CASPER
Admission Application Fee Waiver Procedure
The California State University has established policies and procedures to respond to the needs of
undergraduate California residents for whom payment of the admission application fee may
constitute extreme undue financial hardship. In addition to being a California resident, an
applicant must be a U.S. citizen, permanent resident, or otherwise eligible as a lawful immigrant in
order to receive the benefit of a fee waiver. For students, without lawful immigration status, who
qualify for an AB540 nonresident tuition exemption, the waiver is also available. Applicants or
their parents, if appropriate, must provide limited financial information on the “Request to Waive
Undergraduate Admission Application Fee” form for the campus to determine that the fee would
represent an undue financial hardship. The income criteria used to determine eligibility for the fee
waiver are based on national standards for purposes of determining eligibility for student
financial aid programs or for other public benefits.
The income criteria used to determine eligibility for single independent applicants and
independent applicants without dependents other than a spouse represent 125 percent of the
2013 poverty guidelines established by the U.S. Department of Health and Human Services. For
dependent applicants and independent applicants with dependents other than a spouse, the
criteria represent the approximate income at which no contribution would be expected from the
parents or the independent student based on the federal need analysis methodology for student
financial aid programs for 2014-2015.
When an admission application is received without the required fee, the application is retained by
the office of admission and a request for payment is sent to the applicant along with the “Request
to Waive Undergraduate Admission Application Fee” form. If the request for fee waiver is denied,
the campus will notify the applicant that he or she has up to 30 days to pay the required fee for the
admission application to be processed. Applicants applying for admission through CSUMentor are
provided an opportunity to apply electronically for a fee waiver with immediate analysis of their
eligibility.
All campuses permit applicants to retain the initial filing date as priority date for admission
consideration. However, applicants are required to submit application fees or approved fee waiver
appeals within campus-specific time periods to maintain the initial application filing date as the
priority date.
All students are strongly encouraged to apply electronically via CSUMentor at www.csumentor.edu
CSU Mentor has the capability to provide fee waivers online, i.e. without the submission of a paper
“Request to Waive Undergraduate Admission Application Fee” form.

Statement of Intent to Register (SIR) and Deposits for Fall 2014
Statement of Intent to Register (SIR) or Admission Acceptance or Enrollment Confirmation procedures have been
instituted by CSU campuses and monetary deposits may be required. Applicants who have been offered
admission should notify the campus of their acceptance [i.e., Accept Admission Offer (AAO), Enrollment
Confirmation (EC), Intent to Enroll (IE), Intent to Register (IR), and Statement of Intent to Register (SIR), etc.]
and if required, make deposit [i.e., Enrollment Deposit (ED), Enrollment Confirmation Deposit (ECD), Enrollment
Reservation Deposit (ERD)] by campus deadline. Enrollment deposit is applied as payment against the tuition fee
payable at the time of registration for students who matriculate. An enrollment deposit may be forfeited for a
student who does not enroll. Students eligible for need-based financial aid and/or fee waivers may or may not
be required to pay the deposit. Deadlines and deposit fees are subject to change without prior notice. Students
should check with the specific CSU campus where they are admitted for up-to-date information.

Transcript Requirements for First-time Freshman Applicants
Documents Required to Make Initial Admission Decision. Several CSU campuses make preliminary offers of admission to
first-time freshman applicants whose grade point averages (GPAs) based on “a-g” college preparatory courses are 3.00 and
above on the basis of information provided on the application for admission. For applicants with GPAs lower than 3.00, test
scores are required. Applicants for whom admission decisions cannot be made on the basis of information submitted for initial
admission processing will be notified of additional information requirements by the campus. Thorough and accurate completion
of the application will expedite initial admission processing. Academic performance information provided on the application and

NEW SB 1440 TRANSFER ASSOCIATE DEGREES (AA-T & AS-T)
The Student Transfer Achievement Reform (STAR) Act (SB 1440) established an Associate in Arts (AA-T) or Associate in
Science (AS-T) for transfer for California Community College students and was designed to provide a clear pathway to CSU
degrees.
California Community College students who earn a transfer associate (AA-T or AS-T) degree are guaranteed admission with
junior standing to the CSU and given priority admission over other transfer students when applying to a local campus, or nonimpacted program. AA-T or AS-T admission applicants are given priority consideration to impacted campus and/or program that
has been deemed similar to the degree completed at the community college.

Each CSU campus may create a Statement of Intent to Register (SIR)
and Deposits (or admission acceptance and enrollment deposit). Deposit
process specifically for transfer associate degree applicants admitted to
a similar degree program. Those processes for the AY 2014-2015 will
be posted on the individual campus websites.
AA-T or AS-T transfer students admitted to a similar degree program
may be mandated by their CSU campus to attend specified orientation
or advisement sessions. Those policies for the AY 2014-2015 will be
posted on the individual campus websites.
Each CSU campus will review all baccalaureate courses and grades that
students complete before transferring. While students who complete
AA-T or AS-T will fulfill all lower division requirements, their transfer
grade point averages may be adjusted if all prior work was not
originally considered. These adjustments may result from unconsidered
work, repeated courses, the exclusion of non-baccalaureate credits, and
from work originally reported as in-progress.
Policies specific to transfer associate degree students applying to a
similar degree program will be posted on the individual campuses
admission websites.
Submission of the final official CCC transcript with the degree posted is
accepted as meeting all of the lower division general education
requirements as well as other lower division major requirements.
AA-T & AS-T transfer applicants are held to the upper division transfer
completion timelines described on page 15.
There are no AA-T or AS –T high unit transfer degrees at this time.
CSU campuses may create specific registration processes that may
include required advisement sessions prior to registration for associate
degree transfer students admitted to a similar degree program. Those
policies will be posted on the individual campus websites. Students
applying to a program that is not similar to their AA-T or AS-T degree
are considered upper division transfer and therefore are held to the
policies described on page 12.
While students who complete the AA-T or AS-T degrees will fulfill all
lower division requirements, they will most likely be provided with a
summary of transfer credit that may also include the remaining
requirements for the baccalaureate degree in a similar major. Because of
the uniqueness of the transfer associate degrees, many campuses may
have specific deadlines for the submission of official final transcripts
required for admission decisions and the creation of individual
academic degree plans.

Registration Priorities for Upper-Division Transfers
CSU campuses have established general registration priorities. However, campuses may change priorities
periodically. The table below shows current priorities for registration. Since registration is dependent upon date of
admission to the university, applicants are urged to provide thorough and accurate information to expedite the
admission process. Students are encouraged to attend orientation sessions when offered. Attendance at orientation
is often mandatory to ensure early registration.
AA-T/AS-T degree students may be required to attend orientation sessions when offered. Students admitted with
the AA-T/AS-T degree in a similar degree programs are advised to work with an advisor or to follow their degree
plan to remain on track for completion of the baccalaureate degree with 60 units.

New Student Orientation for Admitted Freshmen and Transfers
The New Student Orientation (NSO) in the California State University campuses is a program or an orientation
workshop for newly admitted first-time freshman and transfer students. NSO is designed to guide students through
their academic career and provide them with relevant information about university and academic requirements,
academic advising/planning, and a variety of campus student programs. Students attending orientation will
eventually 1) gain a successful transition into college life and get on the right track; 2) find out class selection and
academic scheduling; 3) familiarize themselves with the campus environment; 4) interact with and meet new people
and build a network of friends; 5) gain knowledge of university policies and procedures; 6) obtain university
information and relevant materials; 7) explore available campus resources and services; 8) receive a student
handbook and student guide information (if available); 9) enhance their educational experience; and 10) succeed
