Introduction
1. The Chairman, Wan Mohd Firdaus, chaired the supreme council meeting in the first
half due to the fact the Deputy Chairman, Serina Sue Ibrahim, is in between
exams.According to the constitution, it is the Deputy Chairman who should be
chairing the council meeting.
2. The meeting begin with a brief speech by Malaysia Students Department (MSD)
Education Attachee regarding MSD’s financial contribution to Malaysian societies.
He thanked the committee members of all the Malaysian societies on their
commitment to their societies and hope for a continuation of commitment. After
delivering his speech, he left the hall.
3. The Chairman, Wan Mohd Firdaus presented a short introduction about UKEC and
its committee and the rest of the committee introduced themselves along with their
job scope this year. Encik Rozimi Abdul Rahman, a representative from the UKEC
Board of Trustees, also gave a brief introduction on his role within UKEC.
4. The Chairman requests every Malaysian society website to be linked to the UKEC
website. He also urged all presidents and secretaries to join the UKEC mailing list.
Question and Answers
5. University of Oxford requests for the availability of the constitution and financial
report for the supreme council. The constitution will be available online on the
UKEC website however the financial report will only be available during the AGM
in October 2006. She also questioned the independence of each vote on any
decisions made by the UKEC council.
6. The UKEC Chairman in reply explains that the constitution has always been
distributed to all members of council (i.e Malaysian Society presidents and
representatives) and that most of the council members who are present has never
been informed of the UKEC developments before due to the inefficiency of UKEC
itself. The UKEC Chairman believes that this will change in the future and such
changes is already in the new UKEC committee.
7. PPIMI Royal College of Surgeons in Ireland questioned the location of main events
by UKEC being conducted in London.
8. The UKEC Chairman says that UKEC is planning to have more events in location
with a higher population of Malaysian Students (e.g. Nottingham, Manchester). The
next AGM will most probably be conducted in Manchester, and that the Chairman is
also working towards decentralising UKEC by having more regional UKEC such as
UKEC London, UKEC Midlands, UKEC North, UKEC Scotland, UKEC Ireland,
UKEC Wales, UKEC South, and UKEC East Anglia.
9. Queen Mary questioned the need for approval by the supreme council for any events
by UKEC (e.g. Careers Fair 2006).
10. The UKEC Chairman explains that the Career’s Fair is considered to be under the
Vice Chairman Operation’s portfolio. Other events like Kalsom Project are also
considered to be part of Vice Chair Development’s portfolio.
Reports by UKEC and the Malaysian Societies
11. The UKEC Chairman gave a short introduction on the history of UKEC and the
history of the Majlis Perwakilan Pelajar Malaysia di United Kingdom.He continued
with the reports on the successes of UKEC in the past 6 months in putting the
council back on the map. He also informs the council of the success in lobying the
MSD in getting back the UKEC in MSD which could also be used as a meeting
room for Malaysian Societies . He is still trying to urge MSD for a student library and
Malaysian newspapers within Malaysia Hall and also to other parts of the country.
He also clarified UKEC’s role as a federation of Malaysian Societies, that we ought
to be a strong union working for the benefits of our students and not only that, as a
council it should be promoting more intellectual discourse among the students such
as promoting student forum and others.
12. Every university gave a short introduction on themselves and their society:
 London School of Economics and Political Science – Malam Bakti
(Early December) donated 2000GBP to charity.


