In December 2014, preliminary information about recommended changes to tuition and
required fees was presented to the Board. These proposals have been refined and
adjusted to incorporate the impact of the CPI actual change of 0.8% versus the December
estimate of 1.8%. This page provides a summary of the FY2016 recommendations,
which are being presented for approval at the February 5-6, 2015 Board meeting.
Rationale for the increases and details of the recommendations are provided on the
following pages.

Undergraduate and graduate resident and nonresident tuition rates are proposed to
increase as shown in the table below.

In FY2016 UMSL will begin assessing the Recreation and Wellness Center Fee of
$17.25 per credit hour. This required fee was approved by student referendum and is
applicable to all on-campus credit hours. It is included in UMSL’s base tuition.





UMKC is proposing to add a differential tuition rate for graduate nursing students.
Tuition rates will increase $58 per credit hour in FY2016 to $400 for residents and
$942 for nonresidents. Tuition rates would increase an additional $50 per credit hour
in FY2017.
Professional school tuition rates are proposed to increase from 0.8% to 6% depending
on the program.
Required fees are proposed to increase at the rate of inflation, plus a new student
approved student services fee at Missouri S&T.
All tuition and required fee proposals are in compliance with the Higher Education
Student Funding Act (SB389). No waiver is required due to any of the fee proposals.
Room and board charges vary across the four campuses and within each campus
based on the resident facility and meal plan selected. The predominant plan on each
campus is recommended to increase from $80 to $304 for an academic year.

It was recommended by the respective Chancellors, endorsed by President Wolfe,
recommended by the Finance Committee, moved by Curator ___________________ and
seconded by Curator ________________, that the attached schedules of rates for tuition,
information technology fees, student activity, facility and service fees, and student
housing and dining contract rates, be approved, effective beginning with the 2015
Summer Session.
1. Tuition and information technology fees as shown in the attached schedules
and described in the Board materials be approved and become effective
beginning with the 2015 summer session. Specifically this includes:
a.
Tuition rates to increase as follows:
i. Resident undergraduate and graduate tuition to increase by the CPI
(0.8%) and nonresident undergraduate and graduate tuition to
increase by 3% at MU.
ii. Undergraduate and graduate tuition to increase by the CPI (0.8%)
at UMKC.
iii. Resident undergraduate tuition to increase by the CPI (0.8%),
nonresident undergraduate and resident graduate tuition to increase
by 3% and nonresident graduate tuition to increase by 6% at S&T.
iv. Undergraduate and graduate tuition at UMSL to increase by the
CPI (0.8%) plus $17.25 per credit hour for the student recreation
and wellness center fee.
v. Professional school tuition to increase from 0.8%-6%.
b.
A differential tuition rate for graduate nursing programs at UMKC is
created and phased in over two years. Resident rates will be $400 per
credit hour and nonresident rates will be $942 per credit hour in
FY2016; an increase of $58 per credit hour over the standard tuition
rates. The Graduate Nursing tuition rates will increase an additional

$50 per credit hour in FY2017 to complete the new tuition rate phase
in.

The information technology fee will increase by the CPI (0.8%),
rounded to the nearest $0.10.
2. Student activity, facility and service fees as shown in the attached schedule
and described in the Board materials be approved and become effective
beginning with the 2015 summer session.
3. Student housing and dining contract rates as shown in the attached summary
schedules for MU, UMKC, Missouri S&T, and UMSL be approved and
become effective beginning with the 2015 summer session.
4. Effective beginning with the 2015 summer session, the Board of Curators
revokes and repeals all previous tuition and fee schedules and adopts the
attached tuition, information technology fee, student activity, facility, and
services fees, and housing and dining contract rate schedules. The Board
finds such action to be necessary for the maintenance and operation of the
University.

