Teachers’ group spreads ‘Alay Aklatan’ in Porac

group.

received various kinds of
books from the Association of Filipino Teachers of
America District of Columbia Chapter (AFTA-DC)
last February and this
month.
Marites A. Curley,
president of AFTA-DC,
said that “our organization
conceived the idea to support public schools when
we saw the lack of available reading books in their
libraries.”
Curley said that AFTADC aims to help improve
children’s literacy. “We
also want them to have an
appreciation for reading
and the love for books.”
She added that they
are mulling to donate
classrooms in Pampanga
soon.
For their part, principal
of the school-beneficiaries
of the “Alay Aklatan”
thanked AFTA-DC for the
“generous donation.”

ALOLOS CITY – The Department of Public Works and Highways
(DPWH) bared a network of infrastructure master plan for Luzon
further extending reaches of existing roads.
The plans which are expected to be implemented
next year following the Aquino administration’s underspending on infrastructure projects last year include
massive flood control project in Central Luzon and the
P12-billion infrastructure master plan to support the
country’s tourism industry.
Public Works Secretary Rogelio Singson said the
P29.2-billion two phased Central Luzon Link Expressway (CLLEx) will be implemented next year.

Luga installs new
brigade commander

BONGABON, Nueva Ecija – A
military colonel from the National Capital Region Command
(NCRCOM) assumed as the new
commander of the 702nd Infantry
Brigade (702IB) based in Barangay Calaanan here on Monday.
Col. Victor Castro, a member of the Philippine Military
Academy Class ’82, was installed in ceremonies presided
by Brig. Gen. Alan Luga, commander of the 7th Infantry Division which holds jurisdiction over
the brigade.

Sabarre who earlier took an acting capacity from Col. Felecito
Virgilio Trinidad, Jr.
Castro, who came from the
joint civil military task force of
NCRCOM prior to his
assumption hails from Dagupan
City and finished a Masters degree in Public Administration at
the Ateneo De Manila University.
In his remarks, Castro
stressed that the mission of the
unit especially in the pursuit to
totally eradicate the insurgency
problem within its area of responsibility in the region is through
maintaining and sustaining
peace and development.

stint of Lt. Gen Emmanuel Bautista and Col. Trinidad as Brigade Commanders of 701 IB
where the said brigade chartered

Apalit, together with the town’s
municipal fire bureau held a
series of earthquake and fire
drills on Friday in a bid to train
tenants and staff on how to
deal with it and other natural
calamities.
This is the first time SM
Savemore Market Apalit conducted drills and trainings in
time for the Fire Prevention
Month.
“The emergency drill turned
out to be a success. The emergency and rescue teams from
the mall are ready and always
on the alert to protect and help
the more than 2,000 daily customers of SM Savemore Market
Apalit in case of emergencies,”
said Building Administration Officer Bong Garcia.
“We can never be prepared
enough. But just in case, we are
as ready as we can to assist and
make our tenants and customers aware in case disasters
strike,” Garcia said, adding the
evacuation drill is conducted in
all SM malls nationwide.

