you are a City of Santa Cruz resident, you must provide proof of
residency to receive the discount. You may register online at the
non-resident rate to secure your spot and we will gladly refund the
difference when proof of residency is submitted to the Parks and
Recreation Office within ten (10) business days of registration.

To make the registration process as easy as possible, here are some helpful tips:
instaReg, our online registration system, works on almost all
electronic devices. However, its best to do a test run with your
specific device before Summer Registration begins on April 11th.
Make sure you have your login and PIN handy before registering.
Summer Registration Hotline staff will be available to answer
your last minute questions on Saturday, April 11th starting at
7:30am until Noon. Call (831) 420-5270 for assistance.
Between 8:00 and 10:00 am on the first day of registration, you may see notes that
non-residents cannot register until the next day. Never fear! At 10:00 am on April
11th, the setting automatically charges to allow non-residents to begin registering.
The Louden Nelson Community Center will have
computers and staff available to help you on registration day. The
Community Center opens early at 8 am on Saturday to provide
you with in-person help for using instaReg.
If online registration is not an option for you, you may use the Mail-in/Fax-in form
located in the brochure on page 57 and our website.

POLICIES
■ Class Fees: when two fees are listed, Santa Cruz City residents (R) pay the discounted
fee and non-residents (N) pay the higher fee (e.g., $42.00 (R)/$52.00(N).
■ Advance registration is required for all classes.
■ Age level indicates the age that the participant must be by the first day of class.
■ Business days are Monday – Friday, 8:00 am to 5:00 pm, excluding City holidays.
■ Refunds & Transfers: when a class is cancelled by the Parks and Recreation
Department, a full refund will be given. When a registrant withdraws from a class, the
following options are available:
■ Up to four (4) business days before the first class meeting:
1. TRANSFER to another Parks and Recreation activity minus a $5.00 transfer fee;
2. WITHDRAW and receive a credit to your Parks and Recreation account minus a
$5.00 processing fee per class for each participant;
3. WITHDRAW & REFUND of class fee minus a $20.00 processing fee.
■ From three (3) business days prior to the course start date, no refunds, credits or
transfers will be given.
■ Credit balances can be used for other classes or facility reservations.
■ Please allow up to three (3) weeks to receive a refund check in the mail.

Lessons are taught in 94-degree water so swimmers are warm and relaxed. Specially
trained teachers have high expectations and techniques to guide students to be super
swimmers! Note that changing rooms are not available. There are restrooms near the
pool in the park.

Class Descriptions
Little Otters – For parents and babies from 4 months to 2 1/2 years old. We follow a
gentle approach to encourage their natural enthusiasm. Your baby will benefit from the
bonding and trust built from this family oriented class.
Sea Otters – This beginning class is designed for ages 2 1/2 - 4 years old and will
introduce your child to fundamental skills with the objective of establishing comfort and
confidence in swimming.
Sea Horses – This class is specially designed for children already comfortable with
being underwater and floating front-side. They will develop arm strokes and the ability to
swim short distances.
Seals – Students will develop proper arm strokes, work on side-breathing, the
backstroke and strength conditioning with the goal to build confidence.
Aquaphobics – Classes are available for fearful swimmers, from children all the way
up to adults that need to improve their stroke. It’s never too late to learn how to swim!
SPRING LESSONS │ 2 days per week Monday/Wednesday or Tuesday/Thursday. 4
students maximum. Sessions March 9, 10 April 13,14; May 11,12. Eight 1/2-hour classes.

DUCKY DERBY

Harvey West Park, Friendship Gardens
▪ Omega Nu, in cooperation with the City of Santa Cruz
Parks and Recreation Department, will present the 25th
annual Ducky Derby and Carnival in Friendship Gardens
at Harvey West Park on Saturday, April 25, 2015 from
10:30 AM to 3:30 PM.
▪ Don’t miss this fun-filled day of activities for children and
adults, with exciting rubber duck races to be held throughout
the day.

