were killed Monday in separate shooting incidents in Pampanga and Olongapo City.

PAMD cites Capitol for OFW welfare concern

CITY OF SAN FERNANDO — The
Provincial Government of Pampanga was recognized by the Pampanga
Archdiocesan Migrants’ Desk (PAMD)
last Friday due to its tireless effort and
dedication in ensuring the welfare of
Kapampangan OFWs and their families.
“We at PAMD and the Provincial
Government of Pampanga under the
Pineda Administration have always
been good partners in taking good care
of our fellow Kapampangans abroad,”
said PAMD chairperson Nelson Pastor
Ajos.
Relative to this, a day before the
PAMD awarding ceremony, the Provincial Government of Pampanga
through its Pampanga Action Center
for OFW Concerns (PACOC) participated in a job fair led by PAMD and the
Pampanga Interagency Council for Migrant Concerns (PIAMCO) that catered
to Kapampangan migrants’ relatives.
According to Elaiza Muñoz, PACOC
chief, Governor Pineda does not only
settle on keeping the migrants safe.
“Like a true mother, Governor
Pineda is concerned with the relatives,
especially the children of Kapampangan OFWs. This is why PACOC tries
its best to cater to their needs and to
work hand-in-hand with private sector groups that share the same ideals,”
says Muñoz.
Recently, Governor Pineda announced that there are now 93,800
Kapampangan overseas workers.
Muñoz stated that in order to keep
track of our fellowmen abroad and to
give support to their loved ones here in
the province, PACOC is currently completing the OFW organizations in all
the municipalities and cities of Pampanga.
As of this year, there are only two
municipalities and one city that are not
yet done with the formulation of the
said organization.
She added, “Aside from this, we offer livelihood programs to these municipality OFW organizations where

The Real Score on Quantitative
Restrictions on Rice

RA 8178, otherwise known as the Agriculture Tariffication Act, removed the country’s quantitative restriction (QRs) on agricultural products under the General Agreement on Tariffs and Trade or GATT Uruguay
Round of negotiations. All QRs on agriculture sector
were eliminated except for “rice”.
The Philippines successfully negotiated to maintain its QRs on rice being a primary agricultural product. The World Trade Organization (WTO) granted the
10-year “Special Treatment” to the Philippines for
being a developing country which was extended until
June 30, 2012. The QR imposes a 40-percent duty on
rice entering the country under the Minimum Access
Volume (MAV) of 350,000 metric tons.
Last year, the Department of Agriculture (DA) and
the National Food Authority (NFA) sought the opinion
of the Department of Justice whether the Philippine
Government can continue to impose quantitative restrictions on rice imports. “The DOJ has yet to issue a
definitive legal opinion”.
The Philippines filed another extension on its QR
on rice until 2017 after its expiration in 2012.
It is very important to note that rice shipments are
being held by the Bureau of Customs in several ports
due to lack of import permits. The Office of the Solicitor General noted that the seized rice imports were
illegal. The Supreme Court also allowed the bureau
to seize rice imports without permits from the NFA.
However, some importers managed to secure temporary injuction orders from courts in Manila, Davao and
Batangas.
Importers insist that NFA can no longer restrict rice
importation because its power to implement quantitative restrictions or volume limits had expired in June 2012.
Legal experts also viewed that the Philippine Government should honor and implement the effect of
the expiration of the prescribed period.
But ordinary farmers in the Philippines are praying and hoping that our negotiators can convince WTO
for the extension of the implementation of the QRs up
to 2017. Cost of production for rice has tremendously
increased.
While the Department of Agriculture is expecting a bumper harvest this dry cropping season
especially in Central Luzon, the DOJ and the country’s economic managers should come up with a
win-win solution in order to protect our small farmers and other stakeholders in the rice industry.