participated by the mall’s tenants and staff in collaboration

5 devotees to join
crucifixion rites
MALOLOS CITY—The Church
maintained its position over reenactment of Christ’s crucifixion
saying it is just a “popularized
religiosity.”
As this developed, local tourism groups in Bulacan are gearing up for influx of tourists and
pilgrims for the annual crucifixion rites in Paombong where at
least five devotees are expected to join on Good Friday.
Bishop Jose Oliveros of the
Diocese of Malolos said Christians were not asked by God to
imitate what Jesus Christ had
done over 2,000 years ago.
He said that Jesus Christ’s
teaching is very clear as stated
in the Bible.
“The Lord taught us to come
carry our cross daily and follow
him. He did not say come and
reenact My crucifixion,” Oliveros
said.
He also said that the cross
is a symbol of every suffering
that Christians can bear for
Jesus Christ.
“During the Lenten season
we are given the opportunity to
mortify ourselves and mortification means sacrificing or dying
to one self,” the bishop said.
He added that reenactment
of Jesus Christ’s crucifixion is
just an expression of popularized religiosity.
“We were asked by Jesus
Christ to be a good Christian,”
Oliveros said and asked if those
doing reenactment of the crucifixion has become good Christians by coming to church every
Sunday.
Oliveros also said that what
is important during the Lenten
season is for people to come and
renew their relationship with
God.
Meanwhile, the Bulacan
Tourism Convention and Visitors
Bureau (BTCVB) initiated rehabilitation of the crucifixion site at
Barangay Kapitangan in Paombong town.
Jose Clemente, chair of the
BTCVB, said the rehabilitation
was meant to improve facilities
of the Sto. Cristo Chapel in
Barangay Kapitangan which
draws tourists every year.
He described the annual crucifixion rites as the only tourism
attraction in the province that
gained followers even without
promotion.
Meanwhile, Michael Katigbak, one of the devotees who
joined the rites last year said he
will join again this year for the

Mining firm holds community services in Zambales
STA. CRUZ, Zambales –
As part of its commitment
to render various services
to the community, a total
of 1,626 residents of this
town and Candelaria have
benefited from the medical
and dental missions of
Benguet Nickel Mines,
Inc. (BNMI), a mining firm
here, in the first quarter of
this year.
BNMI Project Manager
Engr. Romeo Flores said
the company conducted
medical missions in Barangays Tubotubo South and
Lucapon South in Sta.
Cruz with a total of 460
beneficiaries; and in Barangays Binabalian, Dampay,
and Yamot in Candelaria
with a total of 965 beneficiaries. The dental missions were held in Barangays Lucapon South and
Tubotubo South with a total of 201 beneficiaries.
During the medical missions, BNMI also distributed hygiene kits to
school graders in various
barangay daycare centers.
Fores said that BNMI
turned over medical supplies such as blood pressure apparatuses, nebulizers, weighing scales,
height charts and first aid
kits to barangay health
centers in Sta. Cruz, selected daycare centers
and elementary schools.
Prior to the distribution,
lectures on personal hygiene and wellness were
conducted through the
assistance of barangay
health workers or rural
health unit nurses.
Since 2007, BNMI has
been conducting twice-aweek feeding programs in
13 public schools of Sta.
Cruz in consonance with
the local government and
Department of Social Welfare and Development’s
program to alleviate malnutrition, which is prevalent in Zambales.
The company’s Corporate Social Responsibility
(CSR) department will embark on regular feeding program in Barangay Binabalian, Dampay, and Yamot
by the start of school year
2012-2013, Flores added.
BNMI medical missions are being conducted by its medical arm,
Benguet Laboratories,
which also works hand-inhand with the Philippine
Dental Association for its
dental missions.
Aside from its medical,
dental missions and feeding programs, the BNMI
has also been providing
scholarship grants to deserving but indigent students in this municipality.
To date, the BNMI has
sponsored 28 high school
scholars and two vocational technical school scholars who are all graduating
this March.

