SUMMARY OF PROGRAM REQUIREMENTS
In this document “Applicant” means the individual, society, corporation, strata corporation, cooperative
association or other person that is applying to LiveSmart for an incentive towards purchase and installation
expenses for electric vehicle charging station(s) in a MURB (the “MURB Incentive”).
“Signatory” means the individual who is signing this application on behalf of the Applicant.
Please check each of the following before submitting:
 The Applicant is the fee simple owner of the MURB(s) in respect of which this application is made, or is the
registered owner of a lease or other interest providing exclusive occupation extending for a period of at least 5
years, or if the MURBs are on property subject to a strata plan, the Applicant is the strata corporation formed
by that plan.
 If the Signatory is not the Applicant, the Signatory is duly is authorized by the Applicant to make this
application.
 The Applicant understands that this application form must be accurately and fully completed to be eligible for
acceptance into the LiveSmart BC’s MURB Incentive Program (the “Program”).
 The Applicant acknowledges that if this application is accepted by LiveSmart BC, it will be legally bound to
comply with the terms and conditions set out below.
 The Applicant understands that not all qualifying applicants may be accepted into the Program, and that
LiveSmart BC will not provide the MURB Incentive to applicants who are not accepted. LiveSmart BC may, in its
sole discretion, prioritize applications based on the program requirements, application information and/or
other factors.
 LiveSmart BC decisions regarding acceptance of an Applicant to the Program are final and are not appealable.
 The Applicant understands that in order to meet Program requirements (including purchase and payment in
full for EV charging stations by March 31st, 2013, and installing and making EV charging operational before
August 15th, 2013) it must be prepared to begin work immediately upon being accepted into the Program.
LiveSmart BC anticipates providing applicants with an acceptance letter within one week of applications being
submitted.
 The Applicant agrees that if accepted, in order to receive the MURB Incentive:

It must apply for a new meter and an account number dedicated to the EV charging stations from its
Electric Utility Provider by March 31st,
 LiveSmart BC must receive a report and proof of Eligible Expenses (as defined below) by March 31st,
2013.
The Applicant has made a copy of the completed application and all required documentation.
If given, the MURB Incentive will not exceed 80% of Eligible Expenses for purchase and installation of EV
charging stations up to a maximum of $4,500 per station. The Applicant acknowledges that only costs incurred
between February 8th, 2013 and March 31st, 2013 will be considered when calculating the MURB Incentive.
Only purchases of a model(s) included on the ‘Eligible Products List’ found at
http://www.livesmartbc.ca/incentives/transportation/ev_charging_station_eligible _products.pdf and
http://www.livesmartbc.ca/incentives/transportation/Level2-EVSE-List-of-Qualified-Products.pdf will qualify
for the MURB Incentive.
The Applicant agrees that if it receives a MURB Incentive for one or more charging stations it will be required
to:
 Install the charging stations in the MURB in accordance with this application and keep those stations
in service for five years,
 Install one dedicated electric meter for all stations in each MURB for which incentives are given (not
one meter per station).
 Submit a supplementary report by August 15th, 2013.
The Applicant understands that failure to meet installation deadlines for charging stations, failure to submit
required reports or failure to keep charging stations in service for a minimum of five years may result in the
Province requiring the Applicant to pay back all of the MURB Incentives received in respect of that station.
Maximum number of EV charging station incentives available per MURB:
Number of LiveSmart BC Incentives will not exceed
 20% of total parking stalls at each MURB for which an application is made; and
 6 per MURB.
Incentive offered:
 80% of eligible costs for MURB Electric Vehicle Charging Stations incurred by March 31, 2013, up to a
maximum of $4,500 per charging station
Notes:





“MURB” means a building located on a single lot or strata plan that includes at least 4 residential
units (other than secondary suites); or, at the discretion of LiveSmart BC, a building or buildings that
serve a similar purpose to an apartment or condominium, or a triplex under a strata plan.
Depending on the level of program subscription as of February 22, 2013, additional applications may
be accepted and/or additional EV charging stations per MURB may be made available.
An EV charging station with a dual cord set counts as 2 charging stations.
Applications with missing or incomplete information will not be processed.
Applications will be reviewed by an Evaluation Committee in the order they are received.

