Berkeley County enjoys a superb blend of hospitality, sunshine and economic conditions beyond compare. At the center of this blend is the Berkeley County Chamber of Commerce, the mission of which is “To promote member businesses by providing leadership and services that create a strong business environment and high quality of life in Berkeley County.” Our membership is the heart of the Chamber and is comprised of the people who take pleasure in working and living in our special section of the South Carolina Lowcountry. In any community it is the profitable operation of business from which all other benefits are derived. Only by succeeding in this fundamental goal can we provide the jobs and produce the wealth to finance the needs our community is faced with each day. The Board of Directors of the Berkeley County Chamber of Commerce represents the working core of the Chamber and is committed to meet this goal. The board is elected by the membership and is made up of volunteers offering their time and energy to implement many programs for the benefit of the business community. To effectively implement these programs, the board is subdivided into committees that are assigned the following focus areas: -Economic development, strengthening the entire county; -Long-range planning, addressing the big issues in the community; -Education, emphasizing the needs of our children; -Industrial development and community development, understanding the lifeblood of the county; -Public relations, articulating the Chamber’s goals; -Government relations, ensuring the voice of the business community is heard and understood; and -Tourism, promoting events and destinations in Berkeley County. Combing strong individual and collective leadership within this committee structure enables the Chamber to be successful in meeting its goals. Our Chamber of Commerce is a catalyst, a common vehicle through which the mutual interests of all segments of the business community work together for the common good of the total community. A clear benefit of membership is that the Chamber acts as the unified voice for more than 500 area businesses, including industry and professional firms. In addition to the collective benefits, each member derives immediate benefits to their business. These benefits are flexible in nature, designed to support the multiple needs of our Chamber’s membership. They include but are not limited to: business journal subscriptions, discounts on computer assistance, a small business luncheon, a legislative luncheon, an economic forecast breakfast, networking opportunities, seminars and workshops. In addition, the Chamber regularly advertises in national newspapers and magazines promoting visitors to our area and the benefits they bring. Berkeley County’s history dates to colonial times. Our Chamber must continue to lead and emphasize a strong business environment in a period of rapidly expanding growth. With this strong business environment, we can stress the values of our community, a well-educated workforce, good jobs for our citizens and a balanced commitment to green space. Sincerely, Richard Gregory, 2006 President of Berkeley County Board of Directors. There are Interstate Highways 26 and 526, and Federal Highways 52, 17A, and 176. The Rural Transportation Management Association provides public transportation in rural areas and offers contract services with area employees. Rural public transportation comes via the Berkeley Charleston Dorchester Rural Transportation Management Association, according to William Hutto, executive director. The 10-year-old association provides public transportation in rural areas of the three adjoining counties and links with Charleston's metropolitan transportation system. Government by a nine-member board, three from each county, the association receives some federal and state funding. "The RTMA is a big factor in growth," Hutto said. Rural public transportation is focused on getting customers to and from work. That includes contracting with business to transport workers. In addition, the RTMA carries clients to adult day-care centers and provides curb-to-curb service for the disabled. For pilots, the Berkeley County Airport is open 8:00 a.m. to dusk and is closed only on Christmas Day. The county's elaborate network of lakes, canals, rivers, and dams make it possible to travel by boat from the SC Midlands in Columbia, all the way to the Atlantic. The Diversion Canal connects Lakes Marion and Moultrie. The Tailrace Canal connects the lower Lake Moultrie and Pinopolis Dam to the headwaters of the Cooper River at Wadboo Creek. 