Labour Budget (FY 2015-16) Instructions for data entry in NREGASoft Labour budget of FY 2015-16 will be captured in NREGASoft in 2 parts I. Demand Projection II. Works details I. Demand Projection: It will be entered separately for IPPE and non IPPE Blocks A. IPPE Blocks: for 2500 IPPE blocks the demand projection will be entered village-wise from PO/ GP level login B. Non IPPE Blocks: for other blocks demand projection will be entered GP-wise from GP level login Steps to enter the demand projection in NREGASoft are given in detail for both types of blocks. A. WORK FLOW DOCUMENT ON ‘IPPE BLOCK’ MODULE The given options related to IPPE block. Declaration of IPPE Blocks (state login) Freeze declared IPPE blocks(state login) IPPE-Demand Projection’ Data Entry Module(PO and GP login) Overview of IPPE block: 1) Flagging/marking of IPPE blocks in each State by State nodal officer using option given in StateDBA login. 2) Freezing of declared as IPPE blocks by state nodal officer/state co-ordinator using option given in state login. 3) Entry of demand projection for IPPE blocks at PO/GP login for the next (2015-2016) financial year. Now herewith we are going to describe each and every point mentioned above. 1) Declaration of IPPE Blocks: At state login there is an option named as ‘Declare/Undeclared IPPE Blocks’ using which state DBA can flag/declare or unflag /undeclare a block as IPPE block up to the allocated number of blocks for that particular state. In the page you will come to know existing number of declared/flagged as IPPE blocks and max number of IPPE blocks. 1 You have two way for flagging IPPE blocks: 1) District wise(select any one district) 2) All district wise(tick to check box all district) Description of way of flagging/unflagging: In the displayed list you will be shown all the blocks according to selected option (district wise or all district wise). In that you will be able to see which block is marked as IPPE or which is not. If marked as IPPE, it will set to ‘Y’ flag else ‘N’. Against each block there is a check box and if you tick the check box then see the cases below. Case 1 ) If block is already set to N (means undeclared as IPPE ) and you tick check box it will become ‘Y’(means declared as IPPE) Case 2 ) If block is already set to Y (means declared as IPPE ) then check box will be checked already and if you untick check box it will become ‘N’(means undeclared as IPPE) You may refer above screen shots. Now finally you have to click on update button for successfully flagging. Note: if you reach up to max number of IPPE block(Y cases) in a state, you can’t declare any block as IPPE but can undeclared blocks as IPPE.Each time you will come to know current status about IPPE blocks. 2 2) Freeze declared IPPE blocks: Herewith we just have attached a screen shot of Punjab state for example, in which it is shown you all the declared IPPE blocks. So please before freezing you (state DBA) must verify all the IPPE blocks whether they are actually IPPE block or not and if not then again go through the option ‘Declare/Undeclared IPPE Blocks’ and correct it. After finalizing IPPE blocks , You have to take print out of this page and make verify(signed off) from MGNREGS chief functionary (Commissioner/Director/Secretary) and send it to MORD. Once the signed off list is received (at least through email/fax) NIC will allow a state to upload IPPE Data as per the formats already created (and used for a couple of days before being taken off). 3) IPPE-Demand Projection: In demand projection, there are two main options. 1) 2) Vulnerable households Villagewise consolidated other households A) Vulnerable households:- Belongs to SC/ST/Nomadic/Denotified Tribe/BPL Family/Women headed or PH headed household/IAY/LR/FRA Beneficiary in a selected village.A user may input values as demand days from april to march in the selected financial year using entry option against each registration numbers(job card).In the same financial year a non FRAbeneficiary may enter total number of 100 days if there is no additional days given by their panchayat while as a FRA-beneficiary may demand 100 days +50 days(for FRA) + extra day given to worker’s panchayat(if any).Using edit option a user is able to edit previously entered values for correction. 3 B) Non-vulnerable Villagewise consolidated households :- belongs to non vulnerable households of a village in a consolidated manner. A user may input values as demand days from april to march in the selected financial year using entry option against each selected village. 4 B. WORK FLOW DOCUMENT ON NON IPPE BLOCKS For other/ non IPPE blocks data entry of demanded days will be entered cumulative monthwise from month of April to March for each Gram Panchayat. While entering the demanded days (Persondays) it must be ensured that figures are entered cumulatively upto the month. The persondays reflected against the month of March has to be the total demand of that GP for next financial year. The screen shot of data entry for GPs of non IPPE blocks is as follows. 5 II. Work Details: State needs to enter the details of works which will be taken up in next financial year (FY15-16). While making the entry for the work details the existing format in NREGASoft will be used for both IPPE and Non IPPE blocks. Estimated cost and estimated persondays are mandatory fields.
