CHAPTER SEVEN - DRIVER OPERATOR INDEX Section 7.100: Program Administration Section 7.200: Program Development Section 7.300: Certification Process Section 7.400: Term of Certification Appendix A: Driver Operator Task Stations SECTION 7.100: PROGRAM ADMINISTRATION 7.101: The purpose of this policy is to detail the procedures and guidelines for certification as a Driver/Operator by the Colorado Metropolitan Certification Board (CMCB), hereafter known as the Board. The policy is intended to: ensure fire service driver/operators are qualified by completing a CMCB certified program, outline the procedures necessary to successfully complete the certification process. 7.102: It is the intent of the Board that the policies set forth herein meet the requirements of the National Fire Protection Association standard 1000, Fire Service Professional Qualifications Accreditation and Certification Systems. 7.103: The Driver/Operator certification program is designed to meet the certification requirements of member departments of the Board. 7.104: This policy and all procedures contained herein shall be established by the Board. The Chief Training Officer of each department is responsible for implementing the policy locally. 7.105: This policy shall apply to all personnel pursuing certification as a Driver/ Operator. 7.106: The Board may grant a variance of this policy when such variance meets the intent of the National Fire Protection Association Professional Qualification Standard 1002 and its additions, and is in the best interest of the Board or member department. Any such request for variance must be submitted in writing to the Board through the appropriate chain of command. Chapter 7 – Driver Operator 01/01/08 1 7.107: This policy and its procedures shall meet or exceed any requirements for Driver/Operator set forth in the current edition of the National Fire Protection Association Standard, 1002, Fire Apparatus Driver/Operator Professional Qualifications and its additions as approved and adopted by the Board. The Board shall be considered the authority having jurisdiction (AHJ) as specified in the standard. 7.108: It is the responsibility of the Driver/Operator candidates to demonstrate that they meet or exceed the requirements of this policy. 7.109: All appeals from Driver/Operator candidates shall be filed according to the appeals process specified in Chapter 1, Section 1.500 of the Policies and Procedures Manual of the Colorado Metropolitan Certification Board. SECTION 7.200: PROGRAM DEVELOPMENT Back to Index 7.201: The Board shall develop an evaluation process that includes a test bank and other evaluation instruments, which meet the requirements of the adopted NFPA 1002 standard. Subsequent test banks for CMCB approved Driver/Operator classifications or types shall be developed and adopted by the Board based upon need. 7.202: The evaluation process shall be reviewed by the Board. The purpose of the Board in the review process is to ensure the evaluation processes have been validated. 7.203: The Board shall ensure that the evaluation process meets the following criteria: the process evaluates the current body of knowledge in Driver/Operator fundamental/essentials training as necessary to meet the requirements of the adopted NFPA Professional Qualifications Standard 1002, each test item is valid, test construct is appropriate, all written and performance evaluation instruments are valid and objective. 7.204: The Board shall provide all materials necessary to conduct the evaluation set forth in section 7.203. 7.205: The Board shall review the evaluation process annually. Back to Index Chapter 7 – Driver Operator 01/01/08 2 SECTION 7.300: CERTIFICATION PROCESS Back to Index 7.301: Classifications or Types of Driver/Operator certification include, but are not limited to: Driver/Operator II, Pumper Driver/Operator III, Elevated Operations Apparatus Driver/Operator II and III Combined 7.302: The candidate for certification as Driver/Operator II, III, combined II and III, must have one (1) year of full time experience in the fire service, be certified as Fire Fighter I as specified in NFPA 1001, or currently be in a promoted position of Driver/ Operator or greater. Certification must be from an International Fire Service Accreditation Congress or National Board of Fire Service Professional Qualifications accredited program. A candidate may obtain any classification or type of Driver/Operator certification without progression. 7.303: The candidate shall make application for certification following the procedure set forth in Chapter 3, Section 3.100. Each candidate must submit documentation of successful completion of a driver’s training program for entrance into the certification process. The Department Training Chief must review and approve the Driver Operator training program. The candidate must have completed the course within the previous two (2) years and submit a course description including learning objectives and proof of successful completion. The submittal will be reviewed and approval may be granted for certification testing. 