concurrently involved in the following projects of the Australian Center for International
Agricultural Research (ACIAR) as;

Collaborating Social Scientist for the project, Integrated Crop Management (ICM)
to Enhance Vegetable Profitability and Food Security in the Southern Philippines and
Australia. The overall aim of the project is to help improve the livelihoods and food
security of smallholder vegetable farmers in the Southern Philippines by increasing
vegetable farmer profitability through integrated crop management (ICM) in Leyte,
Bohol, Samar and Mindanao. Specifically the project will develop integrated crop
management systems for open field and protected cropping over 4 regions in the
Southern Philippines to help farmers profitably produce tomatoes, sweet pepper,
eggplant, ampalaya and leafy vegetables. This is a joint project of University of
Queensland, Visayas State University, Bohiol Island State University, MOSCAT and

Collaborating Scientist for the project, Developing Vegetable and Fruit Value Chains
and Integrating them with Community Development in the Southern Philippines. The
project’s objective is to improve smallholder net income, livelihoods and community
wellbeing by developing fruit and vegetable value chains integrated with community

Having been involved in a number of project evaluation and proposal/concept note assessment and
conduct of trainings of EU funded projects (EIHDR, IfS, NSA), the undersigned has gained proven
knowledge and familiarity of the Project Cycle Managment and Gender Mainstreaming as a set of
analytical and decision making framework in project design & development, implementation &
management and monitoring & evaluation tools and mainstreaming gender equality through the
project approach.

More than ten (10) years of experience as consultant, resource person and/or external evaluator in
the conduct of project/program monitoring, review and evaluation for projects funded by donor
agencies and international humanitarian organizations like EU, IFAD, GIZ (former GTZ), WFP,
AGRITERRA, WB, European, AusAID, AECID, Lutheran World Relief, Christian Aid, Trocaire and FPE.

Fifteen (15) years of experience as institutional and organizational development expert for NGOs,
internatiuonal humanitarian organizations, donor agencies to include projects funded by EU, IOM,
WB, ACIAR, ACDI-VOCA, LGSP-CIDA, The Asia Foundation- USAID, Konrad Adenauer FoundationGermany, Philippine Development Assistance Programme and Local Government Units in the areas
of peace builidng, emergency response participatory development planning, project development
and evaluation, resource mobilization (fund raising), Transparent and Accountable Governance, CSO
participation in governance and capacity develpment for local and homegrown NGOs and POs,
promotion of the Landcare approach to sustainable agriculture, enviromental norturance and
formation of social capital/landcaring groups in the uplands;

About three (15) years of working experience with NGOs and POs promoting and demonstrating
sustainable agriculture, climate change mitigation and adaptation, sustainable integrated area
develpment, gender and development, human rights and right to self deternmination for the IPs and
the Moro peoples in various parts of the country to include the conflict affected areas.

Six years of government experience in monitoring, policy research, gap-analysis and capacity
assessment of government programs, national lines agencies and instrumentalities to include the
Autonomous Region in Muslim Mindanao; The same work has provided the undersigned the rare
opportunity to be actively involved in peace processes working closely with various Moro Fronts in
Mindanao under the auspices of the Organization of Islamic Conference (OIC). This includes
involvment in the setting up of post conflict transitional mechansims

Description
Serves as co-lead of the Livelihnood Cluster under the Zamboanga post conflict humanitarian and early
recovery program working in collaboration with other UN agencies and international and local homegrown
NGOs and local government. Specifically the task was to activate the Livelihood Cluster and through the local
government intitiate the conduct of a livelihood summit for the IDPs through participatory processes involving
the IDPs, host communities, local homegrown NGOs, national government agencies, humanitarian agencies
and international NGOs. The conduct of the livelihood summit provides due consideration to gender and
cultural/ethnic and religious diversity as important cross cutting themes.
Provides all management and supervision of various project teams implementing livelihood projects for small
farmers and indigineous peoples through AgroForestry, Soil and Water Conservation, Disaster Risk Reduxction
in the Uplands, Climate Change Mitigation and Adaptation, Sustainable Agriculture and Agro-enterprise and
Sustainable Livelihood for Upland Farmers, Integrated Crop Management. Landcare is supported and an
implementing partner of the Australian Center for International Agricultural Research (ACIAR) and was a
national partner of ACDI/VOCA with funding from the United States Department of Agriculture (USDA) in the
implementation of the CoCoPAL (Coconut, Cocoa, Palay farming system) Project in Southern Philippines. With
funding support from USAID it was also implementing Climate Change Adaptation and Mitigation project in
Protected Areas. Part of the services that landcare provide is the development of capacity of farmer
organizations for greater participation in local governance, ensuring that farmers’ development agenda are
mainstreamed and integrated into the plans of local government units at the municipal and provincial level.
This is a post conflict emergency response in the aftermath of the stand-off and shooting war in Zamboanga
City. The task is to assist the government in providing emergency employment and livelihoods to the 24,000
families displaced by the war to compliment the intiatives of other humanitarian agencies catering to relief ,
shelter, health, education, camp management and early recovery needs and requirements