FY2016 Tuition and Required Fees and Student Housing and Dining Rates

Following are the recommendations regarding tuition and required fees and student
housing and dining rates effective beginning with the 2015 summer session. Specifically,
the materials include recommendations concerning undergraduate tuition, graduate
tuition, professional schools tuition, the information technology fee, student activity,
facility and service fees, and student housing and dining contract rates. Fee rate
schedules are located at the end of the document.
Higher Education Student Funding Act (SB389) Tuition and Required Fees
Undergraduate tuition and required fees charged to all Missouri resident students are
governed by the Higher Education Student Funding Act (SB389). Tuition and required
fees typically includes base tuition, the information technology fee, and student activity,
facility and services fees. In FY2014 UMSL restructured their tuition rates to include
base tuition and all required fees, and thus eliminate separate billing for other required
fees. The Higher Education Student Funding Act (SB389) modifies the definition of
tuition and required fees to exclude fees that were passed by student referendum or
officially recognized student government organizations popularly elected by the students
on campus. These include student union fees at MU ($72) and UMKC ($388.14), the
intramural facility fee ($60) and the newly passed student services fee ($15.80) at
Missouri S&T, and the Metro pass program fee ($48) and the new student wellness and
recreation center fee ($517.50) at UMSL.
The table below shows tuition and required fees for a Missouri resident undergraduate
student as defined by the Higher Education Student Funding Act (SB389.) The
recommended increases for FY2016 for a University of Missouri resident undergraduate
reflect the 0.8% increase in the CPI instead of the 1.8% estimate used in December.

Undergraduate Tuition
Resident
Resident undergraduate tuition rates are recommended to increase at the rate of inflation
as defined by the CPI or 0.8%. UMSL will begin assessing the Recreation & Wellness
Center Fee that was approved by student referendum and is part of their rate in FY2016.

Nonresident
Nonresident undergraduate tuition rates are recommended to increase 3% at MU and
S&T, 0.8% at UMKC, and 0.8% plus the Recreation & Wellness Center student approved
fee of $17.25 per credit hour at UMSL. This recommendation is based on the economic
and market circumstances of each of the campuses. Rates for FY2015 and proposed rates
for FY2016 are shown below.

Resident graduate tuition rates are recommended to increase at the rate of inflation or
0.8% for MU and UMKC, 3% at Missouri S&T, and 5% at UMSL. Nonresident rates
increase 0.8% at UMKC, 2.5% at UMSL, 3% at MU and 6% at S&T. These
recommendations are based on the economic and market circumstances as well as the

UMKC Differential Tuition Rate for Graduate Nursing
UMKC is requesting a differential tuition rate for its graduate nursing programs, to be
phased in over two years. The FY2016 rate will be $400 per credit hour for resident
students and $942 per credit hour for nonresident students; an increase of $58 over the
current graduate tuition rates. The rates would increase an additional $50 per credit hour
in FY2017.
The new differential tuition rate would be assessed to all graduate nursing programs,
replacing the standard graduate tuition rate. The current tuition rate is not keeping up
with the rising cost of education delivery. Many of the graduate programs in the School
of Nursing are taught online or in a hybrid online and traditional setting. Many of the
students are part-time. The costs of pedagogical equipment replacement and upgrades,
expenses to support student scholarly travel and education experiences, and the
inadequate numbers of student teaching and research assistantships speak to the need for
increased resources. The standardized patient lab facility at the school is in need of more
than $400,000 in renovations. The Nursing School believes that its graduate nursing
programs will still be very competitive with the new tuition rates.

cost and market analysis of the particular schools and their relationship to the campus

The MU Law School is proposing that all its tuition rates increase by $30 per credit hour.
This results in the differential tuition rate increases shown above. MU Law School’s
tuition rates are below many of its competitors in the region. The additional funds will be
used to fund competitive salaries for high quality faculty and staff critical to the school.
The College of Veterinary Medicine at MU is requesting an increase in tuition of $638
per semester for all students resulting in an increase for resident students of 6% and
nonresidents of 2.5%. The additional revenue will be used to increase competitiveness of
teaching faculty salaries, fortify experiential learning on off-campus sites, and enhance
CVM imaging infrastructure. Currently MU is below the average cost for tuition and
fees amongst the 28 U.S. Veterinary Colleges, and will remain below the average after
this fee increase for resident students.

The UMSL Optometry tuition rates reflect the increase of $17.25 per credit hour for the
Recreation and Wellness Center fee that will be assessed in fall 2015.