6 Berkeley Resource Guide REV.qxd 11/28/2006 10:50 AM Page 7 -1- Berkeley Resource Guide REV.qxd 11/28/2006 10:50 AM Page 8 Life in Berkeley County In Porgy and Bess, SC native DuBose Heyward described the lifestyle in South Carolina "where the livin' is easy." Whether it's Summertime, so melodiously immortalized, or any other season, the description is still apt. It's the way we live and the tempo that moves us, and we love it. Why is the livin' still easy in Berkeley County? For one thing, Southern hospitality defines our basic rules of engagement. Visitors are welcomed like friends. People here are so nice, they still wave and speak to folks they don't even know - yet. This relaxed lifestyle and welcoming friendliness, combined with our excellent business climate, job opportunities, reasonably priced housing, and nationally renowned recreation, have made Berkeley one of South Carolina's fastest growing counties. If you think your neighbors should feel like family and community's ties should be strong, then we'd like for you to come see us. 8 Berkeley Resource Guide REV.qxd Waddey’s Marina 11/28/2006 10:50 AM Page 9 Berkeley Resource Guide REV.qxd 11/28/2006 10:50 AM Page 10 In the late 1600s, English and French Huguenot planters settled our area. Their fierce independence and self-sufficiency, and strong, agrarian work ethic have defined our regional mentality. Many families here proudly trace their roots to these settlers. Gratefully, society has made many advances since those centuries. However, we are linked by common experiences, a shared past and, above all, a love of the land. We're proud of our communities and are working together and are excited about the future. The Lords Proprietors early referred to the area around Charles Towne as Berkeley County, with the name Berkeley coming from John, Lord Berkeley and Sir William Berkeley. Several national figures, including Revolutionary War General William Moultrie, called this home. The elusive Swamp Fox, General Francis Marion, tormented British legions occupying much of South Carolina. He emerged from our swamps, attacking with his small band of marauders, then retreating like a ghost into the misty backwaters of his homeland where the Redcoats could never find him. Henry Laurens, president of the Continental Congress, resided at Mepkin Plantation. Centuries later, publisher Henry Luce and Clare Boothe Luce, a writer and a diplomat, bought Mepkin. They loved it so much they were buried there. 10 Berkeley Resource Guide REV.qxd 11/28/2006 10:50 AM Page 11 How Healthy Is Your Bottom Line? Reliable water, sewer and electrical services at industrial development sites compliment that workforce. Industry is considered an integral part of the community's economic development plan. Berkeley County's transportation system - - including waterways, interstate highways, port facilities and a nearby international airport - - also encourage manufacturing businesses to locate here. "Our transportation system is very good," he said. The area's container port is Number 2 on the East Coast and waterways through Berkeley County enable seagoing barges to serve local industries. Kennedy noted that the history of a varied and reliable transportation system dates to the 1700's, when plantations sent crops from local docks to Charleston. "The Cooper River has always been the superhighway" for products that need to be sent by cargo or container ship”, he said. Kennedy said county government has favorable relations with industry because "we like manufacturing." He noted that manufacturing jobs teach local residents new skills and pay higher that average wages. Manufacturing companies also have a high number of employees, compared to other businesses. Ted Creech, regional director for BellSouth, said, "Berkeley County, from its political leaders to small businesses are focused on a pro-business atmosphere." Jason Baucom, general manager of Baucom's Nursery's local site, said, "it's easy to do business here. … Berkeley County has been very good to us." Companies that locate in Berkeley County know they can offer their employees a high quality of life, Kennedy said. Benefits include a good local education system and local opportunities for higher education; a high level of culture and history; sports entertainment; and outdoor recreation, ranging from hiking to paddle trails. Kennedy said the county works at having a balanced industrial mix. "We court industries that are environmentally friendly. … We've turned away those that don't fit. We want to protect what we have." 12 Berkeley Resource Guide REV.qxd 11/28/2006 10:51 AM Page 13 BERKELEY COUNTY INDUSTRIAL AND COMMERCIAL CONSTRUCTION - 2005 Quarter $Value No. of Permits 1st Quarter $23,965,334 10 2nd Quarter $15,305,871 17 3rd Quarter $11,492,268 18 4th Quarter $18,736,595 21 BERKELEY COUNTY TOP EMPLOYERS Business No. of Employees (1) US Navy (Naval Weapons Station) 16,200 (2) Berkeley County School District 3,400 (3) Santee Cooper 1,750 (4) Blackbaud, Inc. 900 (5) Nucor Steel 850 (6) Berkeley County 750 (7) Alcoa, Mt. Ever since our 300-year-old county has been "discovered," new businesses and subdivisions have been growing. State economists say we're growing at the rate of 2.5% per year. Even with the growth, 48% of the county's acreage is protected from development by ecological easements. Infrastructure has been set in place to handle these growing needs. We're in the middle of a boom, and our local government has big plans. Homes range from $80,000 to over a million plus with the median price being around $200,000. Santee Cooper traces its roots to the 1930s when a Federally and State funded project created manmade Lake Moultrie. In 1934, the SC General Assembly created the SC Public Service Authority to construct and