Bishop Jose Oliveros of the Diocese of Malolos said Christians were not asked by God to imitate what Jesus Christ had done over 2,000 years ago. He said that Jesus Christ’s teaching is very clear as stated in the Bible. “The Lord taught us to come carry our cross daily and follow him. He did not say come and reenact My crucifixion,” Oliveros said. He also said that the cross is a symbol of every suffering that Christians can bear for Jesus Christ. “During the Lenten season we are given the opportunity to mortify ourselves and mortification means sacrificing or dying to one self,” the bishop said. He added that reenactment of Jesus Christ’s crucifixion is just an expression of popularized religiosity. “We were asked by Jesus Christ to be a good Christian,” Oliveros said and asked if those doing reenactment of the crucifixion has become good Christians by coming to church every Sunday. Oliveros also said that what is important during the Lenten season is for people to come and renew their relationship with God. Meanwhile, the Bulacan Tourism Convention and Visitors Bureau (BTCVB) initiated rehabilitation of the crucifixion site at Barangay Kapitangan in Paombong town. Jose Clemente, chair of the BTCVB, said the rehabilitation was meant to improve facilities of the Sto. Cristo Chapel in Barangay Kapitangan which draws tourists every year. He described the annual crucifixion rites as the only tourism attraction in the province that gained followers even without promotion. Romeo Flores said the company conducted medical missions in Barangays Tubotubo South and Lucapon South in Sta. Ignorance – as much in law as in protocol – is one alibi no one will buy. “Out of respect man lang sa mga miyembro ng sangguiang panlalawigan hindi man po nagpadala ng anunsyo si Vice Mayor Castro na hindi siya makakadalo sa mga naganap na tatlong hearings.” So disclosed Senior Board Member Crisostomo Garbo, himself a former vice mayor of Mabalacat. With Castro’s failure to present himself at the SP, the committee on appropriation has been constrained to file a motion to disapprove the P529-million budget. Leaving no recourse to the municipal government but to make do with its 2011 budget which is P503 million. P26 million short: a whale of a difference there in terms of programs, projects and services shorted, to the utter detriment of the people of Mabalacat. Articulates Bical village chief Jeng Yumul: “Paano po ang mga mahahalagang proyekto na gagawin namin sa Mabalacat. Maapektuhan po ng lubusan ang mga ito pati na ang mamamayan.” Gravely endangered too is the celebration of Mabalacat’s tercentenary. Then, the activities preparatory to the town’s transformation into a component city. With an inutile vice mayor in this wise, Mayor Marino “Boking” Morales had to intervene through an appeal to the SP: “We will seek reconsideration from the provincial government, we cannot afford to lose our 2012 budget or else various development projects in anticipation of the eventual conversion of the town into a component city will come to naught.” So what’s with this Castro? He was signatory to the council resolution seeking cityhood for Mabalacat. He joined the lobbying for it before both Houses of Congress and was even pictured celebrating with the legislators when the cityhood bills were approved. And then he did a total turnaround by claiming there was no need for Mabalacat to be a city. For which Castro was practically castrated, various sectors in the town branding him epithets that ranged from “incompetent” to “impotent” in his (dys)functions as vice mayor. This latest boo-boo with the SP over the 2012 budget makes one more great affirmation of the negativity appended on Castro. And Castro projects himself as mayoral material? MKM. TODAY IN HISTORY Nuclear accident at Three Mile Island AT 4 A.M. on March 28, 1979, the worst accident in the history of the U.S. nuclear power industry begins when a pressure valve in the Unit-2 reactor at Three Mile Island fails to close. Cooling water, contaminated with radiation, drained from the open valve into adjoining buildings, and the core began to dangerously overheat. The Three Mile Island nuclear power plant was built in 1974 on a sandbar on Pennsylvania's Susquehanna River, just 10 miles downstream from the state capitol in Harrisburg. In 1978, a second state-of-the-art reactor began operating on Three Mile Island, which was lauded for generating affordable and reliable energy in a time of energy crises. After the cooling water began to drain out of the broken pressure valve on the morning of March 28, 1979, emergency cooling pumps automatically went into operation. Left