Any and all of which jeopardized public governance in soon-tobe-City of Mabalacat.
Thrice, the sangguniang panlalawigan summoned — pursuant
to a directive from the Department of the Interior and Local
Government – Vice Mayor Noel Castro to its hearings on the
proposed 2012 budget of the municipality.
Thrice, Castro did not appear at the SP, not even bothering to
send word that he would not come.
An affront to, if not a direct contempt of the SP obtained there.
Ignorance – as much in law as in protocol – is one alibi no one will
buy.
“Out of respect man lang sa mga miyembro ng sangguiang
panlalawigan hindi man po nagpadala ng anunsyo si Vice Mayor
Castro na hindi siya makakadalo sa mga naganap na tatlong
hearings.”
So disclosed Senior Board Member Crisostomo Garbo, himself
a former vice mayor of Mabalacat.
With Castro’s failure to present himself at the
SP, the committee on appropriation has been
constrained to file a motion to disapprove the
P529-million budget. Leaving no recourse to the
municipal government but to make do with its 2011
budget which is P503 million.
P26 million short: a whale of a difference there
in terms of programs, projects and services
shorted, to the utter detriment of the people of
Mabalacat.
Articulates Bical village chief Jeng Yumul:
“Paano po ang mga mahahalagang proyekto na
gagawin namin sa Mabalacat. Maapektuhan po
ng lubusan ang mga ito pati na ang mamamayan.”
Gravely endangered too is the celebration of
Mabalacat’s tercentenary.
Then, the activities preparatory to the town’s
transformation into a component city.
With an inutile vice mayor in this wise, Mayor
Marino “Boking” Morales had to intervene through
an appeal to the SP: “We will seek
reconsideration from the provincial government,
we cannot afford to lose our 2012 budget or else
various development projects in anticipation of the
eventual conversion of the town into a component
city will come to naught.”
So what’s with this Castro?
He was signatory to the council resolution
seeking cityhood for Mabalacat. He joined the
lobbying for it before both Houses of Congress
and was even pictured celebrating with the
legislators when the cityhood bills were approved.
And then he did a total turnaround by claiming
there was no need for Mabalacat to be a city. For
which Castro was practically castrated, various
sectors in the town branding him epithets that
ranged from “incompetent” to “impotent” in his
(dys)functions as vice mayor.
This latest boo-boo with the SP over the 2012
budget makes one more great affirmation of the
negativity appended on Castro.
And Castro projects himself as mayoral
material?

TODAY IN HISTORY
Nuclear accident
at Three Mile Island
AT 4 A.M. on March 28, 1979,
the worst accident in the history
of the U.S. nuclear power industry begins when a pressure valve
in the Unit-2 reactor at Three Mile
Island fails to close. Cooling water, contaminated with radiation,
drained from the open valve into
adjoining buildings, and the core
began to dangerously overheat.
The Three Mile Island nuclear power plant was built in 1974
on a sandbar on Pennsylvania's
Susquehanna River, just 10 miles
downstream from the state capitol in Harrisburg. In 1978, a second state-of-the-art reactor began
operating on Three Mile Island,
which was lauded for generating
affordable and reliable energy in
a time of energy crises.
After the cooling water began
to drain out of the broken pressure valve on the morning of
March 28, 1979, emergency
cooling pumps automatically
went into operation. Left alone,
these safety devices would have
prevented the development of a
larger crisis. However, human
operators in the control room
misread confusing and contradictory readings and shut off the
emergency water system. The
reactor was also shut down, but
residual heat from the fission process was still being released. By
early morning, the core had heated to over 4,000 degrees, just
1,000 degrees short of meltdown.
In the meltdown scenario, the
core melts, and deadly radiation
drifts across the countryside, fa-
tally sickening a potentially great
number of people.
As the plant operators struggled to understand what had happened, the contaminated water
was releasing radioactive gases
throughout the plant. The radiation levels, though not immediately life-threatening, were dangerous, and the core cooked further as the contaminated water
was contained and precautions
were taken to protect the operators. Shortly after 8 a.m., word
of the accident leaked to the outside world. The plant's parent
company, Metropolitan Edison,
downplayed the crisis and
claimed that no radiation had
been detected off plant grounds,
but the same day inspectors detected slightly increased levels of
radiation nearby as a result of the
contaminated water leak. Pennsylvania Governor Dick Thornburgh considered calling an evacuation.
Finally, at about 8 p.m., plant
operators realized they needed
to get water moving through the
core again and restarted the
pumps. The temperature began
to drop, and pressure in the reactor was reduced. The reactor
had come within less than an hour
of a complete meltdown. More
than half the core was destroyed
or molten, but it had not broken
its protective shell, and no radiation was escaping. The crisis was
apparently over.
Two days later, however, on
March 30, a bubble of highly flam-
mable hydrogen gas was discovered within the reactor building.
The bubble of gas was created
two days before when exposed
core materials reacted with super-heated steam. On March 28,
some of this gas had exploded,
releasing a small amount of radiation into the atmosphere. At that
time, plant operators had not registered the explosion, which
sounded like a ventilation door
closing. After the radiation leak
was discovered on March 30, residents were advised to stay indoors. Experts were uncertain if
the hydrogen bubble would create further meltdown or possibly
a giant explosion, and as a precaution Governor Thornburgh advised "pregnant women and preschool age children to leave the
area within a five-mile radius of
the Three Mile Island facility until
further notice." This led to the
panic the governor had hoped to
avoid; within days, more than
100,000 people had fled surrounding towns.
On April 1, President Jimmy
Carter arrived at Three Mile Island
to inspect the plant. Carter, a
trained nuclear engineer, had
helped dismantle a damaged
Canadian nuclear reactor while
serving in the U.S. Navy. His visit
achieved its aim of calming local
residents and the nation. That
afternoon, experts agreed that the
hydrogen bubble was not in danger of exploding. Slowly, the hydrogen was bled from the system as the reactor cooled.