Information Technology Fee
The Information Technology fee is recommended to increase by the CPI (0.8%) or $0.10
per credit hour to $13.10 at MU, $13.70 at UMKC and $13.90 at S&T.
Student Activity, Facility, and Service Fees
Total activity, facility and service fees are proposed to increase by the CPI (0.8%), plus a
new proposed fee approved by the students at Missouri S&T. A schedule showing the
proposed FY2016 student activity, facility and service fee rates for each campus
compared to the FY2015 approved rates is located at the end of this document.
S&T is proposing a new student approved Student Services Fee of $0.79 per credit hour
with a 10 credit hour plateau per semester. Increases in undergraduate activity, facility
and service fees are 0.8% or $3.38 at MU, 0.8% or $4.01 at UMKC, and 2.4% or $10.98
at Missouri S&T including the new student approved student services fee.
The fee proposals were prepared under the direction of the Vice Chancellors or Vice
Provosts for Student Affairs on each campus. Planning for fee changes are conducted
using operating assumptions unique to each campus and activity, within the context of
general economic guidelines communicated by the Assistant Vice President of Budget
and Planning. The appropriate advisory groups, affected students, and/or their elected
officers reviewed and approved the activity, facility, and service fee proposals.
These rate changes are in compliance with the Higher Education Student Funding Act
(SB389.) Increases in required fees that are charged to all Missouri resident
undergraduates do not exceed the annual rate of inflation, which was 0.8% as of
December 2014, or the fees were approved by the students.
Graduate and professional student fees increase by 0.7% at MU, by 0.8% at UMKC and
by 2.5% at S&T including the new Student Services Fee.
Fees are assessed predominantly on a per credit hour basis with a plateau of 12 credit
hours per semester and 6 credit hours for the summer session. However, at MU the
graduate and professional student plateau is 9 credit hours per semester. Some fees are
assessed at a flat rate per semester, or have a lower plateau, such as the new student
services fee at S&T.
The total undergraduate student activity and facility fees at MU will increase at the rate
of inflation as recommended by the Student Fee Review Committee. The student activity
fee component will increase $1.44 per semester. At MU, Student Activity Fees include
fees to fund: Student Government, Student Organizations, Multicultural Student
Organizations, Readership Program, Sustainability Program, Sports Clubs, Associated
Students, Capital Improvement, Divisional Councils, Transportation System, Student
Unions, Student Life, Counseling Center, Jesse Auditorium and the Parking Garage. The

Recreation Activity and Facility fee will increase $1.13 and the Student Health Services
Fee will increase by $0.81 for a total increase of $3.38.
At Mizzou the Student Fee Review Committee, which is comprised of a representative
mix of undergraduate and graduate students, annually reviews activity, facility and health
service fees in detail. They make a recommendation to the Vice Chancellor of Student
Affairs regarding any increases or reallocations. The proposed increases represent the
Committee’s recommendations.
At UMKC the total activity, facility, and service fees will increase at 0.8% or $4.01. The
Student Activity fee provides funding for the Student Government Association,
Academic Student Councils, student organizations and clubs, and Student Involvement.
The Athletic fee supports UMKC’s NCAA Division I Intercollegiate Athletics program.
Facility fees include the University Center, Student Union, Physical Plant Facility fee,
and the Recreation Facility fee, which funds the Swinney Recreation Center and student
intramurals. The Student Health fee provides health services and outreach to students.
At Missouri S&T activity, facility and service fees are proposed to increase by 2.4% or
$10.98 a semester. The Student Activity Fee is proposed to decrease by $1.20 per
semester or -0.8%. The Health Service Fee is proposed to increase by $5.88 or 6.0%.
The Intramural Facility fee is proposed to decrease by $2.50 or -5.9% and the University
Center Fee is proposed to increase by $1.20 or 3.6%. The University Center Debt Fee
will remain flat and the Rollamo Year Book fee will decline by $0.30 or -3.6%. Total
existing activity, facility and service fees are proposed to increase 0.8%. S&T is
proposing a new Student Services Fee of $0.79 per credit hour assessed on the first 10
credit hours per semester. This fee was approved by their student government association
which is popularly elected by the S&T students. The proposed increase is in compliance
with the Higher Education Student Funding Act (SB389.) These changes are based on
the student organization needs and determined by Student Council and budget needs.
In 2014 the UMSL campus restructured their tuition and required fees into a base tuition
rate. The campus no longer assesses activity, facility and service fees separately.
Student Housing and Dining Contract Rates
Room and board charges vary across the four campuses and within each campus based on
the residence facility and meal plan selected. Fee proposals were prepared under the
direction of the Vice Chancellors or Vice Provosts for Student Affairs on each campus.
Planning for fee changes are conducted using operating assumptions unique to each
campus and activity, within the context of general economic guidelines communicated by
the Assistant Vice President of Budget and Planning. Student housing and dining rate
proposals were developed with input from affected students and Residence Hall
Associations. These groups had the opportunity to review, ask questions, and provide
comments as proposed room and board rates and plans were developed.