operate the Santee Cooper Hydroelectric and Navigation Project. Today, Santee Cooper is a major energy and economic resource for more than 1.8 million customers, providing electrical service to over 150,000 residential and commercial entities in Berkeley, Horry and Georgetown counties and their various municipalities. Santee Cooper also generates the energy distributed by SC's 20 electric cooperatives, which serve over 625,000 customers in all 46 SC counties. BellSouth offers local and long distance telephone service, as well as cellular service through Cingular Wireless and broadband Internet services. Ted Creech, Regional Director for BellSouth, said, "Berkeley County is a wonderfully diverse region with tremendous business opportunity and growth. People in Berkeley County look for opportunities to succeed and we're thrilled to see our customers succeed. They gain this success in part because of the communications infrastructure." Berkeley County's history dates to 1682, when it was named for one of the Lords Proprietors of the Carolinas. The largest county in the state offers a challenge to its leadership. "The most important thing to emphasize is balanced growth," said county supervisor Jim Rozier. The county looks to balance open green space with industrial and residential growth - protecting what the citizens value most while making sure that taxes do not overwhelm them. Government departments range from animal control to veterans' affairs and water and sanitation. One of the most versatile departments is the Geographic Information System department, directed by Greg Rines. That department provides full-color graphics for municipalities, industries and individual citizens - 4,200 maps in the last fiscal year, according to an article in The Post and Courier. The maps can be used to locate municipal services, to outline conservation districts or to determine wetlands. With a full compliment of services, Berkeley County has the lowest personal property tax is the tri-county area. Rozier said it is important to "protect what we hold dear" and not to overburden local residents with high taxes. Also serving the populace is Berkeley Electric Cooperative that was formed in the early 1940's as a not-for-profit utility in order to provide electricity to rural Berkeley County. From its unassuming initial stages, the cooperative has grown into the largest electric cooperative in the state with over 75,000 members in Berkeley, Charleston, and Dorchester counties and 4,500 miles of line. Berkeley is also a member of Touchstone Energy, a nationwide alliance of nearly 1,000 cooperatives dedicated to accountability, integrity, innovation and commitment to community. SCE&G/SCANA history dates back to 1846 when local businesses came together to form the Charleston Gas Light Company and in 1982, SCANA was formed by the merger of Carolina Energies with South Carolina Electric & Gas Company. Subsidiaries include SCE&G, PSNC Energy, South Carolina Pipeline Corporation and SCANA Energy-Georgia. This $9 billion energy holding company is engaged in electric and natural gas utility operations and other energy-related businesses. SCANA Corporation serves over 610,000 electric customers in South Carolina and more than one million natural gas customers in South Carolina, North Carolina and Georgia. The town developed on the southeast corner of the Mitton Plantation. In early days, it was more of a trading post than a town. There were three or four taverns, and five or six stores. The usual practice of the area's Santee River planter was to take his crops to Moncks Corner, sell them, receive cash or goods in exchange, dine and return home in the afternoon. It was not until 1856 when the Northeaster Railroad laid its tracks over portions of former Mitton and Fairlawn Plantations, then land owned by Iley Coleman, that five acres were set aside for a depot and the center of a new Moncks Corner. The town today has a population of over 6,000 people with two medical facilities, Santee Cooper's modern highrise office complex, and is the Berkeley County seat. The citizens of Moncks Corner and the nearby area Pinopolis enjoy outdoor activities such as boating, swimming, skiing, hunting and fishing. The town hall is located on Carolina Avenue with the fire department next door. The living around Moncks Corner is quiet and easy, enjoyed by everyone. French Huguenot settlement on the Santee River beginning in 1685. Jamestown has enjoyed a colorful history. The town was established in 1705 several miles down river from its present location. Jamestown was not incorporated until 1957. The town hall is located on SC highway 41 in Jamestown. The French Huguenots were a peaceful, industrious people, serving God faithfully in the wilderness. They gained wealth by marketing indigo, rice, and such naval stores as turpentine and pitch. The region around the Jamestown settlement became known as French Santee. None of the 13 original colonies received a stronger infusion of Huguenot blood, faith and valor than South Carolina. Moncks Corner Town Square 23 Berkeley Resource Guide REV.qxd 11/28/2006 10:53 AM Page 24 St. Stephen St. Stephen is a quiet town located on Hood