your family and friends. The adventure park also has other exciting
activities for their visitors.”
Dahilayan is located at the foot of the Mount Kitanglad. The
national government declared the mountain range as a national
park of nature. It was also declared as ASEAN (Association of
Southeast Asian Nations) Heritage Park in 2009. Just recently, the
United Nations Educational Scientific and Culture Organization cited
it as a World Heritage Site.
Being situated 4,700 feet above sea level, it
makes your day a foggy disposition especially
during the afternoon. “Due to sudden weather and
temperature change, we advise our visitors to bring
their coats or jackets,” says Mark Lawrence
Plaza, the park’s superintendent officer.
The lush greenery of pine trees and bushes
reminds you of Baguio City in the olden days.
“Instead of going to the summer capital of the
Philippines, I think those from Davao and other
parts of Mindanao should come to this place,”
suggests Armando A. Mortejo, who recently came
to the park.
The Forest Park, which was featured in the
movie, Forever and A Day (starring KC Concepcion
and Sam Milby), encompasses 10 hectares and
it was open to the public in 2010. Entrance fee is
50 pesos per person on weekdays and 100 pesos
on weekends. After paying, the first thing you will
see is the playground.

are exact replicas of the real thing: in size, in
figure, and in colors. One striking feature is the
so-called “picture frame” of an American Indian
and a wild pig. You can have your picture taken
at the center of the two “creatures.” On top is the
name of the park and below is the address where
it is located.
If you have kids, or you’re a kid at heart, you
can enjoy the seesaw, the monkey bars, and the
swings. Or you can have fun at the tree top
adventure, with 21 obstacles to beat. It is actually
created for children but adults weighing not more
than 65 kilograms can also try the adventure.
Doing this will cost you P250.
At the lower portion of the playground is the
“zoo.” Cool and clean, there are plenty of picnic
tables to choose form. As it is located under the
pine trees, the air is fresh and chilly in the
afternoon.
Why is it called “zoo”? Because there are
concrete replica of wild animals like gorillas,
giraffes, bears, kangaroos, tigers, lions, snakes,
crocodiles, and zebras. You can have your picture
taken with any of these animals.
That’s for the kids. What about the adults who
want some adventures? First, there’s the zorbit,
an inflatable bouncing ball which can
accommodate two persons inside. After the two
riders are securely fastened inside the ball, the
ball is allowed to roll freely on a slope where ropes
await to catch the ball. The cost: P250 per person.
There are several other choices: all terrain
vehicle (at P500 per person), buggy rides (P800
per person), bungee trampoline (P150 per
person for five minutes), net trampoline (P50
per person for five minutes) and Jacuzzi (P300
per person).
The newest addition to its activities is the 18hole mini golf course called forest putt. “This has
a weather proof artificial turf imported from Korea
and is playable day and night,” Plaza informs.
“Although very short, it is very challenging and its
picturesque layout overlooks the valley. An added
obstacle is the presence of life-size replicas of
animals along the ‘fairway’ of each hole.”
Playing golf on day time is P250 per person.
At night, the cost goes up to P350 per person.
Outside the Forest Park, you can go horseback riding too for a minimal fee.
Don’t worry about food. There’s a café inside
the park, where you can order foods which the
owners themselves created.
For those who want to stay longer at the park,
it has rooms which can accommodate from two
to four persons, which prices ranging from as low
as P2,800 to as high as P5,000. There is a
barkada room (double-decked beds) which can
accommodate a minimum of 10 persons to a
maximum of 30 persons (P400 per person).
“We built the Forest Park because we want to
help develop the tourism industry in our province,”
Nena Paras says.
The good thing about Forest Park is that it is
very near the Zip Zone, home of Asia’s longest
zipline. Actually, the zipline consists of dual