The table below shows current and proposed rates for the predominant room and board
plan on each campus. The proposed increases are driven by various factors that impact
housing and dining differently and campus operations differently including but not
limited to utility costs, debt service, food costs, labor costs, and contractual arrangements
with third party vendors.

At MU the proposed predominant room and board plan will cost $9,370 per academic
year for FY2016 and consist of a renovated traditional double room and a dining plan that
provides 225 meals per semester (roughly 14 meals per week). There are a wide variety
of accommodations and housing facilities to choose from. Housing rates for FY2016
range from a high of $9,230 per academic year for a single suite open over breaks to a
low of $5,005 for an un-renovated traditional double room. Students choose their own
housing assignments and demand is highest for the more expensive options even though
lower cost options exist. Three different dining plans are available for students that live
on-campus in residence halls and range from a high of $3,590 per academic year for 275
meals per semester to a low of $2,710 for 175 meals per semester. Students living on
extended campus and off campus have a fourth option of a Mizzou Block 125 + $440
Prepaid E.Z. Charge in place of the Mizzou Block 175. If approved, the combined room
and board contract rate for the predominant plan would increase by $300 or 3.3% for the
academic year.
A key factor in funding the MU Strategic Operating Plan is to attract and retain students.
Safe, attractive and modernized housing facilities significantly aid in the recruitment of
new students to MU. Housing rates support MU’s nationally-recognized living &
learning programs which have significantly increased students’ academic achievement,
retention and graduation for many years.
Housing rates also reflect the required
financial commitment to the comprehensive Residential Life Master Plan. Since 2004,
11 new halls have been constructed and 10 halls have been renovated for a total of more
than 5,000 beds. Wolpers Hall and a new residence hall, Gateway Hall, are under
renovation and construction respectively and will open in the fall of 2015 (FY2016). To
meet student needs, extended campus apartment rental will continue.

The requested housing rate increase is 4.0%. An increase to debt service of
approximately $2.2 million annually will accompany the opening of Wolpers and
Gateway halls in August of 2015. Increases in compensation and utilities also contribute
to the need for increased rates.
In an effort to keep rates as low as possible, Residential Life and Campus Dining
Services continue to look for efficiencies and opportunities to reduce costs. For example,
dining plan rates are proposed to increase only 1.9% even though food and labor costs,
the primary costs for Campus Dining Services, are expected to increase by approximately
3.0%. The difference is offset by additional revenue from the retail dining locations due
to a market focused campaign and cost reduction efforts such as more effective
application of inventory management software; product, menu, and service adjustments,
savings from vendor contracts, and decreased one-time costs for repair and maintenance
of facilities and equipment.
Various cost-containment efforts in Residential Life have resulted in nearly static or
reduced expenses in most areas beyond compensation, debt service (related to new
construction and renovation projects within the Residential Life Master Plan) and
utilities. Strategic investments in more energy-efficient appliances continue to be
essential to address increasing utility rates. In addition, changes in cleaning methods and
equipment have reduced cleaning times and use of cleaning chemicals while maintaining
or improving cleanliness standards. Residential Life will shift $1 million from lease
expense to debt service in FY2016 by reducing the number of beds at Extended Campus
and replacing them with on-campus housing (new Gateway Hall). In addition,
Residential Life is planning to spend less on postage and printing due to their continuing
practice to use electronic and social media to communicate and less on computer
purchases in FY2016 due to their continued efforts to recycle equipment within the
department to lower demand/less critical applications versus the purchase of new
equipment. Residential Life is also expanding efforts to increase revenue during the
Spring and Summer months. While the residence halls and apartments have been
operating at nearly 100% of capacity for the start of the academic year, Residential Life
will be more aggressively marketing Spring semester move-in to new students enrolling
at MU that semester, as well as students returning from Study Abroad, exchange or other
programs. Finally, with newer/renovated facilities, Residential Life has been actively
courting more summer camps and conferences to utilize the facilities during summer
months to increase revenues that generate more than $1.1 million dollars annually.
Increases in monthly rents for graduate and family student apartments range from 2.8% to
3.4% depending on facility and room type, but will remain well below market rate.
The predominant room and board plan at UMKC for FY2016 will cost $9,755 per
academic year and consists of a traditional double room and a 180 block meal plan with
$175 in Flex cash per semester. This is an increase of 3.2% over FY2015. Room rates
will increase from 3.4%-3.6% and Oak Place and Hospital Hill Apartment rents will
increase by 3%. Room rates vary by type of room ranging from a high of $10,032 for a
single apartment to a low of $6,650 for a traditional double room.