On June 19, 1865, soldiers, led by Major General Gordon Granger
landed in Galveston, Texas with the news the Civil War had ended
and the enslaved were now free. 150 years later, we continue
to celebrate this remarkable event with Juneteenth Celebrations
across the country. Amazing music, moving speakers, delicious
soul food, crafts, a basketball skills contest, and everyone’s
favorite, the kids sack race! Juneteenth is a special day for anyone
who believes in freedom and equality for all people.

ENTER A TEAM IN THE ALOHA CELEBRITY RACES!
These short-course outrigger races set for Sunday, August
23 at the Santa Cruz Wharf are designed especially for
new or novice paddlers. You provide four people and we
will provide a stroker, steersperson, canoe and instruction
to start you racing. The $100.00 entry fee ($120.00 after
August 1) includes 4 t-shirts. First through Third place
teams will receive awards. Proceeds benefit the Pu Pu
O’Hawaii Outrigger Canoe Club. Entry forms are available

Santa Cruz Wharf
Just named by the World Open Water Swimming Association as
one of America’s Top Open Water Swims! This one-mile swim
around the historic Santa Cruz Wharf attracts ocean swimmers
from all over Northern California. Starting on Main Beach and
finishing on Cowell Beach, the swim around the Wharf gives
athletes a unique perspective on this century-old structure
and its most vocal residents, the sea lions! The Roughwater
Swim is co-sponsored by the Santa Cruz City Surf Lifesaving
Association and sanctioned by United States Swimming and
Pacific Masters Swimming. Entry forms and information available

downtown library at 9 am. The walk covers trees growing adjacent
to our downtown streets and is approximately 2-3 hours long and

Keep your child’s body and mind active and engaged this
Summer. Our Summer day camps offer a wide range of
activities from field trips and games to arts and crafts.
Free weekly swim days are also included! Our day camps
offer a special place for friendships and adventures during
those long summer months. Our range of programs
promise a good camp fit for everyone. See individual
camp descriptions for specific program details. Please
make sure your camper is well-equipped for fun with
closed-toed shoes, sunscreen and a lunch everyday. A
cash material fee is due to the site supervisor the first day

Beach Camp is the place for your child to experience sand, sun
and ocean fun all summer long! Experienced staff lead beach and
ocean themed games, art, activities and walking field trips from
the convenience of Main Beach. Campers will enjoy all the beauty
and wonder the marine environment provides while learning to
respect and conserve it. Camp times coincide with Jr Guards
times and campers will be walked to or from those programs if
registered-- please inform Site Supervisor of Beach Camp on the

Summer Program Scholarships
Friends of Parks and Recreation (FOPAR) has allocated
funds for partial scholarships for limited-income families
residing within the City of Santa Cruz. Interested Santa Cruz
City residents may pick up scholarship request forms at the
Parks and Recreation Office, 323 Church Street or obtain
them at santacruzparksandrec.com. Deadline for requests
is Friday, April 3, 2015 at 5:00 pm.
If your child receives a scholarship, a credit will be applied to
your Parks and Recreation account for the amount awarded.
You will be responsible for registering your child in the
program(s) online, by mail, in person or by phone.
Enrollment in programs is first-come, first-served.

Camp Cruz is our largest and most versatile camp. With all day
to spend together, Camp Cruz provides a wide variety of sessionthemed games, arts, crafts and field trips (both local and out of
county). The fun, active structure of Cruz allows for large group
experiences as well as smaller group activities like ‘Crews’ where
your camper can choose which interest they would like to pursue!
Crews give your child the opportunity to spend time around other
campers with similar interests; examples of Crews from previous
summers include: Cooking Crew, Sports Crew and Art Crew.

