CALL TO ORDER
Advanced written notice of this meeting of the Pennsauken Township Board of Education was sent to the Courier
Post and Philadelphia Inquirer. Notice appeared in the legal notice section of the Courier Post stating the time,
date, location and that formal action would be taken at that time. Notice was also posted with the Township Clerk.
Mr. Brown as President, declared this to be a legal meeting of the Board of Education.
ROLL CALL
Those in attendance and answering roll call were Mr. Kofoet, Mr. McDevitt, Mr. Nguyen, Mr. Stargell, Mr. O’Brien,
Mr. Brown. Mrs. Andrews-Williams arrived at 7:10pm. Mrs. Muller and Mr. Silver were absent. Also in attendance
were Dr. Chapman Superintendent of Schools, Mr. Yacovelli School Business Administrator/Board Secretary,
Mr. McConnell Solicitor.

MISSION STATEMENT – To be recited by all in attendance
The Pennsauken Public Schools provide a Pre-kindergarten through Grade 12 educational program for the
students of Pennsauken which is based on the New Jersey Core Curriculum Content Standards. The district’s
mission is to provide a safe, secure, and supportive climate where the unique personal values and wholesome well
being of each member of the school community is recognized and respected.
The schools will reflect an environment that is intellectually challenging, caring, and a source of pride to the district
and the community.
Staff, student and community members will recognize, value, and respect multicultural diversity.
Technology will support all areas of the curriculum in order to prepare our students to meet the challenges of
global interaction and competition. Parents, students, staff, business and community will work as collaborative
partners in order to ensure that all necessary resources are provided for excellence in this educational process.

A motion was made by Mr. McDevitt and seconded by Mr. O’Brien to approve agenda item #1.

PUBLIC COMMENT – AGENDA ITEMS ONLY
The Pennsauken Township Board of Education recognizes that the schools are the concern of all members of the
community. With this in mind, the Board of Education welcomes and solicits input from the public. During the
regular monthly Business Meeting, members of the community are afforded an opportunity to express their views.
It does, however, respectfully suggest that citizens attempt to resolve concerns by speaking directly to school
administrators before bringing it to the Board. Individuals with a relevant interest in the functions or duties of the
Board are invited to speak a maximum of five (5) minutes on any one issue. You are required to give your name
and address before speaking.

REPORT OF THE STUDENT MEMBERS OF THE BOARD OF EDUCATION
Pennsauken High School students Oluwatimilehin (Timi) Olaloye and Sydnee Gross have been selected as student
representatives to the Board of Education for the 2010-2011 school year.
Student representatives introduced themselves to the board.
Spoke of uniforms and the enforcement of the uniforms.
REPORT OF THE ZONE PARENT-TEACHER ASSOCIATION
BREAK FOR REFRESHMENTS AND TO GREET CITIZENS
2. BE IT RESOLVED by the Board of Education of the Township of Pennsauken to take a brief recess in order
to share refreshments with citizens and guests.
3. BE IT RESOLVED by the Board of Education of the Township of Pennsauken to reconvene the meeting.
The President of the Board of Education certifies that all members present before the recess are now present.
REPORT OF BOARD SOLICITOR
Asks that the Board approve a resolution to advertise the lease of Central School Parking lot.
Mr. Stargell asked why we are bidding this. Mr. McConnell explained the statute regarding interests in
public property.
A motion was made by Mr. McDevitt and seconded by Mr. Stargell to approve the following resolution:
BE IT RESOLVED by the Board of Education of the Township of Pennsauken to approve advertising for the
lease of Central School parking lot with the minimum monthly bid set at $1,500.00 per month.. The motion was
approved by a roll call vote (7-0-0).

Mr. McDevitt – Superintendent Search
o Superintendent Search Committee met on Wednesday. Present were Board members
Mr. McDevitt, Mr. Brown, Mrs. Andrews-Williams, Mr. Silver, and NJSB representative
Mary Anne Friedman.

o We are trying to get as much community input as possible on the Superintendent search.

o Questions on advertising for the Superintendent search.

o Congratulated Mr. McDevitt on excellent job with the committee work.

o Suggests the committee explore putting an insert in All Around Pennsauken. Will the schedule of
meetings be included as well.

o The Superintendent Search is the Boards process and NJSB is our guide in this process.
Mr. Stargell
o This is a good review but would like to speak to Ms. Friedman about a lame duck session and that
we have to be cognizant of that. We don’t need to rush anything due to the lame duck session.
The new board should have some input on entertaining the process of selecting the
Superintendent. Wouldn’t mind entertaining an Interim Superintendent. Mr. McDevitt responded.

