased is to be
exported to another country, an Export Permit must be obtained from the Port Health Officer,
Ministry of the Environment and Water Resources. The Export Permit can only be obtained
after the death has been registered.

registrations after three days are classified as Late Registrations.

Still-births which occur in government restructured hospitals are registered at the

Annual population growth rate refers to the annual population increase per
thousand population. For 1980, the annual population growth rate refers to the
annualised increase of the resident population over the previous Census year
(1970). For 1990, the rate is computed based on 1989 and 1990 data using de
facto concept. For 2003, the rate is computed based on 2003 unrevised
population estimates. From 1980 onwards, this rate is based on Singapore
residents only.

Sex ratio refers to the number of males per thousand females. From 1980
onwards, this ratio is based on Singapore residents only.