alone, these safety devices would have prevented the development of a larger crisis. However, human operators in the control room misread confusing and contradictory readings and shut off the emergency water system. The reactor was also shut down, but residual heat from the fission process was still being released. By early morning, the core had heated to over 4,000 degrees, just 1,000 degrees short of meltdown. In the meltdown scenario, the core melts, and deadly radiation drifts across the countryside, fa- tally sickening a potentially great number of people. As the plant operators struggled to understand what had happened, the contaminated water was releasing radioactive gases throughout the plant. The radiation levels, though not immediately life-threatening, were dangerous, and the core cooked further as the contaminated water was contained and precautions were taken to protect the operators. Shortly after 8 a.m., word of the accident leaked to the outside world. The plant's parent company, Metropolitan Edison, downplayed the crisis and claimed that no radiation had been detected off plant grounds, but the same day inspectors detected slightly increased levels of radiation nearby as a result of the contaminated water leak. Pennsylvania Governor Dick Thornburgh considered calling an evacuation. Finally, at about 8 p.m., plant operators realized they needed to get water moving through the core again and restarted the pumps. The temperature began to drop, and pressure in the reactor was reduced. The reactor had come within less than an hour of a complete meltdown. More than half the core was destroyed or molten, but it had not broken its protective shell, and no radiation was escaping. The crisis was apparently over. Two days later, however, on March 30, a bubble of highly flam- mable hydrogen gas was discovered within the reactor building. The bubble of gas was created two days before when exposed core materials reacted with super-heated steam. On March 28, some of this gas had exploded, releasing a small amount of radiation into the atmosphere. At that time, plant operators had not registered the explosion, which sounded like a ventilation door closing. After the radiation leak was discovered on March 30, residents were advised to stay indoors. Experts were uncertain if the hydrogen bubble would create further meltdown or possibly a giant explosion, and as a precaution Governor Thornburgh advised "pregnant women and preschool age children to leave the area within a five-mile radius of the Three Mile Island facility until further notice." This led to the panic the governor had hoped to avoid; within days, more than 100,000 people had fled surrounding towns. On April 1, President Jimmy Carter arrived at Three Mile Island to inspect the plant. Carter, a trained nuclear engineer, had helped dismantle a damaged Canadian nuclear reactor while serving in the U.S. Navy. His visit achieved its aim of calming local residents and the nation. That afternoon, experts agreed that the hydrogen bubble was not in danger of exploding. Slowly, the hydrogen was bled from the system as the reactor cooled. Regarding Henry Henrylito D. The adventure park also has other exciting activities for their visitors.” Dahilayan is located at the foot of the Mount Kitanglad. The national government declared the mountain range as a national park of nature. It was also declared as ASEAN (Association of Southeast Asian Nations) Heritage Park in 2009. Just recently, the United Nations Educational Scientific and Culture Organization cited it as a World Heritage Site. Being situated 4,700 feet above sea level, it makes your day a foggy disposition especially during the afternoon. “Due to sudden weather and temperature change, we advise our visitors to bring their coats or jackets,” says Mark Lawrence Plaza, the park’s superintendent officer. The lush greenery of pine trees and bushes reminds you of Baguio City in the olden days. “Instead of going to the summer capital of the Philippines, I think those from Davao and other parts of Mindanao should come to this place,” suggests Armando A. Mortejo, who recently came to the park. The Forest Park, which was featured in the movie, Forever and A Day (starring KC Concepcion and Sam Milby), encompasses 10 hectares and it was open to the public in 2010. Entrance fee is 50 pesos per person on weekdays and 100 pesos on weekends. After paying, the first thing you will see is the playground. There are several kinds of farm livestock: chickens, sheep, cattle, rabbits, and horse, among others. The animals are not real but they are exact replicas of the real thing: in size, in