On this day in 2003, the United States, along
with coalition forces primarily from the United
Kingdom, initiates war on Iraq. Just after explosions began to rock Baghdad, Iraq’s capital, U.S.
President George W. Bush announced in a televised address, “At this hour, American and coalition forces are in the early stages of military operations to disarm Iraq, to free its people and to
defend the world from grave danger.” President
Bush and his advisors built much of their case for
war on the idea that Iraq, under dictator Saddam
Hussein, possessed or was in the process of building weapons of mass destruction.
Hostilities began about 90 minutes after the
U.S.-imposed deadline for Saddam Hussein to
leave Iraq or face war passed. The first targets,
which Bush said were “of military importance,”
were hit with Tomahawk cruise missiles from
U.S. fighter-bombers and warships stationed in
the Persian Gulf. In response to the attacks, Re-
public of Iraq radio in Baghdad announced, “the
evil ones, the enemies of God, the homeland and
humanity, have committed the stupidity of aggression against our homeland and people.”
Though Saddam Hussein had declared in early March 2003 that, “it is without doubt that the
faithful will be victorious against aggression,”
he went into hiding soon after the American
invasion, speaking to his people only through an
occasional audiotape. Coalition forces were able
to topple his regime and capture Iraq’s major
cities in just three weeks, sustaining few casualties. President Bush declared the end of major
combat operations on May 1, 2003. Despite the
defeat of conventional military forces in Iraq, an
insurgency has continued an intense guerrilla
war in the nation in the years since military victory was announced, resulting in thousands of
coalition military, insurgent and civilian deaths.
After an intense manhunt, U.S. soldiers found
Saddam Hussein hiding in a six-to-eight-foot
deep hole, nine miles outside his hometown of
Tikrit. He did not resist and was uninjured during the arrest. A soldier at the scene described
him as “a man resigned to his fate.” Hussein was
arrested and began trial for crimes against his
people, including mass killings, in October 2005.
In June 2004, the provisional government
in place since soon after Saddam’s ouster transferred power to the Iraqi Interim Government.
In January 2005, the Iraqi people elected a
275-member Iraqi National Assembly. A new
constitution for the country was ratified that
October. On November 6, 2006, Saddam Hussein
was found guilty of crimes against humanity and
sentenced to death by hanging. After an unsuccessful appeal, he was executed on December
30, 2006.

Do special projects help?

ONE way to break the monotony of
studying and tests are special projects
which teachers assign every once in a
while.
These special projects indeed
help students focus not just on their
academics, but also on activities that
would harness their creative side.
Projects could either be artwork, or
research-based, depending on the subject.
But some special projects don’t have
to be based on the subject. They can be
adapted to the abilities and interests of
students and this would depend on the
teachers.
Letting students have the freedom
to choose their special project is also
one way of reaching out to them, making them feel “unrestricted”.
They can be about history, music,
literature, art, whatever the students
fancy. Allow them to direct their research to those subjects. This will be an
opportunity to go beyond the standards set by the teacher.
Also, this will allow them to feel in
control of their education, at their own
pace. The final outcome will be their
masterpiece, an artwork they can call
their own.

Factors that affect Academic Performance of the Learner

THERE are different factors that affect
the performance of the child. Different
studies were conducted to show what really affect the pupils’ performance. It is
believed that factors such as malnutrition,
lack of motivation in home spousal violence, single parents as well as impoverished home environment affect negatively
development of intellectual ability.
This means that children from low
socio-economic backgrounds tend to be
below or just about the average in their intellectual development particularly when
this phenomenon is assessed in terms of
scores or tests. It has also been observed
that even specific talents such as high
musical, artist, mechanical, mathematical
aptitude are influenced by environment
including home background.
Thus it is easier for the child of a renowned musician to exhibit high musical
aptitude early in life through his interac-
tion with musical instruments or generated interest in music due to his home
environment that it is for a child from a
family where no one is interested in music
of any form.
The social and the economic components of socio-economic status in other
words may have distinct and separate influences on educational outcomes while
both components are important, social
factors such as parent’s educational attainment have been found to be more
significant than economic factors such as
a family capacity to purchase goods and
services.
In explaining different educational
outcomes, it is argued that families where
the parents are advantaged socially,
educationally and economically foster
a higher level of psychological support
for their children through environments
that encourage the development of skills
necessary for success at school. Family
structure is one of the factors that affect
the academic performance of students in
secondary schools. It affects them in a lot
of ways such as lack of appropriate role
model especially for males.
Buckingham 1999, Rich 2000 said “the
nature of parent-child relationships in
families may cause emotional and behavioural problems for the child” and (Machin
1993) also said that “the influence of family structure has been found to be only
weakly associated with educational attainment”.
Parents have less time to spend with
their children in supervising their school
work and maintaining appropriate levels
of discipline and there is increased responsibilities to children such as children’s
roles in domestic duties which impede the
time available for school work and these is

Yesterday’s banner story of this paper proves
that the festival is up and ready to host some 100,000
expected tourists and visitors of the Philippine International Balloon Festival 2014 that is slated to be
held from April 10 to 13 at a tourism estate in Prado
Siongco, Lubao, Pampanga.
The event was used to be held at Clark until the announcement of its organizers
that they lack the time to prepare for it. As a result of the

doctors, nurses and paramedics shall likewise be assigned
to be on standby at the activity’s site.