Summer camp experience! If your child needs supervision
before and after Harvey West Park Summer Camps sign up
for Camp Beyond. Children may arrive as early as 7:30 a.m.
and leave as late as 5:30 p.m. More of the same fun & games
that you’ve come to expect from the great Harvey West Park
Summer Camps Staff. Participants will be escorted to and

LITTLE & JUNIOR GUARDS
SPRING PREPARATION
Children must know how to swim to participate. The Junior
Guard (JG) program requires participants to swim a minimum of
200 to 500 yards in the open ocean and run a minimum of 500
yards. Daily workouts include running, ocean swimming, distance
paddling and training for competitions. The Little Guard (LG)
program requires daily participation in entering and exiting ocean
waves and conditioning activities including calisthenics, running
and beach games. Competitions at Seacliff and Capitola
Beaches meet all day and participants must provide their
own transportation.
RECOMMENDED SKILL LEVELS
Little Guards: Practice swimming 25 - 50 yards continuously
and treading water for 1 - 2 minutes. Passing Red Cross Swimmer
Level 4 class and up is strongly encouraged.
Junior Guards: Practice swimming a minimum of 200 yards
continuously (8 laps) and treading water for 3 - 5 minutes in the
ocean. Passing Red Cross Swimmer Level 6 class is strongly
recommended.

INSTRUCTION AND SUPERVISION
Little Guards and Junior Guards are instructed by certified ocean
lifeguards. All of the instructors have successfully completed an
intensive United States Lifesaving Association (USLA) certified
Open Water Lifeguarding training course and most have worked
in the field as ocean lifeguards. Instructors are certified in
emergency First Aid and CPR for the Professional Rescuer. Many
of the instructors are graduates of the Junior Guard program
and have teaching and interpretation experience with children.
The program is held on Cowell Beach adjacent to the Municipal
Wharf in one of the calmest areas of ocean in Santa Cruz.
Swimming areas are subject to change due to tide, weather and
environmental conditions.
JG BOOSTER CLUB needs volunteers to help with JG gear
sales (5/30, 6/17, 6/29, 7/20, 8/5 & 8/6), local competitions,
JG Regional
competition (Huntington State Beach 7/24),
competition snacks (pick up & drop off), raffle prizes, fundraising

Little Guards is not a learn-to-swim program. Participants will
gain confidence in the beach and ocean environment through
beach games, ocean activities, conditioning workouts and Little
Lifeguard competitions. Little Guards must be willing to enter the
ocean daily and participate in daily beach activities. Participants
must be 6 years old on or before the first day of the session they will
be attending. Participants must provide their own transportation
to Seacliff Beach and Capitola Beach for competition on 6/24 and

JUNIOR GUARDS

The Junior Lifeguard program teaches boys and girls ages
9-17 marine safety, through recreational and competitive ocean
activities. Must know how to swim to register. The mission of the
Santa Cruz Junior Lifeguard program is to provide quality ocean
safety education. Junior Lifeguards is designed to improve young
people’s physical conditioning, their understanding and respect for
the environment and themselves. Junior Lifeguard instructors are
certified United States Lifesaving Association (USLA) lifeguards.
Participants are required to participate daily in all activities for
example: 200-500 yard open water swims, 500+ yard beach
runs, paddle boarding, beach games and beach competitions.
Red swim suits are required (no bikinis). Rash guards, wetsuits
and goggles are allowed, but not fins. Wear sunscreen each day.
Bring water, snack and sunscreen daily. Label belongings to
reduce lost items. If you sign up after 5/15, pick up a JG packet at
the Registration Office. No program 7/24 and 8/5.

CAPTAIN CORPS I

Captain Corps is a volunteer program for 15-17 year old boys
and girls who must have a minimum of one season experience
as a participant in the Santa Cruz Junior Lifeguard Program.
Captain Corps are volunteers who function as role models for the
Junior Guard and Little Guard participants and assist program

general training on Tuesday, June 16th, 8:00 am - 12:00 pm,
at Tony Hill Room in the Civic Auditorium. Captain Corps I
applicants MUST pay and register in their appropriate age group
for Junior Guards (A’s or AA’s) to participate in tryouts. Successful
candidates will receive a refund if selected as a Captain Corps I.