figure, and in colors. One striking feature is the so-called “picture frame” of an American Indian and a wild pig. You can have your picture taken at the center of the two “creatures.” On top is the name of the park and below is the address where it is located. If you have kids, or you’re a kid at heart, you can enjoy the seesaw, the monkey bars, and the swings. Or you can have fun at the tree top adventure, with 21 obstacles to beat. It is actually created for children but adults weighing not more than 65 kilograms can also try the adventure. Doing this will cost you P250. At the lower portion of the playground is the “zoo.” Cool and clean, there are plenty of picnic tables to choose form. As it is located under the pine trees, the air is fresh and chilly in the afternoon. Why is it called “zoo”? Because there are concrete replica of wild animals like gorillas, giraffes, bears, kangaroos, tigers, lions, snakes, crocodiles, and zebras. You can have your picture taken with any of these animals. That’s for the kids. What about the adults who want some adventures? First, there’s the zorbit, an inflatable bouncing ball which can accommodate two persons inside. After the two riders are securely fastened inside the ball, the ball is allowed to roll freely on a slope where ropes await to catch the ball. The cost: P250 per person. There are several other choices: all terrain vehicle (at P500 per person), buggy rides (P800 per person), bungee trampoline (P150 per person for five minutes), net trampoline (P50 per person for five minutes) and Jacuzzi (P300 per person). The newest addition to its activities is the 18hole mini golf course called forest putt. “This has a weather proof artificial turf imported from Korea and is playable day and night,” Plaza informs. “Although very short, it is very challenging and its picturesque layout overlooks the valley. He said that the first part of the flood control project is to remove obstruction along water ways and river banks. “May requirement sa batas na dapat may easement, this has not been respected, we have to start imposing the restriction, dahil sila din mapipinsala pag bumabaha,” Singson said. Among those that are likely to be affected are residents of Hagonoy, Paombong and Calumpit towns in Bulacan who are living along the man-made Labangan Channel dug in the 70s. Residents of the said towns, especially in Calumpit, are worried on the impending resurrection of the phase II of the Pampanga Delta Development Project (PDDP-II) which was stalled in the early 90s when it was opposed by Bulakenyos. The Phase I of the PDDP was completed in the late 80s after the Department of Public Works and Highways (DPWH) dredged fishponds on both sides of the Pampanga River from Apalit town to the Manila Bay. However, Singson said that the flood control masterplan not only include construction of dikes and embankment, but water resource management as well. As the appointed “water czar” by the President, Singson explained that only 20 percent of total rainfall in the country annually is being utilized. “Nakakalungkot, 28 percent lang ang nagagamit ng ating ulan, and the rest either cause problems like loss of lives and property, or natatapon sa mga ilog at oceans at di na napapakinabangan,” he said. The secretary stressed that despite getting abundant rainfall all throughout the year, there are parts of the country that suffers from shortage of water for irrigation due to lack of integrated water management. This means that the proposed filtration system along the Angat River in Bulacan will be integrated in the whole flood control master plan. According to Antonio Nangel, administrator of the National Irrigation Administration (NIA), the establishment of a series of filtration system along the Angat River will address looming groundwater shortage. He said that water from the river can be pumped into reservoirs that will be constructed, then, filtered before distributing it to household through local water district’s pipelines. Nangel added that that the proposed water filtration system will also address perennial flooding in Bulacan. Singson affirmed that Nangel’s proposal will be considered in the proposed flood control masterplan which also include a flood warning and forecasting system. He said that the Department of Science and Technology (DOST) along with allied agency, the Philippine Atmospheric Geophysical Astronomical Services Administration and the Department of Transportation and Communications is rolling out a flood modeling, forecasting and warning system. The system will be implemented in 18 river basins in the country which straddles 33 provinces.
