This Citizen’s Charter of Mabalacat reaffirms the commitment of the municipality’s leaders, officials and employees to implement quality management programs, streamlined procedures in the delivery of basic services and accepted work standards glared towards enhancement and transparency, accountability and accessibility to the public. With this work, it is expected that the discharge of function in every department, particularly the frontliners of the LGU shall enhance the rapport between the LGU’s, workforce and the public clientele in so far as public service is concerned. MORALES Municipal Mayor Municipality of Mabalacat | Citizens’ Charter | http://www.mabalacat.gov.ph/ 3 INTRODUCTION RATIONALE Act No. 9485 or An Act to Improve Efficiency in the Delivery of Government R epublic Service to the Public by Reducing Bureaucratic Red Tape Preventing Graft and Corruption and Providing Penalties therefore, otherwise known as the ANTI-RED TAPE ACT (ARTA) OF 2007. The Act was signed into law by President Gloria Macapagal-Arroyo on June 2, 2007 and took effect on September 5, 2008. It provides that all government agencies including departments, bureaus, offices, instrumentalities or government-owned and/or controlled corporations (GOCCs), or local government units (LGUs) shall set up their respective standards to be known as the Citizens’ Charter. The Act also aims to promote efficiency and transparency in government with regard to the manner of transacting with the public requiring each office to simplify frontline service procedures, formulate service standards to be observed in every transaction and make known these standards to the clients/citizens. By defining the step by step procedure and reducing the number of signatories in every transaction, the task of eliminating red tape is a glimmer of hope if a Citizens’ Charter is set up in every agency and LGU. This is the Mabalacat Citizens’ Charter our pledge and our tool to shield the citizenry from the social menace, that is corruption.
