The Welfare Center for the Elderly is a place where people can gather and pursue
various hobbies like going to the sento (Japanese bath), playing shogi (Japanese chess)
and Igo, singing folksongs etc.

 Gateball for Health and Socializing
To improve the health and general condition of the elderly and to give them an
opportunity to socialize, light sports like Gateball are promoted and guidance is given.
Within the city there are 9 clubs, and approx. 100 people are already enjoying the
Gateball.

People over 65 who are living alone and still are able to come to the local welfare hall by
themselves, can gather once a week, do their favorite hobbies or just relaxing and spend
a happy day together. Lunch is provided.

To enrich the everyday life of the elderly, cultural activities and recreation to increase
their health are offered.

In order to increase health via cultivation of vegetables or flowers, or to be part of
society therefore are 189 allotments (each approx. 9 m2 ) where you can energetically
grow seasonal vegetables. The period of use is 2 years. Applications are taken on
November every second year.

 The ease, vivacity and heartwarming of an allotment garden.
For seniors who tend to stay indoors all day or who are living alone, farming is a good
way to return to society and do their favorite occupation.

nursing, medical expenses etc. and various services. It’s an opportunity to get a better
idea of necessary advice and services.

Citizens over 75

Seniors over 75 (or people aged 65 to 74 who have legally defined disabilities) have
to enroll in the Health Insurance for the Elderly.
When receiving medical treatment, own contribution is 10 or 20% of the medical

contribution stated in the table above (pharmacy expenses included), we send a
notification to the beneficiaries of the large-amount medical expenses

2. Citizens who were born before the 30.6.1937 and haven’t turned 70 yet, correspond to
the fixed conditions and can obtain the senior citizen medical subsidy.

3. The own contribution of dialysis patients with chronic renal failure, hemophiliac etc
amounts to 10,000 yen/month.
Members of the Health Insurance for the Elderly, bring roujin hokenhou iryou
jukyuusha-sho, insurance card, name stamp, certificate of disability, etc, when applying
for the Certificate for Medical Treatment of Designated Diseases.
Welfare recipients can apply for the Certificate for Medical Treatment of Designated
Diseases at any insurance company. Please bring the Medical Certificate, Insurance
card and name stamp.


Hospitalization Money
People who reside in Kunitachi-city for over one year and whose income is below the
standard income level, can obtain 5,000 yen if they have to stay continually 7-30 days in
hospital. In case the stay is between 31 and 60 days amounts to 15,000 yen and in case
of a stay over 61 days to 20,000 yen.
(Does not apply to livelihood protection recipients)

Partial Subsidy for Purchase of Special Glasses
There is a partial subsidy for people with cataract who have to buy special glasses
because they can’t undertake the surgery (insertion of a lens in the eye).

Support for use of Recreation Facilities
We provide a financial support for seniors over 65 who made use of the recreation
facilities. It amounts to 2000 yen per person and night once a year.
Please hand in the application form within 3 months, starting from the following day of
the overnight stay.
Required documents: Receipt with the name of the applicant in clear writing
Certificate of the overnight stay (in case the contents of the
overnight stay are stated clearly on the receipt, the receipt is
sufficient.

Rental Apartments
The city offers rental apartment to those who eviction of/from their apartment because
it’s going to be torn down. This service is available for citizens who live longer than 3
years within the municipality and are over 65 years of age.

When Taking Trains or Buses - the Silver Pass
The silver pass is a ticket for subway, metropolitan buses and private lines.
It is valid for one year and is issued every year on 1st October.
It’s usually priced 20,510 yen. For citizens who are not subject to the local resident tax,
the fee is 1,000 yen.
(doesn’t apply to people who live in a special high-maintenance old citizen’s home)

Borrowing a telephone for senior citizens
If senior citizens over 65 who have no relatives nearby don’t have a telephone line, they
can borrow a telephone in case of an acute disease.

To preserve the health of over 70 year olds (living alone) and give them the opportunity
to participate in social life, we provide them with 4 tickets a month.