Fascinated by dragons? Want to make a realistic dragon
sculpture? In this hands on class we will study dragon anatomy
as we design, sketch and then build our own 3D dragon sculptures,
inspired by techniques in The Dragon Maker’s Handbook. We’ll
learn about dragons ancient and modern, sharing our collective
knowledge about dragon lore, dragon anatomy, habitats, history,
favorite foods and activities, and more. We’ll make big dragon
eggs first. Then we’ll make dragon skeletons and add muscle,
skin and wings. Then we will paint our completed dragons

Children’s Theater is excited to present Mr. Toad’s Mad
Adventures! Join us on a truly wild ride, following the absurd
antics of the notorious Mr. Toad (of the renowned Toad Hall). This
version of the classic tale “The Wind in the Willows” is a fastpaced careening journey through the British countryside with
the clever but obstinate Toad and his well-intentioned friends
complete with car chases, jailbreaks, and a battle in the dining
room of Toad Hall! Children’s Theater is a fun introduction to the
world of theater. No experience is necessary and everyone who
auditions will receive a part! Auditions will be held the first week of
class. Students must be in class both days and be enrolled prior
to auditions. Rehearsals will begin the following Monday. Not
everyone will need to attend every rehearsal; individual rehearsal
schedules will be set after the play is cast. Final dress rehearsals
will be held at Louden Nelson Community Center the week of
August 3 - 7. An evening performance will be held at Louden
Nelson on Friday, August 7 at 7:00 pm with a Saturday matinee
on August 8 at 2:00 pm. Parent volunteers are an essential part of
children’s theater. Parents may help with rehearsals, costumes,
props and more. Parents volunteering with rehearsals must be

This fun two-day class starts with a review of basic paddling and
rescue techniques in the Santa Cruz Harbor. Once students are
comfortable handling their kayaks, we’ll head into the bay for a
tour of the local kelp beds and marine life. On the second day,
we’ll paddle over to a local beach for an adventurous day, learning
how to handle kayaks in the surf zone and launching them from
the beach. This class is a great way to gain personal confidence,
learn ocean awareness and meet new friends. Please wear a
swimsuit and bring a lunch and water. A material fee of $35.00 is

SUMMER JUNIOR THEATER

Embark on the most famous journey undertaken in Victorian
London in this adaptation of Jules Verne classic, Around The
World In 80 Days. Phineas Fogg and his trusty (if unlucky)
manservant attempt to round the globe in 80 days, followed by
a determined detective, they manage to get in trouble with the
locals, rescue a princess, and endure a torrential typhoon. Join
us in putting on this fast-paced and hilarious romp with a plethora
of characters to be played by our troupe. Junior Theater is a fun
introduction to the world of theater. No experience is necessary
and everyone who auditions will receive a part! Auditions will be
held the first week of class. Students must be in class both days and
be enrolled prior to auditions. Rehearsal will begin the following
Tuesday. Not everyone will need to attend every rehearsal;
individual rehearsal schedules will be set after the play is cast.
Final dress rehearsals will be held at Louden Nelson Community
Center the week of August 10 - 14. An evening performance will
be held at Louden Nelson on Friday, August 14 at 7:00 pm with
a Saturday matinee on August 15 at 2:00 pm. Parent volunteers
are an essential part of children’s theater. Parents may help with
rehearsals, costumes, props and more. Parents volunteering with
rehearsals must be fingerprinted. Call 420-5403 to set up your
appointment. There is no charge for fingerprinting. A material fee

The City of Santa Cruz Parks and Recreation Department offers
a variety of Adult Sports leagues, including softball, basketball
and soccer. In order to register, you may print the roster and
league information from the Parks and Recreation website on
the sports leagues page. Next, return the manager’s card, signed
roster/waiver form along with proofs of residency and pay the
registration fee. Returning teams must have 55% of last year’s
players on their roster at the time of registration to receive team
priority ranking of #1 or #2. Team priority ranking applies only
during mail-in and early bird walk-in registration dates. Detailed

