These PRETs, which will be provided by NATIONAL PREC through electronic mail through the REGIONAL PREC, are formula-based MS Excel files that will automatically compute for the scores of each delivery unit and personnel based on the criteria stipulated in the Order. Further instructions regarding the use of the PRETs are found in the "Instructions" tab of each PRET or call the Regional Office through Miss Ida F. Cabantan, Administrative Division. All Schools Division DPREC are advised to follow the timelines. The Column 1 Total No. of Eligible Employees Indicator No. 1: % of learners who scored average and better in NAT or its equivalent % of learners who scored average and better Data/information required in this column should be encoded in number (NOT Column J IN%) format. in NAT or its equivalent for SY 2011-2012 Operationally, the quartile distribution in the overall test in NAT is used, computed as the percentage of learners who fall under the 'Upper Average1 and 'Superior' quartiles. Column K % of learners who scored average and better Data/information for the % of learners who scored average and better in NAT in NAT or its equivalent for SY 2012-2013 (G3, G6, Y4), SReYAand GSA-NCAE should be provided by the NPREC through the RPREC. For schools which do not have data on these, use the general average of pupils/students in the highest grade level offering. NOTE: Per DepEd Order No. 33, s. 2014, "for elementary, in the absence of Indicator No. 2: Simple dropout rate Column L Simple dropout rate for SY 2011-2012 Column M Simple dropout rate for SY 2012-2013 Data/information required in this column should be encoded in number (NOT NPREC through the RPREC. Indicator No. 3: % of liquidation of school MODE from January 1 to December 31, 2013 and timeliness of submission of liquidation reports Column N Amount Allocated for FY 2013 This column should contain the total amount of MODE allocated for the school for the year 2013 (January 1 to December 31, 2013). Amount Liquidated This column should contain the total amount of MOOE liquidated by the Column 0 school for the year 2013. Column P % Liquidation of MODE This column already has formula which will automatically compute for the % liquidation of MOOE. Copy the formula up to the end row or last row of school. The computation of % liquidation should be: Amount Liquidated (col 0) Amount Allocated for FY 2013 (col N) Column Q Plus Factor Column R No. of Late Monthy Reports Best Implementor of Brigada Eskwela SY 2012-2013 (Yes/No) NOTE: Per DepEd Order No. 33, s. 2014, "For schools with no MOOE due to failure in liquidating MOOE in the previous year = 0 points. For newly established schools with yet no allocation of MOOE, use the liquidation data ofLGU-funds (certification from LGU required). For school annexes and extensions with MOOE attached to the mother school, use the liquidation data of the mother school. " This column should contain the number of monthly liquidation report/s submitted late to the division office. For purposes of determining the late submission, the reckoning date should be the day that the liquidation reports are received by the division office, which should be as of the 5th working day of the succeeding month. Input 'Yes' if the school is awarded as Best Implementor of Brigada Eskwela in the national level in SY 2012-2013. Annex 2 of DepEd Order No. 33, s. 2014 enumerates the Best Implementing Schools of Brigada Eskwela in SY 20122013. Input 'No' if otherwise. Columns Recipient of national award/recognition SY 2012-2013 (Yes/No) Input 'Yes' if the school is a recipient of national awards/recognitions in SY 2012-13 from award-giving bodies duly recognized by DepEd. Input 'No' if otherwise. Formula-Based Computation Columns (Columns U-AK] Columns U-W Computation for Indicator No. 1 (% of learners who scored average and betterJn.NAT.orJts_equLvalent) This computation is based on the computation specified under provision no. 15(g) of DepEd Order No. 33, s. 2014. Specifically, the following have been followed: - If the school has 80% of its learners scoring average and better in NAT or its equivalent, the school automatically gets the maximum points for this indicator (35 points), regardless of the increase/decrease from the previous year. - If the school has less than 80% of its learners scoring average and better in NAT or its equivalent, the score for this indicator is computed as: %SY2Q122013 x 35 plus additional points. Additional points are equivalent to each percentage increase in the % of learners who scored average and better in NAT or its equivalent However, a decline in the % is not given any deduction n points. - Operationally, the quartile distribution in the overall test in NAT is used, computed as the percentage of learners who fall under the 'Upper Average' and 'Superior' quartiles. Columns X-Z Computation for Indicator No. 2 (simple dropout rate) This computation is based on the computation specified under provision no. 15(g) of DepEd Order No. 33, s. 2014. Specifically, the following have been followed: - If the school has a simple dropout rate of 1% and below, the school automatically gets the maximum points for this indicator (35 points), regardless of the increase/decrease from the previous year. - If the school has a simple dropout rate of more than 1% but less than 10%, the score for this indicator is computed as: 10 - simple dropout rate x 35 plus additional points 10 - Additional points are equivalent to each percentage decrease in the simple dropout rate. However, an increase in the simple dropout rate is not given any deduction in points. Columns AA-AC Computation for Indicator No. 3 (% of liquidation of school MODE from January 1 to December 31,2013 and timeliness of submission of liquidation reports as of the 5th working day of the succeeding month) This computation is based on the computation specified under provision no. 15(g) of DepEd Order No. 33, s. 2014. Specifically, the following have been followed: - The 30 points allocated for this indicator is distributed to the % liquidation 01 school MOOE (20 points) and timeliness of submission of liquidation reports as of the 5th working day of the succeeding