Island Highway/ Ocean Boulevard – Colwood Resource
Recovery Centre - Rezoning
Application for a text amendment for a portion of the
City land at Island Highway and Ocean Boulevard to add
to the list of permitted uses, 33 additional uses including
a resource recovery centre.
Royal Bay – Master Development Permit
Application for a Master Environmental Development
Permit for the remaining build-out of the Royal Bay
development.

Royal Bay – Development Permit
An application for a Form and Character DP for 33 town
homes at the corner of Latoria Blvd and Ryder Hesjedal
Way.
468 Goldstream Ave. – Development Variance Permit
An application to relax the number and depth of offstreet parking requirements for the two six-storey
residential and commercial buildings at the “468
Landmark” development.
474 Goldstream Ave. – Rezoning and Development
Variance Permit
An application to rezone from a Residential 1 (R1) Zone
to a comprehensive development to allow two six-storey
apartment and commercial complexes and to relax the
number and depth of off-street parking requirements
(Proposed addition to “468 Landmark”.
3338 Anchorage Ave. – Development Variance Permit
An application to remove an existing attached garage to
extend driveway to back of house to a detached two-car
garage.

Royal Bay – Zoning Text Amendment
An application to amend the text of the RBCD1 and
RBCD3 zones to accommodate the development of a part
of the “Meadows Neighbourhood” (Phase 1 and 1A) of
Royal Bay has been received. Third Reading given on
January 25, 2016.
3476 Wishart Road – Zoning Text Amendment
An application to amend the text of the CD22 Zone
(“Wishart Gardens”) to permit the construction of
detached housing and duplex units within Phase 1 (CD22
Zone Area 4).
284 Belmont Road – Development Permit
Application to permit development of a 4-storey, 48 unit
rental apartment building, with one level of underground
parking. The development includes a Development
Variance Permit to relax the required number of offstreet parking stalls and parking stall dimensions.
Development is currently placed on hold by the
applicant.
APPLICATION ON HOLD
468 Goldstream Ave. – Development Permit
An application to amend the existing Development
Permit DP-15-11 to replace two-bedroom units with onebedroom units.

544 Windthrop Road - Rezoning
Rezoning from AR1 to R1 to subdivide an additional lot.
A modified R1 Zone is sought to allow a maximum of 5
lots at subdivision of the subject site to meet the OCP
density target for Hillside (10 units per hectare). The
application includes a conservation covenant and a road
dedication covenant. The application has received 1st
and 2nd Reading. A Public Hearing is scheduled for
February 10, 2016.
661 Kelly Road - Rezoning
Rezoning from R1 to RT1 to allow for multi-family
townhome development.
1939 and 1945 Sooke Road – Rezoning
Application for a Rezoning text amendment to add
Boarding School to the list of permitted uses for the C2
Zone for the subject properties only. A Development
Agreement is in progress.
2350/2356 Sooke Road
Rezoning of the property from R1 to a new
Comprehensive Development Zone in order to facilitate
the construction of a mixed-use development containing
a fitness centre, 3 commercial units and 4 residential
apartments. Application received 3rd Reading and a
Development Agreement is in process.
3320 Metchosin Road/3319 Painter Road –
Development Permit
an increase in density and diversity in housing types. A
Development Agreement is currently in progress.

Royal Bay Drive – Development Permit
A Development Permit is requested to address Form and
Character for all lots less than 550m2 that lie within Lot
“E” of the Royal Bay development (Phase “1A and B”. All
but 10 proposed lots fall within the scope of this DP.
3476 Wishart Road – Development Variance Permit
A DVP is required to Reduce the right of way width from
10m to 18m along Delora Drive; reduce the minimum lot
width and frontage from 16 m to 12 m for single-family
lots; and reduce the front yard setback from 6m to 4.5m
(except garage) for single-family lots.

A rental apartment complex consisting of two 4-storey
buildings (96 dwelling units) and associated site
improvements.

An application has been received requesting a Form and
Character Development Permit for two three-storey 18unit rental apartment buildings, and 9 fee simple “small
lot” single-family lots fronting Painter Road.
Ocean Grove – OCP and Zoning Text Amendment
To amend the text of both the OCP Guidelines and the
Zoning regulations to reflect the new name and allow for

Building 1 construction is nearing completion. Frontage
works are underway.

314 Wale Road
Construction of two mixed-use buildings and one hotel
building connected by a common parking garage on the
site. The mixed use buildings are nearing completion and
the hotel is now open.
On-site activity
Onsite and offsite works are nearing completion.
3221 Heatherbell Road – Zoning Text Amendment
A Building Permit to allow for 33 units in three 3 and 4
storey condominium buildings over a concrete parking
structure (Phase 1). A Foundation Permit has been
issued.
324 Goldstream Avenue
Development Permit issued for Wellness Centre; 2
storeys above concrete parking structure.
517-535 Latoria Road
Plans are for 59 single-family residential lots in two
phases. An environmental Development Permit was
issued and updated on November 29, 2011 for Phase 1
(27 lots).
On-site activity
Rock Crushing completed and majority of blasting also
finished. Retaining wall construction and utility servicing
works are ongoing.
543 Latoria Road
This project includes a maximum of 11 single family lots.
On-site activity
Site preparation is currently occurring on the site in
association with 517-535 Latoria Road development.
571 Latoria Road – Latoria Heights
This project includes a maximum of 65 total townhome
and condominium units and was amended in 2014 to
permit four single-family lots in place of 4 townhomes. A
development permit and building permit was issued for
17 townhomes in four blocks in June 2015.

Phase 1 of the development is under construction.

on the boulevard on Wishart Road.
Royal Bay – Phase 1 and 1A
Phase 1 and 1A include 119 single family homes near the
new Royal Bay High School.
On-site activity
Site preparation of show-home sites is underway. Public
launch of Phase 1 is currently scheduled for late spring
of 2016 with 16 show homes by builder partner
Gablecraft Homes.