Conduct of Management Course on Sustainable Integrated Area Development (SIAD) and with funding from
USAID in assisting seven (7) local government units in the formulation of Avian Influenza (AI) Preparedness
and Response Plan and in the installation of Avian Influenza Community-based Early Warning System
(CBEWS).
The task was to carry out a research study to map Philippines-Australia Human Resource Development Facility
(PAHRDF) interventions vis-à-vis other existing AusAID projects in current partner institutions. The objective
was to generate insights on capacity development approaches and how collaboration and complementation are
taking place between and among the various AusAid projects in selected target institutions. The study was also
intended to generate information on the factors that enhance or hinder collaboration and complementation and
identifying systems and mechanisms that were put in place to ensure collaboration and complementation
between and among AusAID supported programs and projects.
Project identification and formulation study was a preparatory work that generated and analyzed data and
information through particpatory processes, that served as inputs in the formulation of the 4-year project
proposal targetting mainly marginalized and IP communities in Caraga and Bicol with special focus on women.
The project was supported by the SPANISH GOVERNMENT thru the AECID.The undersigned as Project
Coordinator took the lead role in the preparation of Field Research Instruments and design of a system in
accrediting and screening partner NGOs and in the over-all supervision of the research work.
Assisted in the formulation and enhancement of the training design and in the conduct of the program planning
workshop for the Board of Trustee and Staff towards the formulation of the Institutional Development and
Organizational Strengthening (ID/OS) Plan and communication's Plan of LFPI. From then on up to the present
(2009) on on-call basis the undersigned provides consultancy services to include mentoring and coaching of
staff and members of the Board of Trustees on ID/OS concerns, resource mobilization and transition
management. At present, the undersigned is assisting the foundation in the promotion of LANDCARE as natural
resource management development framework/approach.
The project locally known as “Support Training Interventions for Mindanao Uplands and Lumad Settlements” or
STIMULUS), was a 32 month project aimed to improve the quality of life of the tribal communities/ IPs in the
island of Mindanao, particularly in the Provinces of Agusan del Norte and Bukidnon. The project was jointly
managed by the Philippine Partnership for the Development of Human Resources in Rural Areas (PhilDHRRA)
and Josefa Segovia Foundation. Major duties include development of the research instruments, constitution,
organization and mobilization of the research team, conduct of the key informant interview and focus-group
discussions and preparation of the Terminal Report. The undersigned while serving as the over-all Team
Leader also acts as the Institutional Development and Organizational Development Specialist.
Supervised the over-all research activities under the guidance of a Japanese expert in identifying and looking
into the operations of programs, projects and activities of donor organizations like the WB, UNDP, UNICEF,
ILO, ADB, EU, USAID, AusAid, NZAid, AECI concerning community (rural) development and basic social
services in conflict-affected areas in Mindanao. Major task was to examine their modalities and mechanism to
implement development intervention in Mindanao and the same time looked into practices in contracting NGO
services to include monitoring, reporting and audit system among others; The undersigned took the lead role in
the conduct of the key informant interview and focus-group discussion and preparation of the over-all
Evaluation Report.
This project has four major components, namely: (1) community organizing and institution building; (2) resource
management; (3) advocacy, networking and linkage building; and (4) livelihood development and assistance.

The Philippines Australia Human Resource Development Facility (PAHRDF) is an AusAID funded development
initiative which aims to support the Government of the Philippines (GOP) efforts to promote sustainable and
equitable development through planned institutional capacity building programs for key government and private
sector institutions. The undersigned was commissioned on a short term basis to provide specific assistance to
an assigned PAHRDF HRD Adviser in the preparation of Institutional Profiles and, in some cases HRD Analysis
for the National Commission for Indigenous Peoples (NCIP) national office, for funding support within the
PAHRDF Annual Planning process. Major tasks include coaching and mentoring through key informant
interviews.
Involved field observation, interviewing and report writing on important and critical issues and concerns related
to the administration of the pre-election, election and post-election exercises in the Philippines. The area of
assignment covers the Northern Mindanao, Western Mindanao and part of the Autonomous Region in Muslim
Mindanao.
Local Government Support Programme (CIDA-LGSP). The project dubbed Institutionalizing Effective
Barangay/village Governance in the 3 Provinces of Western Mindanao was a 7-month capacity building
intervention in the areas of proposal development & resource mobilization, strengthening of the barangay
(village) justice system and barangay administration for the 11 selected CIDA-LGSP partner municipalities in
Western Mindanao. The undersigned aside from providing over-all supervision and management on the on-site
coaches and consultants also designed and conducted trainors training-seminars and workshops as one of the
main methodologies of the capacity building program.