month (10 points). - Liquidation of school MOOE below 90% is automatically given 0 points in this item. For schools with % liquidation of school MOOE 90% and above, the score for this item is computed as: (%liquidation - 90) x 2 - Timeliness of submission of liquidation reports is computed as: 10 - (2 x no. of late monthly reports) - Total score for this indicator will be computed by adding up the scores for the two items. Column AD I us Factor "his computation is based on the computation specified under provision no. 15(g) of DepEd Order No. 33, s. 2014. Specifically, the following have been bllowed: Additional 1 point is given if the school achieved any of the two (2) criteria enumerated under provision no. 15(f) of DepEd Order No. 33, s. 2014, for a maximum of 1 point. Column AE ota I Score Point in the plus factor is on top of the scores from the three indicators. Operationally, the point in the plus factor is added to the score from the three ndicators to get the total score, which will determine the performance ategory of the school. 'he total score of each school is computed by getting the sum of the scores of ie three indicators and the plus factor. Column AG Commulative Population Column AH Percentile The commulative population is needed to determine which schools will fall under certain performance categories. This column shows the percentile group by which each school falls under. This will be the basis for determining the Performance Category of each school. Operationally, the formula divides the commulative population (Column AD) by the total of eligible employees. 4. 5. 6. 7. 8. Column Al Performance Category Column AJ Amount of PBB per Eligible Employee Column AK Total PBB Allocation per School This column shows the rank or performance category by which each school falls under. This column shows the amount of PBB incentive that each eligible employee in each school is entitled to receive. This column shows the total PBB allocation of each school based on the performance category and number of eligible employees. All formula-based columns should be copied up to the end row or last row of school. After filling out all the required fields in the School Level PRET, sort the Total Scores (Column AB) from highest to lowest. This can be done by pressing the drop-down button in Cell AB9 and selecting 'Sort Largest to Smallest' from the options. This procedure will rank the schools The template will automatically show the Performance Category (Column AF) of each school, Amount of PBB per Eligible Employee (Column After conducting the School Level Ranking, transfer the results from the School Level PRET to Form 1.0 or Report on Ranking of Schools. This Using Annex 8 of DepEd Order No. 33, s. 2014, the RPREC should officially submit the consolidated Forms 1.0 or Reports on Ranking of Schools for both elementary and secondary schools to the ISIPREC on or before August 29,2014. NOTE: All DepEd officials and employees, including teachers, enumerated in Annex 4 of DepEd Order No. 33, s. 2014, who are recipients of national awards in FY 2013 from Civil Service Commission (CSC), Metrobank Foundation and National Literacy Awards which are duly recognized by both CSC and DepEd are automatically entitled to PhP 35,000 bonus regardless of the rank or performance category of their delivery unit. These personnel are not subject to ranking; hence there is no need to include their names in the list for Individual PRET. For checking purposes, input 'Yes' if the employee has satisfied the criteria under provision nos. 11 (a-f) and 12 of DepEd Order No. 33, s. 2013 and 'No' if otherwise. Should the employee does not satisfy any of the applicable criteria, he/she should be removed from the list. Column H 1st Semester FY 2013 Data/information required in these columns should be encoded in number format. If the employee is the head of delivery unit, input 'Head of Office' in both Columns H and 1. These include all heads of each delivery unit specified under provision and Third Level Officials under CESPES (i.e., Undersecretaries, Assistant Secretaries, Directors, Assistant Directors, SDSs, ASDSs and all designated Third Level Officials in an Acting or Officer-ln-Charge (QIC) capacity). Column 1 2nd Semester FY 2013 This procedure will automatically assign the Head of Office or Delivery Unit to the top of the ranking. However, Third Level Officials must still satisfy the criteria specified under provision no. 11 (a-f) of DepEd Order No. 33, s. 2013. NOTE: Per DepEd Order No. 33, s. 2014, "The heads of each delivery unit shall automatically receive the highest amount of incentive which the delivery unit will receive based on the performance categorization specified in Table 8 under provision no. 25 of this Order. However, performance ratings of the heads of delivery units shall be subjected to executive checking and vetting by their respective immediate superiors to be submitted to the PBB Task Force for approval. " Column J Average Performance Rating This column already has formula which computes for the average performance ating of the first and second semesters. Copy the formula up to the end row or last ow of personnel. Specifically, the following have been followed: If the employee is the head of office/delivery unit, the average performance rating s automatically set at ten (10) and rank is automatically set at Rank 1. If the employee has no rating (blank) for any of the two (2) semesters, this column hows that the employee is 'Not Entitled' to the FY 2013 PBB. This can be done by clicking the drop-down button in Cell J9 and selecting 'Sort Largest to Smallest' from the options. This procedure After conducting the Individual Ranking, transfer the results from the Individual PRET to Form 2.0 or Report on Ranking of Personnel. This form is also formula-based. Double-check the figures versus the results in the Individual PRET. This form is a refined version of Using Annex 9 of DepEd Order No. 33, s. 2014, the RPREC should officially submit to the NPREC on or before August 15, 2014 the consolidated Forms 2.0 or Reports on Ranking of Personnel for the Regional Office and all the Division Offices within the region.