A motion was made by Mr. McDevitt and seconded by Mr. O’Brien to approve agenda items 4-12. The motion was
approved by a roll call vote (7-0-0) with Mr. Kofoet abstaining on Bill list item Arnold Safe & Lock. Mr. Stargell
suggested bill list item for B.I.G. Council be pulled for a separate vote.
A motion was made by Mr. Kofoet and seconded by Mr. McDevitt to approve B.I.G. Council payment. The motion
was approved by a roll call vote (5-2-0) with Mr. Stargell and Mrs. Andrews-Williams voting no

11. BE IT RESOLVED by the Board of Education of the Township of Pennsauken to approve the following
resolution:
WHEREAS the County of Camden, as the Lead Agency for the South Jersey Power Cooperative (SJPC)
received and opened publicly advertised bids on July 22, 2010 for Electric Generation Supply Service for the
South Jersey Power cooperative; and
WHEREAS bids were received from two vendors; and
WHEREAS, Hess Corporation is the lowest responsible bidder for electric generation service and
submitted the following rate for PSE &G accounts at $0.09068/kWh for (12) twelve months with service
beginning on or about October 1, 2010, and
WHEREAS there is a need to award a contract; and

Schools approving the “emergent hiring” for a period of 90 days with the possibility of a 60-day
extension pending the New Jersey Department of Education completing the required criminal
history background check (NJSA 18A:6-7.1 revised 6/30/98). The appointments are also

20. BE IT RESOLVED by the Board of Education of the Township of Pennsauken to approve the promotion
of Margaret Kravil to the vacant on-call cook position. This position was created to allow the Food/
Nutrition Department to have a substitute cook if and when one of our cooks is absent from work. The cook
position requires extra duties from what is normally required of a general worker and thus would require a
one time pay increase of $1,000 as reimbursement for those extra duties. Ms. Kravil has been Food/
Nutrition Employee since September 2008 and has held various positions within the department including
manager. Mrs. Kravil’s annual salary will be adjusted from $10,710 to $11,710.10 annually. The residency
policy is in effect for this position.
Note: If approved, Ms. Kravil replaces Maureen Disbot.
21. BE IT RESOLVED by the Board of Education of the Township of Pennsauken to approve the promotion
of Tammy DeSanto to the vacant ten-month full-time general worker position at Pennsauken High School.
Ms. DeSanto will make $8.50 per hour ($10,710 annually). The position comes with a full benefit package.
The residency policy is in effect for this position.
Note: If approved, Ms. DeSanto replaces Margaret Kravil.
22. BE IT RESOLVED by the Board of Education of the Township of Pennsauken to appoint Cathy Blinebury
to the position of Educational Assistant assigned to Delair Elementary School effective September 1, 2010 to
June 30, 2011. A letter of intent to employ was issued by the Superintendent of Schools on August 30, 2010.
Ms. Blinebury will earn $10,117 with benefits.
23. BE IT RESOLVED by the Board of Education of the Township of Pennsauken to appoint Cheryl Comfort
to the position of Educational Assistant assigned to Delair Elementary School effective September 1, 2010 to
June 30, 2011. A letter of intent to employ was issued by the Superintendent of Schools on August 30, 2010.
Ms. Comfort will earn $10,117 with benefits.
24. BE IT RESOLVED by the Board of Education of the Township of Pennsauken to appoint Ruth Stanley
to the position of part-time library aide. Ms. Stanley will work 18 hours per week and be paid $7.25 per hour.
Note: If approved, Ms. Stanley replaces Margaret Gingell who resigned. Interviews were conducted by
Director of Elementary Education John Oliver and Elementary Librarian Dianne Hannah. References
were checked by Mr. Oliver.

Elementary School to partner again with the Pennsauken High School athletic program in a literacy initiative
called Athletes in Action. Each month student athletes would visit select classrooms, share a story, give an
inspirational talk, and leave students with an activity to improve their local community. On a subsequent visit,
the athlete would read another story and discuss the prior service activity and current athletic topics. The
length of the visits would be approximately 80 minutes. The cost to the Board would be a bus to transport
students to Fine School and back to Pennsauken High School.

of Franklin School students in the Muscular Dystrophy Association Hop-a-Thon. All materials are provided at

to the position of part-time educational assistant (3 hours) assigned to Franklin Elementary School effective
October 1, 2010. Ms. Acevedo will earn $7.25 per hour without benefits.
Note: Ms. Acevedo replaces Cathy Blinebury who accepted a full-time position. Interviews were conducted

Public School’s participation in the New Jersey Network to Close the Achievement Gap. If approve, this will be
Pennsauken’s third year of participation in the network. The cost of participation is $9,000.00, and will be paid
through NCLB Title I funds.

to the position of 10-month bus aide for not less than 20 hours per week in the Transportation Department
effective October 1 to June 30, 2011. Ms. Ely will earn $5,524.12 ($7.63 per hour). The terms and
conditions of employment as per the agreement with the Pennsauken Support Staff Association. The
residency policy is in effect for this position.