Additional Terms and Conditions
If the Applicant’s application for the LiveSmart EV MURB incentive is accepted, the Applicant and LiveSmart BC
agree as follows:
1.
In these terms and conditions, and the above application:
a. “Eligible Expenses” are limited to reasonable out of pocket expenses incurred by the Applicant
before March 31, 2013 for purchasing and installing an Electric Vehicle Charging Station in
accordance with this application and any additional limitations placed by the Province in its
letter accepting the Applicant into the Program, including;
(i) the purchase price of the EVCS, and;
(ii) cost for installation of the EVCS including, labour and material required for the
installation, installation of new meters provided by the electric utility provider, detailed
electrical or engineering design necessary for the installation, EVSC signage
but do not include HST or GST on any of the above expenses, costs associated with repairing
pre-existing problems, costs incurred for the purpose of compliance with the City of Vancouver
By-law no. 9936, costs of Applicant’s policy or bylaw development, or research associated with
installation of EVCS.
b. “EVCS” and “Electric Vehicle Charging Station” mean electric vehicle supply equipment for
which the Applicant has applied for a MURB Incentive;
c. “LiveSmart BC” means Her Majesty the Queen in Right of British Columbia as represented by
the Minister of Environment;
d. “MURB” means a building located on a single lot or strata plan that includes at least 4
residential units (other than secondary suites); or, at the discretion of LiveSmart BC, a building
or buildings that serve a similar purpose to an apartment or condominium, or a triplex under a
strata plan, and;
e. “Report” means the report referred to in condition 3.
2.
To be eligible for a MURB Incentive all terms and conditions (except those that are expressly stated to be
met after March 31, 2013) must be met to LiveSmart BC’s satisfaction by March 31, 2013. Without
limiting the generality of the above, LiveSmart BC will not pay the MURB Incentive to the Applicant unless:
a. the Applicant is accepted into the Program by LiveSmart BC;
b. subject to the Applicant’s electric utility provider allowing dedicated electric meters and
accounts for EVCS, the Applicant has applied to its electricity utility provider by March 31,
2013 for a new electric meter and service account dedicated to all the EVCS in a MURB for
which a incentive is given, and;
c. LiveSmart BC receives from the Applicant by March 31st, 2013, a report, as described in
condition 3, and proof of Eligible Expenses, as described in Condition 4.
If the above conditions are met LiveSmart BC will pay to the Applicant, for each EVCS which the Province
approved in its acceptance letter, an incentive equal to the lower of $4,500 or 80% of Eligible Costs for
which proof has been submitted, up to a maximum of 6 incentives per MURB.
3.
The Applicant must, by March 31, 2013, provide to LiveSmart BC a report in a form provided by LiveSmart
BC, if any. The report must include:
a. the number of charging stations purchased and each station’s make and model;
b. the cost for purchase;
c. other Eligible Expenses incurred prior to the date of the report;

d. if available, the numbers of the electricity utility accounts dedicated to servicing EVCS at each
MURB, or if the Applicant’s electric utility provide does not permit such accounts the number
of the non-dedicated account servicing the EVCS;
e. the number charging stations installed at each MURB up to the date of the Report, street
address, geographic coordinates and the date of installation;
f. photos of each completed installation;
g. lessons learned and related recommendations relevant for the Program;
h. strata corporation bylaws or other rules and policies applicable to the MURB that relate
directly to the EVCS(s), and;
i. any other information specified in the form.
Proof of Eligible Expenses (which LiveSmart BC must receive by March 31st, 2013) must include itemized
invoices or receipts indicating:
a. For each EVCS the retailer name, address and phone number, purchase date and price,
product make, model, and;
b. reasonable detail in relation to other Eligible Expenses, including description of work
performed, hourly rates and reasonable detail in any invoices provided by contractors.
The cheque will generally be mailed within 8-10 weeks of receipt of the Report unless the Applicant’s
Report is selected for verification, which may result in additional processing time.
If the Applicant receives a MURB Incentive it must, by August 15, 2013, install in accordance with this
application and LiveSmart BC’s letter of acceptance into the Program all the EVCS for which an incentive
has been given, and must bring those EVCSs into service. Subject to the Applicant’s electric utility provider
allowing dedicated electric meters and accounts for EVCS, all EVCS must be installed with a dedicated
meter and electricity utility provider account.
The Applicant must provide an addendum (the “Addendum”) to the Report, in a form provided by
LiveSmart BC, if any, to LiveSmart BC by August 15, 2013. The Addendum will update the Report to
provide additional information that was not available at the time of submission of the Report, including
locations, photos and dates of charging station installation for EVCS installed after the Final Report as well
as other relevant information required in the Report.
LiveSmart BC reserves the right at any reasonable time, before or after the payment of the MURB
Incentive, to verify the purchase and/or installation of an EVCS in respect of which the Applicant has
claimed Eligible Expenses or received a MURB Incentive. The Applicant will provide LiveSmart BC with
additional supporting material reasonably required by LiveSmart BC, and will, on 24 hours notice, provide
LiveSmart BC access to the EVCSs in respect of which incentives have been paid.
If the Applicant fails to comply with any term or condition of this agreement, LiveSmart BC may deny the
MURB Incentive, or if a incentive has been paid may, by written notice, require repayment in whole or
part of the Incentive. On delivery of such notice the repayment required becomes a debt due and owing
to the Her Majesty the Queen in Right of British Columbia (the “Provincial Government”).
The EVSC must be a model included on either of the ‘Eligible Products Lists’ found at either