Spring weekends starting in April from
Memorial Day through Labor Day, and
Fall weekends through October. Service
area is from Cowell Beach to the San Lorenzo River and
throughout the City for aquatic emergencies. Hours may
vary depending on local weather conditions.
MARINE RESCUE UNIT MEMBER
$50/24-hour shift (Hourly wage for training and emergency
response: $13.10 - $15.92. 5% EMT incentive pay
available.) Applications are accepted year-round. This unit
provides 24-hour response to ocean-related emergencies
and rescues throughout the year. Employees are required
to live within a 5-minute response time to the Santa Cruz
Municipal Wharf and have a strong aquatic background.
Prior ocean lifeguarding experience is highly desirable.
Applications are accepted year-round with positions filled
as needed. Testing and training is generally conducted in
the Fall.

OCEAN AWARENESS FOR KIDS

Monterey Bay has a worldwide reputation for one of the most
beautiful water environments on the planet. Our kelp forests form
meadows of unbelievable cascades of light and iridescent color.
The objective of the first course is to introduce your children to the
skills for exploring the special wonders in the Monterey Bay. We
will focus on the shallow protected parts of our ocean - the giant
crystal tide pools. We will emphasize ocean safety; kelp is your
friend, skin diving, kayak skills, and the use of ocean dynamics
to make our entry into this space enjoyable. The class will
encompass a weekend. The 7/19 class will be in the Adventure
Sports Unlimited pool strengthening strokes and learning skin
diving skills in our famous game playing method of learning. On
7/26 we’ll explore a calm kelp forest in our own backyard - the
wonderful gossamer gardens of Carmel Bay. The second class
will be held at Point Lobos State Park and is designed as a
continuation for those who have taken the first skin dive course.
These classes are for the whole family; an adult is required to
join both classes and a potluck beach party for the last outing.
Prerequisite: All members of the family must be able to swim the
crawl 20 meters. The class is free for the adult family member but
all must pay a $20.00 material fee at the beginning of the class for
mask, fins, snorkel and wet suit (if needed).

COWELL BEACH ACCESS
The City of Santa Cruz provides an accessibility ramp for persons
with limited mobility, wheelchairs and strollers. The accessibility
ramp is located on Cowell Beach between the Wharf and the
Santa Cruz Dream Inn. The ramp allows access to the beach
and ocean, and is installed in spring depending upon surf and
beach conditions. A beach accessible chair for persons with
limited mobility is available at Cowell Beach near Lifeguard Tower
#1 during operating hours. No aides are provided. Chair may be
used on a first-come, first-served basis daily from 11:15 a.m. to
5:00 p.m. Memorial Day through Labor Day. ID required. The
Boardwalk also provides an accessibility ramp which is located
on the Main Beach adjacent to the casino. This ramp is available
for use during the summer months.

is the fun zone! Lessons and rentals are available in
surfing, stand-up paddleboarding, body boarding and
ocean safety awareness. Club Ed also rents surfboards,

hoods, beach chairs and umbrellas. Open year-round
on the weekends (weather permitting), Summer and

BEACH VOLLEYBALL CAMPS

EVP WORK-UP camps are for advanced volleyball athletes
who want to be trained for sand tournament play. Daily workouts
include setting drills for the side-out point and transition setting
(setting after a dig). You will learn to cover the entire court and
improve your court awareness. Other workouts include jump
serving, digging, blocking and spiking. One on one games will
allow each athlete to develop a ‘short game’ and master cuts and
roll shots. EVP lesson plan is perfect for athletes who aspire to
play sand volleyball at the university level and national tour level.
The EVP training system will prepare you for sand volleyball
tryouts, combines and national tournaments. Our coaches have
20 years in sand volleyball coaching! Now is the time to WORKUP