7.304: The evaluation process for certification will include a written evaluation and a performance evaluation. The written test for each type of Driver/Operator certification shall consist of randomly selected questions, as indicated below, from the respective validated test bank: Driver Operator II – Fifty (50 questions) Driver Operator III – Fifty (50 questions) Combined Driver Operator II and III - one hundred (100) questions, fifty (50) questions from Driver/Operator II and fifty (50) questions from Driver/Operator III. Each section of the combined Driver/Operator II and III written exam will be scored separately and each must be passed with a minimum score of 80% as specified in Section 3.200. The performance evaluation will include the skill dimensions (see Appendix A) detailed below. The candidate must complete all tested Chapter 7 – Driver Operator 01/01/08 3 skill dimensions with a passing or satisfactory rating to be certified as a Driver/Operator. The performance evaluation for Driver/Operator II, Pumper, shall consist of the following: Over-the-road driving course, NFPA 1002 guidelines or CMCB approved course Rodeo driving course, NFPA 1002 guidelines or CMCB approved course From the CMCB Driver Operator Performance Evaluation Sheets in accordance with Appendix A: Three (3) pumper evolutions, one mandatory job sheet (P1) two selected at random random selections must include: a handline procedure; a master stream or double line procedure. Two (2) vehicle preventive maintenance procedures selected at random. Each skill performance evolution (job sheet), shall function as a “test station.” Failure of the first attempt at a test station, leads to the allowance of one additional attempt at that test station – “a retake.” If the second attempt is unsuccessful, the candidate fails the performance evaluation and must retest the entire performance evaluation in accordance with Section 7.300 and Section 3.216. Driver/Operator II: Failure of more than two (2) performance test stations on the first attempt constitutes a failure of the entire performance evaluation. The candidate must retest the entire performance evaluation in accordance with Section 7.300 and Section 3.216. The performance evaluation for Driver/Operator III, Elevated Operations, shall consist of the following: Over-the-road driving course, NFPA guidelines or CMCB approved course Rodeo driving course, NFPA guidelines or CMCB approved course From the CMCB Driver Operator Performance Evaluation Sheets in accordance with Appendix A: Three (3) elevated operations apparatus evolutions two mandatory job sheets (A1 and A2) one random selection One (1) specialized vehicle preventative maintenance procedure selected at random. Driver/Operator III: Failure of more than two (2) performance test stations on the first attempt constitutes a failure of the entire performance evaluation. The candidate must retest the entire performance evaluation in accordance with Section 7.300 and Section 3.216. The evaluation process for the combined Driver/Operator II and III certification will include a combined pumper/elevated operations apparatus written evaluation and performance evaluation. A combined Driver/Operator II and III test shall include the performance evaluations as listed in both sections of the Driver/ Operator II and the Driver/ Operator III. The performance evaluation for combined Driver/Operator II and III shall consist of the following: Over-the-road driving course, NFPA guidelines or CMCB approved course Rodeo driving course, NFPA guidelines or CMCB approved course From the CMCB Driver Operator Performance Evaluation Sheets in accordance with Appendix A, the skill performance test evaluation will consist of six job sheets, with evolutions from each of the following areas. Pumper Apparatus: three (3) skill performance evolutions one mandatory job sheet (P1) two randomly selected job sheets Elevated Operations Apparatus: two (2) skill performance evolutions one mandatory job sheet (A1) one randomly selected job sheet General Maintenance Application: one (1) skill performance evolution selected at random. Each skill performance evolution (job sheet), shall function as a “test station.” Failure of the first attempt at a test station, leads to the allowance of one additional attempt at that test station – “a retake.” Chapter 7 – Driver Operator 01/01/08 5 If the second attempt is unsuccessful, the candidate fails the performance evaluation and must retest the entire performance evaluation in accordance with Section 7.300 and Section 3.216. Driver/Operator II/III: Failure of more than three (3) performance test stations on the first attempt constitutes a failure of the entire performance evaluation. The candidate must retest the entire performance evaluation in accordance with Section 7.300 and Section 3.216. All over-the-road, off-road, and rodeo driving courses shall be based upon NFPA 1002, Annex A, as amended, according to vehicle size. These courses are determined, announced, and arranged and accomplished through the candidate’s Training Chief. Satisfactory performance requirements are determined by the candidate’s Training Chief. By signing the Application for Certification, the Training Chief verifies that every listed candidate for certification has successfully completed all objectives for the driving courses. Candidates with a valid Colorado Commercial Drivers License (CDL) will be excused from the over-the-road driving course and rodeo driving course requirements listed above. A CDL does not replace an off-road course requirement. All performance evaluations will be made utilizing the appropriate vehicle as stated in 7.301. 7.305: Refer to Chapter 3 regarding testing process. Back to Index Chapter 7 – Driver Operator 01/01/08 6 SECTION 7.400: TERM OF CERTIFICATION Back to Index 7.401: The certifications issued by Colorado Metropolitan Certification Board will remain valid as long as the person is an employee in good standing with one of the member departments. In case of termination of employment and/or retirement, the certification would be valid for up to one year from the date of termination or retirement.