Any rebate(s), incentive(s) offered and/or provided by any manufacturer, distributor dealer and/or
installer, is separate and distinct from this Program. The Provincial Government will not be responsible
for any rebates(s), discount(s) and/or incentive(s) offered and/or provided by any manufacturer,
distributor, dealer and/or installer.
The Applicant represents and warrants that the information provided in this application is true and
accurate and that it is the fee simple owner of the buildings in respect of which this application is made, or
is the registered owner of a lease or other interest extending for a period of at least 5 years, or if the
MURBs in respect of which incentive(s) are paid are on a strata plan, the Applicant is the strata
corporation for that plan. LiveSmart BC is not obligated to pay the MURB Incentive to the Applicant if this
representation and warranty is untrue, or if a MURB Incentive has been paid, the LiveSmart BC may
require the repayment of the same.

LiveSmart BC will not be responsible for any late, lost, incomplete, illegible, misdirected, stolen, delayed,
damaged, destroyed Reports, Addendums or payment receipts or any other failures or circumstances
affecting or disrupting the Program. LiveSmart BC is not responsible for returning incomplete or
otherwise ineligible applications.
The Applicant must be able to work with their existing strata council (if applicable, and on an as needed
basis) to ensure strata bylaws are amended as necessary to implement usage guidelines for EVCS
pertaining to the installed EVSE.
The Applicant agrees that the selection, purchase, installation and ownership/maintenance of the EVCS
are the applicant’s sole responsibility and that the provider(s) of same are not affiliated with the Provincial
Government or any LiveSmart BC programs. The Provincial Government makes no representation or
warranty, whether expressed or implied in respect of any such equipment, services or measures that the
Applicant has chosen and applied an incentive for. The Applicant agrees that the Provincial government,
its employees and representatives have no liability concerning the installation, performance, use or fitness
of the same for the Applicants’ purpose.
The Applicant is responsible for meeting all Program requirements and complying with any laws,
regulations or by-laws regarding permits, codes, restrictions, or inspections in relation to the EV Charging
Station installation. Installation of EVCS must follow the Electric Vehicle Charging Infrastructure
Deployment Guidelines British Columbia, (dated July, 2009, Version 1.0).
The Applicant must apply for all local government licences, permits and approvals under applicable
legislation, regulations and by-laws needed to install the station.
LiveSmart BC reserves the right to change or terminate the Program at any time without notice. If the
Program is terminated or LiveSmart BC provides notice of a change in these terms and condition,
LiveSmart BC is under no obligation to pay amounts to the Applicant, except as provided in this condition.
LiveSmart will pay the MURB Incentive in respect of Eligible Expenses incurred prior the change or
termination in accordance with these terms and conditions.
The commitment of LiveSmart BC to provide the MURB Incentive under the Program is subject to the
Financial Administration Act, which makes any obligation to pay subject to an appropriation being
available in the fiscal year of the Province during which payment becomes due.
The Applicant consents to the electric utility provider or LiveSmart BC contacting him/her (by phone,
direct mail or similar method) for the purposes of administering, evaluating and researching all elements
of the Program. The applicant further agrees that Electric Utility Provider may access the utility account
data for the EVCS they have about the applicant, including energy consumption for a period of 60 months
before and after program participation, for purposes of: (i) providing information to LiveSmart BC that
confirms eligibility for the Incentive and processing incentives and/or evaluating the effectiveness of the
program, and (ii) undertaking analysis and research to inform changes to existing programs and the design
of new programs.
The Applicant agrees to allow the LiveSmart BC program to share the number of the Applicant’s dedicated
account for EV charging and the Applicant’s address with Electric Utility Provider to assist the utility in
understanding the impacts of electric vehicles on the electricity grid and in developing infrastructure to
support electric vehicles. The Applicant also consents that the Electric Utility Provider share aggregated
information about Electric Vehicle Charging Station usage with the Province.
Any notice or report that is required to be given by the Applicant to LiveSmart BC must be delivered to the
mailing address in page 1 of this description, or such other addresses specified by LiveSmart BC. Any
notice or report that is required to be given by LiveSmart BC to the Applicant may be delivered to the
addresses specified by the Applicant in this application.
This agreement terminates on August 15, 2018, unless terminated earlier by LiveSmart BC. Condition 15
survives termination.