Summer is a plant abundant time for our ocean. Sea vegetables
are growing at the rate of two feet a day. Tide pools in this season
are leafy crystal windows of color and texture. On the Sunday of
our foraging class we have a wonderful minus tide to play in. Our
quest in this class is to search for limpets and snails for soups and
pastas. We will identify and collect edible sea plants for salads,
to add color, texture and vitamins for our soups, and tasty pickles
for all the recipes. We will introduce poke poling to gather fish
for the food artistry of sushi. The class will start on Friday night
where we will plan logistics. Sunday will be a day of collecting
and preparing our gourmet meal. Finishing touches for the feast
will be assigned to the students. It is a great gathering for families
to commune in these tide pool spaces, however, 6 to 17 year-olds
must have an adult/guardian take the class with them. An oceanonly fishing license ($10.00) is required for collecting. Participants
must attend a pre-trip meeting on 7/31.

molés have you tasted? Did you know there are dozens of varieties?

ingredients used and how you can make this versatile sauce for

The City of Santa Cruz Commission for the
Prevention of Violence Against Women (CPVAW)
invites women and girls to take a self-defense class.
Increase your personal safety at home, work, school, and
on the street. Learn effective strategies, communication
skills, and physical self-defense techniques. Classes are
self-paced, interactive, non-competitive and

he Civic’s seventy-five years of service have reflected the
growth and change in our community and in the world at large.
To unravel the thread of Auditorium history is to journey a civic
and cultural timeline of the latter half of the twentieth century.

In the early days, World War II soldiers crossed the Civic’s
threshold and bunked there on hot summer nights. Mary Pickford
spoke on behalf of 1940 presidential contender, Wendell Willkie,
and in 1942 Paramount Pictures built a sound stage on the floor of
the main hall to film The Forest Ranger, starring Fred MacMurray.
The Civic has seen the birth of rock and roll and the raised
eyebrows of parents as they watched their teens engaged in
“questionable” dancing steadily as decade after decade saw
changes in the way young people expressed themselves.
The Miss California Pageant enjoyed a heyday which began
in 1962 but ended in 1985 amid controversy and protest over
issues of sexism and women’s rights. Gloria Steinem, Eleanor
Roosevelt, Jesse Jackson, Timothy Leary, G. Gordon Liddy,
Ralph Nader, Maya Angelou, the H.H. Dalai Lama, Coretta Scott
King and Ken Kesey are just a few who have stood at the podium
and shared their thoughts.
Community nonprofit presenters have contributed to the local
arts and civic scene with annual events and benefits including
Santa Cruz Folies; Santa Cruz Symphony; the Cabrillo Festival
of Contemporary Music, Grey Bears Holiday Dinner; Omega Nu
Rummage Sale ; and Dad’s Club Basketball.

COMPUTER LAB
Through generous donations, the Teen Center has 4 brand new
computers with 24” monitors. These computers have a high speed
internet connection and also have multi-media capabilities. You can

favorite games and download your music. The computers are free to

club is designed theater-style with a wall of glass facing the
race course and lake turf course. It is situated at the highest
point at Golden Gate Fields affording a completely unobstructed
panoramic view of the action as well as the Berkeley Hills.
Enjoy the all-you-can-eat, “Prime Rib Buffet.” If you’ve never
experienced a day at the races, don’t worry. Each group is
assigned a host to enhance your experience and answer
questions. The Turf Club has a “smart casual” dress code: “All

help protect marine life in Monterey Bay. This drop-in program

ON THE SPOT DOCENT TRAINING
Want to share your love of nature with others? On the Spot docents
will promote coastal stewardship by hosting “pop up” interpretive

become a member of a specialized docent team and receive
training in natural history interpretation. Prospective docents
should have a basic understanding of Monterey Bay marine life
and be enthusiastic about engaging the public in conversation.
Docents must complete a minimum of 10 hours of training in late
spring and commit to volunteering weekly on Thursday and/or
Saturday afternoons from June through September. Internships