She was quoted that safety during the Philippine International Balloon Festival 2014 is paramount.

Tourism is a fast-growing industry in Pampanga.
Despite its lack of beaches and shorelines, it has a
number of luxurious resorts and swimming pools to
see. It has numerous hotels and casinos that will entertain local and foreign tourists alike.
For its natural wonders, the Mt. Arayat National
Park is now being completed and rehabilitated. The
mountains of Nabuclod in Floridablanca, where fabulous landscapesnof grazing lands, picnic grounds, a
zipline among others are now frequently visited.
Pampanga has several malls not only for people to
shop but also to enjoy facilities, amusement and entertainment centers inside them.
One famous tourist destination of the province
is the San Guillermo Church in Bacolor, Pampanga
where devotees and even historical tourists and visitors of the province go to. It gained more fame when it
was made the setting of a telenovela years ago, featuring Jesus Christ nailed on the cross as “Bro”.
Clark, although situated in Angeles City, a highly
urbanized city in the province, has a lot to offer also
such as casinos, theme parks, duty-free shops, a museum, picnic grounds, activity areas and many others.
Pampanga has many festivals too, the famous of
which includes the Ibon-Ebon Festival, the Giant lantern, the Sinukuan, the Duman and Binulo, the caragan, the sabuaga and many more.
It may sound a cliché, but it’s more fun in Pampanga indeed. This can be proven by a number of my
friends from other regions who have already paid the
province a visit.

provide additional help to them through extra
moral lesson while students from low or non –
educational background might not know the
effect of it, in some instance those with low
educational background might encourage their
children in that they misused their opportunity
during time and will not want that to happen
to their children.

bata. They’re not only very good actors,
they’re also well-behaved on the set,
they’re also very professional. So, it’s
a wake-up call for everybody na kung
plano mong maging pahirap sa buhay,
eh, you’re ready to be replaced by these
kids in no time.

siya sa mommy niya at mga kapatid sa Australia,” he says. “Noon pa
niya sinabi sa’kin na after matapos
ang ‘Adarna’, gusto niyang magbakasyon. Siempre, mami-miss ko
siya, pero puwede naman kaming
magtawagan at mag-Skype.”
Aljur is very happy for the positive feedback for his new telefantasya, “Kambal Sirena,” where he
plays Kevin, owner of an ocean
theme park where he trains dolphins. He’s often seen shirtless and
he says this is not really new to him.
“Kasi sa ‘Machete’ at ‘Amaya’, wala
rin akong suot na pang-itaas.”
He’s a good friend of Ai Ai de las
Alas, who said she’s so impressed
when she saw Aljur’s shirtless photos for “Kambal Sirena.” Ai Ai is in
their rival show, “Dyesebel.” What
can he say if and when their two
shows are pitted against each other?
“E, wala naman kaming magagawa
kung pagtatapatin ang aming shows.
Basta kami sa ‘Kambal Sirena’, we’ll
do our best para hindi bumitaw sa
panonood sa amin ang viewers.”
It’s very noticeable that Aljur
now has a deeper spiritually and
this is evident when you talk to him.

did Bible readings. At 24, he says
he’s looking for his purpose in life.
“With the Lord’s guidance, I am

tayo, ‘yun ang question, di ba? Ano
ba ang purpose natin sa buhay?”
So how does he intend to celebrate his birthday? “Monday ‘yun
at may taping kami. If I’m given the
chance, I want to spend it alone, doing some travelling. Pa-drive-drive

in 1992, tens of thousands of
Filipino base workers lost not
only their jobs but all were
faced with uncertainties
about their future and sadly,
a grim picture of shattered
dreams.
Most of them struggled to
bring its feet back on ground
but have nonetheless proved
that there was indeed life after the US bases.
Many of them decided
to pack their bags and leave
Olongapo City as they availed
of the Special Immigrant Visa
offered by the US Embassy
for former US base workers
and families considered and
recognized as US Federal
government employees and
dependents, respectively.
San

USA has become their destination as the place offered
job opportunities related
to special skills obtained as
base workers particularly