Our cooperating members provide charged service to those who are registered as in
need of financial backing for housework or childcare, to the elderly and people with
physical or mental disabilities and possibly to single parents, households provided with

Nursing Home for the Aged
It’s an institution for people over 65 (in special cases over 60) who have difficulties with
living at home because of a physical or mental disability or a difficult family situation.
Admission is limited to income.

housing situation.
There’s the ordinary A-Type (meals supply) and in addition B-Type (cook for oneself)

House Repair Aid
When the house needs to be repaired, or in case of modification of the house (installing
handrails, liquidate difference in levels for prevention purposes) there’s an aid to help
with construction and installation of new equipment in bath room, toilet, kitchen etc.
The repair aid is limited to income; 10% of the costs incurred are your own contribution.
Recipients of nursing care insurance benefits are exempted.

Independent support short stay
Over 65 years old seniors (feeble condition) can temporarily enter a senior citizens’
home, when their family can’t look after them because of illness or ceremonial occasions.
(in general: 7 days in a 6 month’s period)
Compensation fee is 900 yen per day (Food expenses charged separately.Does not apply
to recipients of nursing care insurance benefits.)


In general, for people over 65 who live alone and senior

Independent Support Day Care Service
The independent support day care service is a service for feeble seniors to preserve a
good general condition. They can spend the day at the center and are offered help in
matters of daily live and meals.
You can be picked up by bus near your house and you’re also going to be seen off.
Compensation fee is 400 yen a day, meals are sold at actual expense.
Does not apply to recipients of nursing care insurance benefits.

Location Service
Dementia patients are provided with a portable transmitter so they can be located in
case they get lost. When they get lost, they can contact the Management center and let
them know their actual location.

Serving Milk for the Elderly
For over 70 year old people who are living alone, it’s a service to increase their health
and to confirm their well-being.

Diaper Service
Primary nursing care (over level 3) cases who are nursed at home are provided with 8
diapers a day. For 5000 yen per month, we also provide a diaper service for people who
prefer disposable diapers.
(In general 10% own contribution)

Equipment for Independent Daily Life
We’re installing, supporting equipment for bathroom or stairs, western style toilets for
senile senior citizens over 65 who live at home, as necessary.
(10% own contribution. Does not apply to recipients of nursing care insurance benefits.)

Help for Washing and Disinfection of Bedding
We offer help with washing and disinfecting the bedding if over 65 years old are not able
to do it alone anymore due to age or if they are bedridden.
(There’s no charge for the helper, help’s available once a month.)

Dispatch of Home-care Attendants for Senior Citizens
For households with a senior who needs help in daily life, the city can dispatch home
helper to take care of cooking, laundry, cleaning and other matters of daily life.
Concerned are in general people over 65. (Does not apply to recipients of nursing care
insurance benefits.)
In general, own contribution is about 10%. Service is limited to 2 hours per week.

Emergency Call Service
Seniors can contact the fire department (No.119) or a security company by simply
pressing a button of a portable pendant to call an ambulance in an emergency.
This service is available for dementia patients over 65 and seniors over 70 who live
alone.

Senior Citizens’ Taxi Coupons
There are welfare taxi coupons available for seniors over 65 who live at home.
Beneficiaries are classified as nursing care level 1 cases and over and can’t use public
means of transportation like trains and buses due to problems with their legs.
Available are 9 tickets a 300 yen per month. (Households that are not subject to the
municipal tax.)

Exhibition of Assistive Products
There’s an exhibition of around 110 items from wheel chairs, electric beds, portable
toilets to self-help equipment like spoons, forks etc. Shown in the lobby of the Kunitachi
Welfare Kaikan (1F)

People pay nursing care insurance premiums from the age of 40 because they don’t want
to bother the following generations and want to be able to lead an independent life, in
case they become bedridden or develop dementia.


services provided by the nursing care insurance.

When you want to use the nursing care insurance you have to get an acknowledgement
of the municipality first.
When applying, a nursing care professional comes to the home, and examines the living
circumstances etc.
The result of this examination first there’s a computer based judgment, (nationwide
uniform standard) Second, the personal opinion of the family doctor and of health
preservation/medical care/welfare specialists is considered.
As the result of this examination the level of the nursing care is determined.
Please bring your Insurance Certificate when applying.
After approval you can get a refund for the used services from the day of application.