SURFING MUSEUM & RANGERS
RANGERS
Since the 1980’s, the mission of the Santa Cruz Park Rangers
has been to keep the City’s parks and open spaces safe and
enjoyable. Rangers patrol the City’s 2,000-plus acres of park land
daily in vehicles, on bicycles and on foot. They are responsible
for resource management, maintenance, interpretation, visitor
services and enforcement. Currently, the Santa Cruz Rangers are
divided into two units – Open Space Rangers and Neighborhood
Parks Rangers. Open Space Rangers patrol Pogonip, Delaveaga,
Arana Gulch, Neary Lagoon, Moore Creek and the Riverwalk.
Rangers patrol neighborhood parks.
The men and women of the Santa Cruz Ranger Unit enjoy sharing
their love of nature and Santa Cruz Parks, and are offering a
series of free interpretive talks and hikes this Summer. For more

This 30-minute guided tour offers insights into one of the longest
wooden piers in the United States. The Santa Cruz Wharf
extends a half-mile out to sea in a dynamic and truly marine
environment. Scientists at the University of California Santa Cruz
utilize this easy access to ocean ecosystems to conduct research
in sustainable energy, biological oceanography, harmful algal
blooms and marine mammals. Seymour Center docents lead
tours of the wharf until September 28, 2015 and resume again in
April 2016.

CREATING A CITYWIDE PLAN
FOR THE CITY OF SANTA CRUZ
PARKS SYSTEM
The Parks and Recreation Department needs your input to
develop the 2030 Parks, Recreation Facilities, and Open
Space Master Plan (Plan). The Plan will guide improvements
to the Parks System for the next 15 years. Your input will
help staff develop goals, actions, and priorities to meet the
community’s needs.
The Parks and Recreation Department has hired the
landscape architecture and planning firm Royston
Hanamoto Alley & Abey to assist with the project. They
will help assess the parks system’s existing conditions
and the city’s demographic and recreational trends. They
will also assist staff conduct public outreach and collect
feedback on what is working well or what can be improved
regarding park amenities, maintenance and programming.
From community input, actions will be identified and costs
of implementation will be assessed. The City will be able to
use the Plan to prioritize future park improvements, allocate
funding, and solicit additional funding opportunities from
government and private sources.

important policy questions. The series primarily provides responses grounded in statistical findings, but also,
as appropriate, provides some information based on smaller scale research and case studies.
Overview
Almost every high school in the U.S. offers some type of extracurricular activity, such as music, academic
clubs, and sports. These activities offer opportunities for students to learn the values of teamwork, individual
and group responsibility, physical strength and endurance, competition, diversity, and a sense of culture and
community. Extracurricular activities provide a channel for reinforcing the lessons learned in the classroom,
offering students the opportunity to apply academic skills in a real-world context, and are thus considered part
of a well-rounded education. Recent research suggests that participation in extracurricular activities may
increase students' sense of engagement or attachment to their school, and thereby decrease the likelihood of
school failure and dropping out (Lamborn et al, 1992; Finn, 1993). If, indeed, participation in extracurricular
activities can lead to success in school, then the availability of these activities to students of all backgrounds
becomes an important equity issue. This issue brief examines the relationship between extracurricular
participation and student engagement in school using data from 1992 public high school seniors in the
National Education Longitudinal Study (NELS). The brief also explores whether the availability of these
activities varies according to school characteristics, and whether participation differs according to student
background and school setting.
Is participation in extracurricular activities related to students' success in school?
Indicators of successful participation in school include consistent attendance, academic achievement, and
aspirations for continuing education beyond high school. Extracurricular participation(1) was positively
associated with each of these success indicators among public high school seniors in 1992 (table 1). During
the first semester of their senior year, participants reported better attendance than their non-participating
classmates--half of them had no unexcused absences from school and half had never skipped a class,
compared with one-third and two-fifths of nonparticipants, respectively. Students who participated were three
times as likely to perform in the top quartile on a composite math and reading assessment compared with
nonparticipants. Participants were also more likely than nonparticipants to aspire to higher education:
two-thirds of participants expected to complete at least a bachelor's degree while about half of nonparticipants
expected to do so. It cannot be known from these data, however, whether participation leads to success,
successful students are more inclined to participate, or both occur.

