To qualify as an urban area, the territory identified according to criteria must encompass at least 2,500 people, at least 1,500 of which reside outside institutional group quarters." What is the wealth distribution of a population? What is the urban / rural distribution of a population? What are the living conditions like for urban populations? (or rural populations) What is the quality of the built‐environment ? 11