UMKC food service is outsourced to a third party vendor. Meal plan rates will increase
by 2.5% per adjustment clauses in the third party contract. Five different meal plans are
available ranging from a high of $3,345 per academic year for a 140 meal block with
$300 in Flex cash per semester to a low of $2,988 for 12 meals per week with $175 in
Flex cash per semester.
The enrollment growth at Missouri S&T has taxed the capacity of the university’s
housing and dining facilities and without some investment in both new facilities as well
as improvements to existing facilities, Missouri S&T will be unable to meet the demand
created for housing and dining services. The objective is to continue to generate sufficient
revenues to enable Missouri S&T to invest in its residential facilities and to maintain its
quality of services to resident students.
Missouri S&T needs to invest in new residential facilities to effectively manage its
growth in enrollment. This need is compounded by the closure this year of the
Quadrangle Residential Complex. This was a sooner than anticipated closure of this 420
bed facility. This is an aging facility that had already been slated to be closed in the 2000
housing master plan after a successor facility was brought on line. Since that decision,
most major maintenance has been deferred and the cost savings has been diverted to
constructing new residential facilities. The culminating event leading to its closure
occurred this past year when it was deemed to be impractical to bring it on line with the
Missouri S&T geothermal heating and cooling system. The intention is to begin
construction this spring on a replacement facility that will open in August, 2016.
The Missouri S&T housing master plan pro forma approved by the Board of Curators this
past year called for the FY2016 room rates to be increased by 3.0% and the board rate to
be adjusted by the vendor contract multiplier formula. Both of these proposed
adjustments align with this expectation and in doing so sustain sufficient revenue to
support S&T’s proposed new construction.
The predominant room and board plan will cost $9,145 per academic year for FY2016
and consists of a renovated double room and 15 meals per week plus $65 declining
balance dollars per semester. The increase in the predominant room and board plan at
S&T is 3.2% or $285 for the academic year. Housing rate increases range from 2.5% to
3.2% for residence halls and 3.5% for Miner Village apartments. Room rates range from
a high of $8,610 for a double as a single suite to a low of $5,110 for a double basement
room.
Increases in meal plans at S&T range from 1.3%-3.3% with the exception of the five
meals per week plus $150 declining balance dollars plan that increases $60 or 3.8%. The
same seven meal plans will be available in FY2016, but the declining balance dollars are
lower by $0 to $25 per semester depending on the plan. The plans range from a high of
$3,560 per academic year for 19 meals per week and $60 declining balance per semester
to a low of $1,650 for five meals per week with $150 declining balance per semester.

Missouri S&T uses a third party vendor for dining services and rate increases reflect the
inflationary adjustments required in the contract.
The predominant room and board plan at UMSL for FY2016 will increase at the rate of
inflation 0.8% or $80 and will cost $9,868 per academic year. The predominant plan
consists of a single room in Oak Hall and a 100 block meal plan plus $350 declining
balance dollars per semester.
Housing rates will remain unchanged for FY2016. Housing options range from a high of
$6,590 for a single room in Oak Hall to a low of $4,450 for a small single room in Villa
Hall.
UMSL’s meal plans are contracted with a third party food service provider. Four meal
plans are offered and range from a low of $3,278 per academic year for a 100 meal block
with a $350 declining balance per semester to a high of $3,772 for a 200 meal block with
a $150 declining balance per semester. Meal plan costs will increase by 2.5%.
The table on the next page summarizes the room and board predominant plan for each
campus as well as the range of plan options. Campus specific tables at the end of the
document show the detail contract rates for housing and dining options for each campus.