This was a retainer type of consultancy providing technical assistance to the City Mayor in the areas of project
development, civil society participation in local governance, networking and alliance building with donor
agencies and national government agencies.
The undersigned formed part of an 3-Person Supervision (Evaluation) Mission Team for the IFAD (Rome)
funded Western Mindanao Community Initiatives Project (WMCIP). WMCIP is a 600 PhP million project
targeting increased subsistence, higher incomes and sustainable livelihoods for 16,000 households, improved
local governance and natural resource management for upland farmers, fisherfolks and Indigenous Peoples in
80 Villages or Barangay, 21 municipalities in Basilan Province and whole of the Zamboanga Peninsula. The
task includes key informant interview for the assessment of the extent and level of implementation and how the
project relates with the other development actors in the area, identifying problem areas and providing analysis
and options to improve embedding and institutional coordination.
Serve as Training Director for a two-week course dubbed: Management Course for Sustainable Integrated Area
Development (MC-SIAD) Implementers. This is a “Filipinized” version of a course developed and introduced
here in the Philippines by the Management Development Foundation (MDF) from the Netherlands in mid 90s
internationally known as Institutional Development-Organizational Strenthening (Id/Os) Course.
The LDMP was aimed at assisting 60 Municipalities and seven (7) Provincial Governments in the formulation of
local Executive Agenda and the preparation of the corresponding capacity development plan for each of the
participating Local Government Units (LGU).
A project-based basis, developing project concept papers and proposals in support of current/ on-going peace
and development related programs and projects in Mindanao. Project proposals developed range from
enterprise development-livelihood project, peace building and advocacy on the culture of peace, support to
basic services like the Madarish education, local development planning and rural development.
The MIRCAS Project was a 1.2 Million US$, 18-month project implemented by the IOM. It was one of the six (6)
components of the United Nations- SPCPD - NEDA Multi-donor Programme. Over and above the day to day
management and supervisory concerns of the five sub-centers in the major cities of Mindanao and Palawan, the
undersigned oversees the preparation and production of information materials, development of the SZOPAD
database, networking with funding agencies and service providers as part of its resource mobilization and
resource matching work for the MNLF combatants and communities.
Provides over-all supervision towards timely and effective program interventions in the form of financial and
technical assistance for livelihood and enterprise development projects and capability building program for
Moro National Liberation Front (MNLF) cooperatives and peoples’ organization.
This was a research study towards the formulation of the Private Investment Plan for the Mindanao Special
Zone of Peace and Development (SZOPAD) in support of the newly signed peace accord between the
Government of the Philippines and the Muslim secessionist Moro National Liberation Front (MNLF).
Specifically, It was aimed at assisting in the efforts toward the prioritization of identified projects/activities for
the development of strategic sectors. The undersigned served as the Social Development Specialist and the
main consultant for the Western Mindanao cluster comprising the provinces of Sulu, Tawi-Tawi, Basilan and
the Zamboanga Peninsula Area.
Organizing business fora, preparation and development of investment profiles, project sheets and project

SPCPD was the transitional mechanism prescribed in the Final Peace Accord between the Government of the

Provided technical staff support to the Deputy Administrator in the conduct of the Organizational Climate
Survey/Study. The work assignment also included facilitation and the conduct of team building sessions and
other quality circle type of organizational development interventions for all departments providing support
services for the refugees from Vietnam, Cambodia and Laos.
While managing and supervising a regional unit, the undersigned also oversees the whole Mindanao operations
composed of six regional field offices, each unit with 8 to 12 technical and administrative staff. The day to day
work as Technical Staff of the office of the President at the ground level includes monitoring, environmental
scanning, and support to policy research and on a daily basis submission of issues and development reports on
all matters affecting and will have impact on the presidency. Accuracy, relevance and timeliness of reports were
therefore of utmost importance which require in a programmed and continuing basis, conscious efforts to build
and developed network of contacts and linkages. Other ad hoc assignments include preparing briefing papers
on political developments, draft presidential speeches, providing staff support to the Office of the Presidential
Assistant for Mindanao, Executive Secretary and the Presidential Assistants System. Work assignment also
includes supervision in the implementation of the President’s Social Fund (PSF). PSF is grant assistance in
support of projects initiated mainly by NGOs and the private sector for livelihood, school building and potable
water project. At one point the undersigned had been deeply involved in the setting up of the Autonomous
Regional in Muslim Mindanao (ARMM).
The day to day concern of a station manager was to oversee, provide direction and monitor the flow of all public
affairs program, preparation and airing of news materials. At the organization level the station manager
supervises the overall operation of the station through the departments heads composed of the Chief
Technician, Head of the Business Office, Production Manager and the News Bureau Chief. The undersigned
however acting as concurrent Personnel Officer also designs the staff development program and coaching on
the rudiments of investigative journalism on a day to day basis as part of the staff development program for
news writers and reporters. This also afforded the undersigned to cover conflict related events and issues
involving the struggle of Muslims in Mindanao for self-determination.
Task assignments include development and conduct of staff development program for teaching staff and
customized training program for freshmen students, heads of student organizations, members of the student
council, student peer counselors and student formators of Notre Dame University mainly and the 25 member’s
schools under the Notre Dame Educational Association.
Preparation of project studies and proposals for the University President’s Office and preparation of technical
plan and social preparation for the University Housing Project for the teaching and non-teaching personnel;
Work assignments as college instructor include development of learning modules and as Peer Counselor for
new teaching staff. In concurrent capacity, the undersigned was also tasked to organize and manage the
Student Credit Union – a university mechanism to provide financial support to poor but deserving students.