Chinese New Year celebation (8th February), Visit by the Deputy Health
Minister.
Oxford University Malaysia Club – Programs encouraging Malaysian
students to apply to Oxford, Oxbridge debate, Malaysian Night (4th March)
University of York – Participated in International Week within the
university “Fiesta” and won first runner-up.
University of Essex – Deepavali and Hari Raya dinner
Queens University Belfast – Malaysian Night and donate proceeds to
charity.
University of Cardiff – Bazaar Syawal, Cardiff Games (11th March),
Malaysian Night “Festival of Diversity”
University of Loughborough - Family Days, Sports Days
Queen Mary University of London - Pre-departure briefing, Freshers Fair,
Ice-breaking session & Potluck dinner, Participation in Nottingham Games,

UKEC Council – Formal Council starts
13. Deputy Chairman, Serina Sue Ibrahim, chaired the council as required by the
constitution.
14. Vice Chair Special Operation, Ahmad Ariff Abu Bakar, gave a presentation on plans
for Careers Fair 2006. Acting Chairman also gave a presentation on plans for Kalsom
12 in Kelantan in August. Communications Officer, Faizal, gave a presentation on
Kalsom Sabah.
Admission of New Council members
15. Queens University, Belfast expressed their intention to join UKEC. University of
Surrey proposed for Queens University, Belfast to be admitted into the Supreme
Council. Queen Mary University of London seconded the motion. The motion was
unanimously approved.
16. Malay Club Belfast expressed their intention to join UKEC. University of Lancaster
proposed for Malay Club Belfast to be admitted into the Supreme Council.
University of Cardiff seconded. The motion was unanimously approved.
17. PPIM Dublin expressed their intention to join UKEC. University of Manchester
proposed for PPIM to be admitted into the Supreme Council. University of Leeds
seconded. The motion was unanimously approved.
18. PMCSA UCD Ireland Malaysian Society expressed their intention to join UKEC.
University of Northumbria proposed for PMCSA UCD Ireland to be admitted into
the Supreme Council. Kings College London seconded. The motion was
unanimously approved.
19. University of Edinburgh Malaysian Society expressed their intention to join UKEC.
City University proposed for University of Edinburgh to be admitted into the
Supreme Council. University of Cambridge seconded. The motion was unanimously
approved.
20. National University of Ireland, Galway Malaysian Society expressed their intention to
join UKEC. University of Birmingham proposed for National University of Ireland,
Galway to be admitted into the Supreme Council. University College London
seconded. The motion was unanimously approved.
21. College of St Mark & St John, Plymouth Malaysian Society expressed their intention
to join UKEC. University of Leicester proposed for College of St Mark & St John,
Plymouth to be admitted into the Supreme Council. University of Nottingham
seconded. The motion was unanimously approved.
22. MOTION 1: MALAYSIA HALL ISSUES
 Council resolves that:
1. The price of the food at Malaysia Hall Canteen and the Malaysia Hall
Residence should be subsidized by the government. Propose for a price
adjustment of Set Meal Penuh at Malaysia Hall by 35% from £4.70 to £3.00.
2. Propose that discount is not only applicable with a student card from MSD
but also with your Identification Card or Student Card to prove that you’re a
Malaysian Student.
3. Propose for a clear notice on the availability of the discount with no
discrimination on educational level of students and the type of food served.
4. Propose that the library should be available for students and is available for
students to study or for student meetings. There should be internet connection
available at the library for the use of students.
5. Propose that the curfew of the Malaysia Hall Residence to be extended to 12
a.m.
Imperial College London and Kings College London formally proposed Motion 1.
University of Northumbria and UCD seconded. Everyone voted yes on the motion
except for City University and University of Cambridge who remained abstained.
23. MOTION 2: NEWSPAPER FROM MALAYSIA DISTRIBUTORS

Council believes that:
1. We do not get regular distribution of Malaysian newspapers in
main UK cities.
2. There used to be regular newspapers to main UK cities.
3. MAS flies twice daily

Council resolves that:
1. Distribution must be delivered to all main cities.
2. The cost of the distribution should be borne by MSD.
3. Equipment for newspaper.

Queens Malay Club and University of Manchester formally proposed Motion
2. MASTECH and Acting Chairman of UKEC seconded. Motion was
defeated.
24. UCD Dublin proposed for UKEC to address Tourism Malaysia to increase better
services to Malaysian students in terms of promoting Malaysia.
25. Queen’s Malay Club Belfast proposed to close the council meeting. UCD seconded.