carrying cables each 840 meters long from point
to point. The safety cable is also 840 meters long.
Total length of cables is 2,460 meters. Elevation
drop is 100 meters with estimated speed ranging
from 60-100 kilometers per hour.
If you’re planning to go to Dahilayan, the only
way to get there is if you have your own car or
you rent a van or a jeep. In Cagayan de Oro, there
are vans (normal seating capacity of 10 adults)
that can be rented for 3,500 for 8 to 12 hours with
driver. Then you have to pay for the gas. A jeepney
(which can accommodate 21 passengers) can be
hired from P1,500 or above.
Those with private vehicles, they can take the
BuDa (Bukidnon-Davao) Highway then turn right
on the Alae Junction (as it is tricky try asking for
directions from locals). About 45 minutes travel
from the main road to Forest Park, you will pass
the Del Monte Pineapple Plantation in Camp
Phillips.

CL FLOOD CONTROL PROJECT

along river banks assured

MALOLOS CITY—Families living
along river banks will be relocated
with the impending implementation
of massive flood control project in
Central Luzon.
“Dislocation will be addressed,
may mga resettlement components na kasama yung flood control project sa Pampanga River
Basin,” he said noting that it will
cover the provinces of Nueva Ecija,
Tarlac, Pampanga and Bulacan.
He said that the first part of the
flood control project is to remove
obstruction along water ways and
river banks.
“May requirement sa batas na
dapat may easement, this has not
been respected, we have to start
imposing the restriction, dahil sila
din mapipinsala pag bumabaha,”
Singson said.
Among those that are likely to
be affected are residents of
Hagonoy, Paombong and Calumpit towns in Bulacan who are living
along the man-made Labangan
Channel dug in the 70s.
Residents of the said towns, especially in Calumpit, are worried on
the impending resurrection of the
phase II of the Pampanga Delta Development Project (PDDP-II) which
was stalled in the early 90s when it
was opposed by Bulakenyos.
The Phase I of the PDDP was
completed in the late 80s after the
Department of Public Works and
Highways (DPWH) dredged fishponds on both sides of the Pampanga River from Apalit town to the
Manila Bay.
However, Singson said that the
flood control masterplan not only
include construction of dikes and
embankment, but water resource
management as well.
As the appointed “water czar”
by the President, Singson explained that only 20 percent of total rainfall in the country annually
is being utilized.
“Nakakalungkot, 28 percent
lang ang nagagamit ng ating ulan,
and the rest either cause problems
like loss of lives and property, or
natatapon sa mga ilog at oceans
at di na napapakinabangan,” he
said.
The secretary stressed that despite getting abundant rainfall all
throughout the year, there are parts
of the country that suffers from
shortage of water for irrigation due
to lack of integrated water management.
This means that the proposed
filtration system along the Angat
River in Bulacan will be integrated
in the whole flood control master
plan.
According to Antonio Nangel,
administrator of the National Irrigation Administration (NIA), the establishment of a series of filtration system along the Angat River will address looming groundwater shortage.
He said that water from the river
can be pumped into reservoirs that
will be constructed, then, filtered
before distributing it to household
through local water district’s pipelines.
Nangel added that that the proposed water filtration system will
also address perennial flooding in
Bulacan.
Singson affirmed that Nangel’s
proposal will be considered in the
proposed flood control masterplan
which also include a flood warning
and forecasting system.
He said that the Department of
Science and Technology (DOST)
along with allied agency, the Philippine Atmospheric Geophysical
Astronomical Services Administration and the Department of Transportation and Communications is
rolling out a flood modeling, forecasting and warning system.
The system will be implemented in 18 river basins in the country
which straddles 33 provinces.
Singson said that through the
system, they will be able to warn
residents living along the river
banks six hours before the flood.

