WHEN IS A PARCEL OF LAND NON-BUILDABLE?
The Assessor’s Office does not determine whether a parcel of land is buildable or non-buildable.
The Assessor’s Office must assume all parcels are buildable unless and until either the Town
Planner (or Planning and Zoning Commission), Town Engineer, Town Health Director or Town
Sanitation Officer states, in writing, that a certain parcel of land can never be built upon for some
specified reason. A letter from a surveyor or other private party is not acceptable.
The above-described (and signed) letter (or a copy thereof) must be, timely, provided to the
Assessor’s Office. Then and only then, can the Assessor’s Office re-value (on the next Grand
List) the parcel of land in question as non-buildable.