to academic clubs and student government (table 2). Slightly less available were non-academic clubs, such as
vocational/professional clubs, followed by service and hobby clubs. Furthermore, despite concerns about
scarce resources in schools serving poor students, no important differences in availability of extracurricular
activities in relatively less affluent and more affluent schools(2) were found. Similarly, regardless of whether
the schools attended were large (750 students or more) or small (less than 150), in rural, urban or suburban
settings, or served large (20 percent or more minority) or small proportions of minority students (less than 20
percent), almost all students reported that extracurricular activities were available to them (data not shown in
table).

Who takes advantage of extracurricular activities?
About four of every five seniors said they participated in at least one extracurricular activity in 1992. Although
a range of extracurricular activities was available to almost all students, students differed markedly in their
choice of activities (table 3). Sports (either individual or team) had the widest participation, involving 42
percent of seniors in 1992, followed by performing arts and academic clubs. Honor societies, publications, and
student government, which by definition have more limited memberships than other activities, each still drew
16 to 18 percent of seniors.
Although differences in availability of extracurricular opportunities between less affluent and more affluent
schools were small or nonexistent, students of low socioeconomic status (SES) were less likely to participate
in activities than were high SES students(3). Almost three-quarters of low SES students participated in at least
one activity, compared with 87 percent of high SES students. The participation of low SES students was
consistently lower than that of high SES students in each type of activity, with the exception of vocational or

professional clubs, such as Future Farmers or Future Teachers of America, in which low SES students were
almost twice as likely to participate.
Some researchers have suggested that the social context of the school might have a positive or negative
influence on student behavior, depending on whether the individual student is in the relative minority or
majority in the school (Karweit, 1983). Low SES students, for example, may be more likely to participate in
schools where they are in the majority and less likely to participate in more affluent schools where they are in
the relative minority. These data include, however, that regardless of their socioeconomic background,
students' participation was not related to the social context of the school--low SES students participated at the
same rates whether they attended less affluent or more affluent schools, and so did high SES students.
If individual socioeconomic factors, rather than school factors, account for differences in participation, what is
it about individuals, particularly those from lower SES families, that makes a difference? Researchers have
identified several barriers to student participation, ranging from the more tangible, including family or work
responsibilities, limited resources for equipment or other expenses, and transportation or other logistical
difficulties, to the more complex, such as lack of interest in or alienation from school and its activities (Kleese
and D'Onofrio, 1994).

Discussion
Although it cannot be known from these data whether the relationship between participation in extracurricular
activities and success in school is causal, and although degree or intensity of participation is not measured, it
is clear that participation and success are strongly associated as evidenced by participants' better attendance,
higher levels of achievement, and aspirations to higher levels of education. Furthermore, the data indicate that
differences in participation were not related to differences in availability, as extracurricular activities were
available to virtually all high school seniors regardless of the affluence, size, location or minority status of the
schools students attended. Despite wide availability of activities, low SES students participated less than did
their high SES classmates. This participation gap is a cause for concern, especially if extracurricular activities
can be a means of bringing at-risk students more fully into the school community, thereby increasing their
chances of school success. In spite of the gap, however, low SES students participated at fairly high levels,
and they persisted in their participation regardless of the relative affluence of the schools they attended.
Neither the gap nor the persistence is explained by these data, but together they suggest the value of further
study of the individual constraints of poverty and family background and the influence of school community on
student engagement.