new alternate route to
Nueva Vizcaya will include
boring tunnels in the
mountains.
Along with this project,
he disclosed plans to pursue implementation of the
highway to the province of
Aurora on the country’s
eastern seaboard.
“Hopefully, maumpisahan na rin ang papuntang
Aurora, we are completing the Baler-Casiguran
Highway,” he said.

the Rules of Court, as amended”, in relation to A. M. No. 08-4-1-SC), the
counsel for the Petitioner, is hereby ordered to file on or before the
presentation of jurisdictional facts a written manifestation under oath, in
which it is declared whether or not he or his client is related to the Clerk
of Court of this Branch, stating therein the degree of relationship by
affinity or consanguinity.
Further, let the Petitioner at her expense, publish this Order for three
(3) consecutive weeks in a newspaper of general circulation in the
Province of Pampanga. Likewise, the Petitioner is directed to pay the
amount of Five Hundred (PhP500.00) Pesos to the Office of the Department
of Justice, City of San Fernando, Pampanga, as appearance fee of the
Public Prosecutor and through whose office the Solicitor General shall
be represented in the proceeding, and to show proof to the Court of such
payment made on or before April 2, 2012.

SO FAR, maganda naman ang review, lalo na sa acting department ng ‘internationl’ movie ni
Gwen Zamora.
We saw the movie twice at talaga namang commendable, generally ang pelikula. Puwede
nating ipagmalaki si Gwen dahil mukhang naungasan pa niya ang mga Indonesian counterparts
niya in terms of acting. Puwedeng-puwede talaga si Gwen na bigyan ng mga heavy drama
roles ditto sa atin.
Pero NGANGA si Gwen sa takilya. Palibhasa, starlet lang at walang mass following, ayun,
flop ang movie at mukhang di makababawi ang GMA Films sa in-invest nila sa naturang
movie. Mas lalo namang di kilala ang mga Indonesian actors na kasali sa The Witness kaya
talagang inisnab ng local audience si Gwen Zamora.
Ang speaking of GMA Films, nganga rin sina Rhian Ramos at Aljur Abrenica. The day we
watch the movie in a first class mall, wala, mga ipis at lamok ang dinatnan namin sa loob ng
sinehan. Pinagwelgahan ng publiko ang My Kontrabida Girl.
Ang speaking of flop na pelikula, ganyan din ang naging kapalaran ng Aswang movie ni
Erich Gonzales. Kay rami ng mga aleluyang nasulat tungkol sa acting kuning-kuning ni
Erich, e sa true lang, nakaka-turn off siya. Hitsura talaga ng isang amateur theater actress
sa klase ng acting niya. OA na OA si Corazon.
At may victory party pa kuning-kuning ang ABS-CBN. Para saan?
Gimik! para ipalitaw na kumita nang laksa laksa ang movie nila.

She last posted on March 19 at buong araw ng March 20 ay walang nabasa sa kanya.
Finally, last Wednesday ng gabi, nag-tweet na siya.
Halatang naapektuhan si Sharon ng kanyang haters and bashers kaya isang araw
muna siyang namahinga.