Street in northern Berkeley County, 15 miles from Moncks Corner. The estimated population is 1,825 people. Major employers are Albany International, Georgia Pacific, and Smith Enterprises. St. Stephen Episcopal Church was constructed between 1767 and 1769. Built with money from the prosperous indigo market, it replaced a small wooden frontier chapel on the same site. One of the most interesting aspects of its construction is its masonry; inscribed on the east wall above the chancel window by William Axson, a member of Wambaw Lodge of Freemasons. Supervisors A. Howard and Francis Villeponteaux also left their signatures. After years of decline, several renovation efforts were mounted and today this National Historic Landmark is the site of weekly services. Bonneau The Town of Bonneau was settled where the road from Bonneau Ferry came to the railroad. By the end of the 1800's, a farming community had developed around the Bonneau station of the Atlantic Coastline Railroad. At one time, the town had a railroad station, a livery stable, blacksmith shop, turpentine still, sawmill, school, bank and two cotton gins. In fact, Berkeley County's first high school was located within the Town of Bonneau. A small family community with a population of approximately 425 people, the Town is located seven miles north of Moncks Corner. It is a quiet and safe community with a variety of churches and denominations. The Town is surrounded by the Francis Marion National Forest, which includes a small portion of the SC Palmetto Walking Trail, which is used for walking, biking, camping and exploring the vast variety of scenic culture. 24 Berkeley Resource Guide REV.qxd St. Stephen, South Carolina 11/28/2006 10:54 AM Page 25 Berkeley Resource Guide REV.qxd 11/28/2006 10:54 AM Page 26 Goose Creek The City of Goose Creek is a historic community dedicated to retaining a small town character. The Goose Creek area has drawn residents seeking a new way of life since the late 1600's. Today, the City is home to over 30,000 citizens who enjoy the benefits of living in a quiet community near the resources of a larger metropolitan Goose Creek Municipal Center area. Goose Creek residents are prospering, as reported in the 2000 Census. The median household income was $45,919, which is higher than both the state and national averages. Approximately 18% of City households report a median household income over $75,000. New home construction has risen sharply, with an increase from 244 new housing starts in 2003 to 505 permits in 2005. The average price of a new home in 2004 was approximately $185,800. Hanahan Hanahan as a community predates WWII. When World War II began, an influx of civil and military people into the Charleston area caused a housing shortage. Around this time, the army started using land around Yeamans Hall Road as an army base. Army barracks were constructed and even a hospital was built on the site that is now Kelly-Bessinger Park. After the war ended, the federal government began auctioning off the land as surplus property. Thus the area began to develop very quickly. Since the days of WWII, Hanahan has grown into a beautiful community. The city incorporated in 1973, and hasn't looked back. Almost all of our facilities have been replaced in the last ten years to a more modern and serviceable environment. We are currently in a growth boom. Our population currently is about 14,000 and we expect to almost double that in the next few years. With the great location, close to the port, surrounded by the larger cities, and having great schools, Hanahan is a place of priority to live. We hope to keep it that way. 26 Berkeley Resource Guide REV.qxd Hanahan City Hall 11/28/2006 10:54 AM Page 27 Berkeley Resource Guide REV.qxd 11/28/2006 10:54 AM Page 28 Discover the value of co-op membership! Begun in 1785, this hand-dug engineering marvel coursed 22 miles to connect the Santee and Cooper Rivers. When complete, rice and cotton were no longer hauled the backbreaking journey overland to the tall ships anchored in Charleston harbor. Carolina Gold rice and SC cotton were the finest in the world, eagerly sought by Europeans who kept their Colonial cousins equally well supplied with fine China, Asian silks inside the Stony Landing house. Its restored interior has enormous hand-hewn timbers and eight foot brick piers. The Canal Park is also the site of the Berkeley Museum, where the area's 12,000-year history is traced from Native Americans to the modern era. The Museum focuses on the Revolutionary War exploits of local hero Francis Marion, the father of modern guerrilla warfare, who is buried in the county. It also details the construction of the Civil War torpedo ram named the Little David. Every year the museum hosts the Antique Tractor and Engine Show. Another must-see for visitors is Cypress Gardens. Used in 1720 for rice cultivation, the old rice reservoir is now referred to as the Cypress Gardens Swamp. It's been the setting of 21 blockbuster movies, including Cold Mountain, the Notebook, and The Patriot. It has also been used as a backdrop for numerous national television commercials. Visitors can enjoy explore from in flat bottom boats or the many trails.
